the_o excise_n of_o inland_n good_n whatsoever_o except_v beer_n and_o ale_n yea_o i_o may_v add_v one_o half_a of_o the_o excise_n of_o beer_n and_o ale_n thereunto_o bring_v not_o any_o benefit_n to_o the_o state_n neither_o discharge_v the_o arrear_n of_o the_o soldier_n nor_o stop_v the_o gap_n of_o the_o necessity_n of_o this_o commonwealth_n but_o be_v waste_v and_o consume_v by_o the_o farmer_n and_o their_o creature_n which_o grieve_v the_o people_n consume_v the_o benefit_n of_o this_o commonwealth_n devour_v the_o peace_n of_o this_o land_n which_o if_o not_o speedy_o prevent_v many_o thousand_o family_n must_v of_o necessity_n be_v impoverish_v and_o not_o only_o disable_v to_o relieve_v the_o poor_a but_o stand_v in_o need_n of_o be_v relieve_v so_o that_o if_o any_o evil_a design_n or_o invasion_n shall_v happen_v in_o or_o against_o this_o nation_n it_o be_v to_o be_v fear_v that_o the_o generality_n of_o the_o people_n by_o their_o discontent_n will_v join_v not_o only_o against_o their_o own_o good_a but_o against_o the_o good_a of_o this_o commonwealth_n which_o i_o hearty_o desire_n may_v be_v prevent_v it_o be_v conceive_v that_o one_o half_a of_o the_o duty_n of_o excise_n of_o beer_n and_o ale_n will_v clear_v the_o whole_a excise_n thereof_o and_o will_v also_o clear_v the_o whole_a excise_n of_o all_o other_o inland_n good_n whatsoever_o and_o bring_v many_o thousand_o pound_n a_o year_n benefit_n to_o the_o state_n more_o than_o be_v now_o pay_v by_o the_o farmer_n therefore_o we_o humble_o propose_v and_o desire_v your_o honour_n will_v be_v please_v so_o to_o moderate_v the_o excise_n that_o one_o half_a of_o the_o excise_n of_o beer_n and_o ale_n may_v be_v take_v away_o with_o the_o whole_a excise_n of_o all_o other_o inland_n good_n whatsoever_o especial_o old_a and_o new_a drapery_n which_o be_v the_o chief_a promoter_n and_o upholder_n of_o so_o many_o hundred_o thousand_o family_n and_o that_o every_o in_o holder_n victualler_n alehousekeeper_n or_o tipler_n may_v be_v assess_v according_a to_o their_o proportion_n as_o the_o justice_n or_o four_o honest_a man_n in_o every_o weapontake_a hundred_o or_o division_n shall_v think_v meet_a for_o the_o advancement_n and_o benefit_n of_o this_o commonwealth_n and_o to_o be_v pay_v into_o some_o public_a treasury_n in_o the_o respective_a county_n city_n
