corporate_a the_o power_n be_v give_v to_o a_o company_n of_o alderman_n the_o ruler_n and_o a_o common_a council_n a_o body_n of_o the_o people_n but_o i_o pray_v observe_v the_o dissimilitude_n in_o this_o similitude_n his_o main_a design_n be_v to_o give_v the_o people_n a_o share_n in_o the_o church_n power_n of_o government_n but_o then_o the_o parallel_n will_v not_o run_v even_o for_o the_o company_n of_o alderman_n and_o the_o common-council_n be_v both_o ruler_n of_o the_o corporation_n though_o in_o several_a rank_n and_o subordination_n but_o i_o suppose_v neither_o the_o author_n nor_o the_o brethren_n can_v true_o say_v the_o whole_a company_n of_o the_o people_n be_v ruler_n in_o the_o church_n as_o the_o common-council_n be_v in_o the_o corporation_n if_o all_o the_o people_n be_v ruler_n who_o be_v the_o rule_v in_o the_o city_n there_o be_v multitude_n of_o people_n subject_n to_o the_o company_n of_o alderman_n and_o common-council_n but_o here_o be_v all_o governor_n or_o govern_v the_o parallel_n be_v fair_o lay_v thus_o the_o company_n of_o alderman_n resemble_v the_o pastor_n and_o teacher_n the_o common-council_n the_o ruling-elders_a officer_n of_o another_o rank_n the_o citizen_n beside_o those_o the_o brethren_n out_o of_o office_n in_o the_o congregation_n thus_o all_o thing_n correspond_v well_o but_o they_o make_v the_o presbytery_n to_o be_v the_o alderman_n and_o the_o whole_a body_n of_o the_o people_n to_o be_v the_o common-council_n which_o sure_o they_o be_v not_o what_o ever_o they_o say_v for_o then_o the_o distinction_n of_o ruler_n and_o rule_v be_v lose_v and_o this_o appear_v clear_o in_o his_o application_n of_o this_o similitude_n he_o give_v to_o the_o elder_n or_o presbytery_n a_o bind_a power_n of_o rule_n and_o authority_n unto_o the_o brethren_n a_o power_n to_o concur_v with_o they_o and_o that_o such_o affair_n shall_v not_o be_v transact_v without_o a_o joynt-agreement_n of_o both_o what_o power_n such_o as_o the_o common-council_n have_v in_o the_o corporation_n that_o be_v more_o than_o a_o bare_a privilege_n that_o be_v a_o power_n of_o rule_n and_o authority_n a_o bind_a power_n concur_v with_o the_o alderman_n but_o they_o shall_v have_v say_v not_o the_o common-council_n but_o the_o common_a people_n of_o a_o city_n have_v such_o a_o power_n to_o concur_v with_o the_o alderman_n that_o such_o affair_n be_v not_o transact_v but_o with_o their_o joynt-agreement_n but_o this_o they_o can_v say_v and_o then_o the_o parallel_n will_v not_o hold_v unless_o they_o change_v the_o common-people_n for_o the_o common-council_n thus_o as_o the_o people_n of_o a_o city_n only_o can_v proceed_v to_o any_o public_a sentence_n unless_o they_o have_v alderman_n over_o they_o so_o nor_o have_v the_o alderman_n power_n to_o sentence_n without_o the_o concurrence_n of_o the_o people_n which_o be_v apparent_o false_a the_o parallel_n must_v be_v thus_o

great_a stroke_n indeed_o as_o full_a authority_n as_o you_o give_v the_o elder_n and_o this_o you_o grant_v when_o you_o give_v your_o reason_n to_o the_o contrary_a and_o will_v allow_v they_o only_a liberty_n for_o say_v you_o no_o act_n of_o the_o people_n power_n or_o liberty_n be_v bind_v unless_o the_o authority_n of_o the_o presbytery_n concur_v with_o it_o no_o more_o do_v any_o act_n of_o the_o presbytery_n bind_v unless_o the_o power_n of_o the_o people_n join_v with_o it_o so_o say_v your_o prefacer_n epist_n p._n 4._o so_o say_v yourself_o when_o you_o allow_v they_o a_o synod_n be_v equal_a single_o consider_v yet_o joint_o they_o be_v superior_a to_o any_o one_o single_a and_o have_v more_o authority_n than_o he_o have_v or_o else_o all_o you_o speak_v of_o synod_n be_v but_o vanity_n but_o if_o they_o have_v not_o their_o authority_n derive_v from_o elder_n of_o other_o church_n nor_o from_o synod_n nor_o from_o the_o elder_n of_o their_o own_o church_n because_o they_o be_v all_o equal_a either_o they_o must_v derive_v it_o from_o the_o people_n or_o they_o have_v none_o of_o all_o and_o so_o the_o people_n have_v as_o much_o authority_n as_o any_o elder_n of_o they_o all_o yea_o in_o your_o way_n more_o 3._o the_o three_o branch_n of_o the_o three_o propos_fw-fr both_o elder_n and_o brethren_n together_o be_v the_o first_o subject_n of_o all_o power_n needful_a among_o themselves_o you_o prove_v it_o by_o instance_n 1._o in_o point_n of_o ordination_n which_o be_v complete_a when_o the_o people_n have_v choose_v he_o and_o the_o their_o independent_a and_o indispensable_a power_n in_o church_n censure_n which_o be_v ratify_v in_o heaven_n the_o same_o answer_n will_v serve_v to_o this_o also_o for_o first_o the_o brethren_n alone_o without_o elder_n say_v you_o may_v censure_v and_o if_o right_o do_v it_o be_v indispensable_a not_o to_o be_v reverse_v by_o any_o power_n on_o earth_n because_o ratify_v in_o heaven_n
