lawgiver_n that_o therefore_o it_o still_o retain_v the_o power_n of_o oblige_v in_o point_n of_o conscience_n that_o power_n be_v so_o essential_a and_o intrinsical_v to_o every_o law_n quatenus_fw-la a_o law_n that_o it_o can_v in_o no_o wise_n be_v sever_v from_o it_o and_o that_o no_o minister_n public_o officiate_a in_o the_o church_n can_v with_o a_o good_a conscience_n either_o omit_v any_o part_n of_o that_o which_o be_v command_v by_o the_o aforesaid_a law_n or_o use_v any_o other_o form_n than_o what_o be_v contain_v in_o the_o aforesaid_a book_n but_o must_v either_o use_v the_o form_n prescribe_v in_o the_o book_n or_o else_o to_o forbear_v to_o officiate_v the_o answer_n to_o this_o objection_n grant_v all_o the_o premise_n beside_o depend_v upon_o the_o right_a understanding_n of_o that_o which_o be_v affirm_v concern_v the_o obligation_n of_o law_n according_a to_o the_o intention_n of_o the_o lawgiver_n which_o if_o it_o shall_v be_v understand_v precise_o latter_a or_o consistent_a with_o it_o and_o consequent_o bind_v in_o ordinary_a case_n and_o in_o orderly_a time_n or_o else_o the_o law_n be_v not_o a_o wholesome_a law_n but_o where_o the_o observation_n of_o the_o law_n by_o reason_n of_o the_o conjuncture_n of_o circumstance_n or_o the_o iniquity_n of_o the_o time_n contingency_n which_o no_o lawgiver_n can_v either_o certain_o foresee_v or_o if_o foresee_v can_v sufficient_o provide_v against_o will_v rather_o be_v prejudicial_a than_o advantageous_a to_o the_o public_a or_o be_v manifest_o attend_v with_o more_o inconvenience_n and_o sad_a consequent_n to_o the_o observer_n as_o all_o the_o imaginable_a good_a that_o can_v redound_v to_o the_o public_a thereby_o can_v in_o any_o reasonable_a measure_n countervail_v in_o such_o case_n the_o law_n oblige_v not_o but_o according_a to_o the_o latter_a and_o more_o general_a intention_n only_o even_o as_o in_o the_o operation_n of_o nature_n particular_a agent_n do_v move_v ordinary_o according_a to_o the_o proper_a and_o particular_a inclination_n yet_o upon_o some_o occasion_n and_o to_o serve_v the_o end_n and_o intention_n of_o universal_a nature_n for_o the_o avoid_n of_o some_o thing_n which_o nature_n abhor_v they_o be_v sometime_o carry_v with_o motion_n quite_o contrary_a to_o their_o particular_a nature_n as_o the_o lex_fw-la the_o equity_n of_o which_o maxim_n as_o it_o leave_v in_o the_o lawgiver_n a_o power_n of_o dispense_n the_o law_n which_o be_v a_o suspending_a of_o the_o obligation_n thereof_o for_o a_o time_n in_o respect_n of_o the_o proper_a and_o particular_a intention_n as_o he_o shall_v see_v it_o expedient_a in_o order_n to_o the_o public_a good_a so_o it_o leave_v in_o the_o subject_a a_o liberty_n upon_o just_a occasion_n as_o in_o case_n of_o great_a exigency_n and_o for_o the_o prevent_n of_o such_o hazard_n and_o inconvenience_n as_o may_v prove_v of_o noisome_a consequence_n to_o schism_n also_o as_o partaker_n thereof_o in_o some_o degree_n with_o the_o other_o and_o their_o conscience_n also_o will_v from_o rom._n 14._o 22._o condemn_v they_o either_o of_o hypocrisy_n in_o allow_v that_o in_o themselves_o and_o in_o their_o own_o practice_n which_o they_o condemn_v in_o other_o or_o of_o uncharitableness_n in_o judge_v other_o for_o schismatic_n for_o do_v but_o the_o same_o thing_n which_o they_o can_v allow_v themselves_o to_o practice_v for_o all_o that_o such_o person_n as_o they_o call_v schismatic_n do_v in_o this_o matter_n of_o the_o church_n service_n be_v but_o to_o leave_v out_o the_o church_n prayer_n and_o to_o put_v in_o their_o own_o or_o say_v this_o shall_v not_o make_v they_o real_o guilty_a of_o the_o schism_n they_o detest_v yet_o will_v such_o their_o symbolise_n with_o they_o seem_v at_o least_o a_o kind_a of_o a_o unworthy_a compliance_n with_o they_o more_o than_o can_v well_o become_v the_o simplicity_n of_o a_o christian_a much_o less_o of_o a_o minister_n of_o the_o gospel_n who_o duty_n it_o be_v to_o shun_v even_o the_o least_o appearance_n of_o evil_n i_o thes._n 5._o beside_o that_o by_o so_o do_v they_o shall_v but_o confirm_v these_o man_n in_o their_o schismatical_a principle_n and_o practice_n this_o objection_n have_v three_o branch_n to_o the_o first_o whereof_o i_o oppose_v the_o old_a say_n duo_o cum_fw-la faciunt_fw-la idem_fw-la non_fw-la est_fw-la idem_fw-la which_o although_o speak_v quite_o to_o another_o purpose_n yet_o be_v capable_a of_o such_o a_o sense_n as_o will_v very_o well_o fit_a our_o present_a purpose_n also_o i_o answer_v therefore_o in_o short_a that_o to_o do_v the_o same_o thing_n that_o schismatic_n do_v especial_o in_o time_n of_o confusion_n and_o until_o thing_n can_v be_v reduce_v into_o better_a order_n and_o when_o we_o be_v necessitate_v thereunto_o to_o prevent_v great_a mischief_n do_v not_o necessary_o infer_v a_o partake_n with_o they_o in_o schism_n no_o nor_o so_o much_o as_o probable_o unless_o it_o may_v appear_v upon_o probable_a presumption_n otherwise_o that_o it_o be_v do_v out_o of_o the_o same_o schismatical_a spirit_n and_o upon_o such_o schismatical_a principle_n as_o they_o be_v the_o other_o two_o branch_n viz._n that_o of_o seem_a compliance_n with_o schismatic_n and_o that_o of_o the_o ill_a use_n they_o make_v of_o it_o to_o confirm_v they_o in_o their_o schism_n do_v upon_o the_o matter_n fall_v in_o upon_o the_o aforesaid_a point_n of_o scandal_n and_o be_v in_o effect_n but_o the_o same_o objection_n only_o put_v into_o a_o new_a dress_n and_o so_o have_v receive_v their_o answer_n already_o and_o the_o only_a remedy_n against_o these_o fear_n as_o well_o that_o of_o scandal_n as_o this_o of_o schism_n be_v the_o same_o which_o be_v there_o prescribe_v even_o to_o give_v assurance_n to_o all_o man_n by_o our_o carriage_n and_o behaviour_n therein_o that_o we_o do_v not_o lay_v aside_o common-prayer_n of_o our_o own_o accord_n or_o out_o of_o any_o dislike_n thereof_o neither_o in_o contempt_n of_o lawful_a governor_n or_o of_o the_o law_n nor_o out_o of_o any_o base_a compliance_n with_o the_o time_n or_o other_o unworthy_a secular_a self_n end_v nor_o out_o of_o any_o schismatical_a principle_n seditious_a design_n or_o innovate_a humour_n but_o mere_o enforce_v thereunto_o by_o such_o necessity_n as_o we_o can_v otherwise_o avoid_v in_o order_n to_o the_o glory_n of_o god_n and_o the_o public_a good_a for_o the_o preservation_n of_o our_o family_n our_o flock_n and_o our_o function_n and_o that_o with_o the_o good_a leave_n and_o allowance_n as_o we_o have_v great_a reason_n to_o believe_v of_o such_o as_o have_v power_n to_o dispense_v with_o we_o and_o the_o law_n in_o that_o behalf_n this_o if_o we_o shall_v do_v bona_fw-la fide_fw-la and_o with_o our_o utmost_a endeavour_n in_o singleness_n of_o heart_n and_o with_o godly_a intention_n perhaps_o it_o
