constitution_n of_o his_o kingdom_n aught_o to_o govern_v by_o law_n and_o a_o prince_n who_o will_n be_v his_o law_n yet_o no_o law_n can_v come_v into_o the_o notion_n and_o definition_n of_o supreme_a and_o sovereign_a power_n such_o a_o prince_n be_v under_o the_o direction_n but_o can_v proper_o be_v say_v to_o be_v under_o the_o government_n of_o the_o law_n because_o there_o be_v no_o superior_a power_n to_o take_v cognizance_n of_o his_o breach_n of_o it_o and_o a_o law_n have_v no_o authority_n to_o govern_v where_o there_o be_v no_o power_n to_o punish_v but_o i_o shall_v have_v against_o those_o who_o resist_v his_o meaning_n be_v that_o private_a subject_n must_v not_o resist_v their_o prince_n unless_o they_o have_v some_o discontent_a and_o factious_a magistrate_n to_o want_v power_n to_o conquer_v must_v grant_v that_o resistance_n be_v forbid_v which_o be_v a_o plain_a confession_n that_o they_o be_v conscious_a to_o themselves_o that_o all_o the_o art_n they_o have_v use_v to_o make_v the_o scripture_n speak_v their_o sense_n and_o justify_v the_o doctrine_n of_o resistance_n will_v not_o do_v and_o therefore_o when_o man_n be_v once_o reduce_v to_o this_o last_o refuge_n to_o confess_v that_o the_o scripture_n be_v against_o they_o if_o they_o have_v any_o modesty_n leave_v they_o ought_v never_o to_o pretend_v to_o the_o authority_n of_o the_o great_a injury_n to_o their_o christian_a liberty_n it_o impose_v this_o hard_a necessity_n upon_o they_o either_o to_o make_v bold_a with_o a_o divine_a law_n if_o they_o do_v resist_v tyrannical_a power_n which_o be_v grievous_a to_o a_o tender_a conscience_n which_o have_v any_o reverence_n for_o god_n or_o to_o suffer_v injurious_o when_o they_o need_v not_o have_v they_o be_v plain_o instruct_v in_o their_o duty_n and_o acquaint_v in_o what_o case_n they_o may_v resist_v and_o in_o what_o not_o and_o i_o think_v there_o can_v be_v a_o great_a reproach_n to_o the_o gospel_n than_o condemn_v by_o no_o law_n to_o die_v which_o be_v suppose_v in_o the_o very_a question_n and_o be_v neither_o more_o nor_o less_o than_o to_o affirm_v the_o thing_n which_o he_o be_v to_o prove_v we_o may_v resist_v a_o prince_n who_o persecute_v against_o law_n because_o we_o be_v condemn_v by_o no_o law_n that_o be_v because_o he_o persecute_v against_o law_n this_o prove_v indeed_o that_o we_o ought_v not_o to_o die_v when_o we_o be_v condemn_v by_o no_o law_n to_o die_v but_o whether_o we_o may_v preserve_v ourselves_o from_o a_o unjust_a and_o violent_a death_n by_o resist_v a_o persecute_v prince_n be_v another_o question_n 2._o it_o be_v urge_v that_o a_o prince_n have_v no_o authority_n against_o law_n there_o be_v no_o authority_n on_o earth_n above_o the_o law_n much_o lodge_v in_o the_o prerogative_n as_o to_o destroy_v man_n contrary_a to_o law_n now_o i_o perfect_o agree_v with_o they_o in_o this_o also_o that_o a_o prince_n have_v no_o just_a and_o legal_a authority_n to_o act_v against_o law_n that_o if_o he_o know_o persecure_v any_o subject_n to_o death_n contrary_a to_o law_n he_o be_v a_o murderer_n and_o that_o no_o prince_n have_v any_o such_o they_o do_v this_o i_o absolute_o deny_v because_o god_n have_v express_o command_v we_o not_o to_o resist_v and_o i_o see_v no_o inconsistencie_n between_o these_o two_o proposition_n that_o a_o prince_n have_v no_o legal_a authority_n to_o persecute_v against_o law_n and_o yet_o that_o he_o must_v not_o be_v resist_v when_o he_o do_v both_o the_o law_n of_o god_n and_o the_o law_n of_o our_o country_n suppose_v these_o two_o to_o be_v very_o consistent_a for_o notwithstanding_o the_o possibility_n that_o prince_n may_v abuse_v their_o power_n and_o transgress_v the_o law_n whereby_o they_o ought_v to_o govern_v yet_o they_o command_v subject_n in_o no_o case_n to_o resist_v and_o it_o be_v not_o sufficient_a to_o justify_v resistance_n if_o prince_n do_v what_o they_o have_v no_o and_o be_v accountable_a for_o it_o to_o a_o superior_a power_n but_o because_o he_o have_v no_o superior_a power_n on_o earth_n he_o can_v be_v resist_v by_o his_o own_o subject_n but_o must_v be_v null_n and_o void_a by_o a_o high_a power_n and_o if_o the_o high_a power_n from_o whence_o lie_v no_o appeal_n confirm_v and_o ratify_v a_o unjust_a and_o illegal_a sentence_n it_o carry_v so_o well_o say_v that_o god_n do_v nothing_o but_o miracle_n because_o every_o thing_n else_o have_v some_o visible_a cause_n and_o may_v be_v ascribe_v either_o to_o natural_a or_o moral_a agent_n god_n may_v choose_v a_o emperor_n and_o the_o people_n choose_v he_o too_o and_o the_o people_n choice_n be_v only_o the_o effect_n of_o god_n choice_n and_o therefore_o notwithstanding_o all_o this_o prince_n owe_v their_o crown_n and_o secepter_n to_o god_n the_o power_n that_o be_v be_v ordain_v of_o god_n 2._o how_o do_v it_o follow_v that_o because_o prince_n be_v choose_v by_o the_o people_n therefore_o they_o derive_v their_o power_n from_o they_o and_o be_v accountable_a to_o they_o this_o be_v not_o true_a in_o humane_a government_n a_o city_n or_o any_o corporation_n may_v have_v authority_n to_o choose_v their_o magistrate_n and_o yet_o they_o do_v not_o derive_v their_o power_n from_o their_o fellow-citizen_n who_o choose_v they_o but_o from_o their_o prince_n thus_o the_o people_n may_v choose_v but_o god_n invest_v with_o power_n and_o authority_n for_o indeed_o how_o can_v people_n who_o have_v no_o power_n of_o government_n themselves_o give_v that_o power_n which_o they_o have_v not_o god_n be_v the_o only_a governor_n of_o the_o world_n and_o therefore_o there_o can_v be_v no_o power_n of_o government_n but_o what_o be_v derive_v from_o he_o but_o these_o man_n think_v that_o all_o civil_a authority_n be_v found_v in_o consent_n as_o if_o there_o be_v no_o natural_a lord_n of_o the_o world_n or_o all_o mankind_n come_v free_a and_o independent_a into_o the_o it_o be_v not_o i_o know_v not_o how_o any_o prince_n can_v justify_v the_o take_n away_o the_o life_n of_o any_o man_n whatever_o crime_n he_o have_v be_v guilty_a of_o for_o no_o man_n have_v power_n of_o his_o own_o life_n and_o therefore_o can_v give_v this_o power_n to_o another_o which_o prove_v that_o the_o power_n of_o capital_a punishment_n can_v result_v from_o mere_a consent_n but_o from_o a_o superior_a authority_n which_o be_v lord_n of_o life_n and_o death_n if_o it_o be_v say_v that_o every_o man_n have_v a_o natural_a right_n to_o defend_v his_o own_o life_n by_o to_o st._n paul_n who_o affirm_v that_o they_o receive_v their_o power_n from_o god_n that_o they_o be_v god_n and_o not_o the_o people_n minister_n now_o though_o st._n peter_n and_o st._n paul_n let_v we_o suppose_v that_o when_o the_o apostle_n say_v that_o ruler_n be_v not_o a_o terror_n to_o good_a work_n but_o to_o the_o evil_a he_o understand_v by_o it_o in_o general_a the_o great_a advantage_n of_o civil_a government_n that_o be_v for_o the_o suppression_n of_o wickedness_n and_o encouragement_n of_o virtue_n which_o be_v the_o true_a end_n and_o the_o best_a improvement_n of_o humane_a power_n this_o also_o be_v in_o a_o great_a measure_n true_a of_o the_o worst_a and_o most_o tyrannical_a prince_n and_o therefore_o the_o argument_n for_o subjection_n be_v good_a even_o under_o a_o tyrant_n public_a justice_n be_v administer_v under_o the_o government_n of_o nero_n and_o good_a man_n be_v reward_v and_o bad_a man_n punish_v and_o though_o justice_n be_v not_o so_o equal_o and_o so_o universal_o administer_v under_o a_o bad_a prince_n as_o under_o a_o good_a one_o though_o a_o tyrant_n may_v oppress_v many_o of_o his_o subject_n and_o be_v the_o occasion_n of_o great_a calamity_n yet_o while_o there_o be_v any_o public_a government_n maintain_v in_o the_o world_n it_o lay_v great_a restraint_n upon_o the_o unruly_a lust_n and_o passion_n of_o man_n and_o give_v great_a security_n to_o the_o just_a and_o innocent_a and_o therefore_o good_a man_n be_v concern_v to_o promote_v the_o peace_n and_o security_n of_o government_n though_o the_o prince_n be_v administration_n of_o public_a justice_n be_v a_o great_a and_o inestimable_a blessing_n to_o the_o world_n but_o now_o there_o can_v be_v no_o civil_a government_n without_o a_o supreme_a and_o irresistible_a power_n public_a justice_n can_v be_v administer_v unless_o there_o be_v some_o power_n from_o whence_o there_o be_v no_o appeal_n it_o be_v not_o necessary_a indeed_o that_o the_o power_n shall_v always_o be_v in_o the_o hand_n of_o one_o man_n but_o if_o god_n have_v place_v this_o power_n in_o the_o hand_n of_o a_o prince_n there_o it_o must_v be_v irresistible_a too_o render_v the_o matter_n very_o doubtful_a on_o which_o side_n the_o truth_n lie_v but_o when_o on_o one_o side_n there_o be_v a_o plain_a and_o express_a revelation_n of_o the_o will_n of_o god_n and_o on_o the_o other_o side_n some_o show_n and_o appearance_n of_o reason_n i_o think_v there_o can_v be_v no_o dispute_n which_o side_n we_o choose_v unless_o any_o man_n think_v it_o doubtful_a which_o be_v the_o most_o certain_a and_o infallible_a rule_n scripture_n or_o mere_a natural_a reason_n and_o therefore_o till_o man_n can_v answer_v that_o scripture-evidence_n which_o i_o have_v produce_v which_o i_o be_o not_o much_o concern_v about_o for_o i_o guess_v it_o will_v take_v they_o up_o some_o time_n to_o do_v it_o all_o their_o other_o objection_n whether_o i_o can_v answer_v they_o or_o not_o signify_v nothing_o at_o all_o to_o i_o and_o aught_o to_o signify_v as_o little_a to_o any_o man_n who_o reverence_v the_o scripture_n but_o let_v we_o consider_v their_o objection_n for_o they_o be_v not_o so_o formidable_a that_o we_o need_v be_v afraid_a of_o they_o now_o i_o know_v no_o body_n but_o will_v acknowledge_v that_o in_o most_o case_n it_o be_v the_o duty_n of_o subject_n not_o to_o resist_v their_o prince_n but_o they_o only_o pretend_v that_o this_o be_v not_o their_o duty_n when_o their_o prince_n oppress_v and_o persecute_v they_o contrary_a to_o law_n when_o their_o life_n and_o liberty_n and_o property_n and_o religion_n be_v all_o secure_v by_o the_o law_n of_o the_o land_n they_o see_v no_o reason_n why_o they_o shall_v tame_o honour_n and_o prosperous_a government_n of_o the_o prince_n and_o the_o security_n of_o the_o subject_a that_o the_o king_n of_o england_n have_v as_o little_a temptation_n to_o desire_v to_o be_v absolute_a while_o their_o subject_n be_v obedient_a and_o governable_a as_o their_o subject_n have_v that_o they_o shall_v be_v so_o and_o if_o ever_o our_o king_n attempt_n to_o make_v themselves_o prince_n may_v ruin_v he_o and_o he_o may_v spare_v traitor_n life_n till_o they_o take_v away_o he_o marriage_n be_v a_o divine_a institution_n which_o contribute_v as_o much_o to_o the_o happiness_n and_o comfort_n of_o humane_a life_n as_o any_o one_o thing_n in_o this_o world_n and_o yet_o it_o may_v be_v you_o can_v name_v any_o thing_n neither_o which_o many_o time_n prove_v so_o great_a a_o plague_n and_o curse_v to_o mankind_n thus_o nonresistance_n be_v a_o great_a and_o excellent_a duty_n and_o absolute_o necessary_a to_o the_o peace_n and_o order_n and_o good_a government_n of_o the_o world_n but_o yet_o a_o bad_a prince_n may_v take_v the_o advantage_n of_o it_o to_o do_v a_o great_a deal_n of_o mischief_n and_o what_o follow_v from_o hence_o that_o nonresistance_n be_v no_o inconvenience_n on_o both_o side_n and_o consider_v which_o be_v great_a we_o may_v suffer_v great_a inconvenience_n by_o nonresistance_n when_o our_o prince_n happen_v to_o prove_v a_o tyrant_n but_o that_o some_o factious_a and_o design_v man_n shall_v misrepresent_v the_o government_n of_o their_o prince_n and_o that_o the_o giddy_a multitude_n shall_v believe_v they_o who_o be_v most_o likely_a to_o make_v a_o change_n and_o alteration_n in_o government_n a_o hereditary_a prince_n or_o the_o people_n who_o be_v fond_a of_o innovation_n while_o sovereign_n and_o irresistible_a power_n be_v in_o the_o hand_n of_o the_o prince_n it_o be_v possible_a we_o may_v sometime_o have_v a_o good_a one_o and_o then_o we_o shall_v find_v no_o inconvenience_n in_o the_o doctrine_n of_o nonresistance_n nay_o it_o be_v possible_a we_o may_v have_v a_o great_a many_o good_a prince_n for_o one_o bad_a one_o for_o monster_n be_v not_o so_o common_a as_o more_o natural_a production_n so_o that_o the_o inconvenience_n we_o may_v suffer_v by_o this_o doctrine_n will_v but_o seldom_o happen_v but_o have_v the_o people_n power_n to_o resist_v it_o be_v almost_o impossible_a that_o public_a government_n shall_v ever_o be_v quiet_a and_o secure_a for_o half_o a_o age_n together_o they_o be_v as_o unstable_a as_o the_o sea_n and_o as_o easy_o move_v with_o every_o breath_n and_o as_o outrageous_a and_o tempestuous_a too_o these_o be_v not_o some_o guess_n and_o probability_n but_o demonstration_n in_o this_o unhappy_a age_n wherein_o we_o have_v see_v all_o these_o thing_n act_v the_o conclusion_n contain_v a_o short_a dissuasive_a from_o resistance_n and_o rebellion_n have_v thus_o large_o prove_v that_o subjection_n and_o nonresistance_n be_v a_o necessary_a duty_n which_o subject_n owe_v to_o sovereign_n prince_n and_o answer_v all_o those_o objection_n which_o be_v make_v against_o it_o the_o result_n of_o all_o be_v to_o persuade_v subject_n to_o the_o practice_n
