honourable_a house_n for_o bill_n to_o deepen_v and_o cleanse_v harbour_n and_o havens_n seem_v to_o prove_v decay_n in_o the_o same_o and_o i_o apprehend_v the_o sand_n that_o cause_v such_o decay_n be_v bring_v by_o land-floud_n and_o tide_n and_o leave_v on_o our_o barrs_n because_o the_o sea_n do_v ebb_v before_o our_o harbour_n and_o channel_n and_o by_o such_o abatement_n in_o depth_n of_o that_o wide_a expansion_n without_o the_o harbour_n mouth_n the_o ebb_n be_v keep_v to_o good_a motion_n in_o the_o harbour_n and_o channel_n and_o often_o have_v great_a motion_n there_o than_o in_o do_v deepen_v the_o channel_n wherever_o the_o same_o be_v make_v and_o force_v the_o tide_n high_o up_o in_o the_o country_n and_o mend_v the_o depth_n there_o and_o so_o the_o navigation_n receive_v benefit_n by_o all_o side_n imbankment_n but_o if_o such_o imbankment_n inn_n waste_v that_o lie_n within_o a_o bar_n and_o that_o will_v be_v drown_v before_o it_o be_v high_a water_n thereon_o then_o the_o imbankment_n lessen_v influx_n and_o efflux_n and_o so_o lose_v water_n on_o the_o bar_n and_o thereby_o do_v much_o more_o damage_n than_o benefit_n to_o navigation_n that_o side_n by_o act_n of_o parliament_n when_o such_o waste_v be_v drown_v before_o it_o be_v high_a water_n in_o the_o harbour_n and_o on_o the_o bar_n without_o or_o below_o such_o waste_v and_o so_o our_o harbour_n havens_n port_n and_o barrs_n may_v be_v keep_v from_o grow_v worse_o by_o any_o imbankment_n to_o be_v make_v and_o that_o without_o charge_n or_o doubt_v of_o success_n for_o i_o propose_v on_o channel_n side_n and_o also_o other_o imbankment_n make_v by_o stop_v cross_v the_o channel_n have_v be_v make_v by_o advice_n of_o gentleman_n who_o judgement_n be_v best_o esteem_v in_o their_o time_n and_o myself_o unknown_a i_o do_v therefore_o former_o pray_v the_o worthy_a sir_n henry_n shere_n to_o give_v his_o thought_n of_o these_o observation_n by_o certificate_n which_o certificate_n he_o permit_v i_o to_o print_v at_o the_o end_n of_o this_o proposal_n and_o have_v further_a to_o inform_v that_o three_o of_o his_o majesty_n surveyor_n after_o view_n of_o our_o coast_n agree_v with_o i_o touch_v the_o say_a imbankment_n but_o in_o regard_v their_o report_n be_v long_o on_o other_o occasion_n be_v now_o before_o the_o committee_n for_o rye_n harbour_n i_o therefore_o pray_v leave_n to_o refer_v to_o the_o same_o if_o the_o gentleman_n who_o advise_v the_o say_v imbankment_n can_v now_o see_v their_o ill_a consequence_n i_o be_o confident_a they_o will_v also_o ready_o agree_v with_o i_o and_o if_o the_o propose_a bill_n pass_v not_o into_o a_o act_n this_o session_n i_o apprehend_v five_o hundred_o acre_n more_o of_o sea_n waste_v will_v be_v imbank_v out_o of_o the_o indraught_n of_o rye_n harbour_n before_o this_o honourable_a house_n shall_v meet_v next_o and_o it_o be_v probable_a many_o other_o harbour_n may_v be_v so_o damnify_v our_o strength_n at_o sea_n conduce_v much_o to_o our_o security_n against_o any_o neighbour_a nation_n that_o may_v outnumber_n we_o in_o land_n force_n and_o will_v remain_v a_o security_n while_o we_o be_v master_n there_o and_o sea_n man_n be_v for_o the_o use_n of_o our_o navy_n yet_o by_o the_o loss_n of_o mean_a harbour_n and_o impair_v of_o better_a we_o lessen_v our_o breed_n of_o those_o man_n and_o many_o more_o be_v drown_v by_o loss_n of_o water_n on_o our_o barrs_n and_o flat_n at_o the_o mouth_n of_o our_o better_a channel_n if_o any_o other_o nation_n use_v endeavour_n low_a ebb_n in_o rye_n harbour_n and_o if_o so_o i_o will_v then_o hope_v to_o show_v that_o tide_n and_o storm_n will_v be_v enough_o on_o my_o side_n to_o make_v three_o fathom_n at_o ebb_n on_o
