other_o until_o it_o can_v belevied_a as_o they_o will_v be_v to_o provide_v what_o shall_v just_o be_v charge_v upon_o themselves_o we_o therefore_o humble_o offer_v at_o least_o in_o case_n the_o sum_n require_v upon_o the_o arrear_n be_v not_o pay_v in_o by_o the_o time_n limit_v 2._o that_o the_o house_n will_v be_v please_v speedy_o to_o consider_v of_o the_o delinquency_n of_o that_o court_n and_o council_n in_o those_o thing_n that_o be_v late_o do_v by_o they_o as_o a_o court_n and_o set_v such_o fine_a upon_o they_o for_o the_o same_o as_o shall_v be_v agreeable_a to_o justice_n which_o money_n be_v chargeable_a so_o proper_o upon_o themselves_o we_o presume_v they_o will_v not_o have_v the_o like_a excuse_n not_o to_o provide_v last_o since_o it_o be_v most_o evident_a that_o for_o the_o speedy_a bring_n in_o of_o the_o money_n require_v upon_o the_o arrear_n there_o want_v not_o in_o the_o say_a major_n alderman_n and_o common-council_n either_o authority_n to_o levy_v it_o or_o ability_n to_o advance_v it_o by_o way_n of_o loan_n till_o it_o can_v be_v levy_v nor_o do_v the_o person_n from_o whence_o the_o arrear_n be_v due_a want_v ability_n to_o pay_v they_o but_o the_o only_a fault_n and_o defect_n lie_v in_o the_o want_n of_o will_n to_o the_o thing_n both_o in_o the_o one_o and_o in_o the_o other_o and_o want_v of_o power_n in_o the_o hand_n of_o willing_a man_n to_o enforce_v it_o without_o which_o we_o see_v little_a hope_n that_o it_o will_v in_o any_o tolerable_a time_n be_v effect_v we_o therefore_o offer_v 3._o that_o in_o case_n the_o money_n be_v not_o bring_v in_o by_o the_o time_n limit_v the_o parliament_n will_v be_v please_v to_o give_v leave_n and_o power_n to_o the_o general_n with_o the_o advice_n and_o direction_n of_o the_o committee_n for_o the_o army_n for_o the_o levy_n of_o the_o say_a arrear_n together_o with_o such_o penalty_n and_o fine_a as_o the_o house_n shall_v find_v cause_n to_o
