belong_v to_o the_o king_n or_o no_o to_o restrain_v such_o force_n but_o if_o the_o king_n shall_v refuse_v to_o discharge_v that_o duty_n and_o trust_n whether_o there_o be_v not_o a_o power_n in_o the_o two_o house_n to_o provide_v for_o the_o safety_n of_o the_o parliament_n and_o peace_n of_o the_o kingdom_n which_o be_v the_o end_n for_o which_o the_o ordinance_n concerning_o the_o militia_n be_v make_v and_o be_v agreeable_a to_o the_o scope_n and_o purpose_n of_o the_o law_n can_v in_o reason_n be_v adjudge_v to_o be_v contrary_a to_o it_o for_o although_o the_o law_n do_v affirm_v it_o to_o be_v in_o the_o king_n yet_o it_o do_v not_o exclude_v those_o in_o who_o the_o law_n have_v place_v a_o power_n for_o that_o purpose_n as_o in_o the_o court_n of_o justice_n the_o sheriff_n a_o high_a and_o more_o eminent_a nature_n than_o any_o of_o those_o court_n it_o be_v acknowledge_v that_o the_o king_n be_v the_o fountain_n of_o justice_n and_o protection_n but_o the_o act_n of_o justice_n and_o protection_n be_v not_o exercise_v in_o his_o own_o person_n nor_o depend_v upon_o his_o pleasure_n but_o by_o his_o court_n and_o by_o his_o minister_n who_o must_v do_v their_o duty_n therein_o though_o the_o king_n in_o his_o own_o person_n shall_v forbid_v they_o and_o therefore_o if_o judgement_n shall_v be_v give_v by_o they_o against_o the_o king_n will_n and_o they_o do_v herein_o have_v the_o stamp_n of_o royal_a authority_n although_o his_o majesty_n seduce_v by_o evil_a counsel_n do_v in_o his_o own_o person_n oppose_v or_o interrupt_v the_o same_o for_o the_o king_n supreme_a power_n and_o royal_a pleasure_n be_v exercise_v and_o declare_v in_o this_o high_a court_n of_o law_n and_o council_n after_o a_o more_o eminent_a and_o obligatory_a manner_n that_o by_o the_o constitution_n and_o policy_n of_o this_o kingdom_n the_o king_n by_o his_o proclamation_n can_v declare_v the_o law_n contrary_a to_o the_o judgement_n and_o resolution_n of_o any_o of_o the_o inferior_a court_n of_o justice_n much_o less_o against_o the_o high_a court_n of_o parliament_n for_o if_o it_o be_v admit_v that_o the_o king_n by_o his_o proclamation_n may_v declare_v a_o law_n thereby_o his_o proclamation_n will_v in_o effect_n become_v law_n which_o will_v turn_v to_o the_o subvert_n of_o the_o law_n of_o the_o land_n and_o the_o right_n and_o liberty_n of_o the_o subject_n and_o the_o lord_n and_o commons_o do_v require_v and_o command_v all_o constable_n petty-constable_n and_o all_o other_o his_o majesty_n officer_n and_o subject_n whatsoever_o to_o muster_n levy_v raise_v march_n and_o exercise_n or_o to_o summon_v or_o warn_v any_o upon_o warrant_n from_o the_o lieutenant_n deputy-lieutenant_n captain_n or_o other_o officer_n of_o the_o train_a band_n and_o all_o other_o according_a to_o the_o say_a ordinance_n of_o both_o house_n and_o shall_v not_o presume_v to_o muster_n levy_v raise_v march_n or_o exercise_n by_o virtue_n of_o any_o
