difficulty_n be_v to_o be_v answer_v by_o distinguish_v as_o the_o roman_a law_n distinguish_v between_o jurisdiction_n and_o judge_v though_o in_o far_o less_o matter_n for_o jurisdiction_n be_v sometime_o describe_v in_o the_o roman_a law_n to_o be_v the_o power_n of_o appoint_v a_o judge_n because_o it_o be_v never_o intend_v that_o the_o magistrate_n which_o be_v endow_v with_o
