settle_v in_o the_o mind_n of_o the_o clergy_n in_o those_o day_n that_o in_o the_o convocation_n hold_v the_o first_o year_n of_o edw._n the_o six_o a_o motion_n be_v make_v that_o it_o shall_v be_v desire_v in_o the_o name_n of_o the_o low_a house_n of_o convocation_n that_o their_o house_n may_v be_v unite_v to_o the_o house_n of_o commons_o but_o the_o lord_n rich_a and_o windsor_n tell_v mr._n philpot_n that_o the_o convocation_n be_v no_o part_n of_o the_o parliament_n though_o by_o a_o old_a custom_n it_o be_v call_v together_o by_o one_o write_v of_o summons_n with_o the_o parliament_n to_o their_o opinion_n mr._n philpot_n submitmit_v nor_o shall_v i_o pretend_v to_o enter_v any_o plea_n against_o it_o thus_o much_o be_v plain_a that_o the_o convocation_n be_v once_o account_v in_o this_o respect_n a_o member_n of_o the_o parliament_n and_o the_o reason_n why_o it_o be_v account_v so_o be_v because_o by_o this_o writ_n of_o summons_n the_o low_a clergy_n be_v call_v no_o less_o than_o the_o bishop_n themselves_o to_o it_o now_o thus_o they_o continue_v to_o be_v summon_v still_o the_o writ_n be_v the_o same_o it_o ever_o be_v be_v as_o constant_o issue_v out_o and_o as_o express_o word_v as_o when_o they_o be_v from_o thence_o confess_v to_o be_v a_o part_n of_o the_o parliament_n and_o therefore_o the_o reason_n of_o the_o thing_n be_v the_o same_o one_o will_v think_v it_o shall_v still_o infer_v the_o same_o conclusion_n but_o logic_n be_v one_o thing_n and_o law_n be_v another_o and_o all_o this_o notwithstanding_o the_o clergy_n be_v now_o no_o member_n of_o the_o parliament_n nor_o be_v there_o any_o reason_n why_o it_o shall_v be_v for_o now_o there_o be_v so_o many_o learned_a 5._o bishop_n there_o i_o suppose_v heretofore_o there_o be_v no_o bishop_n there_o their_o presence_n be_v no_o long_o hold_v necessary_a so_o my_o lord_n coke_n have_v learned_o determine_v this_o matter_n which_o make_v i_o the_o more_o wonder_n that_o the_o presence_n of_o the_o inferior_a clergy_n be_v no_o long_o hold_v necessary_a it_o shall_v nevertheless_o be_v hold_v necessary_a to_o continue_v their_o summons_n and_o not_o rather_o be_v think_v adviseable_a to_o reduce_v the_o bishop_n writ_n to_o its_o first_o form_n when_o the_o proctor_n appendix_n of_o the_o clergy_n not_o come_v neither_o be_v they_o summon_v to_o parliament_n such_o than_o be_v the_o case_n of_o our_o present_a 67._o convocation_n but_o now_o beside_o these_o provincial_a synod_n there_o be_v another_o sort_n of_o more_o select_a convention_n if_o not_o first_o introduce_v yet_o more_o especial_o make_v use_n of_o in_o this_o last_o period_n and_o they_o consist_v of_o such_o certain_a bishop_n and_o clergyman_n as_o the_o king_n think_v sit_v to_o choose_v and_o by_o his_o commission_n to_o authorize_v to_o meet_v together_o at_o such_o time_n and_o in_o such_o place_n as_o he_o therein_o prescribe_v to_o they_o to_o these_o he_o propose_v whatsoever_o it_o be_v that_o he_o will_v have_v they_o to_o consult_v about_o and_o have_v so_o do_v they_o be_v to_o lay_v the_o result_n of_o their_o opinion_n according_a to_o his_o direction_n before_o he_o that_o by_o such_o synod_n as_o these_o the_o reformation_n appendix_n be_v especial_o carry_v on_o be_v not_o to_o be_v deny_v they_o have_v often_o determine_v the_o great_a matter_n and_o upon_o their_o advice_n the_o government_n have_v according_o proceed_v without_o ever_o consult_v any_o large_a convocation_n concern_v they_o but_o this_o be_v in_o some_o measure_n owe_v to_o the_o necessity_n of_o those_o time_n in_o which_o a_o great_a part_n of_o the_o clergy_n be_v yet_o engage_v in_o the_o romish_a error_n enemy_n to_o the_o reformation_n and_o therefore_o not_o qualify_v to_o promote_v so_o good_a a_o work_n at_o present_v their_o business_n be_v chief_o this_o either_o to_o advise_v the_o king_n in_o such_o matter_n as_o he_o do_v not_o think_v it_o necessary_a to_o trouble_v the_o convocation_n to_o meet_v about_o or_o else_o in_o matter_n of_o a_o great_a moment_n to_o prepare_v what_o may_v be_v sit_v for_o the_o king_n to_o lay_v before_o the_o convocation_n that_o since_o they_o must_v not_o debate_v on_o any_o thing_n without_o his_o leave_n he_o may_v thereby_o be_v the_o better_o enable_v to_o propose_v what_o be_v expedient_a to_o them_o so_o that_o now_o then_o if_o we_o will_v know_v 68_o after_o what_o manner_n ecclesiastical_a affair_n have_v be_v transact_v since_o the_o time_n of_o the_o reformation_n we_o shall_v find_v it_o to_o have_v be_v by_o some_o or_o other_o of_o these_o five_o follow_a way_n 1._o sometime_o the_o king_n have_v by_o his_o own_o
