those_o law_n which_o be_v necessary_a to_o the_o preservation_n of_o civil_a society_n as_o thief_n murderers_z adulterer_n traitor_n plotter_n drunkard_n cheat_n vagabond_n and_o the_o like_a mischievous_a and_o dissolute_a person_n man_n void_a of_o virtue_n truth_n and_o sincerity_n the_o foundation_n of_o all_o good_a government_n and_o only_o firm_a bond_n of_o human_a society_n whoever_o deny_v i_o this_o must_v at_o the_o same_o time_n say_v that_o virtue_n be_v less_o necessary_a to_o government_n than_o opinion_n and_o that_o the_o most_o vitiate_a man_n profess_v but_o caesar_n religion_n be_v the_o best_a subject_n to_o caesar_n authority_n consequent_o that_o other_o man_n live_v never_o so_o honest_o and_o industrious_o and_o have_v else_o as_o good_a a_o claim_n to_o civil_a protection_n and_o preferment_n shall_v mere_o for_o their_o dissent_n from_o that_o religion_n a_o thing_n they_o can_v help_v for_o faith_n be_v the_o gift_n of_o god_n be_v repute_v the_o worst_a of_o evil-doer_n which_o be_v follow_v with_o expose_v their_o name_n to_o obloquy_n their_o estate_n to_o ruin_n and_o their_o person_n to_o goal_n exile_n and_o abundance_n of_o other_o cruelty_n what_o be_v this_o but_o to_o confound_v the_o thing_n of_o caesar_n with_o the_o thing_n of_o god_n divine_a worship_n with_o civil_a obedience_n the_o church_n with_o the_o state_n and_o perplex_v human_a society_n with_o endless_a debate_n about_o religious_a difference_n nay_o be_v not_o this_o to_o erect_v new_a measure_n to_o try_v the_o member_n of_o worldly_a society_n by_o and_o give_v a_o accession_n to_o another_o power_n then_o that_o which_o be_v necessary_a to_o the_o constitution_n of_o civil_a government_n but_o that_o which_o ought_v to_o deter_v wise_a ruler_n from_o assume_v and_o exercise_v such_o a_o authority_n be_v the_o consideration_n of_o the_o pernicious_a consequence_n of_o do_v so_o for_o first_o it_o make_v property_n which_o be_v the_o first_o and_o most_o fix_a part_n of_o english_a government_n float_v and_o uncertain_a for_o it_o seem_v no_o conformity_n to_o the_o church_n no_o property_n in_o the_o state_n and_o doubtless_o the_o insecurity_n of_o property_n can_v be_v no_o security_n to_o the_o government_n pray_v think_v of_o that_o two_o it_o make_v i_o owe_v more_o to_o the_o church_n then_o to_o the_o state_n for_o in_o this_o case_n the_o anchor_n i_o ride_v by_o be_v not_o my_o obedience_n to_o law_n relate_v to_o the_o preservation_n of_o civil_a society_n but_o conformity_n to_o certain_a thing_n belong_v
