of_o several_a person_n and_o some_o of_o this_o kind_n i_o venture_v to_o advance_v i_o with_o submission_n in_o this_o conjuncture_n that_o if_o possible_a the_o necessity_n of_o the_o nation_n may_v be_v answer_v by_o the_o success_n of_o this_o session_n whereby_o they_o may_v leave_v the_o nation_n easy_o than_o when_o they_o meet_v which_o i_o will_v believe_v be_v the_o desire_n of_o most_o of_o the_o member_n if_o the_o way_n be_v clear_a through_o the_o experience_n they_o have_v have_v in_o their_o several_a station_n during_o the_o last_o interval_n the_o parliament_n have_v be_v so_o happy_a to_o have_v the_o necessity_n of_o the_o king_n and_o nation_n hint_v to_o they_o at_o their_o first_o meeting_n which_o do_v no_o less_o show_v the_o knowledge_n and_o understanding_n the_o king_n have_v than_o his_o care_n of_o both_o the_o necessity_n of_o the_o king_n supply_n you_o have_v agree_v to_o answer_v and_o extraordinary_o too_o viz._n the_o raise_v they_o within_o the_o year_n and_o since_o the_o king_n be_v please_v to_o join_v that_o of_o the_o nation_n with_o his_o own_o it_o be_v hope_v it_o may_v be_v answer_v as_o full_o viz._n the_o credit_n that_o the_o trade_n of_o england_n do_v always_o require_v it_o no_o man_n of_o thought_n but_o know_v even_o in_o time_n of_o peace_n nor_o can_v any_o man_n suppose_v that_o in_o time_n of_o war_n when_o large_a tax_n must_v be_v pay_v the_o disappointment_n of_o long_a voyage_n and_o loss_n by_o sea_n the_o trade_n of_o england_n can_v be_v complete_a and_o answer_v by_o the_o run_a cash_n no_o it_o be_v too_o great_a a_o disproportion_n between_o the_o trade_n and_o cash_n to_o be_v carry_v on_o without_o the_o help_n of_o credit_n not_o to_o suppose_v the_o lessen_v of_o the_o cash_n by_o the_o recoin_n of_o the_o money_n yet_o the_o extinction_n as_o one_o may_v say_v of_o credit_n happen_v thereupon_o for_o want_v of_o due_a payment_n be_v enough_o to_o lessen_v the_o trade_n and_o commerce_n beyond_o compute_v which_o must_v by_o sensible_a degree_n be_v feel_v by_o all_o from_o the_o king_n to_o the_o mean_a trader_n or_o subject_n this_o be_v real_o the_o case_n and_o credit_v the_o only_a thing_n to_o avoid_v the_o ruin_n of_o the_o trade_n of_o the_o nation_n it_o be_v humble_o propose_v that_o you_o may_v not_o part_v without_o answer_v this_o necessity_n so_o timely_o recommend_v to_o you_o by_o the_o king_n and_o so_o much_o need_v by_o the_o people_n this_o credit_n ought_v to_o be_v sure_a but_o establish_v to_o be_v sure_a because_o none_o shall_v be_v deceive_v to_o be_v establish_v because_o common_a credit_n be_v fail_v and_o though_o a_o real_a value_n be_v at_o bottom_n the_o incredulity_n of_o all_o be_v such_o that_o it_o will_v make_v no_o satisfaction_n in_o payment_n for_o what_o man_n though_o worth_n 10000_o l._n in_o land_n etc._n etc._n can_v purchase_v good_n at_o the_o same_o rate_n he_o can_v two_o year_n ago_o on_o his_o own_o note_n or_o mortgage_n for_o any_o sum_n as_o at_o that_o time_n nay_o hardly_o now_o at_o any_o rate_n though_o equal_o able_a then_o and_o now_o this_o happen_v for_o want_v of_o a_o common_a credit_n more_o than_o want_v of_o cash_n for_o the_o cash_n we_o now_o have_v be_v able_a to_o circulate_v a_o credit_n as_o before_o especial_o with_o the_o help_n of_o the_o plate_n etc._n etc._n to_o be_v coin_v but_o the_o credit_n be_v want_v and_o hardly_o any_o sum_n can_v supply_v the_o want_n therefore_o need_v of_o credit_n and_o see_v none_o but_o you_o have_v power_n to_o establish_v it_o so_o none_o so_o able_a to_o secure_v it_o neither_o can_v the_o imposition_n be_v think_v hard_o where_o 〈◊〉_d security_n be_v good_a you_o have_v ready_o vote_v for_o the_o honour_n of_o parliament_n and_o mâ—â—â—_n some_o progress_n to_o make_v good_a all_o parliamentary_a fund_n i_o conceive_v 〈◊〉_d likely_a security_n can_v be_v offer_v than_o your_o own_o as_o a_o parliament_n to_o establish_v credit_n on_o no_o doubt_n but_o what_o be_v do_v and_o intend_v in_o thus_o resolve_v to_o mâ—â—â—_n good_a all_o these_o fund_n be_v to_o raise_v their_o credit_n and_o make_v they_o useful_a 〈◊〉_d that_o alone_o will_v never_o answer_v the_o end_n nor_o cure_v the_o general_a loss_n of_o credit_n because_o the_o most_o necessitous_a will_v be_v least_o help_v and_o the_o less_o nâ—â—â—ful_a make_v the_o advantage_n as_o particular_n but_o a_o general_a credit_n will_v raâ—â—â—_n sink_v then_o augment_v by_o this_o mean_n for_o if_o the_o parliament_n decline_v â—â—king_v the_o present_a fund_n a_o credit_n in_o who_o power_n it_o be_v to_o secure_v it_o it_o 〈◊〉_d happen_v that_o the_o people_n will_v think_v they_o precarious_a and_o then_o can_v nâ—â—_n advance_v but_o decline_v and_o share_v in_o common_a credit_n which_o be_v very_a hâ—â—â—_n that_o a_o parliamentary_a credit_n shall_v fall_v below_o private_a man_n when_o 〈◊〉_d resolve_v to_o secure_v it_o and_o have_v power_n to_o value_v it_o it_o be_v therefore_o hope_v 〈◊〉_d this_o exigency_n you_o will_v effect_v it_o who_o can_v doubt_v of_o its_o security_n without_o deny_v your_o own_o nor_o be_v ignorant_a of_o the_o necessity_n if_o consider_v yâ—â—â—_n own_v that_o it_o be_v practicable_a without_o grievance_n if_o act_v without_o fraud_n i_o 〈◊〉_d full_o persuade_v and_o without_o any_o new_a charge_n to_o the_o nation_n accord_n to_o the_o follow_v thought_n which_o as_o they_o be_v rough_a without_o compâ—â—tion_n and_o not_o full_o digest_v may_v serve_v for_o a_o a_o little_a time_n but_o neither_o they_o nor_o the_o nation_n will_v want_v the_o use_n of_o the_o money_n in_o the_o mean_a time_n thus_o all_o the_o advance_n to_o the_o crown_n will_v never_o lessen_v trade_n because_o it_o dont_fw-fr the_o mean_n which_o mean_n be_v money_n and_o credit_n but_o if_o there_o be_v no_o credit_n and_o the_o king_n occasion_n call_v for_o the_o money_n both_o the_o hand_n of_o trade_n be_v fetter_v if_o not_o cut_v off_o obj._n whether_o it_o be_v reasonable_a for_o the_o person_n that_o possess_v the_o tally_n 〈◊〉_d loose_v their_o whole_a or_o part_n of_o interest_n due_a answ_n no_o compulsion_n be_v lay_v for_o their_o bring_n in_o their_o tally_n â—akes_v every_o one_o judge_n of_o his_o interest_n in_o this_o matter_n but_o since_o they_o with_o money_n for_o that_o use_n when_o these_o bill_n the_o mean_a time_n will_v â—â—pply_v his_o and_o the_o people_n want_n at_o home_n but_o further_a when_o bank_n use_v goldsmith_n note_n be_v once_o gain_v court_n the_o land_a man_n to_o take_v it_o at_o 4_o 5_o and_o 6._o per_fw-la cent._n when_o the_o necessity_n of_o trade_n be_v answer_v though_o this_o credit_n in_o few_o year_n will_v be_v at_o a_o end_n and_o every_o year_n lessen_v yet_o it_o can_v be_v doubt_v but_o common_a credit_n will_v grow_v proportionable_o and_o at_o the_o end_n of_o one_o the_o other_o will_v and_o recoyn_v of_o the_o money_n that_o this_o proposal_n will_v advance_v credit_n i_o will_v propose_v this_o for_o a_o example_n viz._n if_o the_o parliament_n be_v now_o make_v progress_n in_o such_o a_o bill_n and_o like_a to_o effect_v it_o no_o body_n will_v doubt_v but_o tally_n and_o bank_n note_n will_v fall_v 10_o or_o more_o per_fw-la cent_z before_o the_o bill_n shall_v pass_v
