workhouse_n stand_v and_o be_v incorporate_a by_o the_o name_n of_o master_n and_o overseer_n of_o their_o respective_a precinct_n and_o capable_a to_o take_v in_o succession_n by_o will_n or_o land_n to_o they_o give_v or_o bequeath_v for_o any_o long_a term_n than_o one_o year_n and_o at_o a_o improve_a rent_n 9_o that_o if_o any_o person_n that_o be_v able_a to_o work_v and_o not_o able_a to_o maintain_v himself_o shall_v refuse_v to_o do_v so_o he_o may_v be_v force_v thereunto_o by_o warrant_n of_o two_o justice_n of_o peace_n by_o imprisonment_n and_o moderate_a correction_n in_o state_n that_o thing_n be_v our_o populousness_n which_o be_v the_o great_a blessing_n a_o kingdom_n can_v have_v become_v the_o burden_n of_o the_o kingdom_n by_o breed_v up_o whole_a race_n and_o family_n and_o successive_a generation_n in_o a_o mere_a trade_n of_o idleness_n thieve_v beg_v and_o a_o barbarous_a kind_n of_o life_n which_o must_v in_o time_n prodigious_o increase_v and_o make_v we_o know_v it_o to_o be_v true_a now_o the_o advance_n of_o our_o manufacture_n will_v be_v by_o this_o mean_n plain_o evident_a for_o woollen_a manufacture_n or_o cloth_n the_o staple_n commodity_n of_o this_o kingdom_n will_v be_v more_o &_o these_o other_o woollen_a manufacture_n as_o kersye_n serge_n baize_n which_o though_o now_o confine_v to_o several_a part_n of_o the_o kingdom_n as_o devonshire_n norfolk_n colchester_n will_v be_v by_o this_o mean_v diffuse_v over_o the_o whole_a kingdom_n and_o those_o place_n which_o have_v little_a of_o woollen_a manufacture_n as_o lincolnshire_n northamptonshire_n and_o other_o county_n will_v soon_o fall_v into_o it_o so_o likewise_o knit_v of_o stocking_n cap_n waistcoat_n and_o the_o like_a 2._o our_o linen_n manufacture_n as_o linen_n cloth_n lace_n of_o all_o fort_n net_n sail_n etc._n etc._n will_v become_v native_a and_o supply_v the_o want_n of_o the_o kingdom_n and_o prevent_v the_o necessity_n of_o importation_n of_o linen_n cloth_n from_o holland_n and_o france_n of_o lace_n from_o flanders_n and_o as_o this_o trade_n be_v in_o some_o degree_n use_v in_o lancashire_n leicestershire_n and_o some_o other_o place_n so_o it_o will_v be_v communicate_v to_o other_o place_n of_o the_o kingdom_n and_o it_o be_v very_o considerable_a the_o number_n of_o poor_a that_o will_v be_v by_o this_o mean_v employ_v in_o dress_v of_o hemp_n and_o flax_n spin_v weave_a whiten_a and_o the_o like_a and_o if_o any_o shall_v say_v we_o want_v the_o material_n terials_n and_o we_o want_v those_o that_o shall_v instruct_v the_o poor_a in_o the_o order_v of_o they_o the_o answer_n be_v at_o hand_n if_o once_o the_o manufacture_n be_v begin_v to_o be_v put_v into_o a_o method_n by_o this_o way_n all_o man_n will_v quick_o sow_v hemp_n and_o flax_n in_o some_o parcel_n of_o their_o tillage_n and_o possible_o some_o land_n that_o be_v not_o so_o fit_a for_o other_o tillage_n will_v be_v employ_v in_o this_o two_o acre_n of_o hemp_n and_o flax_n in_o every_o parish_n will_v employ_v multitude_n which_o now_o people_n neglect_v to_o sow_v because_o they_o have_v no_o way_n to_o vent_v or_o employ_v particular_a town_n unless_o it_o be_v in_o the_o large_a hospital_n in_o london_n where_o there_o be_v some_o provision_n more_o extensive_a in_o respect_n both_o of_o number_n and_o age_n as_o st._n thomas_n hospital_n christ-church_n hospital_n and_o some_o other_o 2._o but_o beside_o this_o those_o be_v but_o voluntary_a and_o not_o compulsary_a although_o there_o may_v be_v some_o that_o may_v to_o force_v person_n to_o work_v and_o these_o be_v of_o two_o kind_n viz._n 1._o those_o that_o concern_v child_n and_o the_o bind_v of_o they_o apprentice_n viz._n the_o clause_n of_o the_o statute_n 43._o eliz._n cap._n 4._o before_o mention_a and_o the_o statute_n 7._o jac._n cap._n 1._o which_o make_v fair_a provision_n for_o the_o raise_n of_o money_n to_o bind_v they_o and_o direct_v the_o manner_n of_o its_o employment_n but_o as_o before_o be_v observe_v have_v not_o any_o sufficient_a compulsary_n for_o person_n to_o take_v they_o &_o perchance_o there_o may_v be_v fit_a to_o have_v some_o such_o qualification_n in_o that_o compulsary_n which_o may_v not_o leave_v it_o too_o arbitrary_a in_o the_o justice_n of_o peace_n to_o compel_v who_o they_o please_v to_o take_v who_o they_o please_v but_o this_o be_v not_o the_o business_n i_o drive_v at_o perchance_o the_o general_a provision_n which_o i_o design_n may_v make_v this_o at_o least_o not_o so_o to_o keep_v they_o to_o work_v but_o even_o in_o this_o particular_a there_o be_v defect_n 1._o it_o be_v not_o general_a for_o all_o person_n but_o at_o most_o idle_a and_o disorderly_a person_n 2._o that_o description_n be_v very_o uncertain_a in_o reference_n to_o such_o person_n and_o leave_v the_o justice_n either_o too_o great_a or_o too_o little_a power_n 3._o for_o want_v of_o a_o convenient_a stock_n to_o be_v raise_v for_o such_o house_n of_o correction_n and_o advantageous_a way_n for_o such_o work_n it_o either_o leave_v such_o as_o be_v send_v without_o a_o employment_n or_o render_v their_o employment_n ungrateful_a in_o respect_n of_o the_o sinalness_n of_o the_o wage_n and_o rather_o make_v people_n hate_n employment_n as_o a_o hell_n than_o to_o entertain_v it_o as_o a_o mean_n of_o a_o comfortable_a support_n which_o though_o it_o may_v be_v well_o enough_o as_o a_o punishment_n for_o disorderly_a person_n that_o refuse_v to_o work_v yet_o it_o be_v not_o applicable_a to_o those_o that_o be_v only_o idle_a it_o work_v 4._o it_o be_v a_o difficult_a thing_n to_o determine_v who_o shall_v be_v say_v a_o idle_a person_n it_o be_v a_o reasonable_a answer_n to_o that_o they_o be_v idle_a for_o want_v of_o such_o work_n as_o they_o be_v able_a to_o do_v or_o for_o want_n of_o such_o wage_n as_o may_v give_v they_o a_o reasonable_a support_n for_o there_o be_v no_o power_n give_v nor_o be_v it_o reasonable_a it_o shall_v to_o compel_v person_n to_o set_v they_o on_o work_n or_o to_o set_v they_o on_o work_n at_o convenient_a wage_n 5._o and_o last_o it_o be_v not_o universal_a many_o person_n be_v not_o within_o that_o law_n which_o will_v work_v if_o they_o may_v or_o if_o they_o may_v at_o reasonable_a rate_n whereby_o they_o may_v live_v there_o be_v need_n therefore_o of_o some_o such_o provision_n that_o may_v be_v as_o ample_a as_o the_o occasion_n and_o without_o which_o indeed_o all_o the_o law_n already_o make_v be_v either_o weak_a and_o ineffectual_a to_o their_o end_n and_o the_o generality_n of_o the_o poor_a leave_v destitute_a of_o a_o convenient_a support_n and_o provision_n chap._n ii_o touch_v the_o power_n by_o the_o law_n settle_v for_o the_o general_a provision_n for_o the_o poor_a and_o their_o defect_n upon_o the_o consideration_n of_o the_o statute_n for_o the_o poor_a the_o only_a statute_n that_o provide_v universal_o be_v that_o of_o 43._o eliz._n which_o general_o make_v two_o provision_n 1._o for_o the_o impotent_a poor_a that_o be_v not_o able_a to_o work_v and_o it_o be_v true_a be_v a_o good_a and_o effectual_a provision_n for_o such_o if_o due_o execute_v but_o as_o i_o say_v before_o the_o plaster_n be_v not_o so_o large_a as_o the_o sore_a there_o be_v many_o poor_a that_o be_v able_a to_o work_v if_o they_o have_v it_o and_o have_v it_o at_o reasonable_a wage_n whereby_o they_o may_v support_v themselves_o and_o their_o family_n which_o oftentimes_o be_v many_o these_o be_v not_o within_o the_o provision_n of_o the_o law_n and_o if_o they_o come_v for_o exhibition_n they_o be_v deny_v or_o at_o least_o have_v but_o very_o small_a and_o such_o as_o can_v support_v they_o and_o their_o family_n and_o indeed_o if_o they_o shall_v have_v sufficient_a exhibition_n for_o the_o support_n of_o they_o and_o their_o family_n the_o parish_n where_o they_o live_v be_v not_o able_a to_o supply_v they_o in_o a_o proportion_n answerable_a to_o their_o necessity_n or_o answerable_a to_o that_o supply_n which_o a_o full_a employment_n will_v
in_o it_o though_o not_o so_o much_o as_o at_o other_o time_n and_o then_o the_o good_a time_n make_v amends_o for_o the_o bad_a 2._o or_o else_o though_o there_o be_v no_o gain_n there_o will_v be_v no_o loss_n but_o it_o stand_v at_o a_o stay_n and_o if_o it_o do_v so_o this_o design_n attain_v its_o end_n which_o be_v the_o employment_n of_o the_o poor_a though_o it_o yield_v not_o the_o master_n or_o trader_n any_o gain_n yet_o it_o yield_v the_o poor_a a_o subsistence_n in_o their_o wage_n and_o work_n it_o be_v true_a a_o private_a tradesman_n look_v to_o gain_v so_o much_o as_o may_v at_o least_o maintain_v himself_o and_o his_o family_n and_o if_o he_o do_v not_o he_o give_v over_o his_o trade_n as_o not_o answer_v his_o end_n and_o it_o may_v be_v in_o some_o case_n reasonable_a to_o do_v so_o but_o though_o here_o be_v little_a or_o no_o gain_n yet_o the_o end_n be_v attain_v because_o the_o poor_a be_v employ_v and_o pay_v though_o the_o stock_n increase_v not_o 3._o or_o else_o there_o be_v loss_n to_o this_o i_o say_v 1._o if_o there_o be_v loss_n yet_o it_o be_v but_o gradual_a not_o altogether_o suppose_v it_o be_v twenty_o thirty_o or_o forty_o pound_n in_o a_o year_n in_o a_o stock_n of_o four_o hundred_o pound_n and_o by_o that_o account_n yet_o this_o stock_n will_v not_o be_v whole_o exhaust_v in_o five_o or_o six_o year_n and_o if_o it_o shall_v be_v so_o yet_o the_o loss_n to_o the_o parish_n will_v not_o be_v more_o than_o it_o will_v be_v if_o its_o old_a course_n of_o contribution_n at_o the_o height_n that_o it_o will_v have_v be_v during_o the_o spend_n of_o that_o stock_n which_o be_v thereby_o as_o before_o be_v observe_v in_o a_o great_a measure_n remedy_v 2._o these_o decay_n may_v possible_o be_v repair_v by_o charitable_a gift_n and_o bequest_n 3._o but_o if_o it_o be_v not_o yet_o such_o gradual_a decay_n may_v be_v supply_v by_o the_o parish_n with_o the_o same_o ease_n that_o their_o contribution_n will_v have_v be_v all_o thing_n consider_v and_o possible_o better_a time_n of_o trade_n may_v happen_v at_o lest_o once_o in_o two_o or_o three_o year_n which_o may_v repair_v the_o loss_n or_o at_o least_o keep_v the_o stock_n at_o its_o full_a gage_n with_o small_a help_n 4._o but_o suppose_v the_o worst_a and_o that_o in_o the_o compass_n of_o three_o or_o four_o year_n the_o whole_a stock_n be_v whole_o draw_v dry_a i_o say_v confident_o that_o the_o advantage_n the_o country_n will_v have_v by_o a_o course_n of_o industrious_a education_n of_o the_o poor_a continue_a but_o one_o three_o or_o four_o year_n will_v more_o than_o countervail_v the_o loss_n of_o a_o very_a considerable_a stock_n in_o prevent_v that_o trade_n of_o idleness_n which_o grow_v up_o in_o poor_a family_n which_o will_v daily_o infinite_o increase_v and_o will_v receive_v a_o very_a great_a check_n and_o possible_o such_o as_o will_v for_o ever_o prevent_v the_o return_n of_o such_o a_o course_n of_o life_n by_o the_o interruption_n of_o a_o tract_n of_o three_o or_o four_o year_n of_o employment_n and_o will_v put_v thousand_o in_o that_o tract_n of_o time_n into_o a_o course_n of_o trade_n and_o livelihood_n which_o they_o will_v carry_v with_o they_o all_o their_o life_n after_o 5._o and_o beside_o all_o this_o it_o be_v not_o likely_a the_o trade_n will_v suffer_v a_o perpetual_a interruption_n but_o even_o while_o this_o stock_n be_v in_o this_o wane_n and_o declination_n private_a man_n will_v be_v trade_v and_o then_o in_o this_o decay_n and_o declination_n of_o the_o stock_n if_o it_o shall_v be_v unsupply_v there_o will_v be_v work_n at_o private_a hand_n and_o person_n instruct_v and_o fit_v and_o able_a to_o do_v it_o which_o may_v prevent_v a_o total_a interruption_n of_o a_o industrious_a education_n and_o may_v give_v some_o interval_n of_o relaxation_n of_o the_o employment_n of_o the_o common_a stock_n at_o least_o in_o that_o fullness_n as_o former_o till_o it_o be_v recruit_v by_o new_a supply_n 6._o but_o yet_o far_o the_o method_n of_o the_o propose_a employment_n though_o it_o be_v principal_o bottom_v upon_o the_o trade_n of_o woollen_a clothing_n yet_o it_o will_v have_v other_o supply_n as_o be_v propound_v as_o make_v of_o kersye_n baize_n knit_v of_o stocking_n dress_v &_o order_v of_o hemp_n and_o flax_n and_o spin_v and_o weave_v it_o and_o though_o there_o be_v no_o other_o but_o the_o woollen_a manufacture_n yet_o if_o it_o shall_v please_v our_o superior_n to_o interdict_v the_o wear_v of_o foreign_a manufacture_n our_o own_o consumption_n at_o home_n and_o the_o necessity_n that_o they_o have_v in_o foreign_a part_n of_o our_o woollen_a manufacture_n will_v double_v the_o trade_n of_o woollen_a manufacture_n 5._o obj._n the_o poor_a have_v work_v already_o if_o they_o will_v work_v and_o the_o set_n up_o of_o such_o a_o public_a trade_n will_v but_o make_v workman_n the_o more_o independent_a and_o decline_v the_o employment_n of_o private_a trader_n which_o will_v tend_v to_o the_o decay_n of_o trade_n i_o answer_v i._o it_o be_v true_a when_o trading_n be_v quick_a possible_o they_o may_v have_v work_n enough_o but_o upon_o any_o check_n in_o trade_n they_o be_v oftentimes_o turn_v off_o unless_o they_o will_v work_v at_o extreme_a low_a wage_n and_o ill_o pay_v 2._o when_o work_n be_v so_o plenteous_a at_o private_a hand_n there_o may_v be_v a_o intermission_n or_o relaxation_n of_o the_o employment_n of_o the_o common_a stock_n especial_o if_o they_o can_v have_v better_a wage_n at_o private_a hand_n for_o it_o will_v be_v enough_o for_o this_o to_o be_v supplemental_a of_o the_o defect_n of_o work_n at_o other_o hand_n and_o it_o sufficient_o attain_v its_o end_n if_o it_o may_v be_v a_o refuge_n at_o the_o time_n of_o need_n for_o those_o that_o will_v work_v and_o can_v get_v it_o and_o a_o expedient_a to_o enforce_v those_o to_o work_v that_o can_v and_o willnot_v 6._o objection_n poor_a that_o do_v their_o work_n well_o and_o be_v honest_a and_o industrious_a can_v want_v work_n when_o any_o be_v to_o be_v have_v in_o the_o country_n and_o those_o that_o be_v not_o employ_v be_v either_o such_o as_o will_v not_o work_v or_o can_v tell_v how_o to_o work_v or_o will_v steal_v and_o purloyn_n their_o work_n these_o will_v undo_v the_o workhouse_n i_o answer_v 1._o some_o time_n there_o be_v when_o the_o honest_a workman_n can_v get_v work_n and_o this_o will_v be_v a_o reserve_n for_o they_o 2._o but_o as_o for_o other_o here_o will_v be_v a_o expedient_a to_o teach_v they_o to_o work_n that_o can_v and_o to_o compel_v they_o to_o work_n that_o can_v and_o to_o punish_v they_o that_o be_v dishonest_a in_o their_o work_n 3._o and_o if_o there_o be_v no_o punishment_n yet_o when_o a_o workhouse_n and_o stock_n be_v once_o settle_a that_o will_v be_v sufficient_a to_o make_v they_o work_n for_o when_o every_o man_n be_v once_o sure_a that_o they_o that_o will_v honest_o work_v may_v have_v it_o and_o reasonable_a wage_n every_o wanderer_n and_o beggar_n will_v be_v esteem_v such_o a_o person_n as_o will_v salary_n and_o a_o room_n or_o two_o to_o work_n and_o lodge_v in_o the_o workhouse_n will_v be_v fit_a enough_o to_o undertake_v the_o employment_n of_o a_o master_n and_o yet_o he_o will_v have_v no_o great_a trust_n upon_o he_o for_o the_o stock_n will_v be_v lodge_v in_o the_o hand_n of_o the_o overseer_n and_o they_o to_o deliver_v it_o out_o and_o take_v weekly_a or_o monthly_a account_n error_n in_o the_o first_o concoction_n be_v never_o remediable_a but_o by_o gibbet_n and_o whip_n but_o there_o must_v be_v a_o sound_n prudent_a and_o resolve_a method_n for_o a_o industrious_a education_n of_o the_o poor_a and_o that_o will_v give_v better_a remedy_n against_o these_o corruption_n than_o the_o after_o gain_v of_o penalty_n can_v finis_fw-la
