firehearth_n and_o stove_n within_o every_o such_o house_n edifice_n chamber_n and_o lodging_n as_o aforesaid_a the_o sum_n of_o two_o shilling_n by_o the_o year_n to_o be_v pay_v yearly_o and_o every_o year_n at_o the_o feast_n of_o st._n michael_n the_o archangel_n and_o the_o feast_n of_o the_o annunciation_n of_o the_o bless_a virgin_n st._n marry_o by_o even_o and_o equal_a portion_n the_o first_o payment_n thereof_o to_o be_v pay_v upon_o the_o feast-day_n of_o saint_n michael_n the_o archangel_n which_o shall_v be_v in_o the_o year_n of_o our_o lord_n one_o thousand_o six_o hundred_o sixty_o and_o two_o and_o to_o the_o intent_n that_o a_o just_a account_n may_v be_v have_v and_o take_v of_o all_o the_o say_a hearth_n and_o stove_n by_o this_o act_n intend_v to_o be_v charge_v be_v it_o enact_v by_o the_o authority_n aforesaid_a stove_n how_o a_o account_n shall_v be_v take_v of_o all_o fire-hearth_n and_o stove_n that_o every_o owner_n or_o occupier_n of_o every_o such_o house_n edifice_n lodging_n and_o chamber_n shall_v respective_o within_o six_o day_n after_o notice_n give_v unto_o he_o or_o they_o by_o the_o respective_a constable_n headborough_n tythingman_n or_o other_o such_o officer_n within_o who_o precinct_n the_o say_a house_n edifice_n chamber_n or_o lodging_n shall_v be_v or_o by_o the_o respective_a treasurer_n or_o officer_n of_o inn_n of_o court_n inn_n of_o chancery_n or_o other_o officer_n of_o the_o respective_a college_n and_o other_o society_n aforesaid_a wherein_o any_o such_o lodging_n and_o chamber_n shall_v be_v deliver_v unto_o the_o say_a constable_n headborough_n tithingman_n or_o other_o such_o officer_n as_o aforesaid_a respective_o a_o true_a and_o just_a account_n in_o write_v under_o the_o hand_n of_o and_o be_v it_o enact_v by_o the_o authority_n aforesaid_a that_o the_o respective_a constable_n headborough_n in_o how_o and_o when_o the_o same_o shall_v be_v deliver_v in_o tithingman_n or_o other_o such_o officer_n within_o who_o limit_n any_o such_o house_n or_o edifice_n charge_v by_o this_o act_n as_o aforesaid_a be_v and_o the_o respective_a treasurer_n and_o other_o officer_n of_o the_o respective_a inn_n of_o court_n inn_n of_o chancery_n college_n and_o other_o society_n aforesaid_a shall_v by_o the_o last_o day_n of_o may_n one_o thousand_o six_o hundred_o sixty_o and_o two_o require_v the_o several_a occupier_n of_o every_o such_o house_n edifice_n lodging_n and_o chamber_n aforesaid_a to_o deliver_v in_o to_o they_o respective_o account_v in_o writing_n as_o aforesaid_a under_o their_o several_a and_o respective_a hand_n of_o all_o such_o hearth_n and_o stove_n as_o aforesaid_a as_o shall_v be_v within_o their_o respective_a house_n edifice_n lodging_n and_o chamber_n and_o upon_o receipt_n of_o the_o same_o or_o upon_o default_n of_o such_o account_n in_o writing_n or_o in_o case_n there_o be_v no_o occupier_n then_o within_o six_o day_n after_o notice_n in_o writing_n fix_v to_o the_o door_n require_v such_o account_n to_o be_v make_v the_o say_a constable_n or_o other_o officer_n respective_o as_o aforesaid_a shall_v enter_v into_o the_o say_a respective_a house_n in_o the_o daytime_n and_o compare_v such_o account_n and_o see_v whether_o the_o same_o be_v true_o make_v or_o not_o and_o if_o no_o such_o account_n be_v deliver_v then_o shall_v take_v information_n by_o their_o own_o view_n of_o the_o number_n of_o such_o hearth_n and_o stove_n upon_o pain_n that_o every_o constable_n treasurer_n and_o other_o officer_n aforesaid_a who_o shall_v neglect_v to_o do_v the_o same_o shall_v forfeit_v for_o every_o wéek_v he_o or_o they_o shall_v so_o neglect_v the_o sum_n of_o five_o pound_n and_o for_o every_o false_a return_n wilful_o make_v contrary_a to_o this_o act_n he_o or_o they_o shall_v forfeit_v and_o lose_v for_o every_o hearth_n and_o stove_n so_o false_o return_v or_o omit_v the_o sum_n of_o forty_o shilling_n and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o the_o several_a constable_n and_o other_o officer_n who_o be_v hereby_o authorize_v to_o take_v the_o account_n of_o the_o grant_v by_o several_a letter_n patent_n under_o the_o great_a seal_n of_o england_n by_o queen_n elizabeth_n and_o king_n james_n of_o famous_a memory_n for_o the_o erect_v appoint_v and_o licens_v of_o three_o several_a wine-tavern_n within_o the_o borough_n aforesaid_a for_o and_o towards_o the_o maintenance_n of_o the_o frée-school_n there_o but_o that_o the_o same_o liberty_n power_n and_o manufacture_n of_o make_v linen_n cloth_n and_o tapestry_n encourage_v hang_n the_o inconvenience_n by_o import_v foreign_a material_n of_o linen_n and_o tapestry_n hang_n whereas_o vast_a quantity_n of_o linen_n cloth_n and_o other_o manufacture_n of_o hemp_n and_o flax_n and_o of_o tapestry_n hang_n be_v daily_o import_v into_o this_o kingdom_n from_o foreign_a part_n to_o the_o great_a detriment_n and_o impoverishment_n thereof_o the_o money_n and_o quick-stock_n of_o this_o kingdom_n be_v thereby_o daily_o exhaust_v and_o diminish_v and_o the_o poor_a thereof_o unemployed_a while_o trust_n and_o shall_v likewise_o take_v a_o corporal_a oath_n before_o one_o or_o more_o of_o the_o baron_n of_o the_o exchequer_n or_o before_o such_o person_n as_o shall_v be_v authorise_v to_o divide_v any_o house_n into_o several_a dwelling_n or_o let_v out_o the_o same_o to_o any_o such_o person_n who_o by_o reason_n of_o their_o poverty_n may_v pretend_v to_o be_v exempt_v from_o payment_n of_o the_o say_a duty_n by_o any_o clause_n or_o clause_n in_o the_o former_a act_n that_o in_o every_o such_o case_n such_o person_n shall_v pay_v the_o say_a duty_n in_o as_o ample_a manner_n as_o they_o ought_v to_o have_v do_v before_o that_o time_n and_o that_o no_o person_n or_o person_n inhabit_v any_o dwellinghouse_n not_o be_v a_o alms-house_n exempt_v by_o the_o former_a act_n within_o any_o city_n burrough_n corporation_n market-town_n or_o parish_n which_o have_v or_o shall_v have_v in_o it_o more_o than_o two_o chimney_n fire-hearth_n or_o stove_n shall_v be_v exempt_v from_o payment_n of_o the_o duty_n thereon_o impose_v by_o colour_n of_o any_o exemption_n or_o pretext_n whatsoever_o and_o if_o any_o question_n or_o difference_n shall_v arise_v about_o the_o take_v any_o distress_n or_o levy_v any_o money_n by_o virtue_n of_o this_o act_n the_o same_o shall_v be_v hear_v and_o final_o determine_v by_o one_o or_o more_o of_o the_o justice_n of_o the_o peace_n near_o adjoin_v or_o chief_a magistrate_n of_o the_o place_n respective_o upon_o complaint_n in_o that_o behalf_n and_o be_v it_o further_o enact_v that_o every_o collector_n who_o any_o freedom_n exemption_n or_o advantage_n by_o this_o act_n but_o that_o all_o the_o house_n and_o land_n which_o they_o so_o hold_v shall_v be_v rate_v and_o assess_v for_o so_o much_o as_o they_o be_v yearly_a worth_n over_o and_o above_o the_o rent_n reserve_v and_o payable_a to_o the_o say_a hospital_n provide_v also_o london_n london_n that_o where_o any_o person_n inhabit_v within_o the_o city_n of_o london_n have_v his_o dwell_a house_n in_o one_o of_o the_o parish_n or_o ward_n therein_o and_o have_v any_o good_n ware_n or_o merchandise_n in_o one_o or_o more_o of_o the_o other_o parish_n or_o ward_n within_o the_o same_o that_o then_o such_o person_n shall_v be_v charge_v tax_v and_o assess_v for_o such_o his_o good_n or_o merchandise_n in_o the_o parish_n or_o ward_n where_o he_o dwell_v and_o not_o elsewhere_o in_o the_o say_a city_n provide_v nevertheless_o that_o no_o clause_n or_o proviso_n in_o this_o act_n shall_v extend_v to_o the_o lessen_v or_o abatement_n of_o the_o full_a sum_n by_o this_o act_n appoint_v to_o be_v tax_v levy_v and_o pay_v act._n there_o shall_v be_v no_o abatement_n of_o the_o full_a sum_n in_o this_o act._n but_o that_o the_o same_o be_v full_o assess_v tax_v levy_v collect_v and_o pay_v in_o the_o several_a and_o respective_a county_n city_n and_o town_n aforesaid_a in_o such_o manner_n and_o form_n and_o to_o such_o use_n as_o herein_o before_o mention_v and_o declare_v and_o that_o the_o several_a and_o respective_a commissioner_n treasurer_n the_o commissioner_n to_o give_v account_n to_o the_o lord_n treasurer_n and_o every_o of_o they_o shall_v from_o time_n to_o time_n give_v a_o true_a and_o perfect_a account_n of_o all_o their_o do_n and_o proceed_n in_o the_o execution_n of_o this_o act_n to_o the_o say_a lord_n treasurer_n or_o to_o other_o such_o person_n as_o his_o majesty_n shall_v appoint_v provide_v always_o and_o be_v it_o hereby_o enact_v and_o declare_v pound-rate_n assess_v by_o a_o city_n burrough_n town_n and_o place_n respective_o any_o thing_n in_o this_o act_n to_o the_o contrary_a thereof_o contain_v in_o any_o wise_n notwithstanding_o provide_v always_o that_o nothing_o in_o this_o act_n contain_v shall_v be_v construe_v to_o alter_v change_n determine_v tenant_n contract_n and_o covenant_n between_o landlord_n and_o tenant_n or_o make_v void_a any_o contract_n covenant_n or_o agréement_n whatsoever_o between_o the_o landlord_n and_o tenant_n touch_v the_o payment_n of_o tax_n or_o assessment_n any_o thing_n herein_o before_o mention_v to_o the_o contrary_a notwithstanding_o provide_v always_o and_o be_v it_o further_o enact_v and_o declare_v by_o the_o authority_n aforesaid_a former_o all_o place_n and_o division_n to_o be_v rate_v as_o former_o that_o for_o the_o avoid_n of_o all_o obstruction_n and_o delay_n in_o collect_v the_o sum_n by_o this_o act_n to_o be_v rate_v and_o assess_v all_o place_n constablewicks_n division_n and_o allotment_n which_o have_v use_v to_o be_v rate_v and_o assess_v shall_v pay_v and_o be_v assess_v in_o such_o county_n hundred_o rape_n and_o wapentake_n as_o the_o same_o have_v heretofore_o usual_o be_v assess_v in_o and_o not_o elsewhere_o and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o if_o any_o action_n plaint_n suit_n or_o information_n shall_v be_v commence_v or_o prosecute_v against_o any_o person_n or_o person_n for_o what_o he_o or_o they_o shall_v do_v in_o pursuance_n or_o in_o execution_n of_o this_o act_n evidence_n person_n sue_v for_o execute_v this_o
