hand_n and_o within_o just_a bound_n because_o they_o be_v entrust_v with_o a_o arbitrary_a power_n which_o be_v absolute_o necessary_a to_o the_o work_n whereunto_o they_o be_v call_v they_o be_v to_o redress_v thing_n at_o present_a for_o which_o there_o be_v as_o yet_o no_o law_n and_o to_o provide_v future_a remedy_n for_o thing_n amiss_o which_o the_o law_n do_v not_o foresee_v now_o this_o be_v exceed_o useful_a to_o the_o people_n and_o necessary_a for_o the_o people_n in_o such_o case_n but_o if_o this_o power_n shall_v be_v draw_v out_o into_o act_n of_o government_n so_o far_o as_o it_o be_v so_o draw_v out_o the_o people_n be_v govern_v arbitrary_o by_o a_o arbitrary_a power_n which_o power_n the_o people_n do_v put_v into_o their_o hand_n not_o to_o make_v use_n
