evell_n in_o god_n people_n can_v but_o be_v displeasinge_a to_o god_n so_o sure_o if_o some_o good_a order_n be_v not_o take_v for_o redress_v hereof_o it_o can_v but_o endanger_v the_o lord_n acceptance_n of_o the_o very_a service_n its_o self_n for_o it_o be_v not_o so_o much_o the_o service_n wherein_o a_o few_o worship_n as_o the_o worship_n of_o many_o in_o spirit_n that_o he_o regard_v thus_o have_v write_v of_o my_o first_o petition_n i_o humble_o pray_v that_o i_o may_v proceed_v to_o the_o second_o if_o only_o be_v be_v heed_v in_o they_o admit_v minister_n in_o the_o divine_a service_n as_o if_o so_o they_o be_v skilful_a then_o it_o matter_n not_o what_o their_o life_n and_o conversation_n be_v then_o when_o any_o profane_a or_o irreligious_o dispose_v person_n be_v admit_v we_o from_o experience_n cann_v hardly_o expect_v other_o then_o that_o their_o unsanctified_a soul_n will_v bring_v four_o as_o profaneness_n in_o their_o life_n and_o conversation_n abroad_o so_o irreverence_n and_o a_o measure_n of_o profaneness_n in_o the_o very_a execution_n of_o their_o part_n in_o the_o divine_a worship_n but_o when_o people_n see_v irreverence_n or_o any_o measure_n profaneness_n in_o the_o minister_n it_o abate_v their_o devotion_n and_o be_v no_o small_a scandal_n to_o the_o service_n its_o self_n therefore_o i_o humble_o petition_n that_o our_o bishop_n have_v not_o care_n that_o they_o reverent_o perform_v their_o part_n in_o the_o service_n only_o but_o also_o that_o they_o or_o the_o dean_n do_v inquire_v of_o their_o life_n and_o conversation_n abroad_o also_o out_o of_o the_o church_n for_o if_o abroad_o in_o their_o house_n or_o common_a company_n they_o be_v wanton_a lascivious_a or_o profane_a no_o awe_n will_v serve_v to_o restrain_v that_o in_o the_o service_n also_o their_o disposition_n break_v not_o four_o upon_o every_o little_a advantage_n or_o opportunity_n to_o show_v the_o same_o if_o therefore_o our_o bishopp_n and_o dean_n inquire_v after_o the_o common_a life_n and_o conversation_n of_o such_o what_o it_o be_v abroad_o out_o of_o the_o church_n if_o also_o they_o inquire_v whither_o in_o their_o family_n they_o use_v or_o neglect_v religious_a duty_n such_o as_o be_v eveninge_a prayer_n at_o leastwise_o grace_v before_o &_o after_o meat_n read_n the_o divine_a scripture_n repeatinge_v of_o sermon_n some_o time_n and_o some_o time_n chatechisinge_v then_o this_o will_v awe_n they_o to_o exercise_v themselves_o to_o a_o holiness_n of_o life_n and_o conversation_n especial_o if_o as_o they_o shall_v be_v find_v conformable_a or_o disorderly_a so_o they_o shall_v be_v admit_v or_o put_v by_o the_o service_n yea_o it_o be_v good_a that_o a_o exhortation_n be_v give_v to_o all_o that_o if_o any_o of_o they_o know_v any_o among_o they_o to_o be_v loose_a and_o lascivious_a of_o speech_n profane_a in_o conversation_n or_o negligent_a of_o religious_a duty_n in_o their_o church_n but_o also_o be_v by_o our_o clergy_n comtemptuous_o write_v of_o and_o speak_v against_o therefore_o i_o humble_o pray_v that_o i_o may_v first_o show_v by_o the_o word_n of_o god_n in_o scripture_n that_o god_n ordern_v such_o in_o the_o church_n and_o second_o that_o i_o may_v answer_v some_o question_n which_o may_v be_v move_v concern_v such_o the_o apostle_n s_o paul_n 1._o cor._n 12_o 28_o say_v thus_o and_o god_n have_v ordain_v some_o in_o the_o church_n as_o first_o apostle_n second_o prophet_n three_o teacher_n then_o they_o that_o do_v miracle_n after_o that_o the_o gift_n of_o healinge_v helper_n governor_n diversity_n of_o tongue_n from_o which_o scripture_n appear_v that_o by_o god_n ordinance_n there_o be_v in_o those_o time_n governor_n in_o the_o church_n which_o both_o be_v inferior_a to_o teacher_n and_o also_o be_v not_o teacher_n that_o they_o be_v to_o be_v inferior_a to_o teacher_n appear_v in_o that_o they_o be_v rank_v in_o order_n far_o under_o teacher_n for_o as_o teacher_n here_o rank_v under_o apostle_n in_o order_n be_v doubtless_o inferior_a to_o apostle_n so_o these_o governor_n thus_o rank_v under_o teacher_n in_o order_n be_v inferior_a to_o teacher_n and_o that_o they_o be_v not_o teacher_n may_v appear_v in_o that_o verse_n 29_o the_o apostle_n say_v be_v all_o apostle_n be_v all_o prophet_n be_v all_o teacher_n for_o this_o manner_n interrogation_n of_o the_o apostle_n prove_v that_o as_o all_o teacher_n be_v not_o apostle_n so_o those_o name_v after_o teacher_n be_v not_o teacher_n and_o indeed_o why_o say_v the_o apostle_n be_v all_o teacher_n if_o it_o miply_v not_o that_o those_o which_o follow_v teacher_n be_v not_o to_o be_v teacher_n i_o conclude_v therefore_o from_o this_o scripture_n add_v yet_o a_o further_a evidence_n for_o this_o which_o we_o have_v by_o another_o portion_n of_o scripture_n as_o 1._o tim._n 5_o 17_o where_o we_o thus_o read_v the_o elder_n that_o rule_v well_o be_v worthy_a of_o double_a honour_n special_o they_o that_o labour_v in_o the_o word_n and_o doctrine_n where_o the_o apostle_n not_o proceedinge_v from_o teachinge_a to_o labouringe_v in_o teachinge_a but_o from_o rulinge_v to_o labouringe_v in_o the_o word_n this_o argue_v undeniable_o that_o some_o for_o rulinge_v well_o only_o be_v worthy_a of_o double_a honour_n for_o when_o the_o apostle_n say_v the_o elder_n that_o rule_v well_o be_v worthy_a of_o double_a honour_n who_o cann_v deny_v double_a honour_n to_o these_o if_o they_o only_o rule_v well_o and_o teach_v not_o at_o all_o therefore_o i_o can_v but_o conclude_v that_o in_o those_o time_n there_o be_v governor_n in_o the_o church_n who_o for_o rulinge_v well_o only_o though_o they_o labour_v not_o in_o the_o word_n be_v worthy_a of_o double_a honor._n and_o indeed_o if_o here_o we_o shall_v take_v the_o construction_n which_o some_o make_v of_o this_o speech_n where_o they_o say_v that_o here_o the_o apostle_n mean_v that_o all_o these_o elder_n be_v teacher_n and_o that_o he_o special_o commend_v some_o of_o they_o for_o labouringe_v or_o take_v more_o pain_n in_o the_o word_n than_o other_o take_v than_o it_o will_v follow_v first_o that_o not_o for_o rule_v well_o only_o some_o be_v to_o have_v double_a honour_n which_o thing_n be_v direct_o against_o this_o scripture_n second_o that_o some_o teacher_n be_v worthy_a of_o double_a honour_n for_o rulinge_v well_o only_o though_o they_o teach_v not_o at_o all_o but_o this_o be_v a_o error_n not_o to_o be_v conceive_v in_o the_o apostle_n see_v not_o to_o teach_v but_o only_a rule_n be_v in_o a_o teacher_n or_o preacher_n of_o the_o gospel_n such_o a_o neglect_n of_o a_o very_a special_a duty_n as_o that_o such_o teacher_n be_v worthy_a rather_o of_o reproof_n and_o punishment_n then_o of_o double_a honour_n moreover_o if_o the_o apostle_n will_v have_v we_o understande_v that_o some_o teacher_n be_v worthy_a of_o double_a honour_n for_o rulinge_v well_o but_o special_o such_o as_o labour_v more_o painful_o in_o teachinge_a than_o it_o have_v benefit_n he_o shall_v have_v say_v those_o elder_n that_o teach_v and_o rule_v well_o be_v worthy_a of_o double_a honour_n special_o they_o that_o labour_v in_o the_o word_n more_o than_o other_o for_o very_o it_o be_v a_o unfit_a skippinge_n from_o rulinge_v to_o a_o degree_n
of_o comparison_n in_o teachinge_a last_o see_v preachinge_a be_v a_o labour_n the_o apostle_n may_v well_o say_v special_o they_o that_o labour_n and_o yet_o without_o make_v use_n of_o any_o comparison_n between_o they_o and_o other_o teacher_n neither_o indeed_o cann_v it_o be_v say_v that_o any_o one_o that_o teach_v at_o all_o labour_v not_o in_o the_o word_n and_o doctrine_n these_o thing_n consider_v we_o have_v good_a warrant_n from_o this_o scripture_n to_o collect_v and_o affirm_v that_o in_o asmuch_o as_o none_o may_v deny_v but_o that_o by_o this_o speech_n some_o be_v to_o have_v double_a honour_n though_o they_o rule_v well_o only_o and_o in_o asmuch_o as_o no_o teacher_n but_o deseru_v reproof_n if_o he_o rule_v well_o only_o and_o teach_v not_o therefore_o here_o be_v a_o evidence_n that_o the_o christian_a church_n be_v to_o have_v in_o it_o elder_n who_o be_v not_o to_o be_v teacher_n but_o ruler_n only_o this_o evidence_n from_o sacred_a scripture_n for_o such_o governor_n consider_v how_o cann_v any_o safe_o oppose_v the_o work_n of_o one_o of_o the_o special_a angel_n of_o the_o reformation_n even_o calvin_n in_o his_o restore_n such_o to_o the_o church_n of_o god_n doubtless_o a_o special_a act_n of_o a_o special_a angel_n of_o the_o reformation_n be_v no_o small_a bond_n unto_o the_o rest_n of_o the_o church_n reform_v special_o when_o it_o have_v this_o light_n from_o scripture_n of_o the_o correspondence_n thereof_o to_o the_o ordinance_n of_o god_n in_o the_o first_o and_o apostolical_o plant_v church_n thus_o have_v prove_v that_o governor_n who_o be_v not_o teacher_n be_v yet_o ordain_v by_o god_n to_o be_v in_o the_o church_n i_o now_o pray_v that_o i_o may_v proceed_v to_o answer_v certain_a question_n which_o may_v by_o some_o be_v move_v concern_v such_o governor_n some_o may_v say_v if_o these_o be_v then_o in_o the_o church_n yet_o be_v there_o any_o necessity_n that_o such_o shall_v be_v now_o also_o in_o our_o church_n i_o answer_v though_o all_o officer_n and_o office_n which_o we_o find_v by_o scripture_n to_o have_v be_v in_o the_o church_n be_v not_o necessary_o to_o be_v now_o also_o in_o our_o time_n in_o the_o church_n for_o we_o read_v of_o apostle_n prophet_n to_o foretell_v thing_n also_o of_o worker_n of_o miracle_n speaker_n of_o tongue_n interpreter_n of_o tongue_n &c_n &c_n all_o which_o be_v by_o extraordinary_a gift_n of_o the_o spirit_n the_o gift_n failinge_v the_o office_n and_o officer_n fail_v also_o yet_o such_o office_n as_o may_v be_v execute_v without_o such_o extradinary_a gift_n be_v to_o be_v continue_v in_o the_o church_n and_o indeed_o why_o have_v we_o arch-bishop_n bishop_n priest_n and_o deacon_n if_o not_o because_o such_o be_v ordain_v in_o the_o first_o plantation_n of_o the_o church_n and_o may_v be_v continue_v by_o ordination_n without_o any_o need_n of_o any_o extraordinary_a gift_n of_o the_o spirit_n as_o therefore_o we_o be_v necessary_o to_o follow_v the_o example_n of_o god_n ordinance_n in_o the_o begin_n for_o these_o so_o the_o same_o example_n be_v a_o bond_n for_o the_o church_n have_v in_o it_o also_o such_o governor_n as_o now_o i_o write_v of_o to_o conclude_v as_o in_o the_o reformation_n we_o retain_v such_o clergy_n and_o office_n as_o which_o have_v some_o evidence_n in_o holy_a scripture_n to_o be_v plant_v by_o god_n ordinance_n in_o the_o church_n in_o the_o first_o time_n so_o this_o evidence_n in_o scripture_n for_o governor_n who_o be_v not_o to_o be_v teacher_n aught_o to_o be_v a_o bond_n to_o the_o church_n to_o restore_v this_o ordinance_n of_o god_n to_o the_o church_n in_o the_o reformation_n make_v for_o seinge_v we_o follow_v not_o tradition_n without_o some_o evidence_n in_o scripture_n for_o other_o office_n of_o our_o clergy_n we_o ought_v not_o to_o follow_v the_o corruption_n and_o neglect_n of_o tradition_n against_o the_o scripture_n light_v yield_v we_o for_o such_o governor_n as_o now_o i_o write_v let_v we_o not_o therefore_o kick_v against_o god_n ordinance_n let_v we_o not_o despise_v it_o as_o a_o needless_a thing_n let_v we_o not_o bring_v down_o visitation_n upon_o we_o for_o such_o neglect_n let_v we_o not_o say_v all_o be_v already_o well_o reform_v when_o yet_o such_o governor_n be_v not_o in_o our_o church_n but_o rather_o let_v we_o meek_o bear_v the_o yoke_n of_o this_o ordinance_n of_o god_n also_o that_o so_o our_o people_n and_o congregation_n may_v hereby_o be_v the_o more_o christianly_o govern_v cann_v we_o think_v that_o the_o neglect_v of_o such_o a_o ordinance_n of_o god_n will_v not_o breed_v a_o defect_n in_o the_o well_o governinge_v of_o the_o church_n doubtless_o as_o all_o the_o ordinance_n of_o god_n rend_v to_o the_o furtherance_n of_o the_o ghospell_n out_o spreadinge_n and_o well_o governinge_v they_o convert_v by_o the_o gospel_n so_o where_o so_o speaciall_a a_o ordinance_n be_v omit_v as_o be_v this_o of_o plantinge_v governor_n who_o be_v not_o teacher_n there_o both_o the_o gospel_n will_v the_o less_o prevail_v and_o the_o people_n also_o will_v be_v the_o more_o negligent_a to_o bring_v four_o the_o fruit_n thereof_o in_o their_o life_n and_o conversation_n do_v but_o look_v upon_o the_o difference_n of_o people_n and_o effect_n of_o the_o gospel_n where_o such_o governor_n be_v and_o where_o they_o be_v not_o restore_v and_o by_o the_o evidence_n which_o experience_n yield_v be_v move_v to_o acknowledge_v the_o benefit_n of_o restore_v this_o ordinance_n of_o the_o lord_n again_o some_o may_v say_v how_o have_v these_o fail_v all_o this_o time_n to_o this_o also_o i_o answer_v it_o be_v indeed_o uncertain_a how_o but_o yet_o seinge_v we_o find_v by_o the_o word_n of_o god_n that_o by_o god_n ordinance_n such_o be_v plant_v in_o the_o church_n we_o have_v good_a cause_n to_o believe_v that_o by_o some_o corruption_n of_o tradition_n they_o fail_v for_o my_o part_n i_o conceive_v that_o soon_o after_o the_o apostle_n time_n the_o church_n convert_v all_o church_n officer_n into_o clergy_n and_o by_o make_v all_o clergy_n the_o use_n of_o lay_v governor_n fall_v moreover_o the_o convertinge_v they_o into_o clergy_n may_v occasion_n that_o they_o be_v not_o find_v in_o after_o time_n in_o every_o church_n because_o of_o the_o insupportable_a burden_n of_o every_o church_n or_o congregation_n maintayninge_v of_o its_o charge_n many_o person_n again_o some_o may_v say_v be_v they_o then_o to_o be_v lay_v man_n i_o answer_v yes_o for_o if_o god_n exempt_v not_o any_o as_o for_o his_o clergy_n from_o labouringe_v for_o their_o own_o mean_n but_o such_o as_o preach_v the_o gospel_n none_o who_o be_v not_o preacher_n of_o the_o gospel_n be_v may_v be_v account_v clergy_n but_o these_o as_o before_o i_o have_v prove_v be_v not_o to_o be_v teacher_n or_o preacher_n of_o the_o gospel_n therefore_o they_o be_v not_o to_o be_v of_o the_o clergy_n but_o of_o the_o laiety_n and_o that_o none_o but_o those_o who_o preach_v the_o gospel_n exempt_v as_o god_n clergy_n from_o labour_n may_v appear_v by_o that_o which_o the_o apostle_n 1._o cor._n 9_o 14_o say_v in_o these_o word_n so_o also_o have_v the_o lord_n ordain_v that_o they_o which_o preach_v the_o gospel_n shall_v live_v of_o the_o gospel_n and_o verse_n 6_o he_o say_v or_o i_o only_o and_o barnabas_n have_v not_o we_o power_n not_o to_o work_v who_o feed_v a_o flock_n and_o eat_v not_o of_o the_o milk_n of_o the_o flock_n where_o we_o see_v that_o it_o be_v the_o ministration_n of_o the_o gospel_n that_o conferr_v upon_o any_o this_o privilege_n that_o he_o be_v not_o to_o work_v for_o his_o live_v but_o be_v to_o be_v maintain_v of_o the_o charge_n of_o god_n people_n now_o clergy_n be_v as_o much_o as_o god_n lot_n set_z apart_z to_o be_v maintain_v of_o the_o charge_n of_o god_n people_n for_o the_o service_n they_o do_v to_o god_n for_o other_o therefore_o none_o but_o such_o may_v be_v account_v god_n clergy_n moreover_o if_o the_o apostle_n argue_v for_o this_o privilege_n from_o any_o one_o preach_v the_o gospel_n how_o shall_v we_o warrantable_o ease_v our_o selus_fw-la of_o that_o rabble_n of_o popish_a clergy_n which_o by_o corruption_n of_o tradition_n popery_n will_v thrust_v upon_o we_o if_o we_o understande_v not_o the_o apostle_n here_o that_o only_o they_o who_o than_o i_o answer_v that_o deacon_n may_v be_v restreyn_v not_o for_o that_o they_o may_v not_o preach_v by_o right_a but_o for_o that_o they_o shall_v first_o be_v try_v and_o prove_v least_o be_v young_a student_n they_o preach_v evell_v doctrine_n through_o
ignorance_n and_o indeed_o we_o fyndinge_v in_o scripture_n that_o deacon_n remain_v deacon_n be_v preacher_n act_n 6_o 8_o and_z 8_o 5_o we_o may_v well_o say_v that_o deacon_n as_o deacon_n have_v right_a to_o preach_v but_o here_o we_o find_v governor_n who_o be_v not_o to_o be_v teacher_n therefore_o these_o can_v claim_v the_o privilege_n of_o clergy_n as_o may_v deacon_n i_o conclude_v therefore_o that_o see_v god_n clergy_n be_v as_o his_o lot_n to_o be_v maintain_v at_o the_o charge_n of_o his_o people_n and_o see_v the_o apostle_n claim_v this_o for_o preachinge_a the_o word_n therefore_o these_o governor_n not_o be_v to_o be_v teacher_n have_v no_o right_a to_o be_v of_o the_o clergy_n but_o be_v to_o be_v lay_v elder_n again_o some_o may_v say_v but_o must_v such_o be_v in_o every_o parish_n church_n i_o answer_v yes_o for_o act_n 14_o 23._o we_o read_v thus_o and_o when_o they_o have_v ordain_v they_o elder_n by_o election_n in_o every_o church_n they_o commend_v they_o to_o the_o lord_n in_o who_o they_o believe_v if_o then_o in_o every_o church_n there_o be_v ordain_v a_o plurality_n of_o elder_n safe_a it_n be_v to_o have_v many_o elder_n in_o every_o church_n moreover_o seinge_v here_o it_o be_v say_v that_o elder_n implyinge_v many_o be_v ordain_v in_o every_o church_n and_o see_v we_o have_v before_o prove_v that_o in_o those_o time_n there_o be_v in_o the_o church_n elder_n who_o only_o rule_v and_o teach_v not_o and_o see_v it_o be_v not_o likely_a that_o the_o apostle_n will_v so_o soon_o charge_v every_o church_n with_o many_o clergy_n therefore_o most_o likely_a it_o be_v that_o these_o elder_n be_v many_o be_v part_n clergy_n for_o rulinge_v and_o teachinge_a part_n lay_v elder_n serve_v so_o rule_v only_o and_o indeed_o see_v the_o apostle_n commend_v the_o church_n to_o the_o lord_n it_o argue_v that_o he_o have_v furnish_v they_o with_o such_o elder_n as_o in_o those_o time_n be_v ordain_v by_o god_n to_o be_v in_o the_o church_n but_o i_o have_v before_o prove_v that_o god_n ordain_v governor_n who_o be_v not_o teacher_n aswell_o as_o teacher_n who_o also_o govern_v therefore_o we_o may_v not_o think_v that_o the_o apostle_n leave_v these_o church_n defective_a in_o either_o of_o these_o furthermore_o see_v every_o congregation_n be_v necessary_o to_o have_v a_o teach_v elder_a for_o shall_v a_o flock_n be_v without_o a_o shephearde_n every_o congregation_n be_v likewise_o to_o have_v such_o ecclesiastical_a officer_n as_o be_v under_o teacher_n for_o though_o every_o congregation_n be_v not_o to_o have_v those_o office_n above_o teacher_n and_o which_o be_v set_v over_o teacher_n such_o as_o be_v bishop_n and_o arch-bishop_n yet_o such_o office_n as_o be_v under_o teacher_n every_o congregation_n be_v necessary_o to_o have_v to_o conclude_v seinge_v a_o parish_n church_n can_v be_v deny_v to_o be_v a_o church_n therefore_o necessary_o it_o ought_v to_o have_v in_o it_o as_o elder_n to_o teach_v so_o elder_n to_o rule_v only_o for_o the_o defect_n in_o either_o of_o these_o will_v sure_o produce_v a_o defect_n in_o the_o governinge_v of_o the_o same_o for_o this_o cause_n we_o may_v not_o content_v our_o selus_fw-la with_o our_o civil_a lawyer_n only_o seinge_v they_o be_v not_o in_o every_o church_n but_o only_o in_o the_o whole_a church_n of_o a_o bishopdome_n and_o in_o the_o bishop_n court_n only_o neither_o may_v we_o take_v our_o church_n warden_n and_o side_n man_n for_o these_o governor_n seinge_v they_o have_v not_o power_n of_o judgement_n and_o punishment_n whereas_o government_n be_v lame_a of_o one_o hand_n if_o it_o have_v not_o this_o power_n sure_o therefore_o accord_v to_o god_n ordinance_n every_o church_n which_o have_v any_o elder_n in_o it_o be_v to_o have_v a_o government_n by_o elder_n but_o governinge_v imply_v power_n of_o judginge_v and_o punishinge_v therefore_o every_o church_n be_v to_o have_v this_o power_n in_o it_o as_o it_o will_v not_o be_v defective_a in_o its_o government_n very_o if_o we_o look_v upon_o our_o people_n in_o england_n observinge_v their_o life_n and_o conversation_n in_o every_o parish_n we_o may_v well_o say_v that_o here_o want_v the_o government_n in_o overy_n parrish_n which_o here_o we_o see_v the_o lord_n ordain_v for_o our_o people_n for_o the_o most_o part_n contentinge_v themselves_o to_o come_v to_o church_n only_o and_o satisfy_v the_o law_n by_o hear_v divine_a service_n and_o the_o word_n preach_v never_o make_v conscience_n of_o live_v also_o thereafter_o and_o this_o for_o want_n of_o feel_n near_o they_o the_o power_n of_o this_o parishional_a government_n for_o while_o at_o home_n in_o their_o parish_n they_o may_v use_v unchristian_a liberty_n in_o their_o action_n and_o talk_v so_o long_o as_o they_o keep_v themselves_o from_o so_o offendinge_v as_o that_o the_o law_n take_v hold_v of_o they_o our_o people_n be_v marvelous_a careless_a of_o observinge_v in_o their_o speech_n the_o holy_a restreinte_v of_o the_o gospel_n but_o if_o they_o see_v near_o they_o in_o their_o own_o parish_n a_o teacher_n and_o a_o deacon_n for_o clergy_n and_o some_o of_o their_o neighbour_n of_o the_o laiety_n have_v power_n to_o call_v the_o disorderly_a to_o accoumpte_n and_o to_o punish_v they_o who_o live_v not_o as_o the_o gospel_n require_v then_o what_o with_o the_o neereness_n of_o the_o observinge_v eye_n of_o these_o governor_n and_o what_o with_o the_o sense_n of_o their_o power_n to_o judge_n &_o punish_v they_o if_o they_o observe_v not_o the_o gospel_n in_o their_o life_n and_o conversation_n a_o holy_a awe_n will_v fall_v upon_o god_n people_n in_o every_o parish_n causinge_v a_o abstayninge_v from_o unseemly_a act_n and_o conversation_n and_o this_o much_o the_o rather_o because_o these_o governors_n dwellinge_a here_n and_o there_o among_o they_o they_o be_v near_o in_o every_o quarter_n of_o the_o parish_n to_o have_v knowledge_n of_o such_o as_o make_v no_o conscience_n to_o live_v and_o converse_v as_o beseem_v christian_n therefore_o aswell_o for_o the_o utility_n to_o god_n people_n which_o will_v arise_v by_o the_o have_v in_o every_o parish_n diverse_a of_o the_o ancient_n godly_a and_o honest_a of_o the_o laiety_n to_o govern_v in_o the_o parish_n as_o for_o this_o evidence_n from_o scripture_n that_o such_o be_v ordain_v in_o every_o church_n we_o shall_v be_v move_v to_o receive_v willinge_o the_o ordain_v of_o such_o in_o every_o parish_n church_n if_o it_o be_v object_v that_o here_o every_o city_n not_o every_o church_n be_v mean_v than_o i_o answer_v that_o in_o those_o time_n it_o be_v likely_a that_o some_o city_n have_v but_o one_o congregation_n and_o be_v so_o then_o to_o say_v of_o they_o every_o city_n or_o every_o church_n be_v to_o one_o effect_n neither_o true_o be_v it_o likely_a that_o so_o soon_o every_o city_n afford_v many_o church_n moreover_o seinge_v it_o be_v church_n not_o city_n that_o be_v to_o be_v thus_o order_v we_o be_v rather_o to_o understande_v every_o church_n than_o every_o city_n for_o these_o reason_n i_o conclude_v that_o it_o be_v safe_a and_o most_o profitable_a that_o every_o parrish-church_n have_v ordain_v in_o it_o lay_v elder_n to_o govern_v only_o aswell_o as_o clergy_n elder_n who_o both_o be_v to_o teach_v and_o govern_v if_o it_o be_v say_v that_o every_o parrish-church_n have_v clergy_n elder_n as_o a_o teacher_n or_o pastor_n and_o a_o deacon_n than_o thus_o scripture_n make_v nothing_o for_o lay_v elder_n then_o to_o this_o
