edge_n on_o their_o spirit_n and_o to_o make_v they_o ten_o time_n more_o the_o child_n of_o wrath_n and_o cruelty_n than_o they_o be_v by_o nature_n do_v sure_o lose_v its_o nature_n and_o cease_v to_o be_v religion_n for_o let_v man_n say_v worse_o of_o infidelity_n and_o atheism_n if_o they_o can_v but_o if_o on_o the_o contrary_a the_o ruine_v those_o that_o do_v nothing_o against_o the_o welfare_n of_o the_o society_n become_v a_o act_n of_o piety_n when_o it_o be_v make_v use_n of_o to_o extirpate_v a_o false_a religion_n or_o opinion_n there_o be_v no_o crime_n whatever_o but_o by_o the_o same_o reason_n will_v become_v religious_a and_o virtuous_a action_n if_o they_o be_v equal_o serviceable_a to_o the_o same_o pious_a end_n scelera_fw-la ipsa_fw-la nef_n asque_fw-la hâc_fw-la mercede_fw-la placent_fw-la and_o consequent_o it_o will_v be_v a_o act_n of_o piety_n and_o virtue_n to_o make_v use_n of_o pious_a fraud_n to_o calumniate_v to_o lie_v to_o bear_v false_a witness_n to_o murder_v to_o assassinate_v even_o the_o magistrate_n himself_o 12._o thus_o whereas_o religion_n have_v no_o other_o design_n than_o the_o advancement_n of_o man_n happiness_n and_o god_n society_n this_o drive_v they_o all_o to_o contrary_a motion_n for_o magistrate_n be_v incite_v to_o ruin_v those_o for_o who_o good_a they_o be_v institute_v subject_n be_v tempt_v to_o disobey_v their_o governor_n and_o retaliate_v persecution_n so_o much_o the_o more_o fierce_o by_o how_o much_o great_a influence_n their_o opinion_n and_o action_n have_v upon_o the_o community_n nor_o do_v it_o only_o destroy_v the_o peace_n of_o a_o nation_n within_o its_o own_o bowel_n but_o it_o engage_v one_o nation_n against_o another_o and_o 13._o as_o it_o destroy_v all_o these_o public_a obligation_n by_o the_o same_o reason_n all_o private_a one_o which_o be_v not_o so_o great_a as_o those_o owe_v to_o the_o public_a must_v cease_v so_o that_o it_o embroil_v private_a family_n subvert_v the_o mutual_a duty_n between_o parent_n and_o child_n husband_n and_o wife_n master_n and_o servant_n etc._n etc._n seduce_v they_o into_o a_o belief_n that_o the_o way_n to_o be_v serviceable_a to_o one_o another_o eternal_a interest_n be_v by_o be_v cruel_a to_o their_o temporal_a and_o consequent_o the_o more_o charity_n they_o owe_v one_o another_o the_o soon_o they_o be_v same_o oblige_v man_n to_o enter_v into_o society_n and_o to_o commit_v to_o some_o particular_a person_n the_o inspection_n of_o those_o thing_n that_o relate_v to_o their_o common_a good_a so_o that_o matter_n of_o right_n and_o wrong_n and_o general_o all_o that_o part_n of_o morality_n relate_v to_o the_o reciprocal_a duty_n of_o man_n to_o man_n be_v under_o the_o cognisance_n of_o the_o magistrate_n and_o any_o man_n though_o he_o never_o so_o much_o pretend_v conscience_n may_v be_v punish_v for_o act_v against_o the_o welfare_n of_o the_o society_n because_o no_o man_n conscience_n well-being_n of_o mankind_n it_o be_v impossible_a as_o be_v own_a by_o pagan_n as_o well_o as_o christian_n that_o any_o society_n can_v subsist_v without_o some_o notion_n of_o religion_n or_o the_o acknowledge_v of_o invisible_a power_n therefore_o the_o magistrate_n be_v oblige_v to_o punish_v those_o who_o deny_v the_o existence_n of_o a_o god_n or_o that_o he_o concern_v himself_o with_o humane_a affair_n it_o be_v the_o belief_n of_o these_o thing_n that_o preserve_v they_o in_o peace_n and_o quiet_n and_o more_o effectual_o oblige_v they_o to_o be_v true_a to_o their_o promise_n and_o oath_n and_o to_o perform_v all_o their_o covenant_n and_o contract_n and_o all_o those_o other_o duty_n in_o which_o their_o mutual_a happiness_n consist_v than_o all_o the_o rod_n and_o axe_n of_o the_o magistrate_n nor_o can_v the_o maintainer_n of_o atheistical_a principle_n see_v they_o destroy_v conscience_n by_o subvert_v all_o religion_n have_v any_o pretence_n from_o it_o to_o challenge_v to_o themselves_o a_o toleration_n and_o this_o be_v no_o great_a power_n than_o one_o man_n have_v over_o another_o in_o the_o state_n of_o nature_n for_o a_o atheist_n may_v just_o be_v reckon_v a_o enemy_n to_o mankind_n whatsoever_o state_n they_o be_v in_o and_o therefore_o be_v to_o be_v disarm_v and_o bind_v to_o his_o good_a behaviour_n so_o far_o then_o it_o be_v evident_a that_o the_o magistrate_n power_n extend_v in_o matter_n of_o religion_n but_o 7._o as_o to_o those_o opinion_n and_o action_n which_o relate_v to_o god_n alone_o in_o which_o no_o three_o person_n have_v a_o interest_n wherein_o conscientious_a people_n may_v and_o do_v differ_v which_o i_o call_v mere_o religious_a to_o distinguish_v they_o from_o those_o wherein_o other_o have_v a_o interest_n there_o be_v no_o law_n of_o nature_n that_o give_v one_o man_n a_o right_a to_o use_v force_n on_o another_o and_o consequent_o they_o can_v not_o invest_v any_o of_o their_o brethren_n with_o this_o power_n all_o the_o right_n that_o equal_v as_o all_o by_o nature_n be_v have_v over_o one_o another_o be_v a_o right_a to_o prevent_v or_o repel_v force_n by_o force_n and_o to_o punish_v the_o aggressor_n thereby_o to_o discourage_v he_o or_o any_o other_o from_o attempt_v the_o like_a and_o to_o seek_v reparation_n for_o the_o loss_n sustain_v they_o that_o have_v no_o such_o power_n over_o themselves_o as_o to_o do_v themselves_o any_o hurt_v much_o less_o to_o take_v away_o their_o own_o life_n have_v as_o little_a right_n to_o deprive_v other_o who_o they_o be_v oblige_v to_o love_v as_o themselves_o of_o their_o life_n or_o property_n or_o commit_v any_o violence_n on_o they_o otherways_o than_o may_v be_v necessary_a to_o defend_v themselves_o and_o their_o own_o right_n but_o what_o right_o of_o his_o neighbour_n do_v any_o man_n invade_v or_o what_o injury_n or_o injustice_n do_v he_o do_v he_o in_o worship_v god_n according_a to_o that_o method_n he_o judge_v best_o for_o the_o save_v his_o own_o soul_n if_o man_n think_v one_o another_o in_o the_o wrong_n common_a charity_n will_v oblige_v they_o to_o show_v each_o other_o their_o error_n but_o this_o give_v neither_o a_o right_a to_o punish_v because_o neither_o of_o they_o be_v any-wise_a injure_v and_o it_o be_v against_o the_o immutable_a and_o eternal_a law_n of_o justice_n to_o punish_v a_o person_n that_o neither_o do_v nor_o design_n to_o do_v another_o a_o injury_n yea_o christianity_n that_o require_v man_n to_o abstain_v from_o revenge_n even_o after_o repeat_v provocation_n and_o multiply_v injury_n can_v much_o less_o be_v suppose_v to_o oblige_v they_o who_o suffer_v nothing_o nor_o have_v any_o harm_v do_v they_o to_o molest_v and_o ill_o use_v their_o brethren_n 8._o if_o the_o magistrate_n be_v entrust_v by_o the_o society_n to_o use_v force_n on_o those_o that_o hold_v wrong_a tenet_n in_o thing_n mere_o religious_a this_o power_n upon_o his_o neglect_n or_o incapacity_n to_o use_v it_o will_v devolve_v on_o they_o that_o give_v it_o he_o and_o then_o every_o one_o will_v have_v the_o same_o right_n to_o use_v force_n on_o they_o that_o be_v in_o the_o wrong_n as_o to_o use_v it_o in_o defence_n of_o their_o own_o life_n and_o property_n when_o the_o magistrate_n either_o upon_o the_o suddenness_n of_o the_o danger_n or_o otherwise_o do_v not_o protect_v they_o it_o be_v a_o undeniable_a argument_n that_o government_n or_o in_o other_o word_n the_o right_a to_o use_v the_o force_n of_o the_o society_n in_o defence_n of_o the_o people_n life_n or_o property_n be_v their_o own_o gift_n because_o when_o the_o magistrate_n do_v not_o this_o the_o right_a of_o defend_v themselves_o return_n to_o every_o one_o of_o they_o who_o may_v in_o defence_n of_o themselves_o or_o what_o belong_v to_o they_o take_v away_o the_o life_n of_o a_o invader_n and_o so_o must_v the_o right_n of_o use_v force_n in_o matter_n of_o mere_a religion_n upon_o the_o magistrate_n either_o not_o use_v or_o misuse_v it_o have_v they_o at_o first_o entrust_v he_o with_o it_o but_o they_o be_v so_o far_o from_o have_v such_o a_o right_a one_o upon_o the_o other_o in_o the_o state_n of_o nature_n that_o force_v to_o bring_v a_o man_n to_o a_o religion_n which_o he_o think_v not_o true_a be_v a_o injury_n which_o in_o that_o state_n every_o one_o will_v avoid_v and_o consequent_o protection_n from_o that_o as_o well_o as_o any_o other_o injury_n be_v one_o of_o the_o end_n of_o constitute_v civil_a society_n 9_o can_v man_n have_v live_v in_o peace_n without_o any_o fear_n of_o fraud_n or_o violence_n one_o from_o the_o other_o there_o will_v have_v be_v no_o need_n of_o government_n nor_o can_v it_o be_v suppose_v that_o man_n who_o be_v by_o nature_n equal_a will_v have_v submit_v their_o life_n and_o property_n to_o the_o discretion_n of_o a_o single_a or_o a_o few_o person_n but_o to_o prevent_v those_o great_a inconvenience_n and_o that_o which_o be_v the_o end_n of_o erect_v government_n ought_v certain_o to_o be_v the_o measure_n of_o its_o proceed_v now_o it_o be_v evident_a man_n may_v have_v live_v peaceable_o and_o quiet_o together_o and_o yet_o have_v differ_v in_o those_o thing_n that_o give_v no_o bias_n to_o their_o conversation_n or_o action_n with_o respect_n to_o one_o another_o as_o member_n of_o the_o society_n and_o therefore_o the_o use_v force_n in_o these_o matter_n be_v not_o one_o of_o the_o end_n of_o unite_n under_o law_n and_o submit_v to_o government_n but_o the_o direct_a contrary_a to_o who_o have_v grace_n every_o one_o alike_o pretend_v to_o it_o and_o none_o be_v oblige_v to_o submit_v to_o the_o determination_n of_o another_o chap._n ii_o that_o god_n have_v not_o either_o by_o the_o law_n of_o nature_n or_o his_o positive_a law_n give_v the_o magistrate_n a_o power_n in_o matter_n mere_o religious_a since_o it_o appear_v that_o the_o magistrate_n have_v not_o his_o power_n immediate_o from_o god_n but_o from_o the_o people_n and_o that_o god_n have_v not_o authorise_a or_o capacitate_v they_o to_o bestow_v a_o right_n on_o he_o to_o use_v force_n in_o case_n of_o mere_a religion_n it_o necessary_a follow_v that_o he_o have_v no_o such_o right_n but_o however_o to_o avoid_v all_o pretence_n of_o cavil_v let_v we_o suppose_v that_o government_n both_o as_o to_o the_o form_n and_o to_o the_o person_n that_o administer_v it_o be_v immediate_o from_o god_n yet_o still_o it_o be_v most_o evident_a that_o the_o magistrate_n have_v no_o such_o power_n 1._o which_o thus_o i_o prove_v a_o right_a in_o the_o magistrate_n to_o punish_v for_o not_o do_v as_o he_o command_v necessary_o suppose_v it_o a_o duty_n in_o the_o subject_a to_o obey_v otherwise_o he_o will_v punish_v a_o man_n for_o not_o do_v what_o he_o be_v not_o oblige_v to_o do_v and_o where_o there_o be_v no_o power_n to_o make_v law_n or_o to_o command_v there_o can_v be_v no_o disobedience_n and_o another_o be_v a_o supreme_a judge_n nay_o this_o sovereign_a right_n of_o judge_v every_o one_o for_o himself_o be_v so_o inherent_a that_o none_o can_v make_v this_o power_n over_o to_o another_o so_o that_o it_o be_v impossible_a that_o the_o magistrate_n upon_o any_o pretence_n whatever_o can_v claim_v a_o magisterial_a power_n in_o these_o matter_n but_o only_o a_o right_a to_o advise_v understanding_n for_o a_o time_n but_o his_o power_n reach_v to_o man_n of_o all_o age_n and_o capacity_n so_o that_o it_o be_v evident_a that_o the_o reason_n that_o subject_n child_n in_o their_o nonage_n to_o the_o use_n of_o force_n do_v not_o all_o concern_v man_n at_o year_n of_o discretion_n 10._o it_o be_v grant_v by_o all_o that_o a_o heathen_a magistrate_n have_v no_o right_a to_o judge_n in_o matter_n simple_o religious_a how_o then_o come_v a_o christian_a by_o the_o law_n of_o nature_n to_o obtain_v this_o charter_n since_o that_o law_n allow_v one_o magistrate_n no_o more_o power_n than_o another_o and_o what_o be_v do_v by_o a_o competent_a authority_n though_o not_o right_a yet_o be_v valid_a ratum_fw-la si_fw-la non_fw-la rectum_fw-la and_o as_o civil_a power_n be_v to_o promote_v the_o true_a religion_n and_o for_o that_o reason_n the_o magistrate_n be_v oblige_v to_o exercise_v a_o coercive_a power_n in_o matter_n mere_o religious_a the_o magistrate_n no_o doubt_n be_v to_o make_v use_n of_o his_o power_n in_o thing_n that_o belong_v to_o his_o station_n but_o mere_o religious_a one_o as_o it_o have_v be_v already_o prove_v do_v not_o as_o to_o those_o he_o be_v no_o more_o than_o a_o private_a person_n nay_o the_o clergy_n can_v own_v he_o for_o more_o without_o destroy_v their_o own_o supremacy_n in_o matter_n spiritual_a which_o include_v mere_o religious_a one_o except_o there_o can_v be_v more_o than_o one_o supreme_a in_o the_o same_o thing_n chap._n iii_o that_o a_o power_n in_o the_o magistrate_n to_o use_v force_n in_o matter_n of_o mere_a religion_n tend_v to_o man_n eternal_a ruin_n 1._o but_o if_o the_o magistrate_n have_v any_o such_o power_n from_o the_o law_n of_o nature_n it_o must_v be_v because_o it_o tend_v to_o promote_v either_o the_o eternal_a or_o temporal_a good_a of_o mankind_n or_o the_o honour_n of_o god_n but_o to_o take_v away_o the_o least_o colour_n of_o any_o right_n upon_o these_o pretence_n i_o shall_v show_v first_o the_o exercise_n of_o such_o a_o power_n be_v destructive_a of_o man_n eternal_a happiness_n 2_o of_o his_o temporal_a and_o contrary_a to_o all_o those_o law_n that_o for_o for_o judge_v for_o other_o and_o punish_v they_o for_o not_o act_v according_o to_o their_o judgement_n be_v unwilling_a that_o other_o when_o the_o scale_n of_o authority_n be_v turn_v shall_v judge_n for_o they_o in_o like_a manner_n though_o then_o there_o be_v nothing_o they_o can_v plead_v for_o themselves_o but_o what_o before_o they_o condemn_v in_o other_o and_o it_o will_v be_v as_o magistrate_n be_v to_o judge_v for_o himself_o who_o to_o be_v sure_o will_v judge_v himself_o in_o the_o right_n and_o consequent_o those_o that_o differ_v from_o he_o in_o the_o wrong_n and_o there_o can_v be_v no_o reason_n why_o one_o magistrate_n as_o well_o as_o another_o have_v not_o a_o right_n to_o judge_n since_o that_o right_o be_v found_v in_o be_v a_o magistrate_n which_o be_v common_a to_o they_o all_o and_o there_o can_v be_v no_o reason_n for_o the_o orthodox_n punish_v schismatic_n heretic_n mahometan_n jew_n pagan_n etc._n etc._n but_o what_o will_v equal_o oblige_v they_o as_o long_o as_o they_o believe_v themselves_o to_o be_v orthodox_n to_o punish_v those_o that_o real_o be_v so_o therefore_o the_o defender_n of_o any_o persecution_n be_v guilty_a of_o encourage_v and_o abet_v all_o persecution_n whatsoever_o even_o that_o under_o which_o themselves_o suffer_v since_o they_o can_v frame_v no_o argument_n to_o justify_v the_o use_v force_n to_o promote_v the_o true_a religion_n but_o what_o will_v equal_o serve_v in_o behalf_n of_o any_o religion_n that_o be_v believe_v to_o be_v true_a as_o we_o find_v the_o loose_a harangue_n of_o austin_n of_o compulsion_n annul_v all_o obligation_n of_o the_o most_o sacred_a oath_n for_o if_o the_o magistrate_n be_v oblige_v by_o god_n to_o use_v force_n on_o his_o dissent_v subject_n no_o promise_n
