disinable_a he_o for_o the_o protection_n of_o his_o people_n but_o the_o counsel_n which_o proceed_v from_o a_o multitude_n of_o governor_n have_v neither_o of_o these_o bridle_n to_o guide_v they_o in_o a_o equal_a and_o moderate_a way_n for_o though_o their_o counsel_n be_v never_o so_o prejudicial_a to_o the_o commonwealth_n yet_o they_o have_v no_o superior_a who_o displeasure_n they_o be_v
