punish_v by_o the_o judge_n be_v the_o assailant_n never_o so_o much_o in_o the_o right_n and_o the_o sufferer_n in_o some_o error_n yet_o modest_o and_o harmless_o manage_v there_o be_v another_o objection_n object_n object_n and_o no_o mean_a one_o though_o of_o a_o particular_a nature_n and_o force_n relate_v not_o to_o all_o person_n concern_v in_o the_o common_a cause_n of_o the_o argument_n of_o this_o discourse_n but_o peculiar_o to_o we_o in_o these_o three_o unite_a kingdom_n and_o that_o be_v the_o nationall_n covenant_n which_o be_v charge_v home_o in_o the_o antapology_n and_o make_v to_o speak_v for_o there_o be_v that_o can_v make_v any_o thing_n speak_v what_o they_o listen_v against_o the_o desire_a liberty_n but_o first_o if_o this_o covenant_n be_v apply_v no_o otherwise_o then_o be_v at_o first_o intend_v which_o without_o great_a ingratitude_n and_o uncharitableness_n i_o can_v admit_v in_o be_v thus_o make_v a_o bar_n and_o prejudice_n against_o the_o free_a disquisition_n of_o truth_n as_o in_o effect_v it_o be_v i_o know_v not_o how_o the_o author_n of_o such_o a_o project_n can_v be_v innocent_a but_o to_o wave_v the_o intention_n there_o be_v nothing_o more_o obvious_a than_o the_o practice_n to_o ensnare_v and_o illaqueate_v tender_a conscience_n by_o this_o covenant_n first_o compel_v they_o to_o take_v it_o afterward_o conjure_v they_o the_o source_n of_o they_o for_o we_o all_o agree_v in_o this_o that_o there_o be_v viz._n christ_n power_n and_o a_o spiritual_a force_n but_o the_o question_n be_v whether_o outward_a force_n be_v to_o be_v apply_v and_o in_o this_o the_o question_n be_v not_o institute_v in_o grudge_n or_o envy_v of_o the_o magistrate_n whether_o it_o be_v lawful_a for_o he_o special_o much_o less_o whether_o it_o be_v less_o lawful_a for_o he_o then_o for_o some_o other_o man_n or_o generation_n of_o man_n to_o force_v in_o these_o matter_n but_o whether_o it_o be_v lawful_a for_o any_o man_n or_o kind_n of_o man_n indifferent_o and_o therefore_o though_o there_o be_v some_o argument_n apply_v particular_o to_o the_o magistrate_n in_o the_o three_o four_o and_o five_o chapter_n yet_o there_o be_v far_o more_o against_o force_n in_o general_a chap._n 6._o and_o from_o thence_o the_o great_a part_n of_o the_o discourse_n be_v carry_v general_o and_o indefinite_o yet_o neither_o in_o these_o be_v the_o question_n whether_o the_o christian_a magistrate_n power_n do_v or_o may_v bear_v any_o proportion_n of_o subserviency_n to_o a_o work_n of_o public_a reformation_n and_o whether_o he_o can_v familisme_n etc._n etc._n ought_v not_o to_o be_v restrain_v by_o the_o christian_a magistrate_n and_o the_o assertor_n and_o maintainer_n of_o they_o interdict_v under_o penalty_n the_o divulge_v or_o spread_v of_o they_o by_o public_a preach_n or_o print_v for_o though_o god_n alone_o can_v convince_v and_o reduce_v their_o conscience_n yet_o to_o preserve_v the_o acknowledge_v truth_n from_o whereby_o they_o may_v put_v a_o broad_a difference_n between_o they_o and_o the_o truth_n they_o embrace_v even_o as_o if_o lively_a communion_n of_o church_n be_v know_v non-communion_n will_v appear_v a_o terrible_a thing_n though_o a_o negative_a discountenance_n be_v not_o all_o that_o we_o allow_v in_o some_o case_n but_o by_o this_o liberty_n we_o only_o refer_v man_n conscience_n to_o god_n to_o be_v convince_v in_o his_o time_n not_o cease_v to_o use_v all_o proper_a mean_n in_o the_o mean_a time_n and_o this_o only_a in_o those_o thing_n that_o pertain_v only_o to_o conscience_n make_v only_o the_o state_n thereof_o good_a or_o bad_a towards_o god_n chap._n ii_o be_v a_o appendix_n to_o the_o state_n of_o the_o question_n of_o the_o relation_n that_o the_o christian_a be_v perceive_v &_o discern_v upon_o occasion_n from_o time_n to_o time_n by_o the_o humble_a and_o godly_a then_o digest_v into_o a_o few_o rule_n or_o canon_n this_o premise_a we_o acknowledge_v that_o the_o duty_n of_o a_o christian_a magistrate_n be_v somewhat_o more_o than_o of_o another_o magistrate_n civil_a protection_n be_v that_o which_o all_o magistrate_n owe_v whether_o christian_n or_o not_o christian_a to_o all_o quiet_a liver_n within_o their_o dominion_n whether_o christian_n or_o not_o christian_a as_o be_v found_v upon_o such_o politic_a consideration_n and_o condition_n set_v aside_o religion_n as_o be_v perform_v on_o the_o subject_n part_n it_o can_v with_o justice_n be_v deny_v they_o but_o a_o christian_a magistrate_n owe_v something_o more_o to_o the_o truth_n he_o profess_v and_o to_o those_o that_o profess_v the_o same_o with_o he_o which_o duty_n of_o he_o differ_v only_o in_o degree_n not_o in_o kind_n from_o the_o duty_n of_o another_o christian_n that_o be_v no_o magistrate_n for_o it_o be_v the_o duty_n of_o every_o christian_a to_o improve_v every_o talon_n and_o advantage_n entrust_v with_o he_o for_o the_o honour_n of_o christ_n and_o good_a of_o the_o body_n
to_o the_o utmost_a in_o a_o lawful_a way_n so_o a_o christian_a magistrate_n if_o he_o have_v as_o he_o have_v by_o virtue_n of_o his_o magistracy_n a_o talon_n and_o advantage_n above_o other_o man_n he_o be_v bind_v to_o improve_v it_o all_o lawful_a way_n to_o the_o aforesaid_a purpose_n to_o which_o he_o be_v to_o direct_v even_o all_o the_o common_a act_n and_o part_n of_o his_o government_n for_o though_o all_o do_v equal_o share_v in_o the_o outward_a benefit_n of_o magistracy_n viz._n peace_n and_o plenty_n etc._n etc._n yet_o ought_v christian_a magistrate_n principal_o ex_fw-la intention_n to_o direct_v their_o whole_a government_n to_o the_o good_a of_o the_o church_n and_o the_o glory_n of_o god_n therein_o for_o as_o much_o as_o all_o thing_n be_v the_o church_n and_o for_o the_o church_n and_o doubtless_o magistracy_n though_o a_o ordinance_n of_o man_n yet_o be_v a_o most_o glorious_a ordinance_n and_o of_o singular_a use_n and_o service_n if_o right_o apply_v to_o the_o church_n as_o i_o shall_v show_v gradual_o in_o these_o step_n first_o cognizance_n first_o morality_n be_v within_o his_o cognizance_n magistrate_n do_v prepare_v by_o a_o good_a government_n for_o the_o gospel_n civility_n not_o rest_v in_o nor_o mistake_v for_o godliness_n make_v man_n in_o a_o more_o proximious_a outward_a capacity_n for_o and_o disposition_n towards_o
