whoever_o have_v wit_n or_o strength_n enough_o to_o wrest_v his_o sceptre_n from_o he_o have_v right_a to_o hold_v it_o for_o as_o man_n of_o these_o and_o the_o like_a persuasion_n will_v never_o act_v they_o but_o when_o opportunity_n invite_v and_o will_v be_v obedient_a to_o any_o government_n till_o they_o can_v destroy_v it_o so_o will_v those_o other_o rebel_n as_o soon_o as_o they_o up_o so_o many_o party_n that_o be_v ready_a form_v to_o join_v with_o any_o emergent_a quarrel_n of_o state_n and_o whenever_o the_o grandee_n fall_v out_o it_o be_v but_o head_v one_o of_o these_o and_o there_o be_v a_o army_n and_o let_v man_n but_o reflect_v upon_o all_o the_o late_a civil_a war_n and_o rebellion_n of_o christendom_n and_o then_o tell_v i_o which_o way_n they_o can_v either_o establish_a frame_n of_o thing_n be_v always_o assault_v it_o with_o open_a violence_n or_o undermine_v it_o by_o secret_a practice_n and_o will_v hazard_v the_o state_n and_o all_o to_o free_v themselves_o from_o oppression_n and_o oppress_v they_o be_v as_o long_o as_o they_o be_v the_o weak_a party_n and_o therefore_o we_o never_o find_v this_o way_n of_o toleration_n put_v in_o force_n indulgence_n to_o dissent_v zealot_n do_v but_o expose_v the_o state_n to_o the_o perpetual_a squabble_n and_o war_n of_o religion_n and_o we_o may_v as_o well_o suppose_v all_o man_n to_o be_v wise_a and_o honest_a and_o upon_o that_o account_n cancel_v all_o the_o law_n of_o justice_n and_o civil_a government_n as_o imagine_v where_o there_o be_v divide_v faction_n in_o religion_n that_o man_n will_v be_v temperate_a and_o peaceable_a in_o the_o enjoyment_n of_o their_o own_o conceit_n and_o not_o disturb_v the_o public_a peace_n to_o promote_v and_o establish_v they_o when_o it_o be_v so_o well_o know_v from_o the_o experience_n of_o all_o age_n that_o nothing_o have_v ever_o be_v a_o more_o effectual_a engine_n to_o work_v popular_a commotion_n than_o change_n and_o reformation_n in_o religion_n sect._n 6._o so_o that_o though_o the_o state_n think_v itself_o unconcern_v to_o restrain_v man_n persuasion_n and_o opinion_n yet_o methinks_v they_o shall_v be_v a_o little_a concern_v to_o prevent_v the_o tumult_n and_o disturbance_n that_o natural_o arise_v from_o their_o propagation_n and_o can_v it_o be_v secure_v that_o if_o all_o man_n be_v indulge_v their_o liberty_n they_o will_v use_v it_o modest_o and_o be_v satisfy_v with_o their_o own_o freedom_n than_o i_o confess_v toleration_n of_o all_o opinion_n will_v not_o be_v of_o so_o fatal_a and_o all_o certain_o conspire_v the_o ruin_n of_o that_o party_n that_o prevail_v and_o triumph_v over_o the_o rest_n every_o faction_n ever_o apprehend_v it_o its_o due_a to_o be_v supreme_a and_o there_o will_v ever_o be_v a_o necessity_n of_o reformation_n as_o long_o as_o all_o faction_n be_v not_o uppermost_a and_o it_o will_v be_v crime_n enough_o in_o any_o one_o party_n to_o be_v superior_a to_o another_o so_o that_o if_o all_o our_o dissent_v sectary_n be_v allow_v their_o entire_a liberty_n nothing_o can_v be_v expect_v especial_o from_o people_n of_o their_o complexion_n but_o that_o they_o shall_v all_o plot_n together_o against_o the_o present_a establishment_n of_o the_o church_n every_o combination_n be_v full_o persuade_v of_o its_o worthlesness_n in_o comparison_n to_o which_o design_n when_o they_o have_v once_o compass_v they_o entertain_v the_o same_o opinion_n of_o each_o other_o as_o they_o do_v of_o we_o they_o will_v turn_v their_o weapon_n upon_o themselves_o and_o with_o as_o much_o zeal_n contrive_v each_o other_o destruction_n as_o they_o do_v we_o and_o the_o result_n of_o all_o will_v be_v that_o the_o commonwealth_n will_v be_v eternal_o affection_n quick_o vanish_v and_o then_o what_o before_o be_v favour_n be_v now_o become_v justice_n and_o their_o prince_n do_v but_o restore_v they_o to_o their_o just_a and_o lawful_a right_n when_o he_o take_v off_o his_o tyrannical_a law_n and_o imposition_n from_o the_o conscience_n of_o his_o best_a subject_n while_o those_o unjust_a law_n be_v in_o force_n he_o oppress_v and_o persecute_v the_o people_n of_o god_n and_o therefore_o when_o he_o cancel_v they_o all_o the_o kindness_n he_o be_v guilty_a of_o be_v only_o to_o repent_v of_o his_o tyranny_n and_o persecution_n nothing_o for_o as_o all_o man_n be_v immediate_o subject_a to_o god_n alone_o in_o matter_n of_o indispensable_a duty_n that_o be_v not_o at_o all_o concern_v in_o our_o present_a dispute_n so_o be_v they_o in_o all_o other_o thing_n to_o condescend_v to_o the_o decree_n and_o determination_n of_o their_o lawful_a superior_n neither_o be_v this_o to_o put_v man_n upon_o that_o supreme_a folly_n of_o renounce_v the_o use_n and_o guidance_n of_o their_o own_o reason_n out_o of_o obedience_n to_o any_o man_n infallibility_n for_o by_o reason_n we_o mean_v nothing_o but_o the_o mind_n of_o man_n make_v use_n of_o the_o wise_a and_o most_o prudential_a method_n to_o guide_v itself_o in_o all_o its_o action_n and_o therefore_o it_o be_v not_o confine_v to_o any_o sort_n of_o maxim_n and_o principle_n in_o philosophy_n but_o it_o extend_v itself_o to_o any_o knowledge_n that_o may_v be_v gain_v by_o prudence_n experience_n and_o observation_n and_o hence_o right_a reason_n when_o it_o be_v employ_v about_o the_o action_n of_o man_n be_v nothing_o else_o but_o prudence_n and_o discretion_n now_o the_o reason_n of_o any_o wise_a and_o sober_a man_n will_v tell_v he_o that_o it_o be_v most_o prudent_a discreet_a and_o reasonable_a to_o forego_v his_o own_o private_a persuasion_n in_o thing_n doubtful_a and_o disputable_a out_o of_o obedience_n to_o his_o lawful_a superior_n because_o without_o this_o the_o world_n can_v never_o be_v govern_v and_o suppose_v man_n judgement_n and_o understanding_n to_o be_v never_o so_o much_o above_o the_o jurisdiction_n of_o all_o humane_a authority_n and_o that_o no_o man_n can_v be_v bind_v to_o submit_v his_o reason_n to_o any_o thing_n but_o the_o command_v of_o god_n yet_o every_o man_n owe_v at_o least_o so_o much_o civility_n to_o the_o will_n of_o his_o prince_n and_o the_o peace_n of_o his_o country_n as_o to_o bring_v himself_o to_o a_o compliance_n and_o submission_n to_o the_o public_a judgement_n rather_o than_o to_o disturb_v the_o public_a peace_n for_o the_o gratification_n of_o his_o own_o fancy_n and_o opinion_n which_o be_v no_o enslave_v of_o his_o reason_n to_o any_o man_n usurpation_n over_o his_o faith_n and_o conscience_n but_o only_o a_o bring_v it_o to_o a_o modest_a compliance_n in_o order_n to_o the_o common_a interest_n of_o humane_a society_n and_o if_o it_o be_v not_o a_o duty_n of_o subjection_n yet_o it_o be_v one_o of_o peaceableness_n and_o if_o it_o be_v not_o ground_v upon_o our_o obligation_n to_o the_o authority_n itself_o yet_o it_o be_v most_o clear_o derive_v from_o a_o high_a obligation_n that_o all_o man_n be_v under_o to_o advance_v the_o welfare_n of_o mankind_n and_o more_o particular_o of_o that_o society_n they_o live_v in_o that_o be_v antecedent_n to_o those_o of_o government_n which_o be_v institute_v only_o in_o order_n to_o the_o common_a good_a and_o therefore_o though_o our_o duty_n in_o such_o case_n can_v not_o be_v deduce_v from_o our_o obligation_n to_o any_o humane_a authority_n yet_o it_o clear_o arise_v from_o that_o duty_n of_o charity_n we_o owe_v to_o our_o fellow_n creature_n and_o though_o we_o be_v not_o to_o submit_v our_o understand_n to_o any_o humane_a power_n yet_o we_o be_v to_o the_o first_o and_o fundamental_a law_n of_o charity_n which_o be_v one_o of_o the_o great_a duty_n of_o mankind_n it_o be_v but_o reasonable_a to_o forego_v all_o more_o private_a and_o inferior_a obligation_n when_o they_o stand_v in_o competition_n with_o it_o and_o thus_o st._n paul_n notwithstanding_o he_o declaim_v with_o
