who_o shall_v consider_v they_o with_o a_o humble_a and_o honest_a mind_n that_o one_o will_v think_v the_o supreme_a power_n shall_v receive_v no_o far_o trouble_v after_o the_o prepare_v such_o wise_a and_o wholesome_a constitution_n but_o then_o if_o to_o the_o goodness_n and_o wisdom_n of_o our_o governor_n in_o prescribe_v such_o useful_a and_o equal_a measure_n we_o consider_v that_o they_o be_v enthrone_v by_o god_n appointment_n and_o govern_v by_o his_o power_n their_o command_n receive_v from_o thence_o all_o that_o force_n and_o veneration_n that_o religion_n can_v possible_o add_v because_o not_o only_o the_o fear_n of_o the_o prince_n but_o of_o god_n too_o become_v their_o sanction_n for_o we_o must_v needs_o be_v subject_n not_o only_o for_o wrath_n but_o also_o for_o conscience-sake_n in_o a_o christian_a commonwealth_n therefore_o where_o it_o can_v but_o rare_o if_o at_o all_o happen_v that_o we_o must_v disobey_v the_o law_n of_o prince_n in_o obedience_n to_o the_o law_n of_o god_n it_o be_v the_o odd_a thing_n in_o all_o the_o world_n to_o hear_v man_n pretend_v conscience_n against_o their_o duty_n and_o think_v to_o satisfy_v the_o law_n by_o grievous_a out-cry_n and_o seditious_a pamphlet_n teach_v the_o magistrate_n how_o he_o shall_v govern_v when_o he_o be_v direct_v they_o how_o they_o shall_v obey_v not_o consider_v that_o it_o be_v more_o like_a christian_n to_o do_v their_o duty_n and_o obey_v the_o law_n rather_o than_o to_o be_v full_a of_o talk_n and_o argument_n to_o create_v scruple_n and_o fill_v the_o head_n of_o their_o follower_n with_o objection_n against_o they_o thus_o man_n mind_n be_v perplex_v and_o the_o government_n be_v disturb_v and_o conscience_n which_o be_v the_o great_a obligation_n in_o all_o the_o world_n to_o obedience_n as_o it_o be_v order_v be_v make_v the_o great_a objection_n for_o you_o must_v obey_v for_o conscience-sake_n say_v st._n paul_n but_o if_o you_o have_v any_o conscience_n you_o must_v not_o obey_v so_o say_v our_o new_a apostle_n to_o determine_v therefore_o this_o great_a case_n i_o shall_v endeavour_v three_o thing_n i._o to_o settle_v obedience_n to_o humane_a law_n upon_o the_o two_o sanction_n of_o the_o text_n the_o fear_n of_o wrath_n and_o the_o obligation_n of_o conscience_n ii_o i_o shall_v give_v what_o answer_n i_o be_o able_a to_o some_o of_o those_o objection_n which_o be_v usual_o offer_v to_o deliver_v the_o conscience_n from_o that_o obligation_n iii_o i_o shall_v consider_v tenderness_n of_o conscience_n how_o far_o it_o ought_v to_o be_v admit_v i._o our_o first_o undertake_v must_v be_v to_o settle_v obedience_n to_o the_o law_n upon_o the_o proper_a sanction_n of_o it_o mention_v in_o the_o text_n the_o fear_n of_o wrath_n and_o the_o obligation_n of_o conscience_n the_o one_o be_v man_n the_o other_o be_v god_n fear_v of_o wrath_n be_v that_o band_n of_o obedience_n which_o humane_a power_n add_v to_o the_o law_n for_o though_o there_o be_v a_o baseness_n in_o disobedience_n which_o all_o good_a man_n hate_v and_o all_o wise_a man_n condemn_v because_o it_o be_v a_o enemy_n to_o order_n and_o destructive_a of_o peace_n and_o society_n yet_o this_o be_v not_o strong_a enough_o to_o oblige_v of_o itself_o because_o some_o people_n lie_v aside_o all_o natural_a goodness_n and_o justice_n therefore_o to_o all_o law_n it_o be_v necessary_a there_o shall_v be_v a_o punishment_n annex_v the_o fear_n of_o which_o be_v to_o restrain_v man_n from_o do_v against_o the_o law_n i_o must_v confess_v those_o man_n be_v no_o very_o good_a subject_n who_o obey_v only_o to_o avoid_v the_o penalty_n therefore_o it_o be_v make_v the_o character_n of_o a_o base_a disposition_n to_o forbear_v transgress_v only_o out_o of_o a_o slavish_a apprehension_n of_o the_o consequent_a evil_n but_o st._n paul_n say_v that_o the_o law_n that_o be_v the_o threaten_a be_v make_v not_o for_o the_o righteous_a but_o for_o the_o wicked_a for_o so_o long_o as_o man_n love_v goodness_n and_o take_v delight_n in_o do_v well_o and_o have_v no_o design_n against_o common_a honesty_n and_o justice_n there_o be_v no_o need_n to_o forbid_v any_o thing_n upon_o the_o account_n of_o fear_n for_o a_o good_a man_n will_v abstain_v from_o all_o unrighteous_a practice_n though_o there_o be_v no_o penal_a law_n in_o a_o commonwealth_n but_o then_o some_o man_n have_v raze_v out_o all_o natural_a principle_n government_n be_v force_v to_o superinduce_v the_o dread_n of_o punishment_n not_o that_o the_o law_n intend_v to_o do_v any_o evil_n but_o that_o prince_n themselves_o and_o their_o subject_n shall_v not_o suffer_v any_o evil_n by_o the_o disobedient_a and_o unjust_a for_o that_o by_o fear_v the_o malice_n of_o ill_a man_n
