empire_n by_o the_o people_n choice_n for_o if_o it_o seem_v grievous_a to_o hold_v a_o government_n and_o not_o to_o have_v power_n to_o administer_v it_o arbitrary_o he_o may_v have_v refuse_v it_o nor_o be_v it_o consistent_a with_o his_o obligation_n upon_o such_o acceptance_n of_o the_o government_n to_o endeavour_v afterward_o by_o fraud_n or_o force_n to_o subvert_v the_o prescribe_v himself_o to_o administer_v it_o just_o either_o by_o a_o general_a or_o special_a promise_n which_o common_o be_v confirm_v by_o oath_n a_o general_a promise_n may_v be_v either_o tacit_a or_o express_v a_o tacit_a promise_n must_v be_v understand_v in_o the_o very_a acceptance_n of_o the_o government_n though_o it_o be_v not_o express_v yet_o most_o frequent_o it_o be_v express_v a_o oath_n and_o solemn_a right_n be_v add_v nor_o be_v it_o unusual_a in_o such_o promise_v to_o describe_v the_o office_n of_o a_o king_n by_o enumerate_v the_o chief_a part_n viz._n to_o defend_v the_o good_a to_o punish_v the_o evil_a to_o administer_v justice_n etc._n etc._n now_o such_o promise_v no_o way_n diminish_v the_o absoluteness_n of_o government_n the_o king_n by_o they_o be_v oblige_v to_o govern_v just_o but_o in_o what_o manner_n or_o what_o mean_v he_o shall_v use_v be_v leave_v to_o his_o discretion_n but_o a_o special_a promise_n in_o which_o both_o the_o manner_n and_o the_o mean_n be_v express_v be_v twofold_a viz._n the_o one_o bind_v only_o the_o conscience_n of_o the_o king_n the_o other_o render_v the_o obedience_n of_o the_o subject_n conditional_a also_o a_o example_n of_o the_o first_o sort_n be_v this_o if_o a_o king_n promise_n that_o he_o will_v not_o commit_v office_n to_o a_o certain_a sort_n of_o people_n that_o he_o will_v grant_v to_o none_o such_o privilege_n as_o shall_v be_v burdensome_a to_o other_o that_o he_o will_v make_v no_o new_a law_n impose_v no_o new_a tribute_n nor_o use_v foreign_a soldier_n when_o as_o yet_o there_o be_v no_o council_n establish_v which_o the_o king_n be_v bind_v to_o consult_v in_o case_n wherein_o the_o safety_n of_o the_o nation_n the_o supreme_a law_n may_v force_v he_o to_o recede_v from_o his_o promise_n here_o the_o administration_n of_o the_o government_n be_v restrain_v to_o certain_a law_n and_o when_o the_o king_n without_o necessity_n shall_v do_v against_o the_o law_n he_o be_v guilty_a of_o breach_n of_o faith_n yet_o the_o people_n have_v no_o power_n to_o refuse_v the_o king_n command_n or_o vacate_v his_o act_n for_o if_o the_o king_n say_v that_o the_o safety_n of_o the_o people_n necessitate_v he_o to_o extraordinary_a action_n and_o it_o must_v be_v presume_v that_o he_o say_v true_a the_o subject_n have_v nothing_o to_o reply_v see_v they_o do_v not_o reserve_v to_o themselves_o the_o cognizance_n of_o such_o extraordinary_a case_n from_o whence_o it_o be_v clear_a that_o a_o people_n do_v not_o sufficient_o provide_v for_o themselves_o in_o give_v the_o king_n a_o limit_a empire_n unless_o there_o be_v a_o council_n
