and_o slowness_n and_o partiality_n do_v they_o proceed_v therein_o and_o what_o impediment_n do_v they_o who_o be_v not_o diligent_a cast_v in_o the_o way_n of_o other_o who_o be_v more_o diligent_a and_o faithful_a and_o zealous_a in_o follow_v of_o the_o duty_n by_o which_o it_o come_v to_o pass_v that_o little_o can_v be_v get_v do_v in_o that_o matter_n and_o what_o be_v do_v be_v not_o only_o loadn_v with_o imputation_n and_o reproach_n but_o also_o be_v for_o most_o part_n make_v ineffectual_a the_o person_n appoint_v to_o be_v remove_v be_v either_o keep_v still_o or_o short_o thereafter_o be_v bring_v again_o to_o their_o own_o or_o some_o other_o place_n or_o else_o as_o evil_a be_v put_v in_o their_o place_n nay_o after_o the_o defeat_n at_o dumbar_n these_o duty_n come_v not_o only_o to_o be_v neglect_v but_o what_o former_o have_v be_v get_v do_v therein_o be_v look_v and_o cry_v out_o upon_o as_o the_o cause_n of_o the_o ruin_n of_o the_o army_n and_o therefore_o not_o only_o these_o who_o have_v be_v former_o purge_v but_o all_o other_o how_o malignant_a and_o loose_a soever_o be_v bring_v to_o the_o judicatories_n and_o army_n and_o what_o have_v understanding_n and_o more_o full_a and_o clear_a discovery_n of_o this_o sin_n we_o will_v consider_v these_o thing_n which_o be_v set_v down_o by_o the_o general_n assembly_n of_o this_o kirk_n in_o their_o declaration_n of_o the_o date_n july_n 27_o 1649._o to_o wit_n that_o as_o magistrate_n and_o their_o power_n be_v ordain_v of_o god_n so_o be_v they_o in_o the_o exercise_n thereof_o not_o to_o walk_v according_a to_o their_o own_o will_n but_o according_a to_o the_o law_n of_o equity_n and_o righteousness_n as_o be_v the_o minister_n of_o god_n for_o the_o safety_n of_o his_o people_n shall_v abolish_v and_o gainstand_v all_o false_a religion_n contrary_a to_o the_o same_o and_o shall_v rule_v the_o people_n of_o god_n commit_v to_o their_o charge_n according_a to_o the_o will_n
