college_n govern_v by_o law_n and_o order_n whereas_o the_o church_n be_v the_o large_a of_o all_o society_n in_o the_o world_n in_o extent_n and_o most_o disperse_v as_o be_v possible_a to_o be_v scatter_v over_o the_o whole_a face_n of_o the_o earth_n and_o consequent_o above_o all_o other_o state_n on_o earth_n need_v to_o be_v establish_v by_o the_o best_a law_n as_o be_v hard_a to_o be_v
