since_o some_o of_o our_o harbour_n be_v grow_v much_o worse_a therefore_o it_o may_v seem_v fit_a to_o examine_v the_o cause_n thereof_o the_o better_a to_o preserve_v they_o from_o further_a decay_n and_o also_o to_o keep_v such_o harbour_n good_a as_o yet_o remain_v so_o and_o since_o the_o same_o decay_n proceed_v from_o sand_n that_o do_v settle_v and_o remain_v on_o our_o bar_n and_o in_o our_o bay_n therefore_o i_o shall_v endeavour_v to_o show_v these_o two_o thing_n first_o from_o what_o cause_n those_o sand_n do_v settle_v and_o remain_v and_o second_o propose_v a_o way_n to_o prevent_v further_a increase_n of_o such_o sand_n yet_o without_o charge_n and_o for_o proof_n of_o each_o of_o these_o general_a head_n i_o will_v offer_v only_o such_o observation_n and_o reason_n of_o these_o sea_n indraught_n have_v be_v think_v beneficial_a to_o navigation_n as_o well_o by_o the_o government_n who_o have_v entitle_v permit_v or_o encourage_v man_n therein_o as_o by_o those_o man_n of_o skill_n in_o such_o work_n that_o advise_v the_o same_o yet_o i_o fear_v most_o of_o your_o barrs_n and_o bays_n have_v be_v render_v more_o unsafe_a by_o those_o work_n and_o if_o patentees_n and_o land-peeragers_a remain_v permit_v to_o lessen_v your_o indraught_n by_o such_o imbankment_n whilst_o yet_o your_o bay_n and_o channel_n mouth_n retain_v their_o old_a breadth_n and_o so_o require_v the_o same_o influx_n and_o efflux_n to_o keep_v they_o to_o their_o depth_n than_o i_o apprehend_v

believe_v the_o salt_n indraught_n do_v carry_v more_o sand_n from_o barrs_n and_o bays_n than_o land-water_n for_o these_o two_o reason_n first_o because_o the_o land-water_n bear_v but_o a_o small_a proportion_n with_o the_o salt._n and_o second_o because_o the_o tide_n of_o flood_n run_v strong_a and_o the_o sand_n that_o lie_v firm_a and_o close_o during_o the_o ebb_n be_v yet_o by_o the_o flow_a water_n make_v very_o loose_a and_o hollow_a wherefore_o i_o think_v flow_a water_n do_v most_o stir_v the_o sand_n on_o the_o barrs_n and_o in_o the_o bay_n and_o leave_v it_o in_o motion_n to_o pass_v out_o to_o sea_n in_o the_o ebbs._n and_o thus_o i_o hope_v i_o have_v show_v that_o the_o imbankment_n of_o those_o indraught_n do_v abate_v the_o influx_n and_o efflux_n of_o your_o water_n and_o increase_v your_o sand_n yet_o to_o make_v this_o point_n more_o plain_a i_o pray_v leave_n to_o cite_v the_o four_o follow_a precedent_n first_o that_o many_o year_n since_o a_o river_n call_v the_o rother_n do_v pass_v through_o rumney-marsh_n in_o kent_n and_o near_o its_o issue_v into_o the_o sea_n ancient_o make_v a_o haven_n and_o bay_n but_o the_o sea_n lay_v more_o sand_n in_o the_o mouth_n of_o this_o haven_n than_o its_o indraught_n of_o salt_n water_n and_o fresh_a can_v remove_v and_o thereby_o shut_v out_o the_o salt_n water_n and_o keep_v the_o fresh_a in_o it_o cause_v the_o latter_a to_o swell_v back_o in_o its_o own_o channel_n about_o six_o mile_n and_o there_o the_o fresh_a water_n break_v over_o its_o bound_n and_o go_v no_o more_o through_o rumney-marsh_n there_o be_v many_o thousand_o acre_n of_o imbanked_a land_n under_o high-water_n mark_v in_o that_o marsh_n and_o lie_v on_o the_o side_n of_o that_o channel_n and_o haven_n and_o whilst_o un-imbanked_n the_o flow_a water_n must_v drown_v the_o same_o before_o it_o ebb_v in_o the_o haven_n therefore_o before_o imbankment_n those_o land_n be_v a_o large_a indraught_n or_o bason_n to_o that_o haven_n and_o bay._n and_o if_o those_o land_n be_v imbank_v from_o the_o rother_n channel_n and_o haven_n before_o they_o be_v so_o choke_v up_o than_o we_o have_v good_a reason_n to_o believe_v those_o imbankment_n choke_v up_o the_o same_o and_o that_o those_o imbankment_n do_v precede_v that_o sand-stop_a seem_v clear_a from_o the_o two_o follow_a cause_n first_o for_o
