not_o actual_o and_o regular_o church-member_n which_o be_v contrary_a to_o christ_n ordinance_n whereby_o baptism_n be_v a_o public_a church-ordinance_n be_v due_a only_a to_o they_o who_o have_v a_o public_a state_n and_o interest_n such_o be_v only_o the_o member_n of_o the_o public_a ecclesiastical_a body_n the_o church_n hence_o 1._o a_o ordinary_a minister_n can_v orderly_o perform_v a_o why_o may_v not_o the_o lord_n say_v he_o be_v a_o usurper_n suppose_v a_o unbaptised_a person_n profess_v his_o faith_n and_o qualify_v according_a to_o the_o description_n in_o the_o six_o proposition_n yet_o defer_v for_o some_o probable_a cause_n to_o adjoyn_v himself_o to_o the_o church_n for_o the_o present_a shall_v desire_v baptism_n of_o any_o of_o these_o minister_n who_o frame_v this_o proposition_n shall_v they_o administer_v it_o to_o he_o and_o so_o do_v a_o proper_a work_n of_o their_o office_n upon_o he_o if_o yea_o if_o they_o admit_v he_o to_o baptism_n why_o not_o to_o the_o lord_n
