pass_v by_o bishop_n and_o presbyter_n because_o matter_n be_v censure_v in_o the_o congregation_n and_o execute_v by_o the_o people_n and_o thus_o the_o practice_n of_o that_o time_n give_v a_o reason_n without_o strain_v why_o our_o lord_n seem_v to_o refer_v these_o matter_n to_o the_o congregation_n when_o he_o say_v tell_v it_o to_o the_o church_n because_o they_o pass_v at_o their_o afterward_o to_o the_o people_n because_o the_o church_n be_v a_o mere_a spiritual_a commonwealth_n and_o not_o endue_v with_o temporal_a strength_n so_o much_o as_o to_o execute_v those_o sentence_n which_o the_o power_n of_o the_o key_n give_v by_o christ_n oblige_v it_o to_o inflict_v always_o set_v wide_o that_o power_n of_o work_a miracle_n which_o be_v in_o the_o apostle_n upon_o which_o some_o think_v he_o reflect_v in_o some_o passage_n of_o those_o epistle_n requisite_a it_o be_v then_o the_o congregation_n shall_v be_v satisfy_v of_o the_o course_n of_o those_o proceed_n which_o must_v come_v into_o execution_n and_o effect_n by_o their_o voluntary_a submission_n to_o the_o will_n of_o god_n and_o the_o office_n of_o his_o minister_n and_o as_o the_o matter_n be_v now_o that_o thing_n of_o this_o nature_n proceed_v not_o upon_o man_n private_a conscience_n and_o judgement_n in_o particular_n but_o upon_o general_a rule_n of_o common_a right_n requisite_a it_o be_v
