to_o sir_n william_n pennyman_n in_o pursuance_n of_o which_o he_o make_v his_o warrant_n that_o it_o be_v the_o assent_n of_o the_o lord_n of_o the_o great_a council_n that_o this_o money_n shall_v be_v levy_v and_o take_v all_o together_o whether_o it_o fix_v it_o not_o upon_o he_o to_o be_v the_o author_n and_o instrument_n it_o rest_v in_o your_o judgement_n in_o point_n of_o fact_n and_o so_o i_o suppose_v the_o seven_o and_o twenty_o article_n rest_v on_o he_o and_o so_o i_o shall_v conclude_v the_o evidence_n produce_v on_o the_o behalf_n of_o the_o commons_o and_o now_o give_v i_o leave_v to_o put_v your_o lordship_n in_o mind_n of_o some_o evidence_n offer_v by_o my_o lord_n strafford_n himself_o in_o his_o answer_n and_o in_o the_o passage_n of_o his_o defence_n for_o his_o clear_n and_o justification_n but_o tend_v direct_o to_o his_o condemnation_n i_o will_v enter_v upon_o some_o passage_n he_o mention_v to_o day_n and_o often_o before_o when_o he_o be_v charge_v with_o invade_v the_o estate_n of_o the_o peer_n of_o the_o kingdom_n of_o ireland_n and_o determine_v they_o upon_o paper_n petition_n in_o a_o arbitrary_a way_n your_o lordship_n have_v hear_v he_o speak_v it_o before_o and_o repeat_v it_o this_o day_n that_o he_o do_v it_o out_o of_o compassion_n for_o the_o more_o expeditious_a proceed_n on_o behalf_n of_o the_o poor_a against_o these_o mighty_a but_o then_o my_o lord_n i_o beseech_v you_o compare_v some_o other_o part_n of_o his_o proceed_n your_o lordship_n remember_v the_o business_n of_o the_o flax_n which_o concern_v the_o poor_a whole_o and_o universal_o and_o if_o compassion_n have_v be_v the_o rule_n and_o direction_n of_o his_o action_n towards_o the_o poor_a sure_o this_o will_v have_v be_v a_o just_a cause_n to_o have_v commiserate_v they_o in_o this_o case_n but_o he_o exercise_v his_o power_n over_o they_o and_o over_o they_o whole_o and_o over_o they_o universal_o and_o therefore_o it_o show_v it_o be_v not_o his_o compassion_n to_o the_o poor_a nor_o respect_n to_o the_o rich_a or_o mighty_a that_o will_v any_o way_n restrain_v or_o obstruct_v his_o way_n to_o his_o own_o will._n and_o therefore_o you_o may_v see_v what_o truth_n there_o be_v in_o his_o answer_n by_o compare_v one_o part_n of_o the_o charge_n with_o another_o when_o the_o business_n of_o the_o flax_n bring_v that_o calamity_n upon_o the_o king_n subject_n that_o thousand_o of_o they_o perish_v for_o lack_v of_o bread_n and_o die_v in_o ditch_n second_o your_o lordship_n have_v often_o hear_v he_o use_v a_o rhetorical_a insinuatian_n wonder_v that_o he_o shall_v be_v charge_v with_o word_n and_o they_o strain_v so_o high_a as_o to_o be_v make_v treason_n to_o question_v his_o life_n and_o posterity_n though_o the_o word_n may_v be_v speak_v unadvised_o or_o in_o discourse_n or_o by_o chance_n your_o lordship_n remember_v the_o five_o article_n touch_v his_o proceed_n against_o my_o lord_n mountnorris_n where_o word_n be_v speak_v in_o a_o ordinary_a discourse_n at_o dinner_n and_o slight_a one_o god_n know_v of_o no_o consequence_n at_o all_o such_o as_o another_o man_n will_v scarce_o have_v hearken_v after_o and_o yet_o my_o lord_n extend_v they_o to_o the_o take_v away_o of_o my_o lord_n mountnorris_n his_o life_n get_v a_o sentence_n of_o death_n against_o he_o and_o that_o against_o law_n with_o a_o high_a hand_n in_o such_o a_o manner_n as_o i_o think_v your_o lordship_n have_v not_o hear_v the_o like_a and_o therefore_o i_o beseech_v you_o compare_v one_o part_n of_o his_o answer_n with_o another_o and_o see_v how_o ready_a he_o be_v to_o make_v use_n of_o any_o thing_n that_o may_v excuse_v himself_o and_o yet_o when_o he_o come_v to_o act_v his_o power_n you_o see_v his_o exercise_n of_o it_o you_o have_v hear_v how_o he_o magnify_v his_o zeal_n for_o advance_v the_o king_n benefit_n and_o revenue_n and_o his_o care_n of_o his_o service_n and_o will_v shelter_v and_o protect_v himself_o under_o it_o to_o justify_v a_o exorbitant_a action_n but_o if_o your_o lordship_n call_v to_o mind_v the_o business_n of_o the_o custom_n for_o tobacco_n which_o in_o truth_n be_v the_o king_n right_a and_o due_a and_o a_o great_a profit_n be_v thereby_o advance_v and_o he_o trust_v to_o advance_v it_o the_o king_n must_v loose_v of_o his_o former_a rent_n in_o the_o case_n of_o custom_n and_o receive_v a_o small_a rent_n in_o the_o case_n of_o tobacco_n my_o lord_n himself_o in_o the_o mean_a time_n imburse_v such_o vast_a sum_n of_o money_n where_o be_v then_o the_o discharge_n of_o his_o trust_n where_o be_v his_o care_n to_o advance_v the_o king_n rent_n to_o increase_v his_o revenue_n compare_v that_o part_n of_o his_o answer_n with_o this_o and_o see_v what_o credit_n be_v to_o be_v give_v to_o his_o affirmation_n my_o lord_n throughout_o the_o passage_n of_o his_o discourse_n he_o insinuate_v and_o never_o more_o than_o this_o day_n with_o the_o peer_n of_o the_o realm_n magnify_v they_o almost_o to_o idolatry_n and_o yet_o my_o lord_n when_o he_o be_v in_o his_o kingdom_n in_o ireland_n and_o have_v power_n over_o they_o what_o respect_n show_v he_o then_o to_o the_o peer_n of_o the_o kingdom_n when_o he_o judge_v some_o to_o death_n trample_v upon_o other_o in_o misery_n commit_v they_o to_o prison_n and_o seize_v on_o their_o estate_n where_o then_o be_v the_o peerage_n he_o now_o magnify_v and_o to_o show_v it_o be_v a_o insinuation_n for_o his_o own_o advantage_n you_o may_v remember_v when_o there_o be_v a_o unlawful_a act_n to_o be_v commit_v that_o be_v the_o levy_n of_o money_n in_o the_o north_n what_o regard_n have_v he_o then_o to_o the_o peer_n of_o the_o kingdom_n when_o he_o come_v to_o justify_v and_o bolster_v up_o high_a treason_n itself_o under_o the_o name_n and_o authority_n of_o the_o great_a council_n where_o most_o of_o the_o peer_n of_o the_o realm_n than_o be_v and_o so_o by_o this_o time_n i_o know_v what_o credit_n your_o lordship_n give_v to_o his_o word_n speak_v when_o he_o lie_v under_o your_o mercy_n and_o power_n but_o what_o do_v i_o speak_v of_o the_o peer_n of_o the_o kingdom_n and_o his_o use_n of_o they_o my_o lord_n he_o spare_v not_o his_o sovereign_n his_o majesty_n in_o his_o whole_a defence_n for_o be_v charge_v with_o offence_n of_o a_o high_a nature_n he_o justify_v those_o offence_n under_o the_o pretence_n and_o under_o the_o authority_n of_o his_o majesty_n our_o gracious_a king_n and_o sovereign_a even_o murder_v itself_o in_o the_o case_n of_o denwit_n and_o my_o lord_n mountnorris_n treason_n itself_o in_o the_o fifteen_o article_n by_o a_o command_n in_o ireland_n and_o in_o the_o seven_o and_o twenty_o by_o a_o pretend_a authority_n from_o his_o majesty_n in_o the_o face_n of_o his_o people_n he_o justify_v my_o lord_n mountnorris_n his_o sentence_n by_o a_o letter_n from_o his_o majesty_n denwits_n sentence_n by_o a_o commission_n from_o his_o majesty_n and_o he_o read_v three_o or_o four_o clause_n to_o that_o purpose_n my_o lord_n my_o lord_n of_o strafford_n do_v very_o well_o know_v and_o if_o he_o do_v not_o know_v it_o i_o have_v a_o witness_v to_o produce_v against_o he_o which_o i_o will_v not_o examine_v but_o refer_v it_o to_o his_o own_o conscience_n that_o be_v the_o petition_n of_o right_n that_o the_o king_n servant_n be_v to_o serve_v he_o according_a to_o law_n and_o no_o otherwise_o he_o very_o well_o know_v if_o a_o unlawful_a act_n be_v commit_v especial_o to_o a_o degree_n of_o treason_n and_o murder_n the_o king_n authority_n and_o warrant_v produce_v be_v no_o justification_n at_o all_o so_o then_o my_o lord_n to_o mention_v the_o king_n name_n to_o justify_v a_o unlawful_a act_n in_o that_o way_n can_v do_v he_o no_o good_a and_o his_o own_o understanding_n know_v it_o may_v do_v the_o king_n harm_n if_o we_o have_v not_o so_o gracious_a a_o king_n that_o no_o such_o thing_n can_v do_v harm_n unto_o but_o my_o lord_n to_o produce_v the_o king_n warrant_v to_o justify_v his_o action_n under_o his_o patent_n and_o command_n what_o be_v it_o else_o but_o so_o far_o as_o in_o he_o lie_v in_o the_o face_n of_o his_o people_n to_o raise_v a_o cloud_n and_o exhale_v a_o vapour_n to_o interpose_v betwixt_o the_o king_n and_o his_o subject_n whereby_o the_o splendour_n of_o his_o glory_n and_o justice_n can_v be_v discover_v to_o his_o people_n my_o lord_n what_o be_v it_o else_o when_o the_o people_n make_v complaint_n against_o the_o minister_n that_o shall_v execute_v justice_n of_o their_o oppression_n and_o slavery_n and_o bondage_n for_o the_o minister_n when_o he_o be_v question_v to_o justify_v this_o under_o the_o king_n authority_n what_o be_v it_o i_o say_v but_o as_o much_o as_o in_o that_o minister_n lie_v
but_o a_o charge_n to_o call_v he_o to_o account_n rather_o than_o to_o condemn_v he_o or_o judge_v he_o by_o for_o it_o be_v the_o remonstrance_n of_o the_o commons_o house_n that_o have_v not_o power_n to_o give_v a_o oath_n and_o so_o may_v be_v easy_o misinform_v when_o they_o want_v a_o mean_n to_o try_v out_o the_o truth_n but_o for_o the_o great_a fee_n exact_v for_o these_o licence_n here_o be_v two_o of_o his_o secretary_n employ_v in_o this_o business_n who_o his_o lordship_n desire_v may_v be_v examine_v what_o fee_n they_o demand_v and_o have_v in_o this_o particular_a he_o add_v that_o he_o dare_v say_v thousand_o that_o go_v over_o without_o licence_n be_v never_o question_v for_o it_o nor_o any_o but_o where_o there_o be_v cause_n as_o in_o case_n a_o man_n be_v ill-affected_a and_o then_o he_o be_v look_v after_o mr._n slingsby_n be_v ask_v about_o the_o fee_n for_o licence_n he_o answer_v they_o do_v give_v the_o clerk_n direction_n never_o to_o demand_v witness_v any_o fee_n for_o licence_n and_o that_o the_o clerk_n never_o account_v to_o he_o for_o above_o five_o shilling_n for_o any_o licence_n which_o he_o say_v be_v voluntary_o give_v not_o demand_v mr._n little_o be_v ask_v to_o the_o matter_n of_o fee_n he_o answer_v that_o he_o charge_v his_o servant_n still_o to_o demand_v no_o fee_n witness_n for_o licence_n except_o of_o privy-counsellor_n or_o officer_n of_o the_o army_n and_o when_o they_o have_v licence_n they_o pay_v for_o they_o and_o the_o fee_n of_o the_o licence_n from_o the_o captain_n be_v 20_o shilling_n the_o ordinary_a fee_n for_o other_o five_o shilling_n and_o many_o time_n none_o at_o all_o be_v pay_v and_o then_o my_o lord_n of_o strafford_n add_v that_o he_o have_v now_o go_v over_o all_o the_o strafford_n particular_a proof_n as_o near_o as_o he_o can_v remember_v they_o and_o the_o last_o he_o shall_v insist_v on_o be_v this_o that_o there_o be_v nothing_o in_o this_o charge_n as_o he_o conceive_v of_o treason_n and_o he_o must_v needs_o conclude_v every_o article_n so_o in_o regard_n treason_n be_v the_o only_a thing_n he_o be_v charge_v withal_o and_o he_o conceive_v he_o have_v give_v such_o answer_n to_o this_o that_o nothing_o shall_v convince_v he_o before_o their_o lordship_n of_o treason_n and_o for_o matter_n of_o misdemeanour_n he_o know_v their_o lordship_n will_v give_v he_o time_n to_o examine_v witness_n and_o leave_v for_o his_o counsel_n to_o be_v hear_v and_o then_o he_o shall_v acquit_v himself_o as_o become_v he_o and_o so_o with_o all_o humility_n submit_v it_o to_o their_o lordship_n and_o thus_o his_o lordship_n conclude_v his_o defence_n article_n xvi_o replication_n mr._n palmer_n reply_v thereunto_o in_o substance_n as_o follow_v that_o my_o lord_n of_o strafford_n in_o the_o preamble_n of_o his_o defence_n have_v make_v reply_n a_o great_a profession_n to_o their_o lordship_n of_o his_o endeavour_n to_o preserve_v the_o law_n in_o ireland_n and_o that_o no_o deputy_n do_v ever_o less_o interrupt_v the_o legal_a proceed_n which_o though_o it_o be_v not_o the_o matter_n of_o the_o cause_n he_o desire_v leave_v to_o put_v their_o lordship_n in_o mind_n how_o much_o he_o have_v interrupt_v the_o legal_a proceed_n because_o it_o have_v be_v another_o part_n of_o his_o army_n that_o it_o have_v be_v full_o prove_v how_o he_o assume_v to_o himself_o out_o of_o the_o ordinary_a jurisdiction_n cause_n to_o be_v hear_v before_o himself_o on_o paper_n petition_n which_o how_o gross_o he_o have_v determine_v their_o lordship_n have_v hear_v and_o whether_o this_o be_v not_o a_o interruption_n to_o legal_a proceed_n he_o submit_v to_o their_o lordship_n and_o also_o leave_v they_o to_o judge_n how_o contrary_a it_o be_v to_o this_o profession_n of_o my_o lord_n of_o strafford_n to_o the_o matter_n of_o the_o defence_n viz._n that_o these_o particular_n be_v not_o complain_v of_o mr._n palmer_n answer_v it_o be_v true_a there_o be_v no_o particular_a complaint_n palmer_n in_o the_o article_n but_o my_o lord_n of_o strafford_n in_o his_o answer_n say_v he_o never_o deny_v licenses_fw-la to_o any_o man_n to_o go_v into_o england_n and_o that_o put_v it_o in_o be_v sue_v and_o give_v occasion_n to_o prove_v his_o denial_n to_o the_o reason_n of_o his_o proposition_n mr._n palmer_n observe_v they_o be_v viz._n because_o he_o be_v responsible_a for_o the_o justice_n of_o the_o place_n and_o therefore_o good_a reason_n his_o integrity_n shall_v be_v try_v before_o any_o complaint_n come_v the_o officer_n and_o minister_n of_o justice_n shall_v not_o be_v draw_v from_o thence_o on_o every_o complaint_n where_o they_o may_v have_v redress_n at_o their_o own_o door_n these_o be_v fair_a show_n and_o something_o must_v be_v say_v to_o induce_v his_o majesty_n allowance_n and_o as_o much_o as_o art_n and_o skill_n can_v invent_v to_o prevent_v the_o subject_n access_n to_o their_o sovereign_n with_o complaint_n of_o injustice_n and_o oppression_n it_o must_v have_v a_o great_a deal_n of_o wit_n and_o art_n to_o colour_v it_o and_o so_o he_o use_v it_o their_o lordship_n can_v expect_v it_o from_o he_o nor_o will_v their_o lordship_n expect_v it_o in_o the_o proof_n that_o he_o shall_v tell_v his_o majesty_n he_o do_v all_o this_o that_o they_o may_v not_o complain_v of_o injustice_n and_o oppression_n for_o this_o be_v a_o hard_a thing_n to_o be_v do_v but_o the_o thing_n itself_o show_v for_o what_o end_n he_o obtain_v it_o his_o many_o act_n of_o injustice_n prove_v quo_fw-la obtentu_fw-la this_o proposition_n be_v get_v if_o this_o have_v be_v get_v on_o the_o fair_a ground_n pretend_v then_o upon_o complaint_n here_o his_o majesty_n in_o consideration_n of_o they_o have_v have_v it_o in_o his_o own_o power_n to_o have_v refer_v they_o back_o to_o ireland_n if_o they_o be_v misinform_v but_o mean_n be_v use_v that_o they_o shall_v not_o come_v to_o the_o king_n the_o bar_n be_v lay_v with_o the_o secretary_n and_o master_n of_o request_n that_o his_o majesty_n shall_v by_o no_o mean_n know_v as_o to_o consider_v of_o the_o fitness_n or_o unfitness_n of_o they_o for_o the_o matter_n of_o the_o judge_n and_o minister_n be_v withdraw_v it_o be_v true_a they_o be_v most_o likely_a to_o be_v complain_v of_o but_o when_o they_o can_v be_v complain_v of_o but_o to_o my_o lord_n of_o strafford_n this_o draw_v a_o great_a dependence_n on_o he_o and_o make_v they_o amenable_a to_o his_o will._n as_o in_o the_o sentence_n wherein_o they_o concur_v and_o whereby_o he_o will_v justify_v himself_o again_o the_o discourage_a of_o complaint_n in_o this_o proposition_n and_o the_o argument_n use_v to_o his_o majesty_n provide_v a_o punishment_n for_o clamorous_a complaint_n so_o that_o they_o which_o have_v cause_n of_o complaint_n be_v terrify_v with_o a_o punishment_n though_o they_o be_v not_o clamorous_a may_v now_o be_v make_v appear_v to_o be_v so_o for_o the_o authority_n whereby_o he_o justify_v this_o proclamation_n first_o he_o insist_o on_o the_o law_n of_o that_o kingdom_n that_o by_o the_o law_n they_o can_v not_o depart_v the_o realm_n and_o that_o by_o a_o implication_n 25_o h._n 6._o but_o mr._n palmer_n observe_v that_o that_o be_v no_o prohibition_n of_o come_v out_o of_o ireland_n but_o if_o any_o liege_n man_n etc._n etc._n shall_v by_o the_o king_n command_n depart_v the_o realm_n his_o land_n shall_v not_o be_v seize_v and_o the_o only_a inference_n can_v be_v that_o if_o other_o go_v without_o licence_n their_o land_n may_v be_v seize_v but_o not_o that_o their_o person_n may_v be_v restrain_v from_o come_v without_o licence_n there_o be_v such_o provision_n and_o ordinance_n in_o ireland_n to_o which_o the_o instruction_n follow_v and_o his_o majesty_n letter_n have_v reference_n that_o those_o person_n that_o have_v great_a possession_n in_o ireland_n in_o time_n of_o discord_n be_v to_o be_v resident_a upon_o their_o land_n personal_o so_o that_o their_o land_n may_v be_v maintain_v against_o incursion_n and_o this_o be_v plain_a by_o a_o statute_n 28_o h._n 8._o ca._n 3_o recite_v the_o on_o those_o land_n and_o it_o be_v provide_v that_o the_o king_n shall_v be_v entitle_v to_o the_o duke_n of_o norfolk_n land_n for_o that_o cause_n but_o here_o be_v only_o a_o provision_n that_o pursuance_n of_o the_o article_n of_o impeachment_n to_o begin_v the_o work_n of_o the_o day_n then_o mr._n pym_n one_o of_o the_o committee_n appoint_v for_o the_o management_n of_o the_o evidence_n begin_v as_o follow_v my_o lord_n we_o stand_v here_o by_o the_o commandment_n of_o the_o knight_n citizen_n and_o burgess_n pym._n now_o assemble_v for_o the_o commons_o in_o parliament_n and_o we_o be_v ready_a to_o make_v good_a that_o impeachment_n whereby_o thomas_n earl_n of_o strafford_n stand_v charge_v in_o their_o name_n and_o in_o the_o name_n of_o all_o the_o commons_o of_o england_n with_o high_a treason_n this_o my_o lord_n be_v a_o great_a cause_n and_o we_o may_v sink_v under_o the_o weight_n of_o it_o and_o be_v astonish_v with_o the_o lustre_n of_o this_o noble_a assembly_n if_o there_o be_v not_o in_o the_o cause_n strength_n and_o vigour_n to_o support_v itself_o and_o to_o encourage_v we_o it_o be_v the_o cause_n of_o the_o king_n it_o concern_v his_o majesty_n in_o the_o honour_n of_o his_o government_n in_o the_o safety_n of_o his_o person_n in_o the_o stability_n of_o his_o crown_n it_o be_v the_o cause_n of_o the_o kingdom_n it_o concern_v not_o only_o the_o peace_n and_o prosperity_n but_o even_o the_o be_v of_o the_o kingdom_n we_o have_v that_o pierce_a eloquence_n the_o cry_v and_o groan_n and_o tear_n and_o prayer_n of_o all_o the_o subject_n assist_v we_o we_o have_v the_o three_o kingdom_n england_n and_o scotland_n and_o ireland_n in_o travail_n and_o agitation_n with_o we_o bow_v themselves_o like_o the_o hind_n speak_v of_o in_o job_n to_o cast_v out_o their_o sorrow_n truth_n and_o goodness_n my_o lord_n they_o be_v the_o beauty_n of_o the_o soul_n they_o be_v the_o perfection_n of_o all_o create_a nature_n they_o be_v the_o image_n and_o character_n of_o god_n upon_o the_o creature_n this_o beauty_n evil_a spirit_n and_o evil_a man_n have_v lose_v but_o yet_o there_o be_v none_o so_o wicked_a but_o they_o desire_v to_o march_v under_o the_o show_n and_o shadow_n of_o it_o though_o they_o hate_v the_o reality_n of_o it_o this_o unhappy_a earl_n now_o the_o object_n of_o your_o lordship_n justice_n have_v take_v as_o much_o care_n have_v use_v as_o much_o cunning_a to_o set_v a_o face_n and_o countenance_n of_o honesty_n and_o justice_n upon_o his_o action_n as_o he_o have_v be_v negligent_a to_o observe_v the_o rule_n of_o honesty_n in_o the_o performance_n of_o all_o these_o action_n my_o lord_n it_o be_v the_o great_a baseness_n of_o wickedness_n that_o it_o dare_v not_o look_v in_o his_o own_o colour_n nor_o be_v see_v in_o its_o natural_a countenance_n but_o virtue_n as_o it_o be_v amiable_a in_o all_o respect_n so_o the_o least_o be_v not_o this_o that_o it_o put_v a_o nobleness_n it_o put_v a_o bravery_n upon_o the_o mind_n and_o lift_v it_o above_o hope_n and_o fear_n above_o favour_n and_o displeasure_n it_o make_v it_o always_o uniform_a and_o constant_a to_o itself_o the_o service_n command_v i_o and_o my_o colleague_n here_o be_v to_o take_v off_o those_o vizard_n of_o truth_n and_o uprightness_n which_o have_v be_v seek_v to_o be_v put_v upon_o this_o cause_n and_o to_o show_v you_o his_o action_n and_o his_o intention_n in_o their_o own_o natural_a blackness_n and_o deformity_n my_o lord_n he_o have_v put_v on_o a_o vizard_n of_o truth_n in_o these_o word_n wherein_o he_o say_v that_o he_o shall_v be_v in_o his_o defence_n more_o careful_a to_o observe_v truth_n than_o to_o gain_v advantage_n to_o himself_o he_o say_v he_o will_v endure_v any_o thing_n rather_o than_o be_v save_v by_o falsehood_n it_o be_v a_o noble_a and_o brave_a expression_n if_o it_o be_v real_o true_a my_o lord_n he_o have_v likewise_o put_v on_o the_o vizard_n of_o goodness_n on_o his_o action_n when_o he_o desire_v to_o recite_v his_o service_n in_o a_o great_a many_o particular_n as_o if_o they_o be_v beneficial_a to_o the_o commonwealth_n and_o state_n whereas_o we_o shall_v prove_v they_o mischievous_a and_o dangerous_a it_o be_v leave_v upon_o i_o my_o lord_n to_o take_v off_o these_o vizard_n and_o appearance_n of_o truth_n and_o goodness_n in_o that_o part_n of_o his_o answer_n which_o be_v the_o preamble_n and_o that_o i_o shall_v do_v with_o as_o much_o faithfulness_n and_o brevity_n as_o i_o can_v 1._o the_o first_o thing_n my_o lord_n that_o i_o shall_v observe_v in_o the_o preamble_n be_v this_o that_o have_v recite_v all_o those_o great_a and_o honourable_a office_n which_o he_o have_v do_v under_o his_o majesty_n he_o be_v bold_a to_o affirm_v that_o he_o have_v be_v careful_a and_o faithful_a in_o the_o execution_n of_o they_o all_o my_o lord_n if_o he_o may_v be_v his_o own_o witness_n and_o his_o own_o judge_n i_o doubt_v not_o but_o he_o will_v be_v acquit_v it_o be_v say_v in_o the_o proverb_n of_o the_o adulterous_a woman_n that_o she_o wipe_v her_o mouth_n and_o say_v she_o have_v do_v no_o evil._n here_o be_v a_o wipe_v of_o the_o mouth_n here_o be_v a_o verbal_a expression_n of_o honesty_n but_o my_o lord_n the_o foulness_n and_o unjustness_n will_v never_o be_v wipe_v off_o neither_o from_o his_o heart_n nor_o from_o his_o action_n i_o mean_v for_o the_o time_n past_a god_n may_v change_v he_o for_o the_o time_n to_o come_v that_o be_v the_o first_o thing_n i_o observe_v 2._o my_o lord_n in_o the_o second_o place_n out_o of_o his_o apologetical_a preamble_n i_o shall_v observe_v this_o he_o do_v magnify_v his_o own_o endeavour_n in_o five_o particular_n 1._o that_o he_o have_v endeavour_v the_o maintenance_n of_o religion_n i_o may_v miss_v in_o word_n i_o shall_v not_o miss_v in_o sense_n 2._o that_o he_o have_v endeavour_v the_o honour_n of_o the_o king_n 3._o the_o increase_n of_o his_o revenue_n 4._o the_o peace_n and_o honour_n and_o safety_n of_o the_o kingdom_n 5._o the_o quiet_a and_o peace_n of_o the_o people_n these_o be_v his_o five_o particular_n and_o i_o shall_v give_v a_o short_a answer_n to_o every_o one_o of_o they_o 1._o for_o religion_n my_o lord_n we_o say_v and_o we_o shall_v prove_v that_o he_o have_v be_v diligent_a indeed_o to_o favour_v innovation_n to_o favour_v superstition_n to_o favour_v the_o encroachment_n and_o usurpation_n of_o the_o clergy_n but_o for_o religion_n it_o never_o receive_v any_o advantage_n by_o he_o nay_o a_o great_a deal_n of_o hurt_n 2._o for_o the_o honour_n of_o the_o king_n my_o lord_n we_o say_v it_o be_v the_o honour_n of_o the_o king_n that_o he_o be_v the_o father_n of_o his_o people_n that_o he_o be_v the_o fountain_n of_o justice_n and_o it_o can_v stand_v with_o his_o honour_n and_o justice_n to_o have_v his_o government_n stain_v and_o pollute_v with_o tyranny_n and_o oppression_n 3._o for_o the_o increase_n of_o his_o revenue_n it_o be_v true_a there_o may_v be_v some_o addition_n of_o sum_n but_o we_o say_v there_o be_v no_o addition_n of_o strength_n nor_o wealth_n because_o in_o those_o part_n where_o it_o have_v be_v increase_v this_o earl_n have_v take_v the_o great_a share_v himself_o and_o when_o he_o have_v spoil_v and_o ravine_a on_o the_o people_n he_o have_v be_v content_a to_o yield_v up_o some_o part_n to_o the_o king_n that_o he_o may_v with_o more_o security_n enjoy_v the_o rest_n 4._o for_o the_o strength_n and_o honour_n and_o safety_n of_o the_o kingdom_n my_o lord_n in_o a_o time_n of_o peace_n he_o have_v let_v in_o upon_o we_o the_o calamity_n of_o war_n weakness_n shame_n and_o confusion_n 5._o and_o for_o the_o quiet_a of_o the_o subject_n he_o have_v be_v a_o incendiary_n he_o have_v arm_v we_o among_o ourselves_o and_o make_v we_o weak_a and_o naked_a to_o all_o the_o world_n beside_o this_o be_v that_o i_o shall_v answer_v to_o the_o second_o head_n of_o his_o apology_n 3._o the_o three_o be_v
ask_v what_o be_v the_o sum_n and_o how_o long_o be_v it_o keep_v he_o answer_v the_o sum_n as_o i_o take_v it_o be_v 19000_o l._n on_o one_o bond_n and_o witness_n 5000_o l._n on_o another_o and_o as_o i_o take_v it_o it_o be_v in_o the_o year_n 1638._o be_v ask_v again_o how_o long_o it_o be_v keep_v he_o answer_v it_o be_v pay_v late_o within_o these_o three_o month_n whence_o observe_v it_o be_v since_o the_o question_n of_o he_o in_o parliament_n the_o manager_n parliament_n prove_v a_o good_a officer_n for_o the_o king_n there_o i_o shall_v reserve_v myself_o to_o give_v full_a satisfaction_n to_o this_o in_o its_o proper_a time_n strafford_n it_o be_v part_n of_o my_o charge_n but_o at_o present_a i_o desire_v sir_n adam_n loftus_n may_v be_v ask_v the_o question_n whether_o when_o i_o come_v into_o that_o kingdom_n the_o constant_a revenue_n fall_v not_o short_a of_o the_o constant_a charge_n at_o least_o 20000_o l._n a_o year_n we_o except_v against_o interlocutory_a discourse_n and_o have_v now_o conclude_v this_o part_n of_o the_o charge_n we_o desire_v that_o if_o my_o lord_n of_o strafford_n will_v manager_n say_v any_o thing_n in_o answer_n to_o what_o have_v be_v now_o say_v he_o may_v say_v it_o present_o else_o we_o shall_v be_v on_o great_a disadvantage_n my_o lord_n i_o conceive_v the_o proposition_n to_o be_v fair_a and_o it_o be_v that_o which_o i_o desire_v my_o memory_n be_v weak_a and_o not_o verse_v in_o these_o kind_n of_o proceed_n strafford_n i_o intend_v to_o have_v make_v it_o my_o humble_a suit_n for_o long_a time_n to_o answer_n to_o this_o day_n proceed_n but_o shall_v ready_o answer_v every_o particular_a article_n in_o order_n as_o they_o go_v along_o and_o shall_v obey_v and_o observe_v the_o order_n propose_v but_o as_o to_o these_o thing_n which_o i_o do_v not_o expect_v as_o the_o remonstrance_n and_o other_o matter_n open_v be_v not_o in_o this_o particular_a charge_n i_o humble_o crave_v your_o lordship_n leave_n and_o liberty_n to_o recollect_v myself_o and_o then_o i_o will_v give_v they_o the_o best_a answer_n i_o can_v for_o to_o answer_v they_o sudden_o i_o confess_v i_o be_o not_o so_o well_o fit_v as_o i_o trust_v i_o shall_v be_v and_o i_o desire_v leave_n to_o say_v in_o the_o presence_n of_o almighty_a god_n that_o i_o shall_v desire_v to_o be_v deliver_v from_o the_o affliction_n that_o god_n almighty_n have_v lay_v on_o i_o for_o my_o sin_n no_o other_o way_n than_o as_o in_o the_o intention_n of_o my_o heart_n and_o endeavour_v of_o my_o mind_n i_o have_v be_v most_o faithful_a and_o true_a to_o his_o majesty_n and_o the_o commonwealth_n and_o i_o well_o trust_v and_o hope_n that_o by_o the_o time_n all_o these_o thing_n come_v to_o conclusion_n and_o have_v be_v full_o hear_v i_o shall_v recover_v in_o great_a measure_n the_o favour_n and_o good_a opinion_n of_o the_o honourable_a house_n of_o commons_o in_o which_o house_n i_o have_v spend_v a_o great_a part_n of_o my_o time_n and_o i_o doubt_v not_o but_o it_o be_v know_v to_o divers_a that_o sit_v here_o what_o my_o carriage_n and_o behaviour_n have_v be_v there_o and_o i_o desire_v no_o more_o and_o i_o be_o sure_a it_o will_v be_v grant_v they_o be_v so_o just_a and_o good_a but_o that_o they_o will_v reserve_v towards_o i_o a_o opinion_n of_o charity_n that_o i_o give_v such_o a_o account_n as_o may_v preserve_v i_o to_o be_v the_o same_o in_o their_o opinion_n that_o i_o be_v former_o i_o be_v never_o yet_o impeach_v in_o my_o private_a conversation_n of_o untruth_n and_o hope_v they_o will_v think_v of_o i_o charitable_o till_o they_o have_v hear_v the_o whole_a business_n and_o i_o doubt_v not_o but_o i_o shall_v take_v off_o in_o great_a part_n their_o hard_a opinion_n and_o procure_v to_o myself_o their_o compassion_n and_o favour_n and_o that_o i_o shall_v go_v in_o peace_n and_o quietness_n to_o my_o grave_n leave_v all_o public_a employment_n whatsoever_o and_o i_o humble_o beseech_v the_o house_n of_o commons_o to_o incline_v a_o gracious_a opinion_n to_o i_o so_o far_o forth_o that_o i_o be_o the_o same_o man_n in_o opinion_n that_o i_o be_v when_o i_o be_v one_o of_o they_o and_o i_o doubt_v not_o but_o this_o out_o of_o their_o nobleness_n and_o goodness_n they_o will_v afford_v i_o but_o for_o these_o particular_n i_o humble_o crave_v that_o with_o your_o lordship_n good_a leave_n i_o may_v have_v a_o little_a time_n with_o myself_o to_o consider_v they_o because_o they_o be_v new_a and_o for_o the_o rest_n i_o shall_v obey_v your_o lordship_n order_n and_o give_v they_o thanks_o no_o exception_n be_v take_v but_o to_o what_o be_v affirm_v in_o his_o own_o answer_n and_o the_o commons_o will_v think_v it_o another_o man_n answer_n and_o not_o his_o own_o if_o he_o manager_n be_v not_o ready_a to_o make_v good_a the_o truth_n of_o it_o these_o thing_n shall_v not_o be_v new_a for_o every_o man_n shall_v be_v ready_a to_o maintain_v his_o own_o assertion_n i_o be_o my_o lord_n in_o a_o unknown_a way_n be_v not_o verse_v in_o these_o thing_n strafford_n if_o i_o may_v have_v have_v the_o assistance_n of_o council_n it_o will_v have_v be_v a_o great_a ease_n to_o i_o but_o it_o be_v not_o possible_a for_o i_o to_o recollect_v all_o which_o the_o worthy_a gentleman_n have_v say_v so_o material_o and_o with_o so_o much_o weight_n matter_n of_o fact_n i_o can_v answer_v to_o article_n by_o article_n but_o to_o answer_v present_o so_o great_a and_o tedious_a a_o discourse_n so_o well_o deliver_v and_o so_o weighty_a i_o profess_v i_o be_o not_o able_a my_o memory_n be_v not_o able_a to_o carry_v it_o but_o if_o your_o lordship_n will_v please_v out_o of_o your_o nobleness_n and_o goodness_n to_o give_v i_o respite_n to_o recollect_v myself_o to_o these_o thing_n that_o be_v generality_n i_o shall_v be_v able_a to_o give_v a_o good_a account_n thereof_o protest_v serious_o that_o i_o think_v every_o part_n of_o the_o preamble_n to_o be_v very_o just_a and_o true_a and_o i_o hope_v under_o favour_n to_o make_v it_o appear_v so_o when_o i_o shall_v show_v those_o thing_n which_o have_v not_o yet_o be_v so_o full_o inform_v and_o know_v as_o i_o trust_v they_o may_v be_v hereafter_o my_o lord_n we_o humble_o desire_v that_o since_o my_o lord_n of_o strafford_n be_v not_o manager_n ready_a to_o give_v satisfaction_n to_o what_o have_v be_v disprove_v in_o his_o answer_n we_o may_v proceed_v to_o that_o which_o he_o be_v ready_a to_o give_v answer_n and_o satisfaction_n to_o and_o that_o my_o lord_n of_o strafford_n may_v understand_v that_o if_o he_o answer_v not_o now_o what_o have_v be_v say_v concern_v the_o preamble_n he_o must_v have_v no_o time_n to_o answer_v it_o hereafter_o i_o appeal_v to_o your_o lordship_n and_o i_o renew_v my_o request_n that_o i_o may_v for_o strafford_n these_o have_v time_n to_o recollect_v my_o thought_n till_o next_o day_n if_o it_o may_v not_o be_v grant_v i_o beseech_v your_o lordship_n to_o bear_v with_o many_o of_o my_o infirmity_n be_v very_o great_a both_o in_o body_n and_o mind_n and_o to_o consider_v that_o my_o sad_a condition_n do_v some_o way_n plead_v for_o a_o little_a compassion_n and_o favour_n i_o be_v in_o a_o way_n i_o be_v never_o in_o before_o and_o have_v not_o the_o great_a part_n that_o other_o have_v yet_o rather_o than_o i_o shall_v be_v think_v to_o abuse_v your_o lordship_n with_o untruth_n i_o will_v do_v the_o best_a i_o can_v to_o maintain_v my_o answer_n present_o be_v confident_a through_o the_o blessing_n of_o almighty_n god_n that_o though_o the_o particular_n thereof_o be_v deliver_v with_o a_o great_a deal_n of_o weakness_n and_o disadvantage_n yet_o your_o lordship_n shall_v find_v they_o truth_n my_o own_o heart_n i_o protest_v before_o god_n tell_v i_o so_o and_o hope_v that_o god_n will_v give_v i_o help_v and_o assistance_n to_o make_v it_o appear_v so_o and_o other_o than_o that_o i_o desire_v not_o to_o be_v for_o if_o i_o be_v the_o man_n i_o be_o represent_v i_o be_v not_o worthy_a to_o live_v i_o confess_v the_o honourable_a house_n of_o commons_o have_v proceed_v against_o i_o with_o all_o reason_n and_o justice_n that_o can_v be_v be_v inform_v as_o they_o be_v they_o can_v do_v no_o less_o if_o they_o have_v do_v less_o they_o have_v not_o perform_v their_o trust_n with_o that_o fullness_n they_o shall_v and_o therefore_o i_o find_v no_o fault_n with_o they_o but_o i_o beg_v leave_n to_o express_v a_o truth_n as_o well_o as_o god_n shall_v enable_v i_o hope_v it_o will_v appear_v that_o all_o i_o have_v say_v be_v true_a as_o all_o be_v true_a to_o my_o knowledge_n and_o i_o know_v it_o be_v in_o the_o heart_n of_o
every_o man_n that_o hear_v i_o that_o i_o shall_v have_v time_n to_o clear_v a_o truth_n no_o man_n can_v deny_v it_o and_o therefore_o i_o humble_o pray_v i_o may_v not_o be_v sudden_o take_v protest_v serious_o i_o have_v say_v nothing_o but_o what_o i_o know_v or_o very_o believe_v to_o be_v true_a we_o pray_v your_o lordship_n resolution_n in_o this_o point_n before_o we_o proceed_v manager_n any_o further_a their_o lordship_n thereupon_o adjourn_v to_o the_o upper-house_n and_o about_o half_a a_o hour_n after_o return_v i_o be_o command_v to_o impart_v their_o lordship_n resolution_n that_o since_o the_o steward_n commons_o do_v not_o press_v these_o thing_n as_o matter_n of_o crime_n but_o rather_o upon_o the_o matter_n of_o truth_n they_o conceive_v my_o lord_n of_o strafford_n need_v not_o further_a time_n for_o these_o particular_n and_o that_o if_o his_o lordship_n will_v make_v any_o answer_n to_o these_o particular_n he_o be_v to_o do_v it_o now_o i_o shall_v never_o do_v other_o than_o ready_o obey_v whatsoever_o your_o lordship_n speech_n shall_v please_v to_o command_v i_o my_o heart_n pay_v you_o obedience_n and_o so_o in_o truth_n shall_v every_o thing_n that_o proceed_v from_o i_o the_o question_n i_o observe_v be_v matter_n of_o truth_n or_o not_o truth_n in_o the_o preamble_n as_o they_o call_v it_o of_o this_o my_o answer_n and_o to_o that_o with_o all_o the_o humility_n and_o modesty_n in_o the_o world_n i_o will_v apply_v myself_o as_o not_o conceive_v it_o any_o way_n become_v i_o to_o speak_v any_o thing_n of_o sharpness_n in_o any_o kind_n but_o with_o all_o humility_n and_o reverence_n to_o bear_v all_o these_o affliction_n with_o acknowledgement_n unto_o almighty_a god_n and_o to_o lay_v they_o so_o to_o my_o heart_n that_o they_o may_v provide_v for_o i_o in_o another_o world_n where_o we_o be_v to_o expect_v the_o consummation_n of_o all_o blessedness_n and_o happiness_n and_o therefore_o to_o lay_v aside_o all_o these_o aggravation_n by_o word_n wherewith_o i_o have_v be_v set_v forth_o to_o your_o lordship_n only_o with_o this_o that_o i_o trust_v i_o shall_v make_v myself_o appear_v a_o person_n otherwise_o in_o my_o disposition_n and_o action_n than_o i_o have_v be_v render_v and_o short_o and_o brief_o i_o shall_v fall_v upon_o the_o very_a point_n as_o near_o as_o i_o can_v that_o be_v mention_v by_o that_o noble_a gentleman_n and_o if_o i_o shall_v forget_v any_o i_o desire_v to_o be_v remember_v of_o they_o that_o i_o may_v give_v the_o best_a answer_n i_o can_v on_o a_o sudden_a with_o this_o protestation_n that_o if_o i_o have_v have_v time_n i_o shall_v have_v give_v a_o far_o clear_a answer_n than_o on_o the_o sudden_a i_o shall_v be_v able_a to_o do_v i_o will_v take_v they_o as_o they_o lie_v in_o order_n and_o the_o first_o thing_n in_o this_o answer_n be_v that_o in_o ireland_n by_o my_o mean_n many_o good_a law_n be_v make_v for_o increase_v of_o the_o king_n revenue_n and_o for_o good_a of_o the_o church_n and_o commonwealth_n and_o this_o i_o humble_o conceive_v be_v not_o deny_v direct_o only_o it_o be_v infer_v that_o law_n be_v of_o no_o use_n where_o will_n be_v put_v above_o law_n that_o these_o law_n be_v make_v the_o act_n of_o parliament_n that_o be_v extant_a and_o visible_a thing_n do_v make_v appear_v for_o though_o i_o may_v express_v it_o dark_o by_o reason_n i_o understand_v not_o matter_n of_o law_n the_o truth_n of_o it_o be_v before_o such_o time_n as_o i_o come_v there_o the_o statute_n of_o will_n and_o uses_n and_o fraudulent_a conveyance_n be_v not_o of_o force_n in_o ireland_n by_o which_o there_o be_v a_o very_a great_a mischief_n that_o fall_v many_o way_n both_o on_o the_o king_n and_o special_o on_o the_o english_a planter_n for_o by_o want_n of_o these_o statute_n no_o man_n know_v when_o he_o have_v a_o good_a title_n and_o old_a entayle_n will_v be_v set_v on_o foot_n and_o by_o that_o mean_v the_o late_a purchaser_n avoid_v by_o which_o mean_v there_o be_v a_o great_a loss_n and_o prejudice_n to_o the_o king_n in_o his_o ward_n which_o by_o these_o law_n be_v settle_v and_o the_o law_n of_o ireland_n bring_v much_o near_o the_o law_n of_o england_n than_o before_o and_o in_o this_o point_n i_o conceive_v i_o be_o not_o absolute_o gainsay_v but_o only_o conditional_o that_o be_v that_o notwithstanding_o this_o i_o have_v set_v up_o another_o government_n arbitrary_a and_o tyrannical_a to_o which_o i_o shall_v not_o now_o trouble_v your_o lordship_n with_o a_o answer_n that_o be_v in_o the_o particular_n of_o my_o charge_n and_o thus_o i_o think_v the_o first_o to_o be_v fair_o and_o clear_o answer_v then_o that_o there_o be_v more_o parliament_n in_o the_o time_n of_o my_o government_n than_o in_o 50_o year_n before_o there_o be_v two_o in_o my_o time_n and_o if_o i_o may_v call_v witness_n it_o will_v appear_v that_o there_o be_v not_o so_o many_o within_o that_o time_n before_o but_o be_v not_o material_a to_o my_o defence_n or_o condemnation_n i_o will_v not_o trouble_v your_o lordship_n with_o proof_n unless_o you_o will_v require_v it_o i_o have_v they_o here_o that_o i_o think_v can_v make_v it_o good_a and_o whereas_o in_o my_o answer_n i_o deny_v that_o i_o ever_o have_v hand_n in_o any_o project_n or_o monopoly_n and_o that_o i_o do_v prevent_v divers_a that_o otherwise_o will_v have_v pass_v i_o say_v that_o under_o favour_n with_o all_o duty_n and_o confidence_n i_o must_v still_o affirm_v it_o that_o i_o never_o have_v hand_n or_o share_v in_o any_o manner_n of_o monopoly_n or_o project_n whatsoever_o unless_o the_o tobacco-business_n be_v a_o monopoly_n which_o under_o favour_n i_o shall_v clear_v not_o to_o be_v but_o that_o be_v part_n of_o my_o charge_n i_o think_v it_o impertinent_a now_o to_o give_v answer_n unto_o it_o but_o will_v satisfy_v your_o lordship_n in_o that_o behalf_n in_o proper_a time_n and_o place_n but_o more_o than_o that_o of_o tobacco_n i_o say_v absolute_o and_o direct_o i_o never_o have_v my_o hand_n or_o share_v in_o any_o monopoly_n or_o project_n nay_o i_o do_v as_o murh_n as_o i_o can_v oppose_v all_o of_o they_o particular_o the_o monopoly_n of_o iron-pot_n for_o which_o i_o reserve_v myself_o to_o answer_n as_o part_v of_o my_o charge_n and_o a_o new_a book_n of_o rate_n whereby_o it_o be_v propose_v that_o the_o rate_n of_o the_o king_n custom_n may_v be_v increase_v and_o this_o i_o do_v oppose_v and_o disavow_v albeit_o i_o be_v a_o sharer_n in_o the_o farm_n and_o consequent_o shall_v have_v have_v the_o benefit_n and_o advantage_n of_o it_o for_o my_o proportion_n and_o by_o the_o king_n gracious_a goodness_n when_o his_o majesty_n come_v to_o be_v more_o full_o and_o clear_o inform_v of_o it_o it_o be_v stop_v and_o never_o go_v on_o and_o this_o i_o will_v make_v appear_v in_o that_o point_n of_o the_o article_n that_o concern_v the_o custom_n the_o four_o be_v that_o i_o have_v not_o have_v any_o great_a power_n or_o large_a commission_n than_o my_o predecessor_n in_o that_o government_n have_v have_v which_o i_o conceive_v under_o favour_n be_v not_o controvert_v but_o grant_v and_o therefore_o stand_v good_a to_o i_o or_o if_o it_o be_v controvert_v i_o be_o able_a to_o make_v it_o appear_v that_o i_o have_v bring_v in_o nothing_o more_o than_o be_v former_o accustom_v in_o the_o point_n of_o the_o deputies-commission_n the_o next_o thing_n in_o my_o answer_n be_v that_o the_o revenue_n of_o ireland_n be_v never_o able_a to_o support_v itself_o before_o my_o come_n thither_o and_o that_o i_o say_v still_o with_o all_o humility_n and_o duty_n be_v most_o true_a and_o i_o trust_v to_o make_v it_o apparent_o true_a present_o if_o your_o lordship_n will_v give_v i_o leave_v to_o call_v for_o and_o examine_v my_o witness_n it_o be_v the_o proof_n your_o lordship_n will_v look_v to_o and_o not_o to_o what_o be_v only_o allege_v by_o that_o worthy_a gentleman_n and_o further_o than_o your_o lordship_n shall_v find_v prove_v i_o desire_v not_o to_o be_v believe_v the_o proof_n offer_v against_o i_o be_v by_o sir_n edward_n warder_n and_o sir_n robert_n pie_n who_o testify_v that_o from_o the_o year_n 1621._o nothing_o go_v out_o of_o the_o king_n exchequer_n to_o supply_v the_o irish_a affair_n save_v only_o for_o the_o maritime_a occasion_n and_o this_o i_o believe_v to_o be_v true_a for_o they_o be_v gentleman_n of_o credit_n that_o speak_v it_o and_o i_o will_v believe_v they_o on_o their_o word_n much_o more_o on_o their_o oath_n but_o under_o favour_n there_o be_v for_o eight_o year_n together_o before_o my_o come_n a_o contribution_n of_o 20000_o l._n a_o year_n pay_v by_o the_o country_n which_o be_v no_o part_n of_o the_o king_n
durham_n be_v send_v for_o on_o other_o occasion_n witness_n that_o he_o be_v at_o york_n in_o his_o journey_n from_o durham_n the_o first_o day_n of_o the_o assize_n and_o be_v at_o dinner_n at_o dr._n stanhopp_n there_o come_v a_o gent._n sir_n edward_n stanhopp_n who_o call_v dr._n stanhopp_n uncle_n from_o the_o assize_n that_o the_o doctor_n ask_v what_o news_n special_o concern_v my_o lord_n precedent_n speech_n he_o tell_v they_o that_o he_o press_v hard_a to_o hear_v and_o can_v tell_v some_o passage_n of_o it_o then_o they_o ask_v what_o they_o be_v say_v he_o my_o lord_n precedent_n be_v speak_v of_o this_o that_o the_o way_n of_o the_o prerogative_n be_v in_o some_o particular_n easy_a than_o the_o common_a law_n and_o in_o his_o expression_n he_o say_v these_o word_n the_o little_a finger_n of_o the_o common_a law_n be_v heavy_a than_o the_o loin_n of_o the_o king_n this_o the_o say_a sir_n edward_n stanhopp_n tell_v he_o in_o the_o presence_n of_o divers_a other_o who_o he_o think_v do_v remember_v the_o word_n be_v so_o relate_v and_o that_o he_o have_v relate_v they_o often_o since_o and_o never_o take_v it_o otherwise_o till_o he_o see_v it_o in_o the_o charge_n and_o there_o it_o be_v clear_a otherwise_o and_o upon_o further_a question_n at_o my_o lord_n of_o strafford_n motion_n he_o answer_v that_o he_o never_o acquaint_v my_o lord_n of_o strafford_n that_o he_o can_v say_v any_o thing_n in_o this_o till_o sunday_n night_n and_o then_o talk_v with_o sir_n william_n pennyman_n he_o tell_v sir_n william_n the_o story_n my_o lord_n of_o strafford_n desire_v sir_n william_n pennyman_n may_v be_v hear_v strafford_n and_o humble_o acknowledge_v the_o favour_n that_o have_v be_v do_v he_o by_o the_o house_n of_o commons_o in_o give_v liberty_n unto_o it_o upon_o his_o suit_n sir_n william_n pennyman_n be_v ask_v whether_o he_o be_v present_a at_o the_o time_n when_o my_o lord_n of_o strafford_n speak_v the_o word_n of_o comparison_n between_o the_o king_n little_a finger_n and_o the_o loin_n of_o the_o law_n what_o be_v speak_v and_o what_o be_v the_o occasion_n he_o answer_v that_o he_o be_v present_a at_o the_o assize_n at_o york_n at_o that_o time_n and_o hear_v my_o lord_n speak_v these_o word_n in_o another_o order_n and_o position_n than_o be_v testify_v by_o these_o three_o witness_n and_o in_o truth_n he_o say_v he_o can_v wish_v he_o speak_v now_o on_o his_o oath_n for_o he_o know_v he_o speak_v on_o much_o disadvantage_n the_o occasion_n be_v this_o a_o rumour_n be_v cast_v up_o and_o down_o in_o the_o country_n that_o my_o lord_n of_o strafford_n have_v receive_v great_a sum_n of_o money_n concern_v knighthood_n which_o he_o have_v detain_v in_o his_o own_o hand_n and_o not_o pay_v into_o the_o exchequer_n hear_v of_o this_o his_o lordship_n think_v himself_o much_o wrong_v in_o it_o and_o take_v occasion_n to_o vindicate_v himself_o and_o there_o speak_v of_o it_o and_o tell_v they_o to_o the_o best_a of_o his_o remembrance_n there_o be_v some_o omission_n on_o the_o secretary_n part_n or_o some_o of_o the_o officer_n of_o the_o exchequer_n hereupon_o my_o lord_n take_v occasion_n to_o discourse_v of_o the_o legality_n of_o knighthood-money_n and_o tell_v they_o gentlemen_z you_o may_v see_v this_o be_v a_o commission_n of_o grace_n and_o favour_n for_o whereas_o you_o may_v compound_v with_o the_o king_n for_o a_o matter_n of_o 20_o or_o 30_o l._n you_o have_v in_o two_o or_o three_o term_n run_v into_o great_a sum_n he_o add_v that_o he_o do_v not_o remember_v the_o proportion_n but_o the_o inference_n be_v so_o that_o you_o may_v see_v that_o the_o little_a finger_n of_o the_o law_n be_v heavy_a than_o the_o loin_n of_o the_o king_n one_o of_o the_o manager_n be_v direct_o set_v forth_o quite_o contrary_a to_o those_o in_o the_o charge_n and_o i_o protest_v that_o i_o will_v take_v my_o oath_n on_o it_o that_o it_o be_v so_o and_o my_o humble_a request_n be_v that_o no_o witness_n i_o produce_v may_v be_v prejudice_v for_o any_o testimony_n he_o shall_v give_v here_o be_v with_o the_o liberty_n and_o allowance_n of_o both_o house_n for_o if_o they_o shall_v be_v discountenance_v nay_o punish_v for_o it_o i_o shall_v think_v myself_o a_o very_a unhappy_a man_n indeed_o and_o rather_o than_o i_o shall_v prejudice_v any_o man_n in_o that_o kind_n i_o profess_v i_o will_v put_v myself_o on_o god_n mercy_n and_o goodness_n and_o not_o make_v use_n of_o any_o member_n of_o either_o house_n and_o my_o principal_a witness_n must_v be_v of_o both_o charge_n that_o may_v accuse_v he_o of_o high_a treason_n only_o one_o thing_n he_o have_v omit_v and_o that_o be_v the_o testimony_n of_o sir_n william_n ingram_n where_o he_o charge_v i_o with_o say_v the_o refuser_n to_o pay_v the_o money_n be_v in_o little_a better_a condition_n than_o guilty_a of_o high_a treason_n but_o he_o be_v a_o single_a testimony_n and_o he_o say_v that_o clear_o be_v speak_v only_o to_o one_o man_n and_o he_o be_v not_o accountable_a to_o he_o nor_o to_o their_o lordship_n for_o that_o he_o be_v but_o a_o single_a testimony_n mr._n maynard_n begin_v to_o reply_v to_o the_o say_a defence_n in_o substance_n maynard_n as_o follow_v that_o whereas_o my_o lord_n say_v they_o have_v urge_v much_o that_o which_o be_v not_o charge_v his_o lordship_n have_v answer_v that_o which_o be_v not_o object_v as_o a_o charge_n for_o the_o great_a part_n of_o the_o time_n he_o have_v spend_v in_o examine_v so_o many_o witness_n be_v to_o show_v on_o what_o ground_n the_o first_o petition_n be_v desert_v and_o a_o message_n put_v on_o his_o lordship_n to_o deliver_v to_o the_o king_n the_o petition_n be_v not_o offer_v to_o he_o as_o a_o matter_n of_o charge_n but_o it_o be_v charge_v upon_o he_o that_o he_o procure_v to_o levy_v and_o impole_a money_n upon_o the_o country_n by_o force_n without_o a_o legal_a warrant_n and_o by_o way_n of_o excuse_n in_o his_o answer_n he_o set_v forth_o that_o the_o country_n do_v yield_v to_o it_o by_o their_o unanimous_a consent_n to_o that_o purpose_n it_o be_v object_v to_o he_o not_o that_o the_o delivery_n of_o the_o message_n be_v a_o crime_n and_o therefore_o he_o may_v have_v spare_v this_o labour_n to_o answer_v it_o as_o to_o that_o purpose_n but_o as_o himself_o state_n the_o case_n he_o have_v much_o increase_v rather_o than_o diminish_v his_o fault_n for_o he_o say_v there_o be_v a_o consent_n yet_o it_o appear_v there_o be_v but_o 109_o principal_a gentleman_n party_n in_o the_o first_o petition_n and_o he_o encounter_v these_o to_o 200_o meet_v together_o the_o great_a part_n of_o who_o consent_v and_o 100_o of_o they_o that_o have_v subscribe_v and_o about_o 5_o dissent_v they_o resolve_v of_o a_o message_n to_o be_v deliver_v touch_v consent_n but_o they_o have_v prove_v not_o only_o a_o levy_n for_o the_o first_o month_n but_o much_o more_o though_o when_o the_o gentry_n meet_v together_o and_o consent_v to_o a_o petition_n it_o be_v no_o desertion_n of_o that_o petition_n because_o 10_o of_o 109_o desert_v especial_o when_o they_o have_v a_o message_n from_o my_o lord_n to_o meet_v about_o it_o and_o rely_v upon_o it_o go_v into_o the_o country_n beside_o 200_o gentleman_n freeholder_n and_o other_o can_v not_o lay_v a_o charge_n on_o the_o rest_n of_o the_o country_n nor_o bind_v they_o that_o have_v dissent_v before_o and_o who_o consent_n be_v not_o involve_v and_o it_o be_v no_o legal_a way_n to_o raise_v money_n by_o warrant_n much_o less_o by_o force_n for_o the_o money_n levy_v after_o the_o month_n expire_v my_o lord_n have_v offer_v no_o colour_n to_o their_o lordship_n for_o first_o the_o ground_n whereupon_o he_o raise_v it_o be_v contrary_a to_o that_o which_o be_v the_o truth_n viz._n the_o consent_n of_o the_o lord_n of_o the_o great_a council_n whereas_o it_o appear_v and_o shall_v appear_v further_o there_o be_v no_o such_o consent_n my_o lord_n of_o strafford_n will_v next_o justify_v it_o by_o a_o commission_n but_o that_o do_v only_o require_v people_n according_a to_o their_o allegiance_n to_o give_v attendance_n and_o this_o be_v turn_v into_o a_o matter_n of_o lay_v of_o money_n for_o the_o first_o point_n of_o
but_o only_o the_o estimate_n of_o a_o merchant_n and_o how_o far_o your_o lordship_n will_v be_v guide_v by_o the_o estimate_n of_o a_o merchant_n i_o know_v not_o but_o i_o have_v have_v trial_n of_o some_o of_o they_o and_o their_o estimate_n never_o hold_v for_o they_o have_v always_o tell_v i_o i_o shall_v gain_v much_o and_o when_o i_o come_v to_o the_o point_n i_o gain_v nothing_o and_o if_o sir_n george_n ratcliff_n shall_v be_v swear_v to_o the_o point_n he_o shall_v say_v confident_o that_o we_o be_v fourscore_o and_o six_o thousand_o out_o of_o purse_n and_o when_o he_o come_v out_o of_o ireland_n but_o fourscore_o thousand_o pound_n receive_v and_o this_o be_v the_o profit_n estimate_v by_o the_o great_a merchant_n at_o a_o hundred_o and_o forty_o thousand_o pound_n a_o year_n but_o at_o the_o worst_a it_o be_v but_o a_o monopoly_n and_o a_o monopoly_n of_o the_o best_a condition_n because_o it_o be_v begin_v by_o a_o parliament_n i_o have_v see_v many_o monopoly_n question_v in_o parliament_n and_o many_o overthrow_v in_o parliament_n but_o i_o never_o hear_v a_o monopoly_n charge_v for_o a_o treason_n my_o lord_n the_o next_o be_v the_o 13_o article_n and_o that_o be_v concern_v the_o flax_n business_n for_o that_o my_o lord_n if_o i_o have_v think_v it_o any_o way_n concern_v i_o i_o can_v have_v clear_v it_o in_o a_o very_a great_a measure_n but_o i_o have_v no_o private_a interest_n in_o the_o business_n much_o less_o of_o private_a profit_n but_o only_o a_o endeavour_n and_o desire_n to_o bring_v in_o the_o trade_n of_o linnen-cloth_n to_o that_o kingdom_n which_o will_v be_v much_o advantage_n to_o both_o kingdom_n and_o no_o prejudice_n to_o this_o kingdom_n which_o a_o woollen_a trade_n will_v have_v be_v if_o set_v up_o these_o and_o the_o prolcamation_n when_o it_o be_v find_v not_o so_o well_o like_v to_o the_o people_n be_v call_v in_o of_o our_o own_o accord_n before_o it_o be_v question_v and_o so_o lay_v aside_o and_o give_v over_o for_o any_o matter_n of_o private_a benefit_n you_o have_v no_o witness_n but_o crokay_n a_o fellow_n bring_v out_o of_o prison_n here_o be_v but_o a_o single_a witness_n and_o a_o sorry_a one_o a_o fellow_n who_o by_o misbehave_v and_o misuse_v the_o trust_n commit_v to_o he_o be_v turn_v out_o and_o upon_o the_o turn_n of_o he_o out_o the_o proclamation_n be_v absolute_o call_v in_o and_o now_o he_o come_v to_o be_v a_o witness_n be_v himself_o the_o only_o offend_v in_o the_o cause_n but_o i_o beseech_v your_o lordship_n to_o think_v i_o have_v not_o live_v with_o so_o mean_v a_o heart_n in_o the_o world_n that_o i_o shall_v look_v to_o gain_v four_o noble_n more_o or_o less_o upon_o a_o cart_n load_n of_o flax_n it_o be_v very_o well_o know_v my_o thought_n have_v carry_v i_o free_a enough_o from_o gain_v so_o poor_a and_o petty_a a_o matter_n as_o that_o be_v i_o know_v nothing_o in_o the_o world_n of_o it_o no_o more_o than_o the_o man_n in_o the_o moon_n but_o when_o it_o come_v to_o be_v hear_v your_o lordship_n will_v find_v i_o extreme_a pure_a in_o that_o for_o i_o thank_v god_n i_o have_v clear_a hand_n i_o assure_v you_o the_o 14_o be_v wave_v by_o they_o concern_v a_o unlawful_a oath_n give_v to_o master_n and_o officer_n of_o ship_n and_o it_o may_v very_o well_o be_v wave_v for_o i_o conceive_v it_o to_o be_v warrant_v by_o the_o law_n sure_o i_o be_o it_o be_v both_o the_o practice_n of_o england_n and_o ireland_n and_o have_v always_o and_o at_o all_o time_n be_v practise_v and_o use_v and_o be_v only_o for_o the_o prevent_n of_o fraud_n and_o deceit_n in_o merchant_n by_o not_o pay_v the_o king_n duty_n and_o custom_n the_o 15_o be_v answer_v already_o i_o hope_v the_o 16_o do_v charge_n upon_o i_o certain_a proposition_n i_o make_v before_o i_o go_v into_o ireland_n and_o in_o good_a faith_n my_o lord_n you_o may_v see_v how_o shortsighted_a man_n may_v be_v to_o their_o own_o action_n for_o i_o do_v very_o well_o believe_v i_o shall_v never_o have_v reap_v any_o thing_n from_o those_o proposition_n but_o thanks_o i_o be_o sure_a they_o be_v well_o receive_v then_o when_o they_o be_v offer_v to_o his_o majesty_n and_o the_o council_n and_o i_o must_v true_o confess_v i_o never_o think_v they_o shall_v be_v object_v against_o i_o as_o a_o fault_n my_o lord_n the_o proposition_n be_v that_o no_o man_n shall_v be_v allow_v to_o complain_v of_o injustice_n or_o oppression_n in_o ireland_n unless_o he_o first_o address_v himself_o to_o the_o deputy_n my_o lord_n there_o be_v no_o original_a intent_n but_o only_o to_o prevent_v clamour_n and_o unjust_a vexation_n of_o the_o king_n minister_n there_o that_o after_o man_n have_v receive_v judgement_n of_o the_o king_n court_n they_o may_v not_o present_o come_v and_o by_o clamour_n call_v over_o a_o chief_a justice_n or_o a_o chancellor_n or_o precedent_n to_o answer_v here_o and_o be_v at_o charge_n of_o five_o or_o six_o hundred_o pound_n unless_o they_o acquaint_v the_o deputy_n with_o it_o that_o they_o may_v be_v right_v in_o the_o place_n and_o this_o be_v charge_v against_o i_o as_o a_o great_a crime_n true_o my_o lord_n i_o shall_v confess_v and_o amend_v any_o thing_n and_o trust_v other_o judgement_n rather_o than_o my_o own_o but_o i_o see_v not_o how_o this_o can_v charge_v i_o as_o intend_v to_o subvert_v the_o law_n of_o the_o land_n but_o rather_o to_o preserve_v they_o the_o other_o concern_v a_o proclamation_n that_o none_o shall_v depart_v the_o kingdom_n without_o licence_n my_o lord_n for_o that_o i_o have_v show_v that_o no_o man_n out_o of_o that_o kingdom_n can_v come_v without_o licence_n but_o upon_o very_o great_a penalty_n i_o have_v show_v likewise_o it_o be_v the_o desire_n of_o their_o own_o agent_n some_o 15_o or_o 16_o year_n since_o that_o there_o may_v be_v such_o a_o restraint_n and_o none_o may_v come_v over_o without_o licence_n i_o have_v show_v you_o likewise_o the_o instruction_n to_o my_o lord_n of_o faulkland_n by_o which_o he_o be_v command_v in_o persuance_n of_o that_o desire_n that_o none_o shall_v come_v over_o without_o his_o licence_n i_o have_v show_v the_o express_a command_n of_o his_o majesty_n to_o i_o to_o have_v it_o so_o i_o have_v show_v you_o likewise_o the_o reason_n of_o state_n why_o it_o shall_v be_v so_o to_o prevent_v that_o practice_n and_o intelligence_n which_o may_v otherwise_o arise_v betwixt_o they_o of_o that_o nation_n serve_v under_o tir-connell_n and_o o_o neale_n and_o likewise_o to_o prevent_v the_o go_n over_o and_o transplant_n the_o prime_a nobility_n and_o gentry_n to_o seminary_n and_o other_o such_o place_n there_o to_o be_v bring_v up_o and_o therefore_o in_o reason_n of_o state_n it_o be_v a_o restraint_n and_o aught_o so_o to_o be_v but_o have_v these_o ground_n of_o law_n warrant_v practice_n former_a instruction_n and_o all_o why_o this_o shall_v be_v bring_v to_o i_o in_o particular_a charge_n to_o convince_v i_o of_o endeavour_v the_o subversion_n of_o the_o law_n i_o must_v submit_v to_o your_o lordship_n my_o lord_n there_o be_v in_o the_o latter_a part_n of_o this_o another_o charge_n concern_v the_o sentence_v of_o one_o parry_n who_o be_v sentence_v as_o i_o conceive_v very_o just_o and_o i_o have_v no_o more_o to_o answer_v for_o in_o that_o sentence_n than_o any_o of_o the_o rest_n have_v but_o a_o single_a voice_n and_o that_o i_o shall_v answer_v for_o all_o i_o confess_v be_v something_o hard_o but_o there_o be_v no_o manner_n of_o testimony_n in_o the_o world_n in_o this_o save_o the_o testimony_n of_o parry_n himself_n now_o if_o parry_n the_o man_n offend_v his_o testimony_n shall_v be_v take_v against_o the_o judge_n i_o know_v no_o man_n can_v be_v safe_a and_o other_o testimony_n be_v not_o offer_v and_o therefore_o i_o trust_v that_o that_o will_v easy_o fall_v off_o of_o itself_o the_o 17_o be_v likewise_o wave_v and_o be_v in_o truth_n of_o no_o great_a consequence_n one_o way_n or_o other_o and_o therefore_o i_o shall_v give_v no_o other_o answer_n to_o it_o it_o be_v well_o wave_v and_o have_v be_v as_o well_o leave_v out_o have_v no_o great_a matter_n in_o it_o the_o 18_o be_v likewise_o wave_v but_o it_o be_v that_o which_o stick_v very_o heavy_a upon_o i_o and_o wherein_o i_o find_v myself_o as_o much_o afflict_a as_o in_o any_o one_o part_n of_o the_o charge_n for_o my_o lord_n here_o i_o be_o charge_v up_o and_o down_o to_o endeavour_v to_o draw_v upon_o myself_o a_o dependence_n of_o the_o papist_n in_o both_o kingdom_n of_o ireland_n and_o england_n and_o that_o i_o have_v during_o the_o time_n of_o my_o government_n restore_v diverse_a mass-house_n in_o dublin_n and_o elsewhere_o
himself_o the_o eight_o article_n contain_v several_a charge_n as_o that_o of_o my_o lord_n chancellor_n how_o he_o imprison_v he_o upon_o a_o judgement_n before_o himself_o and_o the_o council_n how_o he_o inforce_v the_o seal_n from_o he_o when_o he_o have_v no_o authority_n nay_o though_o it_o be_v except_v by_o his_o patent_n that_o he_o shall_v no_o way_n dispose_v of_o it_o but_o he_o look_v not_o to_o authority_n further_o than_o may_v make_v way_n to_o his_o will._n another_o concern_v the_o prime_a earl_n of_o that_o kingdom_n my_o lord_n of_o kildare_n who_o he_o imprison_v and_o keep_v close_a prisoner_n contrary_a to_o the_o king_n express_v command_v for_o his_o deliverance_n and_o in_o his_o answer_n my_o lord_n acknowledge_v it_o but_o say_v that_o that_o command_n be_v obtain_v from_o the_o king_n upon_o a_o misinformation_n these_o thing_n i_o will_v not_o have_v mention_v if_o he_o have_v pass_v they_o over_o but_o since_o he_o give_v they_o in_o give_v i_o leave_v to_o mention_v and_o say_v we_o have_v a_o ground_n to_o put_v they_o into_o charge_n and_o can_v have_v prove_v they_o if_o there_o have_v be_v need_n punctual_o and_o express_o and_o i_o believe_v little_a to_o my_o lord_n advantage_n but_o your_o lordship_n i_o think_v do_v remember_v my_o lady_n hibbots_n case_n where_o the_o lady_n hibbots_n contract_n with_o thomas_n hibbot_n for_o his_o inheritance_n for_o 2500_o l._n execute_v the_o contract_n by_o a_o deed_n and_o fine_a levy_v deposit_o part_v of_o the_o money_n and_o when_o a_o petition_n be_v exhibit_v to_o the_o lord_n deputy_n and_o council_n for_o the_o very_a estate_n your_o lordship_n remember_v how_o this_o come_v in_o judgement_n before_o my_o lord_n deputy_n there_o be_v but_o a_o petition_n deliver_v there_o be_v a_o answer_n make_v and_o all_o the_o suggestion_n of_o the_o petition_n deny_v yet_o my_o lord_n speak_v to_o hibbot_n himself_o that_o be_v willing_a to_o accept_v the_o money_n not_o to_o decline_v the_o way_n that_o he_o be_v in_o by_o petition_n five_o hundred_o pound_n more_o will_v do_v he_o no_o hurt_n to_o carry_v into_o england_n with_o he_o and_o yet_o without_o examination_n of_o a_o witness_n a_o decree_n be_v make_v to_o deprive_v this_o lady_n of_o her_o estate_n and_o the_o purchase_n of_o this_o land_n by_o my_o lord_n of_o strafford_n be_v prove_v by_o two_o witness_n though_o not_o absolute_o yet_o by_o confession_n of_o sir_n robert_n meredith_n and_o other_o who_o name_n be_v use_v in_o trust_n for_o my_o lord_n of_o strafford_n and_o that_o it_o prove_v according_a to_o my_o lord_n of_o strafford_n prophecy_n for_o the_o man_n have_v five_o hundred_o pound_n gain_v above_o the_o contract_n with_o my_o lady_n hibbot_n but_o after_o the_o no_o offence_n in_o my_o lord_n to_o make_v a_o bargain_n for_o three_o thousand_o pound_n and_o to_o gain_v four_o thousand_o pound_n present_o this_o you_o see_v prove_v by_o hibbot_n the_o party_n and_o by_o mr._n hoy_o the_o son_n of_o the_o lady_n hibbot_n so_o that_o here_o be_v a_o determination_n of_o a_o cause_n before_o the_o council-table_n touch_v land_n which_o be_v neither_o of_o that_o nature_n yet_o he_o prove_v no_o such_o thing_n my_o lord_n primate_n be_v examine_v and_o he_o say_v that_o bishop_n mountgomery_n do_v tell_v he_o there_o be_v such_o a_o warrant_n and_o one_o witness_n more_o speak_v of_o one_o warrant_v and_o that_o be_v all_o the_o witness_n produce_v and_o that_o but_o to_o be_v a_o copy_n too_o your_o lordship_n have_v hear_v how_o he_o exercise_v his_o jurisdiction_n and_o power_n over_o particular_n and_o that_o in_o a_o numerous_a manner_n now_o your_o lordship_n shall_v find_v it_o universal_a and_o spread_v over_o the_o face_n of_o that_o kingdom_n that_o be_v under_o his_o jurisdiction_n and_o that_o be_v in_o the_o ten_o article_n which_o concern_v the_o custom_n where_o he_o do_v impose_v upon_o the_o king_n subject_n a_o rate_n and_o tax_n against_o law_n and_o enforce_v they_o to_o pay_v it_o or_o else_o punish_v they_o for_o it_o which_o be_v express_o a_o arrogate_a to_o himself_o of_o a_o jurisdiction_n above_o the_o law_n my_o lord_n in_o his_o answer_n he_o pretend_v that_o this_o be_v rather_o a_o matter_n of_o fraud_n than_o otherwise_o in_o truth_n and_o so_o it_o be_v and_o that_o a_o great_a one_o too_o but_o as_o it_o be_v a_o fraud_n a_o dis-service_n and_o deceit_n to_o his_o majesty_n so_o it_o be_v likewise_o a_o exercise_n of_o a_o tyrannical_a jurisdiction_n over_o his_o subject_n that_o it_o be_v a_o fraud_n to_o his_o majesty_n it_o plain_o appear_v for_o the_o king_n lose_v exceed_o by_o it_o whereas_o before_o the_o rent_n afford_v the_o king_n be_v 11050._o l._n there_o be_v improve_v by_o the_o new_a lease_n that_o my_o lord_n of_o strafford_n take_v but_o 1350_o l._n and_o i_o beseech_v your_o lordship_n observe_v how_o much_o the_o king_n lose_v by_o it_o for_o my_o lord_n have_v comprehend_v in_o his_o new_a lease_n the_o impost_n of_o wine_n for_o which_o the_o king_n before_o that_o time_n receive_v 1400_o l._n a_o year_n and_o likewise_o the_o custom_n of_o londonderry_n colerane_n and_o knockfergus_n for_o which_o the_o king_n have_v reserve_v 1700_o l._n a_o year_n beside_o the_o moiety_n of_o the_o seizure_n so_o here_o be_v 5000_o l._n that_o the_o king_n lose_v of_o the_o old_a rent_n express_o and_o if_o your_o lordship_n please_v observe_v the_o gain_n and_o benefit_v my_o lord_n of_o strafford_n make_v by_o it_o in_o one_o year_n he_o and_o his_o sharer_n receive_v 39000_o l._n and_o in_o the_o last_o year_n 51000_o l._n and_o that_o express_o prove_v upon_o two_o account_n and_o if_o this_o be_v his_o deal_n where_o be_v his_o service_n to_o the_o king_n in_o his_o pretence_n to_o advance_v the_o custom_n it_o be_v true_a he_o say_v the_o king_n have_v five_o eight_o part_n but_o it_o be_v but_o within_o these_o two_o year_n the_o king_n have_v it_o not_o before_o and_o i_o will_v very_o glad_o have_v hear_v whether_o the_o king_n receive_v his_o part_n of_o a_o account_n of_o 55000_o l._n if_o he_o have_v receive_v it_o i_o believe_v we_o shall_v have_v hear_v of_o it_o my_o lord_n there_o be_v something_o more_o here_o be_v a_o new_a imposition_n on_o the_o king_n people_n without_o law_n and_o yet_o i_o will_v do_v my_o lord_n of_o strafford_n no_o injury_n but_o i_o tell_v you_o how_o the_o proof_n stand_v it_o be_v a_o book_n of_o rate_n frame_v before_o he_o come_v to_o the_o farm_n for_o the_o book_n of_o rate_n be_v in_o march_n and_o the_o date_n of_o his_o assignment_n be_v in_o april_n follow_v and_o therefore_o my_o lord_n say_v it_o can_v not_o be_v for_o his_o benefit_n but_o my_o lord_n all_o this_o while_n my_o lord_n of_o strafford_n be_v in_o england_n and_o in_o agitation_n for_o the_o procure_n of_o it_o and_o they_o come_v one_o upon_o the_o heel_n of_o another_o and_o i_o beseech_v you_o observe_v cui_fw-la bono_fw-mi the_o book_n of_o
to_o fix_v this_o offence_n to_o fasten_v this_o oppression_n upon_o the_o king_n himself_o to_o make_v it_o to_o be_v believe_v that_o the_o occasion_n of_o these_o their_o groan_n proceed_v from_o his_o sacred_a majesty_n yet_o god_n be_v thank_v the_o strength_n of_o that_o sun_n be_v powerful_a enough_o to_o dispel_v these_o vapour_n and_o to_o disperse_v the_o cloud_n that_o he_o will_v have_v raise_v but_o in_o the_o mean_a time_n my_o lord_n be_v nothing_o to_o be_v excuse_v my_o lord_n he_o may_v pretend_v zeal_n to_o the_o king_n service_n and_o affection_n to_o his_o honour_n but_o give_v i_o leave_v not_o to_o believe_v it_o since_o when_o he_o be_v question_v by_o all_o the_o king_n people_n and_o in_o the_o face_n of_o his_o people_n and_o offence_n lay_v to_o his_o more_o my_o lord_n he_o be_v charge_v with_o exercise_v a_o tyrannical_a power_n over_o the_o king_n people_n and_o in_o his_o defence_n your_o lordship_n have_v often_o hear_v and_o i_o may_v not_o omit_v it_o that_o he_o shelter_n himself_o under_o the_o protection_n of_o the_o king_n prerogative_n though_o he_o be_v charge_v with_o tyranny_n of_o the_o high_a nature_n that_o may_v be_v see_v then_o how_o foul_a and_o malignant_a a_o aspect_n this_o have_v my_o lord_n what_o be_v it_o else_o but_o to_o endeavour_v as_o much_o as_o in_o he_o lie_v to_o infuse_v into_o the_o king_n heart_n a_o apprehension_n that_o his_o prerogative_n be_v so_o bottomless_a a_o gulf_n so_o unlimited_a a_o power_n as_o be_v not_o to_o be_v comprehend_v within_o the_o rule_n of_o law_n or_o within_o the_o lie_v to_o make_v the_o people_n believe_v for_o i_o may_v not_o forget_v the_o word_n he_o have_v use_v by_o his_o magnify_v of_o the_o prerogative_n that_o it_o have_v a_o special_a stamp_n of_o divinity_n on_o it_o and_o that_o the_o other_o part_n of_o the_o government_n that_o god_n please_v to_o put_v into_o the_o king_n hand_n have_v not_o that_o stamp_n upon_o it_o as_o if_o any_o thing_n do_v by_o one_o be_v to_o be_v justify_v by_o authority_n derive_v from_o heaven_n but_o the_o other_o not_o these_o expression_n your_o lordship_n remember_v and_o i_o may_v not_o omit_v to_o put_v your_o lordship_n in_o mind_n of_o they_o and_o i_o can_v expound_v they_o no_o otherwise_o than_o as_o much_o as_o in_o he_o lie_v to_o make_v the_o subject_n believe_v and_o apprehend_v that_o which_o be_v the_o buckler_n and_o defence_n of_o his_o protection_n to_o be_v the_o two-edged_a sword_n of_o his_o destruction_n according_a to_o the_o doctrine_n he_o preach_v and_o that_o that_o which_o be_v the_o sanctuary_n of_o their_o liberty_n be_v the_o snare_n and_o engine_n of_o their_o slavery_n and_o thus_o he_o have_v cast_v a_o bone_n of_o contention_n as_o much_o as_o in_o he_o lay_v betwixt_o king_n and_o people_n to_o make_v the_o subject_n loathe_v that_o glorious_a flower_n of_o his_o crown_n by_o fix_v a_o jealousy_n in_o they_o that_o it_o may_v be_v a_o mean_n of_o their_o bondage_n and_o slavery_n but_o there_o be_v so_o much_o piety_n and_o goodness_n in_o the_o king_n heart_n that_o i_o hope_v upon_o fair_a understanding_n there_o will_v be_v no_o such_o his_o charge_n of_o high_a treason_n my_o lord_n i_o beseech_v you_o give_v i_o leave_v there_o be_v no_o great_a safety_n to_o king_n and_o people_n than_o to_o have_v the_o throne_n encircle_v with_o good_a counsellor_n and_o no_o great_a danger_n to_o both_o than_o to_o have_v it_o encompass_v with_o wicked_a and_o dangerous_a one_o and_o yet_o i_o beseech_v you_o call_v to_o mind_n how_o he_o have_v attempt_v to_o deprive_v the_o subject_a of_o all_o mean_n to_o discover_v this_o danger_n by_o insinuate_v to_o your_o lordship_n what_o a_o dangerous_a thing_n it_o be_v if_o counsellor_n shall_v be_v call_v in_o question_n for_o give_v of_o counsel_n for_o who_o then_o say_v he_o will_v be_v a_o counsellor_n where_o be_v your_o safeguard_n where_o be_v the_o king_n in_o the_o course_n of_o his_o defence_n how_o often_o he_o have_v raise_v this_o spirit_n that_o god_n be_v thank_v have_v be_v lay_v to_o the_o great_a comfort_n of_o king_n and_o kingdom_n by_o your_o lordship_n and_o all_o the_o commons_o in_o parliament_n and_o when_o he_o stand_v under_o this_o question_n and_o go_v about_o to_o justify_v his_o exorbitant_a action_n how_o often_o have_v he_o create_v this_o idol_n again_o and_o therefore_o i_o be_o afraid_a he_o discover_v too_o much_o his_o own_o heart_n in_o it_o my_o lord_n i_o may_v not_o omit_v some_o other_o passage_n in_o his_o defence_n how_o he_o have_v cast_v scandal_n upon_o three_o nation_n in_o this_o place_n that_o be_v in_o his_o first_o day_n of_o defence_n when_o the_o irish_a remonstrance_n make_v by_o all_o the_o commons_o of_o ireland_n be_v produce_v by_o the_o commons_o of_o england_n he_o express_v in_o a_o passion_n that_o thing_n be_v carry_v against_o he_o by_o faction_n and_o correspondence_n and_o if_o he_o have_v time_n he_o will_v make_v it_o appear_v with_o a_o strong_a conspiracy_n here_o be_v a_o scandal_n cast_v upon_o the_o parliament_n of_o ireland_n with_o a_o reflection_n on_o the_o commons_o of_o england_n howsoever_o it_o be_v true_a your_o lordship_n may_v remember_v the_o recantation_n he_o make_v that_o day_n which_o i_o will_v not_o omit_v desire_v not_o to_o lay_v any_o thing_n to_o his_o charge_n but_o what_o be_v true_a but_o it_o be_v the_o reflection_n of_o a_o scandal_n that_o i_o can_v omit_v to_o put_v your_o lordship_n in_o mind_n of_o and_o the_o rather_o because_o this_o remonstrance_n present_v from_o the_o parliament_n of_o ireland_n do_v bear_v date_n before_o my_o lord_n of_o strafford_n be_v charge_v here_o which_o be_v very_o remarkable_a viz._n the_o seven_o of_o november_n and_o therefore_o though_o he_o pretend_v a_o correspondence_n certain_o there_o can_v be_v none_o then_o for_o he_o be_v not_o charge_v here_o till_o the_o ten_o and_o the_o same_o day_n justify_v a_o sentence_n in_o the_o castle-chamber_n your_o lordship_n remember_v he_o affirm_v that_o unless_o a_o strict_a hand_n be_v keep_v upon_o the_o be_v under_o the_o government_n of_o the_o same_o king_n with_o we_o how_o fit_a this_o be_v to_o be_v do_v by_o a_o man_n in_o that_o condition_n that_o my_o lord_n of_o strafford_n be_v i_o refer_v to_o your_o consideration_n another_o passage_n i_o remember_v whereby_o in_o his_o defence_n he_o fall_v upon_o that_o nation_n in_o answer_n of_o which_o i_o may_v not_o omit_v to_o do_v the_o the_o commons-house_n in_o ireland_n he_o use_v word_n to_o this_o purpose_n you_o
lord_n i_o must_v tell_v you_o the_o first_o article_n exhibit_v be_v ground_n and_o foundation_n whereupon_o the_o rest_n be_v gather_v and_o to_o which_o they_o resort_v and_o apply_v themselves_o first_o article_n be_v the_o main_a article_n whereupon_o i_o must_v be_v touch_v and_o that_o be_v lay_v in_o the_o charge_n thus_o that_o i_o have_v traitorous_o endeavour_v to_o subvert_v the_o wisdom_n of_o our_o ancestor_n that_o set_v the_o pillar_n of_o this_o monarchy_n with_o that_o singular_a judgement_n and_o providence_n that_o i_o have_v ever_o observe_v that_o so_o oft_o as_o either_o the_o prerogative_n of_o the_o crown_n or_o liberty_n of_o the_o subject_a ecclesiastical_a or_o temporal_a power_n exceed_v those_o modest_a bound_n set_v and_o appoint_v for_o they_o by_o of_o this_o government_n and_o monarchy_n have_v be_v so_o perfect_o tune_v through_o the_o skill_n and_o attention_n of_o our_o forefather_n that_o if_o you_o wind_v any_o of_o they_o any_o thing_n high_o or_o let_v they_o low_o you_o shall_v infallible_a interrupt_v the_o sweet_a accord_n that_o aught_o to_o be_v entertain_v of_o king_n and_o people_n with_o this_o opinion_n i_o have_v the_o i_o during_o the_o time_n i_o be_v in_o that_o kingdom_n so_o that_o word_n so_o speak_v and_o to_o such_o a_o purpose_n that_o they_o shall_v go_v to_o prove_v such_o a_o conclusion_n i_o conceive_v there_o be_v great_a difference_n betwixt_o those_o premise_n and_o that_o conclusion_n the_o next_o charge_n for_o word_n in_o ireland_n be_v in_o the_o four_o article_n where_o i_o be_o charge_v to_o have_v say_v that_o i_o will_v neither_o have_v law_n nor_o lawyer_n dispute_v or_o question_v my_o order_n and_o that_o i_o will_v make_v the_o earl_n of_o cork_n and_o all_o ireland_n know_v that_o as_o long_o as_o i_o have_v the_o government_n there_o any_o act_n of_o state_n shall_v be_v as_o bind_v to_o the_o subject_n of_o that_o kingdom_n as_o a_o act_n of_o parliament_n my_o lord_n i_o humble_o beseech_v your_o lordship_n to_o give_v i_o leave_v to_o say_v for_o myself_o that_o these_o word_n of_o the_o charge_n be_v only_o swear_v by_o my_o lord_n of_o cork_n and_o no_o man_n else_o and_o his_o lordship_n appear_v a_o little_a mistake_v the_o other_o day_n in_o one_o point_n on_o the_o read_n of_o a_o order_n of_o the_o council-board_n for_o so_o it_o appear_v as_o i_o conceive_v so_o that_o for_o one_o single_a witness_n and_o he_o the_o party_n aggrieve_v by_o these_o word_n to_o be_v the_o man_n that_o must_v convince_v i_o i_o conceive_v your_o lordship_n will_v not_o think_v that_o to_o stand_v with_o the_o ordinary_a rule_n of_o proceed_v for_o the_o rest_n to_o say_v act_n of_o state_n in_o ireland_n shall_v be_v bind_v so_o long_o as_o they_o be_v not_o contrary_a to_o law_n i_o confess_v i_o then_o conceive_v it_o have_v be_v no_o offence_n for_o i_o think_v they_o to_o be_v as_o bind_v be_v not_o contrary_a to_o law_n but_o the_o elder_a we_o grow_v the_o wise_a we_o may_v grow_v if_o god_n give_v we_o the_o grace_n and_o attention_n and_o so_o i_o trust_v i_o shall_v by_o these_o gentleman_n that_o have_v teach_v i_o to_o forbear_v those_o kind_n of_o speech_n hereafter_o my_o lord_n these_o be_v all_o the_o word_n charge_v against_o i_o for_o ireland_n save_v only_o some_o thing_n that_o i_o shall_v come_v to_o anon_o that_o be_v charge_v upon_o i_o in_o one_o of_o the_o latter_a article_n concern_v scotland_n i_o say_v my_o lord_n these_o be_v all_o the_o word_n that_o have_v slip_v from_o i_o in_o seven_o year_n time_n have_v be_v well_o watch_v and_o observe_v as_o your_o lordship_n may_v persuade_v yourselves_o i_o have_v be_v but_o in_o seven_o year_n time_n i_o say_v these_o be_v all_o the_o word_n bring_v to_o my_o charge_n and_o in_o truth_n i_o conceive_v a_o wise_a man_n than_o myself_o may_v be_v forgive_v for_o one_o error_n or_o slip_v of_o his_o tongue_n of_o that_o nature_n in_o a_o year_n time_n see_v it_o be_v in_o
no_o great_a measure_n god_n be_v praise_v than_o these_o be_v my_o lord_n these_o be_v the_o word_n that_o pass_v from_o i_o in_o ireland_n there_o be_v other_o word_n that_o be_v charge_v upon_o i_o to_o have_v be_v speak_v in_o england_n but_o if_o your_o lordship_n will_v give_v i_o leave_v though_o perhaps_o in_o no_o very_a good_a method_n i_o shall_v not_o fail_v to_o touch_v first_o or_o last_o the_o word_n in_o every_o article_n the_o next_o article_n then_o that_o i_o be_o charge_v withal_o for_o word_n be_v the_o second_o article_n and_o these_o be_v the_o word_n that_o i_o shall_v say_v concern_v the_o finger_n and_o the_o loin_n my_o lord_n i_o may_v allege_v much_o new_a matter_n but_o i_o will_v observe_v your_o lordship_n order_n punctual_o by_o the_o grace_n of_o god_n for_o what_o i_o may_v say_v in_o that_o case_n if_o it_o may_v be_v admit_v i_o keep_v it_o to_o myself_o but_o the_o truth_n be_v they_o that_o do_v prove_v the_o word_n to_o be_v thus_o that_o i_o will_v make_v the_o little_a finger_n of_o the_o law_n heavy_a than_o the_o king_n loin_n they_o do_v not_o tell_v you_o the_o occasion_n of_o the_o speech_n or_o what_o go_v before_o or_o what_o after_o for_o my_o lord_n if_o they_o have_v tell_v the_o occasion_n which_o methinks_v they_o shall_v as_o well_o have_v remember_v as_o the_o word_n it_o will_v plain_o and_o clear_o have_v appear_v to_o your_o lordship_n that_o sir_n william_n pennymans_n testimony_n be_v most_o true_a for_o the_o occasion_n be_v such_o that_o to_o have_v say_v those_o word_n have_v be_v to_o have_v speak_v against_o that_o to_o which_o i_o intend_v the_o discourse_n but_o speak_v they_o as_o i_o say_v it_o make_v very_o strong_a for_o that_o purpose_n to_o which_o i_o direct_v they_o which_o be_v to_o appease_v the_o country_n and_o quiet_a the_o discontent_n for_o have_v be_v double_o charge_v with_o the_o knight-money_n and_o therefore_o it_o be_v not_o proper_o threaten_v they_o further_o to_o have_v provoke_v they_o my_o lord_n you_o have_v sir_n will._n pennymans_n testimony_n that_o it_o be_v so_o and_o my_o profession_n who_o under_o favour_n will_v not_o speak_v a_o untruth_n to_o save_v my_o life_n i_o protest_v before_o god_n that_o i_o say_v i_o very_o believe_v or_o else_o i_o will_v never_o speak_v it_o indeed_o and_o there_o it_o be_v they_o have_v prove_v it_o to_o have_v be_v say_v one_o way_n we_o another_o way_n we_o give_v the_o occasion_n of_o our_o speech_n and_o disavow_v they_o and_o so_o we_o must_v leave_v it_o and_o howsoever_o these_o word_n so_o speak_v can_v never_o be_v draw_v as_o i_o humble_o conceive_v as_o premise_n to_o prove_v their_o conclusion_n that_o therefore_o i_o be_o guilty_a of_o high_a treason_n they_o have_v make_v i_o guilty_a of_o a_o foolish_a word_n and_o that_o i_o confess_v and_o if_o they_o please_v i_o will_v confess_v it_o all_o the_o day_n long_o for_o i_o have_v be_v foolish_a all_o the_o day_n of_o my_o life_n and_o i_o hope_v hereafter_o i_o shall_v look_v unto_o my_o way_n that_o i_o offend_v not_o with_o my_o tongue_n for_o if_o i_o can_v rule_v it_o abroad_o i_o will_v rule_v it_o within_o door_n else_o i_o will_v never_o stir_v abroad_o but_o bind_v it_o so_o to_o my_o own_o business_n and_o affair_n that_o i_o trust_v i_o shall_v give_v no_o offence_n the_o next_o article_n that_o charge_v i_o with_o word_n be_v the_o 22_o article_n and_o these_o be_v word_n speak_v in_o england_n the_o first_o part_n of_o they_o which_o concern_v the_o bring_n in_o of_o the_o irish_a army_n i_o have_v speak_v to_o already_o but_o in_o the_o conclusion_n there_o be_v other_o word_n and_o short_o the_o say_a earl_n of_o strafford_n return_v to_o england_n and_o to_o sundry_a person_n declare_v his_o opinion_n to_o be_v that_o his_o majesty_n shall_v first_o try_v the_o parliament_n here_o and_o if_o that_o do_v not_o supply_v he_o according_a to_o his_o occasion_n he_o may_v then_o use_v his_o prerogative_n as_o he_o please_v to_o levy_v what_o he_o need_v and_o that_o he_o shall_v be_v acquit_v both_o of_o god_n and_o man_n if_o he_o take_v some_o other_o course_n to_o supply_v himself_o though_o it_o be_v against_o the_o will_n of_o his_o subject_n my_o lord_n as_o unto_o this_o i_o conceive_v the_o charge_n be_v not_o prove_v by_o any_o witness_n that_o have_v be_v here_o produce_v against_o i_o and_o in_o truth_n my_o lord_n i_o must_v needs_o say_v this_o under_o favour_n if_o it_o be_v a_o error_n in_o my_o judgement_n i_o must_v humble_o crave_v your_o lordship_n pardon_n through_o the_o whole_a cause_n i_o have_v not_o see_v a_o weak_a proof_n and_o if_o i_o have_v have_v time_n to_o have_v get_v my_o witness_n out_o of_o ireland_n i_o hope_v that_o shall_v be_v prove_v and_o so_o clear_o as_o nothing_o can_v be_v prove_v more_o but_o i_o must_v stand_v or_o fall_v to_o what_o i_o have_v prove_v and_o so_o i_o do_v my_o lord_n the_o proof_n they_o offer_v for_o this_o as_o i_o conceive_v be_v the_o testimony_n of_o my_o lord_n primate_n and_o his_o testimony_n be_v that_o in_o some_o discourse_n betwixt_o we_o two_o touch_v levy_v upon_o the_o subject_a in_o case_n of_o imminent_a necessity_n he_o find_v i_o of_o opinion_n that_o the_o king_n may_v use_v his_o prerogative_n as_o he_o please_v my_o lord_n this_o be_v under_o favour_n a_o single_a testimony_n it_o be_v of_o a_o discourse_n between_o he_o and_o i_o and_o there_o be_v not_o any_o other_o that_o witness_v any_o thing_n concern_v it_o so_o that_o under_o favour_n my_o lord_n i_o conceive_v this_o will_v not_o be_v sufficient_a to_o bring_v i_o any_o way_n in_o danger_n of_o treason_n be_v but_o a_o single_a testimony_n and_o my_o lord_n it_o be_v to_o be_v think_v and_o to_o be_v believe_v and_o it_o be_v a_o great_a offence_n for_o any_o man_n to_o think_v otherwise_o that_o in_o this_o case_n any_o thing_n can_v please_v the_o king_n he_o be_v so_o gracious_a and_o good_a but_o what_o shall_v be_v just_a and_o lawful_a and_o then_o there_o be_v no_o doubt_n but_o so_o far_o as_o with_o justice_n and_o lawfulness_n he_o may_v use_v his_o prerogative_n in_o case_n of_o imminent_a danger_n when_o ordinary_a mean_n will_v not_o be_v admit_v at_o most_o he_o say_v it_o be_v but_o a_o opinion_n and_o opinion_n may_v make_v a_o heretic_n but_o they_o shall_v not_o i_o trust_v make_v a_o traitor_n the_o next_o be_v the_o testimony_n of_o my_o lord_n conway_n and_o the_o word_n that_o his_o lordship_n testify_v be_v these_o that_o in_o case_n the_o king_n will_v not_o be_v otherwise_o supply_v by_o subsidy_n he_o may_v seek_v mean_n to_o help_v himself_o though_o it_o be_v against_o the_o will_n of_o his_o subject_n true_o my_o lord_n if_o i_o shall_v acknowledge_v these_o word_n i_o do_v not_o see_v how_o they_o can_v be_v any_o way_n capital_a in_o my_o case_n but_o this_o again_o be_v but_o a_o single_a testimony_n and_o there_o be_v no_o other_o that_o say_v it_o but_o himself_o and_o if_o there_o be_v a_o good_a sense_n give_v to_o they_o certain_o the_o word_n may_v very_o well_o bear_v it_o for_o i_o think_v it_o be_v a_o very_a natural_a motion_n for_o any_o man_n to_o preserve_v himself_o though_o it_o be_v to_o the_o dislike_n of_o another_o and_o why_o a_o king_n shall_v not_o do_v it_o as_o well_o as_o a_o subject_a it_o be_v such_o a_o prerogative_n of_o king_n as_o i_o never_o yet_o hear_v of_o for_o i_o think_v though_o they_o have_v be_v god_n on_o earth_n yet_o they_o be_v man_n and_o have_v affection_n as_o man_n and_o shall_v preserve_v themselves_o be_v not_o only_o accountable_a for_o themselves_o to_o god_n almighty_a but_o also_o for_o their_o subject_n who_o good_a and_o benefit_n be_v wrap_v up_o and_o involve_v in_o they_o and_o therefore_o the_o king_n ought_v more_o to_o regard_v his_o own_o preservation_n than_o the_o commonwealth_n the_o three_o be_v that_o mr._n treasurer_n say_v that_o to_o his_o best_a remembrance_n i_o do_v say_v that_o if_o the_o parliament_n shall_v not_o succeed_v i_o will_v be_v ready_a to_o assist_v his_o majesty_n any_o other_o way_n god_n forbid_v this_o shall_v be_v any_o offence_n for_o to_o say_v so_o either_o in_o he_o or_o i_o for_o i_o will_v swear_v if_o it_o please_v you_o that_o he_o say_v so_o as_o well_o as_o i_o therefore_o god_n forbid_v it_o shall_v endanger_v either_o of_o we_o both_o for_o my_o lord_n to_o say_v i_o will_v serve_v the_o king_n any_o other_o way_n it_o be_v no_o other_o than_o what_o become_v a_o good_a and_o faithful_a servant_n to_o do_v always_o provide_v the_o way_n be_v good_a and_o lawful_a
