therein_o neither_o shall_v the_o lord_n the_o state_n general_n of_o the_o unite_a province_n permit_v or_o suffer_v in_o any_o of_o the_o place_n aforesaid_a any_o assistance_n counsel_n or_o favour_n in_o ship_n man_n money_n victual_n or_o in_o any_o other_o manner_n to_o be_v give_v by_o any_o person_n of_o what_o degree_n and_o quality_n soever_o to_o any_o such_o rebel_n or_o declare_v enemy_n but_o shall_v open_o and_o express_o prohibit_v and_o hinder_v the_o same_o and_o if_o any_o person_n or_o person_n of_o what_o degree_n and_o quality_n soever_o live_v or_o remain_v he_o or_o they_o he_o have_v or_o shall_v have_v hold_v or_o possess_v within_o the_o commonwealth_n of_o england_n or_o dominion_n thereof_o by_o any_o title_n whatsoever_o nor_o he_o suffer_v by_o without_o hindrance_n buy_v victual_n for_o their_o necessary_a use_n and_o may_v also_o trade_n and_o traffic_n and_o have_v commerce_n in_o any_o good_n or_o commodity_n they_o please_v and_o the_o same_o bring_v in_o and_o carry_v out_o at_o their_o pleasure_n pay_v always_o the_o custom_n that_o shall_v be_v settle_v and_o save_v always_o all_o and_o singular_a the_o law_n and_o ordinance_n of_o either_o commonwealth_n respective_o yet_o so_o that_o the_o people_n and_o inhabitant_n of_o either_o use_v commerce_n in_o the_o country_n and_o dominion_n each_o of_o other_o shall_v not_o be_v constrain_v to_o pay_v any_o great_a custom_n toil_n or_o tribute_n then_o according_a to_o such_o proportion_n as_o other_o stranger_n exercise_v commerce_n in_o the_o same_o place_n pay_v xiii_o that_o the_o ship_n and_o vessel_n of_o the_o say_v unite_v province_n as_o well_o man_n of_o war_n as_o other_o meeting_n with_o any_o of_o the_o ship_n of_o war_n of_o this_o commonwealth_n in_o the_o british_a sea_n shall_v strike_v their_o flag_n and_o lower_v their_o topsail_n in_o such_o manner_n as_o have_v ever_o be_v at_o any_o time_n practise_v heretofore_o under_o any_o former_a government_n fourteen_o item_n for_o the_o great_a freedom_n of_o commerce_n and_o navigation_n it_o be_v agree_v that_o neither_o of_o the_o say_a commonwealth_n shall_v receive_v into_o any_o of_o law_n xv._o that_o if_o either_o the_o commonwealth_n of_o england_n or_o the_o unite_a province_n of_o the_o low-countries_n shall_v hereafter_o make_v any_o treaty_n of_o amity_n alliance_n or_o friendship_n with_o any_o other_o commonwealth_n prince_n or_o state_n the_o one_o shall_v comprehend_v the_o other_o and_o the_o dominion_n therein_o if_o they_o shall_v desire_v to_o be_v comprehend_v and_o of_o all_o such_o treaty_n each_o shall_v be_v bind_v to_o give_v notice_n to_o the_o other_o xvi_o that_o if_o it_o shall_v happen_v that_o during_o the_o amity_n confederation_n and_o alliance_n any_o thing_n shall_v be_v act_v or_o attempt_v by_o any_o of_o the_o people_n or_o inhabitant_n of_o either_o of_o the_o say_a party_n against_o this_o treaty_n or_o any_o part_n thereof_o either_o by_o land_n or_o sea_n or_o other_o water_n this_o amity_n confederation_n &_o alliance_n between_o the_o say_a commonwealth_n shall_v not_o be_v hereby_o interrupt_v or_o break_v off_o but_o shall_v continu_a &_o remain_v in_o its_o full_a &_o whole_a power_n only_o in_o such_o case_n those_o particular_a person_n who_o have_v offend_v against_o the_o say_a treaty_n shall_v be_v punish_v and_o no_o other_o and_o that_o justice_n shall_v be_v do_v &_o satisfaction_n make_v to_o all_o person_n concern_v within_o twelve_o month_n after_o demand_v thereof_o make_v upon_o all_o such_o person_n who_o shall_v have_v do_v any_o thing_n against_o this_o treaty_n by_o land_n or_o sea_n or_o other_o water_n in_o any_o part_n of_o europe_n or_o any_o place_n within_o the_o strait_n of_o gibraltar_n or_o in_o america_n or_o upon_o the_o coast_n of_o africa_n or_o in_o any_o land_n island_n sea_n creek_n bay_n rivers_n or_o any_o other_o place_n on_o this_o side_n the_o cape_n of_o good-hope_a and_o in_o all_o place_n whatsoever_o as_o aforesaid_a beyond_o the_o say_a cape_n within_o 18._o month_n nert_n after_o demand_v of_o justice_n shall_v so_o as_o aforesaid_a be_v make_v and_o in_o case_n the_o person_n so_o as_o aforesaid_a offend_n shall_v not_o appear_v and_o submit_v themselves_o to_o justice_n and_o make_v satisfaction_n within_o the_o term_n in_o all_o place_n there_o as_o also_o their_o factor_n and_o servant_n arm_v or_o unarm_v but_o if_o arm_a not_o above_o forty_o man_n in_o company_n as_o well_o without_o as_o with_o their_o good_n and_o merchandizc_n whither_o they_o please_v and_o likewise_o the_o people_n and_o inhabitant_n of_o the_o unite_a province_n of_o the_o netherlands_o may_v enjoy_v the_o same_o liberty_n in_o all_o the_o dominion_n of_o the_o commonwealth_n of_o england_n in_o europe_n they_o and_o either_o of_o they_o observe_v and_o conform_v in_o such_o their_o trade_n and_o traffic_v to_o the_o law_n and_o ordinance_n of_o each_o commonwealth_n respective_o xviii_o item_n agree_v that_o if_o the_o merchant_n ship_n belong_v to_o the_o people_n and_o subject_n of_o one_o or_o the_o other_o side_n shall_v through_o tempest_n pirates_z or_o any_o other_o necessity_n be_v drive_v into_o port_n within_o the_o dominion_n of_o either_o it_o shall_v be_v free_a for_o they_o to_o depart_v thence_o secure_o arrest_n and_o seizure_n in_o the_o ordinary_a way_n of_o law_n &_o justice_n of_o each_o commonwealth_n respective_o xx._n that_o the_o merchant_n on_o both_o side_n their_o factor_n &_o servant_n as_o also_o the_o shipmaster_n and_o other_o seafaring_a man_n may_v as_o well_o travel_v and_o return_v by_o ship_n over_o the_o sea_n and_o other_o water_n as_o in_o the_o havens_n of_o each_o several_a lodging_n or_o inn_n they_o shall_v lay_v down_o their_o arm_n there_o and_o so_o leave_v they_o till_o they_o go_v again_o to_o the_o ship_n or_o on_o board_n xxi_o that_o the_o man_n of_o war_n of_o either_o commonwealth_n meeting_n or_o overtake_v any_o merchant_n ship_n or_o ship_n at_o sea_n belong_v to_o the_o other_o or_o to_o the_o people_n or_o inhabitant_n thereof_o hold_v both_o one_o course_n or_o go_v both_o one_o way_n shall_v be_v bind_v so_o long_o as_o they_o keep_v one_o course_n together_o to_o take_v they_o under_o their_o protection_n and_o to_o defend_v they_o against_o all_o and_o every_o that_o shall_v attempt_v upon_o they_o xxii_o that_o if_o any_o ship_n or_o ship_n of_o the_o people_n or_o inhabitant_n of_o either_o commonwealth_n or_o of_o a_o neuter_n shall_v be_v take_v in_o the_o havens_n of_o either_o by_o any_o three_o party_n be_v none_o of_o the_o people_n or_o inhabitant_n of_o either_o commonwealth_n they_o in_o or_o from_o who_o havens_n and_o liberties_n the_o say_v ship_n shall_v be_v take_v shall_v be_v bind_v together_o with_o the_o other_o party_n to_o endeavour_v that_o the_o say_v take_v ship_n or_o ship_n may_v be_v follow_v bring_v back_o and_o restore_v to_o the_o owner_n but_o all_o at_o the_o charge_n of_o the_o proprietor_n or_o interest_v xxiii_o that_o searcher_n and_o other_o officer_n of_o that_o nature_n on_o both_o part_n shall_v in_o execution_n of_o their_o office_n regulate_v themselves_o according_a to_o the_o law_n of_o each_o commonwealth_n respective_o and_o shall_v not_o levy_v or_o take_v more_o than_o they_o be_v allow_v by_o their_o commission_n or_o instruction_n xxiv_o that_o in_o case_n any_o wrong_n or_o injury_n be_v do_v by_o either_o commonwealth_n or_o by_o the_o commonwealth_n who_o people_n or_o inhabitant_n have_v suffer_v wrong_a or_o from_o such_o as_o the_o supreme_a power_n shall_v depute_v to_o that_o common_a wealth_n where_o justice_n be_v as_o aforesaid_a deny_v or_o delay_v or_o to_o such_o power_n as_o shall_v be_v by_o they_o appoint_v to_o receiv_v such_o demand_n that_o all_o such_o difference_n may_v be_v compose_v amicable_o or_o
