part_n of_o they_o the_o other_o flit_v out_o of_o his_o power_n and_o this_o also_o hapen_v unto_o river_n which_o can_v be_v restrain_v in_o their_o fluent_a motion_n but_o when_o mention_n be_v make_v to_o rule_v over_o a_o sea_n or_o river_n it_o be_v not_o understand_v of_o the_o element_n but_o of_o the_o scite_fw-la where_o they_o be_v place_v the_o water_n of_o the_o adriatic_a sea_n do_v continual_o run_v out_o of_o it_o neither_o can_v it_o at_o all_o be_v keep_v in_o and_o yet_o it_o be_v the_o same_o sea_n as_o well_o as_o the_o thames_n the_o rhine_n or_o the_o po_n be_v the_o same_o river_n now_o as_o they_o be_v one_o thousand_o year_n ago_o protection_n the_o sea_n not_o to_o be_v without_o protection_n and_o this_o be_v that_o which_o be_v subject_a to_o the_o protection_n of_o prince_n he_o ask_v the_o german_n if_o their_o pretence_n be_v that_o the_o sea_n shall_v be_v leave_v without_o protection_n so_o that_o any_o one_o may_v do_v therein_o whatsoever_o he_o list_v by_o robe_v spoil_v and_o make_v it_o unnavigable_a this_o he_o say_v will_v be_v so_o absurd_a in_o reason_n that_o he_o dare_v answer_v for_o they_o that_o they_o have_v no_o such_o pretence_n he_o therefore_o conclude_v that_o therefore_o his_o majesty_n of_o germany_n by_o a_o necessary_a consequence_n must_v acknowledge_v that_o it_o ought_v to_o be_v keep_v this_o he_o say_v he_o dare_v answer_v for_o they_o the_o doctrine_n of_o saint_n paul_n be_v clear_a in_o this_o particular_a that_o all_o such_o who_o be_v under_o government_n and_o protection_n be_v thereby_o bind_v to_o pay_v custom_n and_o contribution_n much_o he_o say_v may_v be_v allege_v in_o matter_n of_o law_n to_o confirm_v this_o truth_n and_o thereupon_o he_o conclude_v that_o if_o the_o commonwealth_n of_o venice_n be_v that_o prince_n to_o who_o it_o do_v appertain_v to_o govern_v and_o protect_v the_o adriatic_a sea_n it_o of_o necessity_n must_v follow_v that_o whosoever_o traffic_n and_o sail_v on_o their_o sea_n ought_v to_o be_v subject_a to_o their_o law_n in_o the_o same_o manner_n as_o such_o be_v who_o travail_n through_o a_o country_n upon_o land_n until_o the_o present_a time_n do_v speak_v of_o the_o dominion_n which_o the_o commonwealth_n of_o venice_n have_v over_o the_o sea_n as_o of_o a_o thing_n most_o know_v and_o of_o which_o even_o in_o their_o time_n the_o mind_n of_o man_n know_v not_o the_o contrary_a some_o of_o they_o affirm_v that_o the_o commonwealth_n of_o venice_n have_v no_o less_o dominion_n over_o the_o sea_n then_o over_o the_o city_n of_o venice_n other_o maintain_v that_o the_o adriatic_a sea_n be_v the_o territory_n and_o the_o demean_n of_o the_o say_a city_n and_o to_o render_v this_o more_o evident_a they_o do_v make_v mention_n of_o the_o lawful_a power_n which_o the_o venetian_n have_v to_o establish_v law_n over_o navigation_n and_o to_o impose_v custom_n upon_o such_o as_o traffic_v on_o those_o sea_n and_o he_o add_v jurisdiction_n the_o power_n of_o the_o sovereign_n of_o the_o sea_n to_o impose_v custom_n in_o his_o own_o jurisdiction_n that_o he_o never_o read_v any_o lawyer_n which_o hold_v forth_o to_o the_o contrary_a moreover_o he_o tell_v the_o advocate_n of_o the_o emperor_n that_o if_o he_o will_v not_o believe_v those_o author_n who_o testify_v that_o the_o sea_n belong_v to_o the_o venetian_n whereof_o they_o have_v possession_n from_o time_n out_o of_o mind_n before_o the_o age_n wherein_o those_o author_n live_v yet_o he_o can_v not_o deny_v to_o receive_v they_o for_o the_o testimony_n of_o such_o thing_n which_o they_o see_v and_o know_v in_o their_o time_n and_o to_o hold_v they_o as_o witness_n far_o above_o all_o exception_n be_v all_o of_o they_o famous_a man_n though_o dead_a so_o many_o year_n ago_o and_o who_o impartial_a pen_n can_v no_o way_n be_v interest_v in_o the_o present_a difference_n and_o because_o more_o than_o two_o hundred_o and_o fifty_o year_n be_v pass_v from_o the_o time_n that_o the_o author_n who_o he_o allege_v as_o witness_n hereof_o do_v write_v to_o the_o time_n of_o those_o who_o name_n he_o last_v of_o all_o do_v mention_n in_o that_o behalf_n he_o urge_v that_o by_o their_o attestation_n it_o be_v sufficient_o prove_v that_o for_o a_o long_a time_n more_o than_o so_o many_o year_n the_o commonwealth_n have_v command_v the_o sea_n and_o therefore_o he_o can_v not_o deny_v the_o assure_a and_o certain_a possession_n of_o it_o to_o the_o present_a then_z addressing_z himself_o to_o the_o judge_n he_o desire_v they_o to_o consider_v that_o notwithstanding_o some_o of_o the_o above_o mention_v author_n do_v speak_v in_o general_a word_n and_o name_n at_o large_a the_o sea_n of_o the_o venetian_n neither_o take_v care_n to_o declare_v the_o quality_n or_o the_o quantity_n thereof_o yet_o other_o more_z express_o do_v
