viz._n the_o level_n of_o farnhil_n dombarn_v wittersham_n and_o other_o and_o that_o the_o make_v the_o low_a land_n of_o wittersham_n a_o indraught_n be_v the_o only_a mean_n which_o preserve_v in_o a_o decay_a condition_n and_o apparent_a danger_n to_o become_v drown_v and_o lose_v land_n that_o afterward_o several_a work_n be_v undertake_v which_o cost_v the_o owner_n of_o the_o drown_a land_n above_o 30000_o l._n and_o those_o work_v prove_v altogether_o fruitless_a for_o the_o recovery_n of_o the_o drown_a land_n and_o serve_v only_o for_o the_o present_a preservation_n of_o the_o only_o to_o be_v preserve_v and_o be_v then_o as_o much_o worth_n to_o be_v let_v by_o the_o year_n as_o now_o they_o be_v the_o deep_a drown_a land_n be_v nothing_o worth_a be_v to_o be_v recover_v and_o preserve_v and_o therefore_o no_o reason_n they_o shall_v be_v scot_v at_o equal_a rate_n this_o be_v consent_v to_o be_v true_a at_o such_o time_n as_o the_o first_o joint_a commission_n be_v take_v out_o for_o all_o the_o say_v level_n and_o upon_o these_o ground_n the_o commissioner_n do_v then_o think_v it_o equal_a and_o according_o decree_v that_o the_o sommer-land_n shall_v be_v scot_v but_o after_o the_o rate_n of_o sour_a penny_n the_o deep_a drown_a land_n after_o twelve_o penny_n the_o acre_n to_o every_o scott_n but_o now_o that_o the_o deep_a drown_a land_n be_v many_o year_n since_o recover_v and_o become_v full_o as_o safe_a from_o future_a decay_n as_o the_o sommer-land_n that_o such_o recovery_n have_v cost_v the_o owner_n of_o those_o land_n more_o than_o double_a the_o value_n of_o the_o inheritance_n of_o they_o the_o sommer-land_n have_v be_v all_o that_o time_n preserve_v and_o the_o owner_n of_o they_o receive_v yearly_o sixteen_o or_o eighteen_o shilling_n the_o acre_n above_o all_o scott_n now_o that_o the_o heavy_a charge_n lie_v upon_o those_o land_n be_v only_o for_o preservation_n wherein_o shirley_n moor_n and_o the_o rest_n of_o the_o late_a decay_a summer_n land_n be_v more_o than_o equal_o interest_v with_o they_o and_o for_o who_o preservation_n the_o sea_n be_v necessary_o let_v into_o wittersham_n level_n which_o have_v produce_v this_o great_a charge_n now_o for_o they_o to_o be_v continue_v at_o the_o former_a unequal_a rate_n of_o twelve_o penny_n and_o four_o penny_n whereby_o the_o deep_a drown_a land_n though_o drain_v of_o water_n be_v still_o drown_v in_o charge_n pay_v more_o in_o scott_n then_o their_o yearly_a rent_n amount_v unto_o this_o seem_v very_o unequal_a to_o all_o the_o commissioner_n not_o interest_v 9_o they_o allege_v that_o they_o have_v little_a or_o no_o benefit_n by_o the_o work_n nor_o the_o yearly_a rent_n of_o their_o land_n thereby_o improve_v that_o by_o the_o word_n of_o the_o statute_n all_o land_n be_v to_o be_v scot_v according_a to_o the_o benefit_n they_o receive_v and_o therefore_o since_o the_o benefit_n be_v little_a the_o scot_n may_v not_o be_v great_a to_o this_o it_o be_v answer_v that_o about_o forty_o year_n since_o when_o the_o general_a work_n be_v first_o undertake_v and_o the_o level_n of_o shirley_n moor_n and_o ebony_n join_v in_o one_o why_o all_o the_o other_o land_n within_o the_o limit_n of_o the_o commission_n shall_v not_o be_v equal_o scot_v for_o their_o preservation_n according_a to_o the_o custom_n of_o romney_n marsh_n so_o much_o urge_v at_o the_o late_a session_n as_o cause_v the_o juror_n to_o alter_v their_o exhibit_v presentment_n or_o if_o notwithstanding_o the_o say_a custom_n the_o same_o sommer-land_n in_o farnhill_n dombarn_v wittersham_n and_o kentchill_n which_o can_v pretend_v to_o any_o such_o agreement_n be_v include_v within_o the_o commission_n for_o the_o upper_a level_n before_o the_o water_n by_o thorney_n sluice_n howbeit_o the_o late_a drown_a land_n be_v then_o perfect_o drain_v and_o by_o the_o presentment_n of_o the_o late_a juror_n it_o appear_v that_o the_o preservation_n of_o the_o outfall_n at_o thorney_n sluice_n be_v necessary_a for_o the_o well_o sew_v of_o the_o same_o land_n in_o redhill_n appledore_n and_o stone_n yet_o they_o be_v thereby_o exempt_v from_o
