who_o for_o the_o most_o part_n make_v use_n of_o such_o pretence_n to_o promote_v some_o low_a or_o base_a interest_n of_o their_o own_o or_o sometime_o do_v it_o ignorant_o not_o know_v or_o consider_v the_o whole_a or_o the_o circumstance_n which_o may_v complete_a the_o truth_n of_o such_o relation_n but_o so_o much_o as_o may_v hold_v forth_o the_o pretend_a profit_n suppose_v that_o will_v be_v grateful_a in_o itself_o and_o they_o may_v possible_o ingratiate_v themselves_o thereby_o by_o mean_n of_o this_o temptation_n and_o such_o suggestion_n it_o have_v also_o be_v the_o unhappiness_n of_o the_o poor_a tynners_n of_o cornwall_n upon_o every_o new_a change_n of_o government_n or_o power_n in_o this_o nation_n which_o have_v be_v many_o within_o these_o few_o year_n still_o to_o be_v interrupt_v and_o call_v off_o from_o their_o hard_a labour_n and_o employment_n to_o answer_v to_o the_o name_n and_o title_n of_o preemption_n and_o coynage_n of_o their_o tyn_n as_o if_o of_o all_o man_n the_o poor_a tynners_n be_v bear_v slave_n and_o what_o be_v a_o monopoly_n in_o the_o case_n of_o any_o other_o native_a be_v none_o in_o they_o but_o be_v bear_v in_o chain_n never_o to_o be_v shake_v off_o must_v entail_v they_o to_o posterity_n from_o generation_n to_o generation_n now_o the_o endeavour_n of_o this_o paper_n shall_v be_v to_o undeceive_v and_o right_o to_o inform_v all_o such_o as_o have_v only_o look_v into_o this_o business_n through_o the_o wrong_a medium_n before_o mention_v and_o to_o set_v preemption_n and_o coynage_n upon_o their_o england_n and_o then_o we_o shall_v come_v to_o speak_v of_o coynage_n and_o for_o the_o first_o it_o will_v not_o be_v deny_v by_o any_o be_v so_o evident_a by_o divers_a ancient_a author_n and_o record_n that_o there_o be_v tynners_n and_n tyn-worker_n before_o the_o conquest_n yea_o in_o augustus_n caesar_n time_n as_o judge_n dodridge_n report_v out_o of_o diodorus_n siculus_n and_o contractee_n so_o in_o every_o contract_n of_o emption_n the_o law_n of_o nation_n require_v two_o thing_n first_o a_o voluntary_a and_o mutual_a consent_n of_o two_o party_n the_o buyer_n and_o the_o seller_n and_o then_o the_o tynner_n can_v be_v compel_v to_o sell_v his_o tyn_n against_o his_o will_n and_o second_o a_o proportion_n of_o price_n to_o the_o value_n of_o the_o commodity_n and_o particular_a hand_n viz._n the_o king_n farmer_n who_o be_v to_o have_v the_o sole_a managery_n thereof_o to_o the_o prejudice_n not_o only_o of_o all_o the_o other_o merchant_n and_o people_n of_o the_o nation_n who_o have_v a_o equal_a right_n to_o the_o emption_n and_o transportation_n thereof_o but_o also_o of_o the_o tynners_n themselves_o who_o can_v be_v merchant_n of_o their_o own_o good_n but_o be_v bound_v to_o a_o price_n which_o they_o must_v acquiesce_v in_o during_o the_o time_n of_o the_o farm_n though_o their_o commodity_n come_v to_o be_v worth_a double_a in_o the_o nation_n and_o abroad_o during_o that_o time_n three_o as_o to_o the_o judgement_n of_o every_o age_n since_o that_o charter_n concern_v preemption_n when_o it_o be_v in_o use_n it_o will_v appear_v that_o though_o there_o have_v be_v but_o few_o precedent_n for_o it_o not_o so_o many_o as_o for_o ship-money_n and_o but_o few_o grant_v make_v of_o the_o emption_n of_o tyn_n by_o some_o of_o the_o king_n of_o england_n and_o those_o still_o at_o the_o prize_n which_o be_v then_o currant_n and_o never_o impose_v for_o they_o desire_v it_o may_v be_v observe_v there_o never_o be_v nor_o can_v be_v urge_v in_o any_o age_n till_o of_o late_a the_o impose_v of_o a_o price_n upon_o the_o tynners_n good_n yet_o seldom_o or_o never_o be_v there_o any_o such_o grant_n but_o they_o be_v from_o first_o to_o last_o complain_v of_o as_o oppression_n and_o so_o present_v in_o succeed_a parliament_n yea_o common_o make_v null_n and_o revoke_v by_o those_o king_n that_o grant_v they_o whereof_o you_o may_v take_v a_o short_a view_n in_o these_o particular_a instance_n the_o first_o grant_v find_v after_o this_o charter_n of_o 32_o edw._n 1._o be_v make_v by_o his_o son_n edward_z the_o
