government_n i_o find_v no_o mention_n of_o in_o scripture_n but_o contrary_o the_o church_n of_o judaea_n galatia_n etc._n etc._n or_o any_o other_o country_n where_o there_o be_v many_o be_v always_o mention_v in_o the_o plural_a number_n and_o never_o call_v one_o church_n §_o 6._o yet_o will_v we_o quarrel_v with_o no_o man_n about_o mere_a name_n or_o word_n if_o by_o a_fw-la national_a churchy_n â—_z be_v mean_v any_o of_o these_o follow_v we_o acknowledge_v that_o there_o be_v such_o a_o thing_n 1._o if_o all_o the_o particular_a church_n in_o a_o nation_n do_v necessary_a and_o the_o assembly_n to_o be_v maintain_v and_o for_o unity_n sake_n obey_v in_o thing_n lawful_a and_o though_o scripture_n call_v not_o such_o national_a association_n by_o the_o name_n of_o a_o church_n in_o the_o singular_a number_n yet_o we_o shall_v leave_v man_n to_o their_o liberty_n in_o such_o name_n if_o all_o the_o schoolmaster_n in_o england_n shall_v hold_v be_v these_o considerable_a point_n employ_v and_o express_v 1._o that_o it_o be_v not_o unfit_a to_o have_v form_n by_o the_o common_a agreement_n of_o the_o pastor_n to_o be_v use_v when_o its_o meet_a as_o be_v before_o and_o after_o express_v there_o be_v few_o nation_n in_o the_o world_n so_o well_o provide_v for_o with_o able_a minister_n but_o that_o some_o place_n must_v be_v supply_v with_o man_n that_o have_v need_n of_o form_n of_o prayer_n if_o not_o of_o preach_v compose_v by_o other_o and_o therefore_o it_o be_v fit_a that_o such_o shall_v have_v form_n that_o be_v agree_v on_o by_o all_o and_o therefore_o i_o doubt_v not_o but_o when_o we_o come_v new_o out_o of_o popery_n and_o have_v not_o a_o full_a supply_n of_o preacher_n it_o be_v a_o wise_a and_o lawful_a course_n to_o compose_v a_o common_a form_n of_o prayer_n for_o 1._o it_o will_v be_v the_o sure_a way_n to_o keep_v out_o unsoundness_n and_o abusive_a passage_n when_o nothing_o be_v allow_v as_o a_o public_a form_n but_o what_o have_v obtain_v the_o common_a consent_n 2._o it_o will_v be_v the_o way_n of_o full_a concord_n when_o form_n be_v necessary_a there_o be_v more_o of_o concord_n in_o it_o to_o have_v one_o â—that_o be_v approve_v sound_n then_o to_o have_v as_o many_o as_o man_n please_v 3_o the_o church_n may_v the_o better_o know_v who_o to_o hold_v communion_n with_o in_o prayer_n though_o the_o pastor_n may_v be_v unable_a to_o pray_v without_o form_n when_o they_o know_v the_o substance_n of_o their_o prayer_n 4._o the_o magistrate_n may_v the_o better_a do_v his_o duty_n and_o be_v responsible_a for_o the_o service_n that_o be_v offer_v to_o god_n even_o by_o the_o weak_a pastor_n and_o see_v that_o god_n name_n be_v not_o abuse_v it_o be_v therefore_o desirable_a that_o a_o common_a liturgy_n be_v extant_a 2._o and_o for_o the_o use_n of_o it_o let_v these_o rule_n contain_v in_o the_o proposition_n be_v observe_v 1._o â—et_o no_o man_n be_v ordain_v a_o minister_n that_o be_v not_o able_a to_o pray_v without_o a_o form_n in_o such_o a_o manner_n as_o be_v not_o dishonourable_a to_o the_o worship_n of_o god_n unless_o the_o necessity_n of_o the_o church_n shall_v require_v it_o all_o friend_n of_o the_o church_n will_v agree_v to_o this_o that_o the_o church_n have_v the_o able_a pastor_n that_o can_v be_v get_v 2._o but_o because_o it_o be_v not_o to_o be_v hope_v for_o that_o all_o the_o church_n can_v be_v thus_o supply_v at_o least_o in_o haste_n if_o the_o orâ—â—iners_n or_o approver_n shall_v appoint_v any_o to_o the_o indifferent_a circumstance_n 2._o they_o will_v be_v hereby_o induce_v to_o uncharitable_a censure_n of_o other_o church_n or_o person_n that_o think_v otherwise_o or_o disuse_n those_o custom_n 3._o they_o will_v be_v strong_o induce_v to_o rebel_v against_o their_o magistrate_n and_o pastor_n if_o they_o shall_v judge_v it_o meet_v to_o change_v those_o custom_n 4._o they_o will_v turn_v that_o stream_n of_o their_o zeal_n for_o these_o indifferent_a thing_n that_o shall_v be_v lay_v out_o on_o the_o matter_n of_o necessity_n and_o perhaps_o in_o vain_a will_v they_o worship_v god_n by_o a_o outside_n hypocritical_a worship_n while_o they_o thus_o take_v up_o with_o man_n tradition_n 5._o they_o will_v forsake_v god_n own_o ordinance_n when_o they_o can_v have_v they_o clothe_v with_o their_o desire_a mode_n all_o this_o we_o see_v in_o our_o day_n at_o home_n the_o most_o ignorant_a and_o ungodly_a do_v by_o hundred_o and_o thousand_o reject_v church_n discipline_n and_o sacrament_n and_o many_o of_o they_o the_o prayer_n and_o assembly_n themselves_o because_o they_o have_v not_o the_o common_a prayer_n or_o because_o the_o church_n kneel_v not_o at_o the_o lord_n supper_n in_o the_o act_n of_o receive_v and_o such_o like_a so_o that_o it_o be_v a_o grievous_a plague_n to_o our_o people_n soul_n to_o be_v lead_v into_o these_o mistake_n and_o to_o think_v that_o circumstance_n and_o thing_n indifferent_a be_v matter_n of_o necessity_n and_o yet_o on_o the_o other_o side_n lest_o the_o constant_a disuse_n of_o all_o convenient_a form_n shall_v lead_v the_o people_n into_o the_o contrary_a extreme_a to_o think_v they_o all_o unlawful_a and_o so_o to_o be_v guilty_a of_o the_o like_a uncharitable_a censure_n and_o evil_n as_o aforesaid_a i_o think_v it_o safe_a that_o the_o able_a man_n shall_v sometime_o use_v they_o and_o this_o indifferent_a use_n of_o they_o will_v lead_v the_o people_n to_o indifferent_a thought_n of_o they_o and_o so_o they_o will_v not_o provoke_v god_n by_o blind_a worship_n nor_o be_v so_o ready_a to_o fly_v in_o the_o face_n of_o their_o minister_n when_o they_o cross_v they_o herein_o as_o now_o they_o be_v for_o example_n what_o a_o stir_n have_v we_o if_o man_n may_v not_o kneel_v at_o the_o sacrament_n or_o if_o the_o dead_a in_o case_n of_o minister_n absence_n or_o other_o hindrance_n have_v not_o somewhat_o say_v over_o they_o at_o the_o grave_n and_o in_o some_o place_n if_o minister_n go_v not_o in_o procession_n in_o rogation_n week_n and_o many_o such_o like_a custom_n if_o these_o be_v sometime_o use_v in_o a_o good_a and_o lawful_a way_n it_o will_v keep_v man_n from_o mistake_v they_o to_o be_v unlawful_a and_o if_o they_o be_v sometime_o disuse_v people_n will_v not_o take_v they_o as_o thing_n necessary_a nor_o so_o hate_v and_o reproach_n both_o minister_n and_o brethren_n that_o neglect_v they_o or_o do_v not_o always_o humour_v they_o herein_o yea_o or_o that_o be_v against_o they_o nor_o will_v man_n separate_v on_o these_o account_n reas._n 2._o the_o constant_a use_n of_o form_n of_o prayer_n deprive_v people_n of_o their_o minister_n gift_n and_o potent_o tend_v to_o work_v the_o people_n into_o a_o dull_a formality_n and_o to_o a_o mere_a outside_n heartless_a kâ—nd_n of_o service_n which_o be_v as_o great_a a_o enemy_n to_o serious_a devotion_n and_o consequent_o to_o man_n salvation_n as_o almost_o any_o thing_n that_o be_v to_o be_v find_v among_o profess_a christian_n in_o the_o church_n how_o dangerous_o and_o obstinate_o do_v such_o delude_v themselves_o and_o think_v that_o they_o be_v as_o upright_o religious_a as_o the_o best_a and_o so_o refuse_v all_o the_o humble_v convince_a light_n that_o shall_v bring_v they_o to_o a_o change_n and_o blind_o misapply_v the_o promise_n to_o themselves_o and_o go_v on_o in_o mere_a presumption_n to_o the_o last_o and_o all_o because_o they_o thus_o draw_v near_o to_o god_n with_o their_o lip_n and_o say_v over_o a_o form_n of_o word_n when_o their_o heart_n be_v far_o from_o he_o and_o they_o know_v not_o or_o observe_v not_o what_o they_o say_v and_o that_o constancy_n in_o form_n do_v potent_o tend_v to_o this_o dead_a formality_n we_o need_v no_o other_o proof_n than_o experience_n how_o hard_o do_v the_o best_a man_n find_v it_o to_o keep_v up_o life_n and_o seriousness_n in_o the_o constant_a hear_n or_o speak_v of_o the_o same_o word_n if_o you_o say_v that_o it_o be_v our_o fault_n i_o grant_v it_o but_o it_o be_v a_o uncurable_a fault_n while_o we_o be_v in_o the_o have_v a_o new_a god_n or_o a_o new_a christ_n or_o a_o new_a gospel_n the_o fullness_n of_o these_o afford_v the_o soul_n a_o daily_a variety_n and_o also_o their_o perfect_a goodness_n be_v such_o as_o leave_v no_o need_n of_o a_o variety_n in_o kind_n yet_o be_v it_o meet_v that_o minister_n shall_v have_v a_o grateful_a variety_n of_o manner_n to_o keep_v up_o delight_n and_o desire_v in_o their_o people_n a_o sick_a stomach_n can_v take_v still_o the_o same_o physic_n nor_o the_o same_o dish_n i_o know_v that_o a_o ancient_a prudent_a man_n especial_o the_o learned_a pastor_n himself_o that_o better_a comprehend_v what_o a_o form_n of_o word_n contain_v can_v make_v a_o much_o better_a use_n of_o form_n than_o young_a christian_n can_v do_v but_o i_o think_v with_o all_o i_o be_o sure_a with_o the_o generality_n to_o who_o we_o must_v have_v respect_n a_o constant_a form_n be_v a_o certain_a way_n to_o bring_v the_o soul_n to_o a_o cold_a insensible_a formal_a worship_n and_o on_o the_o other_o side_n if_o a_o form_n be_v constant_o disuse_v and_o people_n have_v noâ—_n sometime_o a_o recital_n of_o the_o same_o again_o and_o again_o it_o may_v tend_v to_o breed_v a_o childish_a levity_n and_o giddyness_n in_o religion_n as_o if_o it_o be_v not_o the_o matter_n but_o mere_a novelty_n and_o variety_n that_o do_v please_v and_o so_o it_o may_v also_o easy_o make_v hypocrite_n who_o shall_v delude_v themselves_o with_o conceit_n that_o they_o delight_v in_o god_n and_o in_o his_o word_n when_o it_o be_v but_o in_o these_o novelty_n and_o variety_n of_o expression_n that_o they_o be_v tickle_v and_o delight_v and_o their_o itch_a ear_n be_v please_v they_o think_v it_o prove_v a_o work_n of_o save_a grace_n on_o the_o heart_n and_o therefore_o to_o
