terror_n into_o the_o wicked_a for_o the_o future_a by_o the_o rigour_n of_o punishment_n not_o to_o commit_v the_o like_a fault_n and_o although_o the_o intention_n of_o the_o law_n be_v not_o to_o hinder_v any_o man_n yet_o for_o that_o man_n sometime_o commit_v error_n law_n which_o deserve_v either_o in_o regard_n of_o the_o person_n which_o commit_v they_o or_o for_o some_o other_o good_a respect_n compassion_n and_o mercy_n in_o this_o case_n the_o prince_n may_v moderate_v the_o rigour_n of_o the_o law_n by_o a_o favourable_a temper_n or_o give_v he_o a_o absolute_a pardon_n if_o the_o subject_n deserve_v it_o and_o that_o herein_o he_o can_v briâ—g_v impunity_n in_o other_o thing_n or_o in_o equality_n which_o breed_v scandal_n to_o good_a man_n to_o the_o prejudice_n of_o the_o estate_n for_o this_o effect_n pardon_n must_v not_o be_v too_o frequent_a but_o for_o a_o subject_n that_o be_v full_a of_o merit_n severity_n and_o they_o must_v be_v please_v to_o the_o most_o part_n but_o when_o he_o shall_v be_v force_v to_o show_v himself_o severe_a as_o it_o be_v necessary_a sometime_o that_o in_o the_o disobedience_n of_o the_o subject_n the_o prince_n shall_v be_v rigorous_a if_o punishment_n may_v be_v call_v â—igour_n this_o â—igour_n engender_v usual_o fear_n the_o which_o seldom_o accompany_v with_o love_n he_o must_v amid_o his_o actious_a of_o in_o that_o regard_n but_o if_o the_o interpretation_n be_v notwithstanding_o doubtful_a they_o must_v follow_v that_o which_o shall_v be_v most_o proper_a for_o the_o matter_n to_o the_o which_o it_o must_v be_v refer_v and_o if_o notwithstanding_o all_o this_o they_o can_v draw_v any_o interpretation_n suitable_a to_o the_o business_n or_o to_o reason_n he_o must_v cause_v it_o to_o be_v equity_n follow_v whereby_o all_o the_o action_n of_o man_n shall_v be_v govern_v and_o regulate_v wherefore_o the_o case_n not_o be_v express_v in_o the_o law_n law_n but_o only_o the_o reason_n be_v
