master_n the_o same_o in_o effect_n do_v trajan_n the_o emperor_n confess_v that_o he_o be_v inferior_a to_o the_o people_n for_o when_o the_o praetor_n deliver_v he_o the_o sword_n at_o his_o inauguration_n he_o return_v it_o to_o he_o again_o with_o these_o word_n take_v this_o sword_n use_v it_o for_o i_o if_o i_o do_v that_o which_o be_v good_a but_o if_o otherwise_o against_o i_o and_o that_o so_o much_o the_o more_o because_o it_o be_v the_o more_o wicked_a for_o one_o that_o rule_v over_o all_o to_o transgress_v the_o law_n himself_o he_o be_v far_o from_o pretend_v to_o impunity_n that_o his_o person_n be_v sacred_a and_o must_v not_o be_v touch_v whatsoever_o wickedness_n he_o commit_v but_o like_o a_o wise_a man_n and_o good_a governor_n he_o resolve_v to_o do_v nothing_o worthy_a of_o punishment_n or_o if_o he_o do_v he_o submit_v himself_o to_o the_o stroke_n of_o the_o sword_n as_o much_o as_o any_o other_o person_n be_v to_o do_v and_o it_o be_v theseus_n in_o like_a manner_n a_o most_o wise_a and_o valiant_a king_n of_o the_o athenian_n acknowledge_v the_o people_n power_n to_o be_v above_o he_o and_o affirm_v yea_o glory_n in_o it_o that_o in_o athens_n the_o people_n reign_v i_o can_v quick_o tire_v both_o myself_o and_o you_o with_o testimony_n of_o this_o nature_n from_o philosopher_n orator_n and_o other_o but_o i_o know_v the_o judgement_n of_o any_o man_n be_v no_o proof_n and_o i_o have_v give_v sufficient_a proof_n from_o scripture_n and_o reason_n already_o and_o therefore_o i_o shall_v not_o fill_v up_o my_o paper_n with_o transcribe_v other_o man_n judgement_n but_o mention_v one_o or_o two_o place_n worthy_a our_o consideration_n out_o of_o the_o new_a testament_n which_o be_v the_o testimony_n of_o christ_n himself_o and_o paul_n his_o apostle_n and_o with_o a_o few_o inference_n from_o the_o whole_a close_o up_o this_o chapter_n the_o first_o be_v that_o of_o our_o saviour_n mat._n 20.25_o to_o 28._o the_o prince_n of_o the_o gentile_n exercise_v dominion_n over_o they_o and_o they_o that_o be_v great_a exercise_n authority_n over_o they_o but_o it_o shall_v not_o be_v so_o among_o you_o but_o whosoever_o will_v be_v great_a among_o you_o let_v he_o be_v your_o seavant_n and_o whosoever_o will_v be_v chief_a among_o you_o let_v he_o be_v your_o servant_n this_o text_n hold_v out_o these_o thing_n follow_v first_o that_o there_o be_v two_o great_a political_a evil_n among_o the_o gentile_n 1._o their_o prince_n lord_v it_o or_o exercise_v dominion_n over_o they_o they_o will_v not_o keep_v within_o the_o bound_n of_o their_o relation_n which_o god_n and_o nature_n have_v set_v out_o to_o governor_n to_o be_v servant_n to_o the_o people_n but_o they_o will_v be_v lord_n over_o they_o who_o servant_n they_o be_v in_o right_a and_o therefore_o it_o be_v that_o christ_n use_v the_o word_n 〈◊〉_d 〈◊〉_d 〈◊〉_d 〈◊〉_d 〈◊〉_d they_o exercise_v lordship_n against_o they_o as_o much_o as_o to_o say_v their_o lordship_n be_v against_o the_o liberty_n and_o privilege_n of_o the_o people_n against_o the_o good_a and_o benefit_n of_o they_o who_o they_o govern_v their_o prerogative_n abrogate_v the_o people_n right_n 2._o the_o great_a man_n exercise_v authority_n over_o they_o not_o the_o wise_a man_n or_o the_o good_a man_n who_o be_v best_a qualify_v for_o government_n but_o those_o who_o have_v great_a title_n and_o riches_n be_v ruler_n over_o they_o which_o be_v contrary_a to_o the_o light_n of_o nature_n which_o the_o gentile_n be_v endue_v withal_o as_o i_o have_v show_v at_o large_a under_o the_o qualification_n of_o magistrate_n governor_n be_v not_o choose_v for_o their_o virtue_n or_o goodness_n but_o for_o their_o greatness_n second_o both_o these_o evil_n be_v forbid_v among_o christian_n it_o shall_v not_o be_v so_o among_o you_o you_o that_o will_v be_v my_o follower_n shall_v not_o imitate_v the_o wicked_a manner_n of_o the_o gentile_n your_o prince_n shall_v not_o be_v lord_n over_o you_o they_o shall_v not_o exercise_v lordship_n against_o the_o liberty_n and_o privilege_n of_o their_o brethren_n but_o whosoever_o will_v be_v chief_a among_o you_o which_o must_v be_v the_o chief_a magistrate_n unless_o you_o will_v allow_v any_o other_o above_o he_o let_v he_o be_v your_o servant_n they_o that_o be_v great_a shall_v not_o exercise_v authority_n among_o you_o but_o they_o that_o be_v wise_a good_a and_o faithful_a man_n such_o as_o fear_v god_n and_o hate_n covetousness_n you_o shall_v not_o choose_v man_n to_o govern_v for_o their_o greatness_n sake_n but_o for_o their_o goodness_n object_n but_o be_v not_o this_o place_n to_o be_v understand_v only_o of_o minister_n that_o they_o be_v not_o to_o be_v lord_n over_o the_o people_n sol._n there_o be_v no_o reason_n for_o such_o a_o restriction_n for_o the_o same_o evil_n that_o be_v practise_v by_o the_o gentile_n be_v forbid_v among_o christian_n it_o shall_v not_o be_v so_o among_o you_o how_o be_v it_o among_o the_o gentile_n he_o do_v not_o say_v their_o priest_n but_o their_o prince_n lord_v it_o over_o they_o but_o it_o shall_v not_o be_v so_o among_o you_o your_o prince_n shall_v not_o do_v so_o christ_n know_v well_o enough_o that_o his_o church_n will_v increase_v and_o many_o million_o own_o his_o gospel_n and_o therefore_o careful_o lay_v down_o rule_n beforehand_o how_o the_o prince_n of_o christian_n shall_v behave_v themselves_o again_o our_o saviour_n put_v it_o in_o the_o most_o comprehensive_a term_n imaginable_a whosoever_o will_v be_v chief_a among_o you_o let_v he_o be_v your_o servant_n be_v he_o who_o he_o will_v that_o be_v chief_a he_o be_v but_o your_o servant_n at_o high_a and_o christ_n allow_v of_o a_o chief_a magistrate_n but_o the_o gospel_n know_v no_o chief_a minister_n for_o though_o paul_n say_v 2_o cor._n 11.5_o he_o be_v not_o behind_o the_o very_a chief_a of_o the_o apostle_n he_o mean_v not_o that_o any_o apostle_n be_v by_o his_o office_n above_o other_o but_o chief_a in_o labour_n and_o gift_n and_o so_o some_o may_v exceed_v other_o and_o in_o regard_n this_o precept_n be_v so_o consonant_a to_o the_o light_n of_o reason_n law_n of_o god_n and_o that_o of_o rom._n 13.4_o where_o the_o magistrate_n be_v call_v a_o servant_n to_o the_o people_n i_o wonder_v any_o shall_v go_v to_o restrain_v it_o only_o to_o minister_n it_o be_v give_v in_o such_o extensive_a universal_a term_n another_o place_n like_o to_o this_o be_v 1_o cor._n 8.5_o 6._o there_o be_v many_o that_o be_v call_v god_n and_o lord_n but_o to_o we_o there_o be_v but_o one_o god_n the_o father_n and_o one_o lord_n jesus_n christ_n as_o if_o he_o shall_v have_v say_v there_o be_v indeed_o among_o the_o heathen_n many_o god_n they_o live_v in_o idolatry_n but_o we_o christian_n own_v but_o one_o god_n many_o of_o the_o gentile_n be_v so_o vainglorious_a that_o they_o will_v have_v earthly_a lord_n but_o we_o christian_n own_v none_o for_o our_o lord_n but_o jesus_n christ_n that_o be_v no_o titular_a lord_n such_o as_o exercise_v lordship_n over_o the_o people_n 1._o then_o a_o word_n to_o chief_a magistrate_n king_n prince_n etc._n etc._n learn_v to_o know_v yourselves_o your_o place_n and_o relation_n alas_o how_o few_o of_o you_o that_o wear_v crown_n and_o sway_n sceptre_n understand_v your_o relation_n and_o he_o be_v like_a to_o rule_v well_o that_o know_v not_o his_o place_n beware_v of_o those_o flatter_a and_o covetous_a priest_n and_o lawyer_n who_o will_v say_v any_o thing_n for_o advantage_n and_o flatter_v you_o out_o of_o your_o own_o reason_n the_o word_n of_o god_n law_n of_o nature_n and_o your_o own_o reason_n if_o you_o have_v not_o lose_v it_o will_v tell_v you_o that_o you_o be_v public_a servant_n to_o the_o people_n who_o give_v you_o your_o power_n and_o pay_v you_o your_o wage_n for_o shame_n make_v no_o more_o pretence_n to_o a_o lordly_a power_n over_o the_o people_n who_o servant_n you_o be_v talk_v no_o more_o of_o your_o lordship_n unless_o you_o mean_v to_o declare_v yourselves_o tyrant_n ruler_n chief_a magistrate_n we_o own_o but_o not_o to_o be_v our_o lord_n but_o servant_n according_a to_o the_o word_n of_o god_n you_o know_v no_o other_o name_n to_o call_v the_o people_n by_o but_o subject_n the_o law_n of_o god_n will_v teach_v you_o a_o better_a name_n to_o call_v they_o brethren_n and_o not_o to_o lift_v up_o your_o heart_n in_o a_o lordly_a manner_n above_o your_o brethren_n this_o be_v the_o appellation_n david_n use_v to_o give_v the_o people_n 2_o sam._n 19.12_o and_o the_o lord_n command_v proud_a rehoboam_n
apprehend_v again_o for_o preach_v act_v 5.27_o they_o tell_v the_o ruler_n plain_o that_o they_o ought_v to_o obey_v god_n rather_o than_o they_o and_o charge_v they_o with_o the_o murder_n of_o christ_n to_o their_o face_n if_o magistrate_n command_v we_o to_o persecute_v the_o lord_n people_n to_o oppress_v the_o innocent_a to_o hale_v the_o faithful_a servant_n of_o god_n to_o prison_n to_o be_v upon_o the_o guard_n while_o they_o spill_v innocent_a blood_n to_o prevent_v any_o from_o rescue_v such_o as_o they_o intend_v to_o murder_v we_o be_v not_o to_o obey_v they_o but_o god_n 4._o we_o owe_v the_o magistrate_n no_o passive_a obedience_n or_o subjection_n in_o case_n he_o injure_v or_o oppress_v we_o if_o we_o have_v do_v that_o which_o be_v evil_a we_o be_v bind_v to_o submit_v ourselves_o to_o the_o magistrate_n as_o the_o servant_n of_o god_n and_o the_o people_n to_o execute_v wrath_n upon_o we_o but_o if_o he_o punish_v we_o for_o do_v well_o oppress_v the_o innocent_a and_o pervert_v justice_n we_o be_v not_o bind_v to_o submit_v ourselves_o to_o he_o but_o may_v lawful_o resist_v he_o which_o i_o prove_v thus_o 1._o because_o the_o law_n of_o god_n do_v not_o command_v we_o to_o be_v subject_a to_o the_o magistrate_n or_o forbid_v we_o to_o resist_v he_o if_o he_o oppress_v we_o and_o offer_v violence_n to_o we_o now_o sin_n be_v a_o transgression_n of_o the_o law_n 1_o john_n 3.4_o and_o where_o there_o be_v no_o law_n there_o be_v no_o transgression_n rom._n 4.15_o but_o all_o the_o prelate_n in_o england_n can_v produce_v any_o law_n of_o urge_v to_o prove_v the_o unlawfulness_n of_o resistance_n be_v that_o rom._n 13._o let_v we_o therefore_o take_v a_o survey_n of_o that_o place_n and_o see_v if_o there_o be_v any_o injunction_n to_o obey_v a_o unjust_a or_o oppress_a magistrate_n or_o any_o prohibition_n to_o resist_v he_o and_o true_o we_o shall_v find_v just_a as_o much_o reason_n from_o that_o place_n for_o subjection_n and_o man_n what_o a_o ridiculous_a irrational_a argument_n be_v this_o but_o to_o lay_v open_a the_o folly_n of_o this_o inference_n a_o little_a more_o plain_o and_o distinct_o 1._o the_o power_n the_o apostle_n forbid_v we_o to_o resist_v be_v the_o ordinance_n of_o god_n but_o a_o power_n to_o oppress_v or_o do_v injustice_n be_v none_o of_o god_n ordinance_n but_o the_o devil_n therefore_o we_o say_v he_o be_v a_o servant_n for_o good_a to_o his_o master_n that_o will_v rob_v he_o and_o take_v away_o his_o good_n to_o spend_v upon_o his_o lust_n and_o lay_v violent_a hand_n upon_o he_o if_o he_o shall_v reprove_v he_o because_o he_o will_v work_v sometime_o and_o keep_v other_o thief_n out_o of_o the_o house_n he_o be_v a_o servant_n for_o good_a that_o fulfil_v his_o relation_n and_o perform_v the_o duty_n of_o a_o servant_n and_o so_o it_o be_v concern_v the_o magistrate_n if_o he_o do_v that_o good_a which_o a_o public_a servant_n to_o the_o people_n be_v bind_v to_o do_v he_o be_v a_o servant_n to_o they_o for_o good_n if_o he_o oppress_v enslave_v impoverish_v persecute_v they_o though_o he_o may_v do_v some_o good_a yet_o he_o be_v not_o a_o servant_n to_o they_o for_o good_a and_o they_o owe_v he_o no_o subjection_n a_o oppress_a magistrate_n neither_o keep_v his_o relation_n of_o a_o servant_n to_o the_o people_n nor_o answer_v the_o end_n for_o which_o he_o be_v make_v their_o good_a but_o make_v himself_o their_o lord_n and_o seek_v their_o hurt_n and_o the_o little_a good_a he_o do_v do_v not_o compensate_a for_o the_o great_a evil._n we_o be_v command_v to_o be_v subject_a to_o the_o magistrate_n not_o because_o of_o some_o good_a he_o do_v but_o because_o he_o be_v a_o servant_n to_o we_o for_o good_a indefinite_o that_o be_v all_o the_o good_a which_o his_o office_n enjoin_v he_o to_o do_v we_o 5._o the_o apostle_n give_v this_o reason_n why_o we_o shall_v not_o resist_v the_o magistrate_n because_o we_o need_v not_o fear_v he_o if_o we_o do_v well_o but_o shall_v have_v praise_n of_o he_o vers_n 3._o now_o though_o a_o tyrant_n may_v possible_o do_v some_o good_a yet_o we_o can_v have_v praise_n of_o he_o when_o we_o do_v well_o nay_o we_o carry_v our_o liberty_n and_o life_n in_o our_o hand_n when_o we_o go_v about_o the_o best_a duty_n we_o can_v meet_v together_o to_o serve_v god_n as_o he_o have_v command_v we_o but_o we_o be_v in_o danger_n of_o the_o loss_n of_o our_o liberty_n livelihood_n nay_o and_o live_v also_o for_o many_o have_v catch_v their_o death_n in_o prison_n of_o late_a therefore_o this_o pretence_n of_o some_o good_a be_v but_o a_o mere_a airy_a notion_n instead_o of_o a_o argument_n 6._o and_o last_o the_o apostle_n give_v this_o for_o the_o reason_n why_o we_o be_v to_o be_v subject_a to_o magistrate_n and_o pay_v they_o tribute_n because_o they_o continual_o attend_v upon_o this_o thing_n that_o be_v do_v justice_n and_o seek_v our_o good_a vers_fw-la 6._o not_o because_o we_o receive_v some_o good_a from_o they_o as_o the_o pretender_n affirm_v but_o because_o they_o make_v it_o their_o work_n and_o continual_a endeavour_n to_o do_v we_o good_a assidue_fw-la incumbentes_fw-la some_o render_v it_o but_o i_o suppose_v it_o may_v better_o be_v render_v fortiter_fw-la instantes_fw-la the_o word_n denote_v vehement_a perseverance_n they_o put_v all_o their_o might_n and_o strength_n constant_o to_o the_o performance_n of_o their_o duty_n but_o be_v that_o neglect_v the_o great_a part_n of_o his_o duty_n and_o be_v careless_a in_o his_o office_n or_o continual_o oppress_v we_o though_o he_o may_v possible_o do_v some_o good_a have_v no_o right_a to_o subjection_n or_o tribute_n from_o the_o people_n so_o that_o you_o see_v plain_o what_o kind_n of_o power_n god_n have_v forbid_v we_o to_o resist_v and_o what_o ruler_n he_o have_v command_v we_o to_o be_v subject_a unto_o a_o power_n that_o be_v just_a rational_a and_o profitable_a to_o we_o but_o a_o unjust_a arbitrary_a tyrannical_a or_o oppressive_a power_n he_o have_v not_o command_v we_o to_o be_v subject_a unto_o ruler_n magistrate_n that_o execute_v justice_n punish_v evil_a doer_n praise_v they_o that_o do_v well_o and_o be_v servant_n to_o we_o for_o good_a we_o must_v needs_o be_v subject_a unto_o for_o conscience_n sake_n but_o no_o command_n to_o submit_v to_o tyrant_n or_o oppressor_n the_o same_o answer_n be_v to_o be_v make_v to_o that_o in_o 1_o pet._n 2.13_o 14._o that_o though_o the_o apostle_n command_v we_o to_o submit_v to_o such_o governor_n as_o be_v send_v for_o the_o punishment_n of_o evil_a doer_n and_o praise_n of_o they_o that_o do_v well_o yet_o he_o do_v not_o command_v we_o to_o submit_v to_o such_o as_o punish_v we_o for_o do_v well_o or_o oppress_v we_o and_o so_o we_o be_v to_o understand_v all_o other_o scripture_n that_o speak_v of_o obedience_n and_o subjection_n to_o magistrate_n they_o mean_v righteous_a magistrate_n not_o oppressor_n 2._o a_o second_o argument_n to_o prove_v that_o we_o owe_v the_o magistrate_n no_o passive_a obedience_n in_o case_n of_o tyranny_n or_o oppression_n but_o may_v lawful_o resist_v he_o be_v this_o that_o which_o the_o law_n of_o nature_n teach_v all_o man_n to_o do_v can_v be_v unlawful_a but_o nature_n teach_v to_o resist_v all_o that_o come_v to_o oppress_v or_o injure_v we_o as_o well_o the_o magistrate_n as_o other_o therefore_o it_o can_v be_v unlawful_a if_o a_o magistrate_n shall_v offer_v violence_n to_o any_o woman_n chastity_n and_o unless_o she_o shall_v yield_v her_o body_n to_o he_o threaten_v to_o kill_v she_o will_v not_o nature_n itself_o teach_v she_o to_o resist_v he_o and_o defend_v herself_o if_o she_o can_v if_o a_o magistrate_n who_o ought_v to_o protect_v i_o and_o my_o relation_n will_v come_v to_o murder_v my_o wife_n and_o child_n do_v not_o nature_n command_v i_o to_o defend_v they_o and_o resist_v he_o nature_n teach_v all_o creature_n to_o resist_v injury_n and_o defend_v themselves_o one_o way_n or_o other_o and_o who_o will_v be_v so_o childish_a as_o to_o affirm_v that_o reason_n teach_v man_n to_o lay_v aside_o self-defence_n and_o suffer_v other_o to_o destroy_v we_o under_o a_o pretence_n of_o authority_n if_o we_o consult_v with_o reason_n it_o will_v tell_v we_o that_o the_o wickedness_n of_o a_o magistrate_n in_o oppress_v we_o who_o be_v our_o servant_n to_o protect_v we_o be_v far_o
