better_a to_o distil_v the_o poisonous_a principle_n of_o schism_n and_o rebellion_n into_o the_o heart_n of_o his_o majesty_n subject_n to_o the_o great_a danger_n of_o the_o church_n and_o kingdom_n this_o be_v the_o reason_n and_o ground_n of_o the_o act_n which_o be_v as_o great_a as_o well_o can_v be_v and_o therefore_o the_o penalty_n be_v great_a forty_o pound_n for_o every_o offence_n and_o as_o i_o remember_v imprisonment_n for_o six_o month_n without_o bail_n or_o mainprize_n if_o two_o justices_z of_o peace_n please_v unless_o upon_o or_o before_o such_o commitment_n they_o shall_v inconvenience_n and_o a_o very_a grievous_a evil_n to_o the_o subject_n by_o obey_v that_o be_v the_o thing_n i_o know_v you_o will_v be_v resolve_v in_o and_o true_o the_o moral_a divine_n and_o lawyer_n say_v no._n it_o be_v to_o be_v suppose_v when_o that_o case_n happen_v that_o it_o not_o be_v the_o intention_n of_o a_o prince_n to_o make_v his_o subject_n miserable_a he_o will_v not_o have_v make_v that_o law_n if_o he_o can_v have_v foresee_v such_o a_o mischief_n and_o therefore_o it_o cease_v of_o itself_o to_o be_v a_o law_n and_o lose_v its_o obligation_n but_o then_o in_o the_o reduce_v this_o to_o practice_n they_o tell_v you_o there_o be_v these_o caution_n to_o be_v observe_v first_o obedience_n be_v never_o to_o be_v deny_v but_o when_o the_o law_n be_v against_o the_o public_a good_a if_o it_o be_v still_o consistent_a with_o the_o public_a interest_n though_o it_o be_v to_o the_o damage_n of_o some_o particular_a person_n they_o may_v not_o break_v the_o law_n again_o it_o must_v be_v practise_v then_o only_o when_o the_o mischief_n to_o the_o public_a be_v not_o small_a but_o so_o great_a that_o in_o the_o judgement_n of_o the_o best_a and_o most_o prudent_a person_n it_o be_v a_o sufficient_a cause_n of_o disannul_v a_o law_n and_o do_v outweigh_v the_o evil_a of_o material_a disobedience_n and_o three_o this_o mischief_n likewise_o must_v be_v certain_a and_o notorious_a not_o only_o in_o our_o fancy_n the_o security_n of_o which_o be_v when_o it_o be_v declare_v so_o by_o the_o voice_n of_o all_o man_n at_o least_o of_o all_o the_o wise_a and_o good_a and_o not_o only_o by_o a_o party_n who_o particular_a interest_n be_v concern_v to_o vote_n it_o to_o be_v unsupportable_a and_o yet_o in_o case_n the_o true_o wise_a and_o good_a on_o all_o side_n think_v it_o so_o they_o ought_v not_o fourthly_a to_o disobey_v the_o law_n with_o the_o scandal_n and_o offence_n of_o other_o man_n it_o must_v be_v do_v so_o modest_o humble_o and_o with_o fear_n that_o the_o rest_n of_o mankind_n be_v not_o teach_v hereby_o to_o slight_v all_o law_n upon_o little_a pretence_n and_o trifle_a regard_n and_o last_o to_o secure_v all_o we_o must_v if_o we_o have_v time_n and_o opportunity_n ask_v leave_n of_o the_o lawgiver_n who_o leave_n be_v to_o be_v presume_v in_o such_o case_n only_o in_o time_n of_o a_o sudden_a danger_n and_o have_v do_v thus_o if_o we_o shall_v be_v mistake_v and_o judge_v that_o a_o public_a mischief_n which_o be_v not_o yet_o the_o guilt_n of_o our_o disobedience_n will_v not_o be_v deadly_a but_o such_o as_o
