a_o humble_a address_n with_o some_o proposal_n for_o the_o future_a prevent_v of_o the_o decrease_v of_o the_o inhabitant_n of_o this_o realm_n with_o allowance_n ro._n l'estange_n london_n print_v in_o the_o year_n 1677._o proposal_n for_o the_o future_a prevent_n of_o the_o decrease_v of_o the_o inhabitant_n of_o this_o realm_n first_o it_o be_v most_o evident_a that_o this_o island_n be_v so_o fertile_a and_o so_o productive_a of_o all_o sort_n of_o corn_n flesh_n and_o fish_n and_o all_o other_o thing_n necessary_a for_o the_o maintenance_n of_o its_o inhabitant_n that_o it_o can_v maintain_v thousand_o more_o than_o it_o be_v now_o people_v withal_o it_o be_v also_o productive_a of_o many_o merchantable_a and_o staple_n commodity_n about_o which_o many_o thousand_o may_v be_v employ_v more_o than_o be_v or_o more_o than_o there_o be_v of_o the_o ordinary_a rank_n of_o people_n in_o the_o nation_n these_o thing_n be_v so_o true_a that_o there_o need_v no_o argument_n to_o confirm_v they_o second_o it_o be_v beyond_o all_o question_n that_o the_o strength_n of_o the_o king_n and_o kingdom_n both_o in_o peace_n and_o war_n consist_v in_o the_o multitude_n of_o its_o inhabitant_n and_o that_o the_o riches_n and_o poverty_n of_o a_o nation_n have_v their_o rise_n and_o original_n from_o the_o number_n or_o paucity_n of_o they_o and_o by_o the_o same_o cause_v a_o nation_n be_v render_v either_o considerable_a or_o inconsiderable_a among_o its_o neighbour_n as_o to_o alliance_n etc._n etc._n so_o that_o it_o seem_v to_o be_v a_o affair_n of_o the_o chief_a concernment_n to_o prevent_v the_o decrease_n of_o the_o inhabitant_n of_o our_o nation_n and_o to_o propose_v a_o certain_a and_o undeniable_a method_n how_o such_o a_o public_a mischief_n may_v be_v remedy_v which_o i_o shall_v endeavour_v brief_o none_o then_o that_o understand_v the_o constitution_n of_o this_o nation_n can_v deny_v but_o it_o be_v polity_n fundamental_a law_n and_o government_n be_v as_o just_a and_o convenient_a as_o any_o in_o the_o world_n notwithstanding_o in_o every_o age_n there_o be_v a_o necessity_n of_o abrogate_a old_a and_o establish_v new_a law_n the_o reason_n of_o some_o cease_n and_o new_a public_a inconvenience_n happen_v which_o it_o be_v necessary_a to_o obviate_v by_o new_a law_n now_o with_o all_o those_o penal_a law_n make_v against_o the_o most_o capital_a crime_n viz._n such_o as_o felony_n burglary_n and_o murder_n itself_o the_o king_n by_o his_o prorogative_n have_v a_o power_n to_o dispense_v either_o whole_o by_o acquit_v the_o offender_n from_o punishment_n or_o by_o commutation_n of_o the_o great_a punishment_n into_o a_o less_o nay_o the_o law_n itself_o do_v daily_o admit_v such_o a_o commutation_n by_o inflict_v the_o burn_a in_o the_o hand_n upon_o the_o easy_a term_n of_o read_v a_o verse_n in_o the_o bible_n on_o these_o who_o according_a to_o the_o rigour_n of_o it_o be_v to_o lose_v their_o life_n and_o these_o criminall_n be_v thus_o acquit_v either_o by_o the_o king_n clemency_n or_o the_o law_n may_v return_v to_o their_o former_a employ_v or_o undertake_v any_o other_o lawful_a call_n without_o any_o obstacle_n or_o impediment_n but_o let_v it_o be_v suppose_v that_o a_o malefactor_n be_v find_v guilty_a of_o some_o capital_a crime_n viz._n murder_n treason_n etc._n etc._n which_o the_o king_n will_v not_o pardon_v nor_o the_o law_n admit_v any_o commutation_n for_o but_o condemn_v he_o to_o the_o most_o ignominous_a death_n yet_o this_o person_n be_v in_o a_o better_a and_o more_o desirable_a condition_n than_o that_o to_o which_o the_o severity_n and_o cruelty_n of_o some_o inexorable_a man_n oftentimes_o reduce_v their_o fellow-subject_n who_o misery_n according_a to_o some_o present_a law_n it_o be_v not_o in_o the_o king_n power_n to_o relieve_v although_o at_o such_o a_o time_n when_o the_o king_n and_o nation_n stand_v in_o great_a need_n of_o their_o help_n and_o assistance_n to_o manifest_v this_o be_v not_o difficult_a from_o the_o frequent_a instance_n and_o example_n of_o those_o who_o we_o every_o day_n see_v deprive_v of_o liberty_n cast_v into_o prison_n where_o they_o be_v force_v to_o live_v under_o all_o the_o circumstance_n of_o misery_n and_o want_n and_o that_o irrecoverable_o for_o some_o small_a and_o trifle_a debt_n which_o their_o poverty_n to_o which_o it_o may_v be_v they_o be_v reduce_v by_o divine_a providence_n not_o dishonesty_n be_v the_o cause_n of_o not_o pay_v now_o the_o terror_n of_o these_o suffering_n more_o dreadful_a to_o a_o generous_a spirit_n than_o the_o severe_a death_n be_v one_o of_o the_o principal_a reason_n of_o draw_v great_a number_n of_o people_n out_o of_o this_o realm_n first_o if_o we_o consider_v the_o seaman_n than_o who_o there_o be_v no_o rank_n of_o man_n more_o beneficial_a nor_o necessary_a for_o england_n be_v a_o island_n the_o humour_n and_o inclination_n of_o these_o man_n be_v to_o be_v liberal_a yea_o even_o prodigal_a in_o their_o expense_n so_o long_o as_o the_o stock_n of_o their_o wage_n last_o that_o be_v consume_v they_o venture_v further_o upon_o their_o credit_n in_o hope_n of_o a_o succeed_a employ_v of_o which_o probable_o fail_v long_o than_o they_o do_v suppose_v and_o be_v incapable_a of_o pay_v their_o impatient_a creditor_n from_o who_o they_o constant_o fear_v the_o severity_n of_o a_o prison_n they_o betake_v themselves_o to_o some_o foreign_a nation_n as_o france_n holland_n etc._n etc._n who_o be_v always_o ready_a to_o entertain_v such_o useful_a person_n where_o they_o fix_v and_o never_o more_o to_o venture_v into_o england_n nor_o have_v any_o desire_n for_o their_o native_a country_n probable_o have_v more_o strong_a engagement_n of_o wife_n and_o child_n to_o oblige_v they_o to_o another_o nation_n second_o the_o artificer_n or_o handicraftsman_n do_v oftentimes_o either_o by_o mispend_v what_o they_o acquire_v by_o their_o labour_n or_o by_o providence_n fall_v into_o penury_n and_o want_n and_o prove_v engage_v in_o debt_n which_o they_o have_v no_o prospect_n of_o pay_v and_o therefore_o evident_o discern_v that_o the_o misery_n of_o a_o prison_n must_v be_v their_o portion_n out_o of_o which_o be_v once_o confine_v to_o it_o they_o see_v no_o possibility_n of_o be_v rescue_v their_o next_o resolution_n therefore_o be_v to_o leave_v their_o country_n there_o be_v no_o other_o way_n by_o which_o they_o can_v evade_v those_o danger_n and_o preserve_v their_o liberty_n and_o to_o give_v themselves_o a_o encouragement_n to_o prosecute_v those_o resolve_n they_o consider_v their_o art_n and_o labour_n will_v procure_v they_o as_o plentiful_a a_o subsistence_n abroad_o as_o at_o home_n three_o the_o next_o that_o fall_v into_o calamity_n various_a way_n be_v farmer_n who_o notwithstanding_o their_o care_n and_o indesty_n either_o by_o the_o smallness_n of_o their_o crop_n the_o loss_n of_o their_o stock_n or_o hard_a bargain_n to_o which_o their_o ignorance_n betray_v they_o be_v frequent_o disenable_v to_o satisfy_v their_o landlord_n which_o though_o sometime_o they_o prove_v charitable_a and_o generous_a person_n and_o cosider_v the_o undo_v condition_n of_o their_o distress_a tenant_n yet_o oftentimes_o may_v prove_v man_n of_o much_o inhumanity_n and_o will_v accept_v no_o satisfaction_n beside_o the_o ruin_n of_o their_o miserable_a debtor_n which_o severity_n put_v many_o countryman_n the_o want_n of_o who_o cause_v such_o large_a tract_n of_o ground_n to_o lie_v unoccupyed_n in_o england_n to_o try_v their_o future_a fortune_n in_o remote_a part_n fourtht_o the_o last_o sort_n of_o man_n i_o shall_v instance_n be_v merchant_n and_o tradesman_n many_o of_o which_o do_v suffer_v great_a loss_n both_o by_o sea_n and_o land_n than_o any_o other_o and_o this_o be_v so_o incident_a to_o their_o very_a employ_v that_o few_o can_v pretend_v a_o exemption_n sometime_o their_o loss_n be_v so_o very_o great_a that_o they_o be_v altogether_o incapable_a with_o their_o small_a remainder_n to_o make_v any_o proportionable_a satisfaction_n therefore_o nature_n herself_o who_o first_o law_n be_v self-preservation_n from_o misery_n instruct_v these_o man_n rather_o than_o submit_v to_o the_o cruelty_n that_o some_o unrealed_a law_n enable_v unmerciful_a creditor_n to_o inflict_v on_o they_o to_o secure_v themselves_o by_o fly_v their_o country_n from_o all_o this_o it_o must_v be_v evident_a to_o any_o unprejudiced_a person_n that_o so_o many_o leave_v this_o nation_n for_o fear_n of_o be_v imprison_v during_o their_o life_n for_o debt_n which_o frequent_o providence_n and_o not_o unthriftiness_n have_v bring_v upon_o they_o and_o the_o irrecoverable_a confinement_n of_o such_o multitude_n to_o prison_n be_v the_o chief_a reason_n of_o draw_v people_n out_o of_o england_n those_o who_o escape_n be_v ordinary_o follow_v by_o their_o family_n the_o confinement_n of_o those_o who_o be_v imprison_v deprive_v the_o kingdom_n of_o themselves_o and_o prove_v the_o
utter_a destruction_n of_o their_o family_n so_o that_o those_o who_o upon_o this_o account_n leave_v the_o land_n and_o those_o who_o be_v as_o it_o be_v bury_v alive_a in_o prison_n by_o the_o most_o moderate_a computation_n do_v not_o amount_v to_o so_o few_o these_o twenty_o year_n last_o pass_v as_o ten_o thousand_o person_n one_o year_n with_o another_o which_o in_o that_o duration_n of_o time_n amount_v to_o two_o hundred_o thousand_o beside_o that_o increase_n which_o may_v be_v reasonable_o expect_v from_o such_o a_o multitude_n now_o for_o the_o prevent_n of_o this_o great_a inconvenience_n and_o mischief_n for_o the_o future_a these_o thing_n be_v most_o humble_o propose_v first_o that_o some_o day_n may_v be_v set_v apart_o every_o term_n at_o westminster_n and_o at_o the_o assize_n in_o every_o county_n of_o which_o public_a notice_n may_v before_o be_v give_v upon_o which_o day_n the_o keeper_n of_o all_o prison_n shall_v be_v oblige_v to_o bring_v all_o the_o prisoner_n confine_v for_o debt_n either_o to_o westminster-hall_n if_o they_o be_v within_o the_o city_n of_o london_n or_o westminster_n or_o county_n of_o middlesex_n or_o to_o the_o respective_a assize_n and_o whatsoever_o prisoner_n will_v give_v a_o true_a and_o just_a account_n of_o all_o his_o estate_n both_o personal_a and_o real_a upon_o oath_n and_o assign_v it_o to_o his_o creditor_n or_o other_o trustee_n for_o their_o use_n and_o payment_n of_o debt_n as_o far_o as_o it_o will_v amount_v shall_v be_v immediate_o discharge_v or_o if_o any_o prisoner_n shall_v upon_o oath_n in_o any_o of_o those_o place_n mention_v before_o the_o honourable_a judge_n declare_v himself_o not_o to_o have_v any_o thing_n leave_v to_o the_o value_n of_o then_o to_o be_v discharge_v from_o prison_n and_o from_o his_o debt_n the_o like_a power_n may_v also_o be_v confer_v upon_o the_o justice_n at_o the_o quarter-session_n second_o there_o be_v yet_o in_o force_n and_o unrepealed_a certain_a ancient_a law_n which_o make_v merchant_n shopkeeper_n grazier_n and_o all_o such_o who_o employment_n consist_v in_o buy_v and_o selling_n bankrupt_n upon_o sundry_a account_n and_o for_o diverse_a reason_n contain_v in_o those_o statute-law_n which_o be_v of_o very_o good_a use_n at_o that_o time_n when_o enact_v and_o will_v not_o want_v their_o conveniency_n now_o be_v they_o right_o and_o according_a to_o their_o first_o intendment_n use_v but_o many_o of_o this_o age_n be_v grow_v so_o cruel_a and_o unreasonable_a that_o no_o former_a time_n can_v parallel_v they_o by_o which_o inhuman_a cause_n they_o bring_v no_o advantage_n to_o themselves_o but_o ruin_n to_o the_o person_n they_o prosecute_v and_o be_v the_o cause_n of_o a_o certain_a damage_n to_o the_o public_a in_o those_o ancient_a and_o more_o charitable_a time_n when_o those_o statute_n be_v make_v if_o the_o debtor_n be_v under_o such_o circumstance_n that_o he_o can_v not_o by_o give_v all_o he_o have_v satisfy_v his_o creditor_n they_o do_v willing_o accept_v of_o what_o he_o have_v and_o he_o be_v set_v at_o liberty_n and_o free_v from_o all_o confinement_n and_o have_v some_o small_a portion_n of_o his_o estate_n return_v as_o a_o fund_z upon_o which_o he_o may_v build_v his_o future_a fortune_n in_o this_o our_o age_n if_o those_o statute_n be_v make_v use_n of_o against_o the_o most_o just_a and_o honest_a person_n though_o some_o nay_o most_o of_o his_o creditor_n be_v so_o kind_a and_o merciful_a to_o be_v content_v with_o the_o debtor_n estate_n proportionable_o to_o be_v divide_v among_o they_o yet_o if_o he_o prove_v so_o unfortunate_a as_o to_o be_v engage_v to_o one_o who_o be_v of_o a_o cruel_a and_o uncharitable_a disposition_n who_o have_v for_o any_o pretend_a cause_n take_v up_o a_o malicious_a pique_n against_o he_o the_o kindness_n of_o the_o other_o can_v be_v no_o advantage_n to_o he_o neither_o be_v there_o any_o possible_a mean_n to_o secure_v service_n and_o advantage_n they_o may_v have_v expect_v from_o whole_a family_n to_o this_o may_v be_v add_v what_o have_v frequent_o happen_v that_o many_o have_v voluntary_o offer_v their_o out_o of_o it_o for_o the_o obtain_v the_o statute_n against_o they_o and_o the_o ill_a disposal_n which_o be_v make_v of_o the_o rest_n have_v be_v so_o diminish_v that_o it_o can_v not_o afford_v two_o shilling_n in_o the_o pound_n in_o order_n therefore_o to_o prevent_v alt_z these_o mention_a inconvenience_n both_o to_o the_o public_a and_o particular_a person_n it_o be_v humble_o propose_v man_n of_o honest_a principle_n may_v by_o this_o mean_n get_v the_o remainder_n of_o their_o debt_n which_o his_o estate_n can_v not_o pay_v and_o this_o have_v be_v the_o practice_n of_o former_a age_n and_o be_v make_v use_n of_o in_o most_o nation_n so_o that_o if_o we_o look_v through_o christendom_n we_o shall_v scarce_o find_v that_o the_o law_n of_o any_o place_n confine_v man_n to_o a_o
