and_o indeed_o when_o we_o look_v upon_o prince_n as_o stand_v in_o the_o foremost_a rank_n of_o man_n and_o consider_v god_n as_o infinite_o exalt_v above_o all_o the_o rank_n of_o man_n and_o angel_n we_o must_v needs_o confess_v their_o name_n be_v proper_o make_v use_n of_o to_o denote_v what_o be_v eminent_a either_o in_o office_n or_o in_o honour_n and_o that_o there_o be_v very_o much_o in_o civil_a magistrate_n that_o raise_v they_o above_o the_o level_n of_o other_o man_n and_o make_v they_o approach_v near_o to_o deity_n will_v appear_v if_o we_o consider_v 1._o their_o eminent_a authority_n which_o in_o its_o original_a be_v go_n 2._o the_o eminent_a virtue_n which_o ought_v to_o qualife_n they_o for_o their_o high_a office_n 3._o those_o eminent_a benefit_n which_o they_o confer_v upon_o the_o world_n 4._o the_o eminent_a honour_n that_o be_v due_a to_o the_o saithful_a discharge_n of_o their_o weighty_a employment_n in_o all_o which_o there_o be_v a_o certain_a 〈◊〉_d 〈◊〉_d 〈◊〉_d 〈◊〉_d 〈◊〉_d somewhat_o that_o carry_v a_o stamp_n of_o divinity_n upon_o it_o 1._o their_o power_n and_o authority_n which_o in_o its_o original_a be_v go_n i_o have_v say_v you_o be_v god_n say_v our_o author_n ver_fw-la 6._o that_o be_v with_o respect_n to_o their_o power_n for_o it_o be_v a_o remark_n of_o the_o forecited_a grotius_n that_o the_o title_n of_o god_n be_v never_o put_v upon_o man_n but_o when_o it_o signify_v the_o power_n of_o life_n and_o death_n as_o may_v be_v see_v in_o his_o note_n upon_o exod._n 4.16_o all_o civil_a four_o therefore_o be_v original_o derive_v from_o god_n the_o power_n that_o be_v be_v ordain_v of_o god_n rom._n 13.1_o and_o therefore_o the_o old_a world_n look_v upon_o their_o prince_n but_o as_o so_o many_o visible_a deity_n all_o son_n of_o the_o supreme_a jove_n 6._o all_o child_n of_o the_o most_o high_a verse_n 6._o and_o thence_o it_o be_v that_o we_o see_v the_o ancient_a crown_n compose_v of_o those_o golden_a spire_n that_o best_a represent_v the_o ray_n of_o glory_n wherewith_o they_o circle_v the_o head_n of_o their_o divinity_n thus_o god_n be_v general_o own_v to_o be_v the_o great_a sountain_n of_o all_o government_n and_o authority_n but_o for_o the_o better_a understanding_n in_o what_o limit_a sense_n i_o take_v all_o this_o i_o shall_v here_o premise_v 1._o that_o it_o be_v only_o of_o civil_a right_n and_o power_n that_o i_o be_o now_o speak_v and_o therefore_o i_o do_v not_o think_v myself_o oblige_v to_o take_v notice_n of_o paternal_a authority_n though_o doubtless_o the_o first_o in_o the_o world_n since_o that_o be_v a_o right_a pure_o natural_a and_o so_o come_v not_o up_o to_o the_o present_a case_n beside_o i_o suppose_v the_o full_a natural_a authority_n of_o a_o father_n over_o his_o child_n do_v in_o the_o beginning_n last_v no_o long_o than_o the_o son_n continue_v a_o member_n of_o that_o family_n and_o so_o live_v one_o of_o his_o domestic_a subject_n but_o when_o he_o marry_v and_o begin_v a_o family_n of_o his_o own_o than_o he_o become_v as_o much_o a_o monarch_n in_o his_o own_o house_n as_o his_o father_n be_v in_o he_o but_o since_o this_o natural_a authority_n as_o to_o its_o chief_a regality_n have_v long_o since_o cease_v in_o all_o civilise_v nation_n and_o all_o the_o government_n now_o in_o the_o world_n be_v whole_o found_v upon_o civil_a and_o legal_a right_n and_o i_o take_v it_o for_o grant_v that_o what_o be_v mere_o a_o civil_a right_n in_o its_o original_a can_v never_o either_o by_o long_a prescription_n or_o continue_a succession_n become_v a_o natural_a right_n since_o the_o nature_n of_o thing_n never_o alter_v howsoever_o their_o circumstance_n may_v i_o wave_v therefore_o the_o first_o government_n that_o be_v found_v in_o paternal_a that_o be_v in_o natural_a right_n and_o 2._o i_o premise_v father_n that_o somewhat_o else_o beside_o the_o mere_a permission_n of_o god_n that_o only_o universal_a monarch_n without_o who_o leave_n none_o of_o the_o creature_n he_o have_v make_v can_v have_v any_o power_n over_o themselves_o or_o other_o and_o without_o who_o communicate_v that_o power_n to_o they_o they_o have_v no_o right_a to_o dispose_v themselves_o into_o any_o kind_n of_o civil_a government_n i_o say_v that_o beside_o all_o this_o somewhat_o else_o do_v contribute_v to_o the_o establishment_n of_o such_o humane_a mane_n authority_n as_o be_v now_o exercise_v in_o the_o world_n and_o that_o i_o humble_o suppose_v to_o be_v the_o natural_a necessity_n of_o fall_v man_n together_o with_o the_o rational_a use_n of_o those_o faculty_n wherewith_o god_n have_v endue_v they_o for_o god_n have_v plant_v such_o faculty_n in_o man_n as_o enable_v they_o to_o consult_v their_o common_a good_a and_o to_o provide_v for_o their_o own_o peace_n and_o interest_n and_o leave_v they_o to_o the_o free_a use_n of_o those_o faculty_n they_o soon_o find_v by_o a_o early_a experience_n how_o necessary_a it_o be_v to_o unite_v into_o civil_a society_n which_o can_v not_o be_v do_v without_o the_o enact_v of_o law_n and_o the_o constitution_n of_o governor_n so_o that_o man_n be_v natural_o oblige_v to_o enter_v those_o mutual_a compact_n and_o politic_a relation_n wherein_o some_o be_v to_o be_v govern_v and_o protect_v and_o other_o to_o be_v honour_v and_o obey_v neither_o yet_o be_v all_o this_o without_o god_n sovereign_a intervention_n for_o though_o i_o do_v not_o find_v that_o in_o the_o begin_n there_o be_v any_o particular_a revelation_n command_v man_n to_o model_n themselves_o into_o such_o method_n of_o civil_a government_n but_o they_o be_v all_o at_o first_o mere_o the_o dictate_v of_o natural_a reason_n ground_v upon_o the_o sense_n of_o humane_a necessity_n yet_o see_v it_o be_v god_n that_o plant_v this_o principle_n of_o reason_n in_o we_o therefore_o all_o that_o due_o spring_v from_o that_o principle_n may_v just_o be_v say_v to_o proceed_v from_o god_n its_o author_n and_o so_o to_o have_v a_o divine_a authority_n though_o not_o immediate_o found_v upon_o any_o positive_a divine_a command_n add_v to_o this_o that_o what_o be_v found_v in_o natural_a reason_n be_v one_o branch_n of_o the_o law_n of_o nature_n as_o much_o the_o law_n of_o god_n as_o any_o reveal_v law_n whatsoever_o but_o far_o god_n set_v his_o own_o seal_n to_o this_o institution_n of_o civil_a government_n and_o by_o several_a of_o his_o own_o subsequent_a positive_a law_n require_v man_n to_o submit_v unto_o those_o method_n of_o government_n to_o who_o birth_n the_o necessity_n of_o humane_a nature_n and_o the_o dictate_v of_o humane_a reason_n seem_v so_o much_o to_o contribute_v last_o god_n himself_o take_v the_o very_a same_o method_n when_o he_o choose_v the_o jewish_a nation_n to_o be_v his_o own_o immediate_a subject_n who_o government_n though_o fundamental_o a_o theocracy_n yet_o it_o undergo_v various_a kind_n of_o outward_a administration_n aristocracy_n oligarchy_n monarchy_n both_o elective_a and_o hereditary_a and_o at_o last_o after_o the_o mix_a government_n between_o the_o great_a captain_n and_o the_o sovereign_a pontiff_n which_o succeed_v the_o babylonian_a captivity_n it_o settle_a in_o a_o compound_n title_n of_o success_n merit_n and_o election_n in_o the_o asmonaean_a family_n i_o do_v not_o add_v that_o of_o conquest_n there_o be_v a_o wide_a difference_n between_o conquer_a a_o nation_n enemy_n especial_o by_o the_o assistance_n of_o its_o own_o hand_n and_o conquer_a the_o nation_n itself_o thus_o the_o machabaean_a line_n exclude_v that_o of_o david_n and_o those_o hero_n rise_v up_o the_o great_a deliverer_n of_o their_o church_n and_o country_n from_o the_o extreme_a oppression_n both_o in_o their_o religious_a and_o civil_a right_n nothing_o less_o than_o a_o crown_n be_v think_v a_o equal_a reward_n for_o so_o glorious_a a_o merit_n neither_o be_v the_o old_a davidean_a title_n ever_o put_v in_o as_o a_o bar_n to_o the_o more_o deserve_a present_a possessor_n but_o the_o same_o providence_n watch_v over_o they_o and_o doubtless_o by_o its_o minister_n require_v the_o same_o allegiance_n to_o they_o as_o to_o the_o prince_n of_o the_o former_a race_n the_o case_n be_v easy_o apply_v thus_o the_o origin_n of_o all_o government_n be_v absolute_o from_o god_n from_o his_o leave_n and_o permission_n from_o those_o law_n of_o reason_n that_o he_o plant_v in_o man_n nature_n enable_v they_o to_o take_v the_o best_a measure_n for_o their_o common_a good_a and_o safety_n from_o his_o own_o follow_v positive_a command_n confirm_v what_o that_o reason_n have_v dictate_v from_o his_o own_o example_n and_o from_o that_o visible_a providence_n whereby_o he_o support_v civil_a right_n and_o government_n in_o the_o world_n consideration_n 2_o 2._o those_o eminent_a virtue_n wherewith_o they_o ought_v to_o be_v qualify_v for_o 15._o 1694._o a_o sermon_n preach_v at_o the_o assize_n at_o northampton_n psalm_n lxxxii_o ver_fw-la 1._o god_n stand_v in_o the_o congregation_n of_o the_o mighty_a he_o judge_v among_o the_o go_n the_o old_a translation_n render_v it_o thus_o god_n stand_v in_o the_o congregation_n of_o prince_n he_o be_v a_o judge_n among_o go_n whatsoever_o will_v have_v be_v the_o condition_n of_o mankind_n have_v they_o live_v up_o to_o the_o godlike_a perfection_n wherein_o they_o be_v at_o first_o create_v yet_o this_o be_v certain_a that_o in_o their_o lapse_v state_n they_o can_v not_o have_v maintain_v themselves_o in_o any_o tolerable_a peace_n and_o order_n without_o the_o benefit_n of_o humane_a law_n and_o the_o institution_n of_o government_n but_o though_o god_n so_o far_o indulge_v the_o necessity_n of_o our_o fall_a nature_n as_o to_o allow_v we_o lawgiver_n from_o among_o ourselves_o yet_o he_o keep_v the_o supreme_a legislative_a powerstill_n in_o his_o own_o hand_n he_o himself_o always_o stand_v in_o the_o congregation_n of_o those_o mighty_a who_o prescribe_v law_n to_o all_o beneath_o they_o and_o though_o the_o civil_a magistrate_n be_v indeed_o his_o minister_n invest_v with_o his_o authority_n and_o bear_v not_o his_o sword_n in_o vain_a yet_o the_o most_o sovereign_a power_n of_o life_n and_o death_n be_v still_o in_o god_n himself_o who_o be_v therefore_o say_v to_o judge_v over_o those_o very_a god_n that_o pronounce_v sentence_n upon_o the_o life_n and_o fortune_n of_o inferior_a men._n thus_o god_n stand_v in_o the_o congregation_n of_o the_o mighty_a and_o judge_v among_o the_o go_n in_o this_o psalm_n the_o inspire_a asaph_n instruct_v prince_n both_o in_o their_o dignity_n and_o their_o duty_n begin_v his_o discourse_n with_o that_o solemn_a preamble_n in_o the_o text_n wherein_o he_o adorn_v the_o civil_a magistrate_n with_o the_o most_o glorious_a of_o their_o title_n and_o yet_o press_v they_o with_o the_o most_o awful_a consideration_n thereby_o show_v how_o reconcileable_a the_o faithful_a discharge_n of_o a_o preacher_n duty_n may_v be_v to_o the_o rule_n of_o civility_n and_o good_a manner_n thus_o he_o compliment_n they_o with_o the_o name_n of_o prince_n and_o of_o god_n and_o yet_o warn_v they_o of_o a_o almighty_a superior_a who_o stand_v above_o and_o overlook_v they_o all_o and_o judge_n all_o they_o do_v for_o say_v he_o god_n stand_v in_o the_o congregation_n of_o the_o prince_n he_o be_v a_o judge_n among_o go_n for_o the_o more_o useful_a handle_n of_o which_o word_n i_o shall_v 1._o inquire_v who_o be_v the_o mighty_a the_o prince_n and_o the_o god_n here_o speak_v of_o 2._o what_o be_v mean_v by_o god_n stand_v among_o the_o one_o and_o judge_v among_o the_o other_o 1._o then_o by_o the_o mighty_a and_o the_o god_n be_v doubtless_o understand_v king_n prince_n and_o governor_n and_o all_o that_o be_v put_v in_o authority_n under_o they_o that_o be_v all_o civil_a magistrate_n in_o their_o due_a subordination_n and_o though_o perhaps_o to_o suppose_v that_o by_o the_o mighty_a be_v mean_v only_o inferior_a magistrate_n and_o by_o the_o god_n sovereign_a prince_n themselves_o may_v sound_v like_o no_o ill_a gloss_n upon_o the_o word_n yet_o i_o find_v that_o expositor_n general_o look_v no_o far_o in_o both_o expression_n than_o to_o those_o judge_n wear_v it_o or_o whether_o we_o consider_v the_o profound_a knowledge_n and_o the_o vast_a experience_n the_o solid_a judgement_n and_o the_o wisdom_n like_o a_o angel_n of_o god_n the_o unwearied_a industry_n and_o uncorrupted_a integrity_n the_o generous_a courage_n and_o the_o invincible_a patience_n the_o heroic_a justice_n and_o the_o saintlike_a mercy_n which_o be_v all_o require_v to_o the_o make_v up_o of_o one_o accomplish_v magistrate_n we_o must_v needs_o confess_v that_o there_o be_v much_o of_o god_n in_o the_o great_a man._n and_o if_o we_o examine_v wherein_o the_o image_n of_o god_n in_o man_n do_v at_o first_o consist_v we_o shall_v find_v that_o in_o a_o great_a part_n it_o appear_v in_o the_o moral_a perfection_n of_o his_o nature_n in_o a_o near_a resemblance_n of_o the_o divine_a wisdom_n goodness_n truth_n purity_n justice_n and_o mercy_n and_o the_o like_a moral_a attribute_n which_o be_v the_o only_a imitable_a perfection_n in_o god_n he_o therefore_o that_o be_v most_o qualify_v with_o those_o moral_a excellency_n have_v certain_o most_v of_o god_n in_o he_o and_o the_o divine_a image_n be_v most_o beautiful_o revive_v in_o his_o virtue_n so_o that_o magistrate_n in_o the_o just_a wise_a upright_o discharge_v of_o their_o duty_n be_v god_n best_o representative_n the_o divine_a wisddom_n shine_v through_o they_o and_o the_o divine_a justice_n illustrious_o appear_v in_o all_o they_o do_v thus_o by_o qualify_a themselves_o with_o more_o eminent_a virtue_n than_o other_o man_n they_o stand_v like_o so_o many_o god_n above_o they_o a_o bold_a hyperbole_n i_o confess_v be_v it_o not_o license_v by_o the_o holy_a spirit_n itself_o but_o consideration_n 3_o 3._o the_o eminent_a benefit_n that_o good_a magistrate_n communicate_v to_o the_o rest_n of_o mankind_n and_o their_o great_a usefulness_n in_o the_o world_n render_v they_o as_o so_o many_o god_n in_o it_o thus_o we_o know_v idolatry_n arise_v whilst_o man_n deify_v their_o public_a benefactor_n and_o those_o who_o have_v do_v any_o signal_n good_a to_o the_o rest_n of_o mankind_n be_v reward_v with_o temple_n and_o with_o altar_n with_o sacrifice_n and_o adoration_n and_o thus_o god_n himself_o recommend_v himself_o to_o the_o love_n of_o his_o creature_n by_o his_o universal_a goodness_n and_o beneficence_n all_o his_o other_o attribute_n may_v indeed_o engage_v our_o veneration_n and_o perhaps_o our_o fear_n but_o it_o be_v only_o perfect_a goodness_n that_o irresistible_o charm_v our_o affection_n we_o may_v admire_v all_o that_o be_v great_a but_o we_o love_v only_o what_o do_v we_o good_a the_o noble_a nature_n may_v have_v a_o right_n to_o our_o wonder_n but_o it_o be_v only_o the_o more_o useful_a that_o have_v a_o right_a to_o our_o kindness_n and_o therefore_o though_o the_o civil_a magistrate_n by_o their_o mighty_a power_n may_v strike_v a_o awe_n into_o other_o man_n though_o by_o their_o excellent_a accomplishment_n they_o may_v command_v their_o respect_n yet_o it_o be_v only_o their_o mighty_a usefulness_n that_o recommend_v they_o to_o their_o love_n they_o be_v the_o blessing_n which_o such_o communicate_v to_o the_o world_n that_o make_v they_o dear_a as_o public_a benefactor_n and_o belove_v as_o god_n in_o it_o thus_o whilst_o they_o secure_v every_o man_n property_n and_o protect_v every_o man_n life_n whilst_o they_o be_v the_o keeper_n of_o god_n peace_n upon_o earth_n and_o the_o dispenser_n of_o his_o common_a justice_n among_o man_n whilst_o they_o impartial_o determine_v all_o dispute_n between_o man_n and_o man_n whilst_o they_o be_v terror_n unto_o evil_a doer_n and_o the_o encourager_n of_o those_o that_o do_v good_a and_o in_o fine_a whilst_o they_o be_v the_o minister_n of_o that_o uphold_v peace_n and_o order_n right_o and_o equity_n in_o the_o world_n and_o may_v well_o therefore_o be_v look_v upon_o as_o so_o many_o god_n in_o it_o since_o there_o will_v be_v no_o live_n in_o this_o world_n without_o they_o but_o it_o will_v soon_o turn_v into_o a_o mere_a wilderness_n and_o man_n himself_o run_v wild_a and_o savage_a in_o it_o and_o all_o the_o foundation_n of_o the_o earth_n be_v quick_o out_o of_o course_n as_o our_o author_n express_v it_o when_o he_o charge_v those_o mighty_a with_o their_o maladministration_n ver_fw-la 5._o but_o now_o in_o the_o midst_n of_o our_o disorder_n the_o presence_n of_o a_o upright_a magistrate_n be_v as_o the_o appearance_n of_o a_o god_n his_o awful_a brow_n strike_v the_o guilty_a dumb_a his_o well-known_a justice_n raise_v up_o the_o head_n of_o oppress_a innocence_n and_o his_o solemn_a sentence_n like_o the_o almighty_a fiat_n turn_v confusion_n into_o peace_n and_o harmony_n thus_o whilst_o they_o and_o justice_n in_o the_o world_n they_o be_v indeed_o the_o fair_a image_n of_o god_n in_o it_o and_o so_o they_o may_v be_v call_v consideration_n 4_o 4._o by_o reason_n of_o the_o eminent_a
