the_o form_n of_o government_n yet_o in_o all_o this_o the_o community_n may_v continue_v and_o never_o be_v like_o a_o subject_a matter_n without_o any_o form_n but_o the_o government_n may_v be_v the_o same_o and_o the_o governor_n only_o alter_v nay_o the_o constitution_n may_v stand_v firm_a and_o the_o administration_n only_o vary_v or_o if_o the_o the_o form_n be_v change_v yet_o the_o
