by_o way_n of_o bill_n and_o they_o have_v power_n respective_o of_o accept_v or_o refuse_v and_o there_o be_v no_o breach_n of_o privilege_n in_o all_o this_o but_o this_o easy_a answer_n come_v not_o home_n for_o how_o my_o lord_n understand_v this_o objection_n i_o know_v not_o it_o seem_v as_o if_o it_o do_v reach_v only_o to_o the_o external_a breach_n of_o some_o privilege_n but_o i_o conceive_v they_o which_o make_v the_o objection_n mean_v much_o more_o as_o namely_o that_o by_o this_o bill_n there_o be_v a_o aim_n in_o the_o commons_o to_o weaken_v the_o lord_n house_n and_o by_o make_v their_o vote_n few_o to_o be_v the_o better_a able_a to_o work_v they_o to_o their_o own_o end_n in_o future_a business_n so_o the_o argument_n be_v of_o equal_a if_o not_o great_a strength_n against_o the_o lord_n yield_v to_o the_o bill_n to_o the_o jufringement_n of_o their_o own_o strength_n than_o to_o the_o commons_o propose_v it_o and_o there_o be_v no_o doubt_n but_o that_o the_o commons_o may_v propose_v their_o bill_n without_o breach_n of_o privilege_n but_o whether_o the_o lord_n may_v grant_v it_o without_o impair_n their_o own_o strength_n i_o leave_v the_o of_o they_o carry_v themselves_o with_o so_o much_o scorn_n and_o insolency_n towards_o their_o prince_n even_o with_o almost_o as_o much_o as_o this_o lord_n and_o his_o faction_n carry_v themselves_o at_o this_o day_n towards_o their_o mild_a and_o gracious_a king_n and_o the_o reason_n be_v a_o true_a one_o it_o be_v their_o dependency_n upon_o the_o pope_n and_o their_o foot_n which_o thereby_o they_o have_v to_o subsist_v out_o of_o the_o land_n which_o may_v and_o i_o hope_v will_v be_v a_o sufficient_a warning_n to_o his_o majesty_n and_o his_o successor_n never_o to_o inconvenience_n by_o bishop_n sit_v in_o the_o house_n of_o parliament_n be_v no_o less_o prejudicial_a to_o the_o kingdom_n where_o first_o i_o observe_v that_o this_o lord_n account_v the_o pope_n not_o hereditary_a but_o by_o annexation_n of_o a_o barony_n to_o their_o office_n and_o depend_v upon_o it_o so_o that_o they_o may_v be_v deprive_v of_o their_o office_n and_o thereby_o of_o their_o place_n at_o the_o king_n pleasure_n first_o i_o believe_v the_o bishop_n give_v their_o vote_n in_o parliament_n as_o free_o to_o their_o conscience_n and_o judgement_n as_o this_o lord_n or_o any_o parliament_n depend_v on_o their_o barony_n their_o barony_n on_o their_o office_n and_o if_o they_o be_v deprive_v of_o their_o office_n both_o barony_n and_o seat_n in_o parliament_n be_v go_v but_o i_o hope_v my_o lord_n will_v not_o say_v we_o live_v under_o a_o tyrant_n and_o then_o i_o will_v say_v bishop_n be_v not_o deprivable_a of_o their_o office_n and_o consequent_o not_o of_o the_o ease_n be_v next_o compass_v now_o the_o bishop_n be_v thrust_v out_o both_o because_o there_o be_v few_o in_o the_o lord_n house_n to_o help_v to_o cast_v out_o such_o a_o bill_n and_o because_o the_o commons_o house_n which_o will_v willing_o receive_v the_o lord_n in_o among_o they_o will_v never_o admit_v the_o bishop_n into_o their_o house_n so_o that_o both_o way_n this_o be_v make_v far_o more_o easy_a to_o pass_v and_o shall_v this_o happen_v i_o will_v fain_o know_v of_o this_o lord_n wherein_o this_o objection_n will_v fail_v that_o they_o may_v the_o next_o time_n remove_v the_o baron_n and_o the_o earl_n not_o remove_v they_o from_o make_v law_n as_o his_o lordship_n speak_v of_o it_o but_o remove_v they_o into_o the_o house_n of_o commons_o where_o their_o vote_n shall_v be_v swallow_v up_o among_o the_o many_o and_o may_v be_v quite_o overmaster_v though_o they_o shall_v not_o all_o agree_v and_o vote_n one_o way_n for_o then_o the_o mean_a commoner_n in_o that_o house_n will_v have_v his_o vote_n as_o great_a as_o the_o great_a earl_n whereas_o now_o in_o their_o own_o house_n be_v distinct_a though_o all_o the_o house_n of_o commons_o agree_v upon_o a_o bill_n or_o any_o thing_n else_o the_o lord_n may_v if_o they_o see_v reason_n alter_v or_o reject_v it_o so_o that_o if_o hereafter_o they_o be_v reduce_v to_o one_o house_n i_o make_v no_o of_o the_o two_o which_o his_o lordship_n say_v be_v strong_a and_o 5._o the_o other_o objection_n be_v this_o that_o this_o bill_n alter_v the_o foundation_n of_o this_o house_n and_o innovation_n which_o shake_v foundation_n be_v dangerous_a and_o true_o this_o objection_n seem_v to_o i_o very_o strong_a but_o perhaps_o that_o be_v by_o reason_n of_o my_o weakness_n for_o my_o lord_n tell_v we_o before_o that_o it_o be_v capable_a of_o a_o satisfactory_a answer_n and_o here_o his_o lordship_n give_v two_o for_o fail_v i_o answer_v first_o that_o if_o there_o shall_v be_v a_o error_n in_o the_o foundation_n when_o it_o shall_v be_v find_v and_o the_o master-builder_n be_v meet_v together_o they_o may_v nay_o they_o ought_v rather_o to_o amend_v it_o than_o to_o suffer_v it_o to_o run_v on_o still_o to_o the_o prejudice_n and_o danger_n of_o the_o whole_a structure_n this_o answer_n whatever_o this_o lord_n think_v of_o it_o be_v not_o satisfactory_a and_o the_o thing_n will_v be_v full_a of_o danger_n whensoever_o it_o shall_v be_v put_v to_o trial_n for_o foundation_n be_v seldom_o meddle_v withal_o but_o with_o great_a hazard_n and_o a_o fundamental_a error_n in_o a_o kingdom_n be_v bear_v with_o more_o safety_n to_o the_o whole_a than_o it_o can_v be_v take_v away_o and_o this_o happen_v partly_o because_o among_o the_o many_o subject_n of_o a_o kingdom_n there_o be_v different_a judgement_n and_o as_o different_a affection_n whence_o it_o follow_v that_o all_o man_n be_v not_o of_o opinion_n that_o that_o which_o be_v call_v a_o error_n in_o the_o
