since_o some_o of_o our_o harbour_n be_v grow_v much_o worse_a therefore_o it_o may_v seem_v fit_a to_o examine_v the_o cause_n thereof_o the_o better_a to_o preserve_v they_o from_o further_a decay_n and_o also_o to_o keep_v such_o harbour_n good_a as_o yet_o remain_v so_o and_o since_o the_o same_o decay_n proceed_v from_o sand_n that_o do_v settle_v and_o remain_v on_o our_o bar_n and_o in_o our_o bay_n therefore_o i_o shall_v endeavour_v to_o show_v these_o two_o thing_n first_o from_o what_o cause_n those_o sand_n do_v settle_v and_o remain_v and_o second_o propose_v a_o way_n to_o prevent_v further_a increase_n of_o such_o sand_n yet_o without_o charge_n and_o for_o proof_n of_o each_o of_o these_o general_a head_n i_o will_v offer_v only_o such_o observation_n and_o reason_n as_o be_v confirm_v by_o experience_n first_o i_o apprehend_v that_o those_o sand_n be_v bring_v from_o without_o by_o storm_n and_o from_o within_o by_o land-flood_n and_o remain_v there_o for_o be_v raise_v and_o grow_v level_a with_o the_o sand_n and_o beach_n lie_v on_o the_o shore_n thereof_o therefore_o your_o navigation_n require_v influx_n and_o efflux_n that_o be_v great_a as_o well_o as_o constant_a i_o confess_v the_o influx_n and_o efflux_n of_o tide_n and_o ebb_n do_v keep_v some_o sand_n from_o settle_v and_o also_o remove_v other_o sand_n after_o the_o same_o have_v settle_v but_o yet_o since_o the_o sea-chart_n show_v more_o sand-bank_n in_o bay_n and_o channel_n mouth_n than_o be_v elsewhere_o find_v therefore_o the_o land_n that_o make_v they_o bay_n seem_v to_o be_v the_o cause_n of_o the_o sea_n sands_n settle_v therein_o second_o i_o believe_v sands_n may_v settle_v and_o remain_v on_o barrs_n from_o the_o great_a disproportion_n in_o breadth_n between_o that_o part_n of_o a_o channel_n where_o a_o bar_n lie_v and_o the_o upper_a adjoin_a part_n of_o the_o same_o channel_n for_o the_o ebb_n have_v strength_n in_o the_o narrow_a part_n and_o do_v thence_o remove_v such_o sand_n as_o land-water_n or_o tide_n and_o storm_n cause_v there_o to_o settle_v but_o can_v carry_v it_o all_o out_o beyond_o the_o bar_n part_n of_o the_o channel_n first_o because_o there_o a_o over_o breadth_n do_v weaken_v the_o ebbs._n second_o because_o the_o sea_n be_v most_o apt_a to_o leave_v sand_n on_o the_o bar_n and_o this_o barr-sand_n obstruct_v the_o channel-sand_n and_o thereby_o augment_v the_o bar_n which_o will_v thus_o grow_v high_a till_o want_v of_o depth_n in_o the_o out_o fall_n bring_v the_o water_n to_o a_o rapidity_n notwithstanding_o overbreadth_n damage_n to_o barrs_n and_o bays_n for_o in_o whatsoever_o part_n of_o the_o channel_n this_o stop_n lie_v the_o same_o detain_v land-flood_n and_o make_v they_o pass_v out_o with_o less_o rapidity_n and_o thereby_o abate_v their_o service_n to_o the_o bar_n and_o bay._n for_o if_o you_o force_v water_n to_o pass_v through_o one_o foot_n square_a that_o aught_o to_o have_v two_o than_o you_o must_v give_v that_o water_n time_n to_o balance_v that_o restraint_n and_o second_o the_o sea_n indraught_n may_v be_v lessen_v by_o these_o two_o follow_a way_n first_o by_o the_o say_v sluce-stop_a overbreadth_n viz._n in_o the_o part_n of_o the_o river_n where_o the_o same_o be_v find_v and_o adjoin_v land-pearagers_a believe_v that_o all_o such_o salt_n may_v be_v imbank_v and_o that_o navigation_n will_v receive_v no_o detriment_n thereby_o touch_v the_o low_a and_o sea_n indraught_n part_n of_o a_o channel_n that_o have_v green-salt_n these_o part_n i_o confess_v be_v too_o wide_a for_o their_o common_a fresh_n and_o low_a tide_n as_o well_o as_o high_a part_n of_o the_o channel_n and_o by_o that_o mean_v they_o lie_v dry_a sometime_o and_o bear_v green_n and_o imbankment_n here_o will_v deepen_v a_o channel_n as_o well_o as_o those_o make_v high_a up_o but_o the_o channel_n in_o those_o low_a part_n be_v not_o too_o wide_a for_o land-flood_n when_o the_o same_o meet_v pretty_a high_a tide_n nor_o be_v they_o ever_o too_o wide_o for_o the_o spring-tide_n and_o to_o receive_v water_n from_o the_o sea_n to_o scour_v barrs_n and_o bays_n though_o imbankment_n out_o of_o these_o sea_n indraught_n have_v be_v think_v beneficial_a to_o navigation_n as_o well_o by_o the_o government_n who_o have_v entitle_v permit_v or_o encourage_v man_n therein_o as_o by_o those_o man_n of_o skill_n in_o such_o work_n that_o advise_v the_o same_o yet_o i_o fear_v most_o of_o your_o barrs_n and_o bays_n have_v be_v render_v more_o unsafe_a by_o those_o work_n and_o if_o patentees_n and_o land-peeragers_a remain_v permit_v to_o lessen_v your_o indraught_n by_o such_o imbankment_n whilst_o yet_o your_o bay_n and_o channel_n mouth_n retain_v their_o old_a breadth_n and_o so_o require_v the_o same_o influx_n and_o efflux_n to_o keep_v they_o to_o their_o depth_n than_o i_o apprehend_v

believe_v the_o salt_n indraught_n do_v carry_v more_o sand_n from_o barrs_n and_o bays_n than_o land-water_n for_o these_o two_o reason_n first_o because_o the_o land-water_n bear_v but_o a_o small_a proportion_n with_o the_o salt._n and_o second_o because_o the_o tide_n of_o flood_n run_v strong_a and_o the_o sand_n that_o lie_v firm_a and_o close_o during_o the_o ebb_n be_v yet_o by_o the_o flow_a water_n make_v very_o loose_a and_o hollow_a wherefore_o i_o think_v flow_a water_n do_v most_o stir_v the_o sand_n on_o the_o barrs_n and_o in_o the_o bay_n and_o leave_v it_o in_o motion_n to_o pass_v out_o to_o sea_n in_o the_o ebbs._n and_o thus_o i_o hope_v i_o have_v show_v that_o the_o imbankment_n of_o those_o indraught_n do_v abate_v the_o influx_n and_o efflux_n of_o your_o water_n and_o increase_v your_o sand_n yet_o to_o make_v this_o point_n more_o plain_a i_o pray_v leave_n to_o cite_v the_o four_o follow_a precedent_n first_o that_o many_o year_n since_o a_o river_n call_v the_o rother_n do_v pass_v through_o rumney-marsh_n in_o kent_n and_o near_o its_o issue_v into_o the_o sea_n ancient_o make_v a_o haven_n and_o bay_n but_o the_o sea_n lay_v more_o sand_n in_o indraught_n after_o rumny-marsh_n be_v imbank_v thus_o much_o on_o this_o first_o precedent_n which_o i_o hope_n be_v well_o prove_v second_o after_o the_o destruction_n of_o rumny_n haven_n the_o river_n rother_n do_v pass_v through_o rye_n harbour_n in_o sussex_n and_o in_o 1623._o the_o then_o commissioner_n of_o sewer_n for_o the_o rother_n do_v make_v a_o dam_n across_o that_o river_n
