stranger_n not_o be_v the_o company_n aforesaid_a to_o forbear_v to_o bring_v into_o these_o our_o dominion_n of_o england_n and_o wales_n any_o pepper_n direct_o or_o indirect_o upon_o pain_n of_o forfeiture_n of_o the_o good_n and_o what_o other_o punishment_n they_o may_v incur_v by_o any_o contempt_n and_o default_n herein_o and_o to_o the_o end_n this_o our_o pleasure_n may_v be_v more_o due_o observe_v we_o do_v likewise_o charge_v and_o command_v all_o customer_n comptroller_n searcher_n waiter_n farmour_n of_o our_o custom_n and_o their_o deputy_n and_o all_o other_o our_o to_o our_o use_n as_o just_o forfeit_v and_o moreover_o they_o and_o every_o of_o they_o shall_v use_v their_o best_a mean_n and_o endeavour_n to_o hinder_v and_o prevent_v all_o secret_a and_o fraudulent_a practice_n of_o such_o as_o shall_v seek_v to_o bring_v it_o that_o commodity_n notwithstanding_o this_o our_o pleasure_n publish_v to_o the_o contrary_n and_o because_o we_o be_v careful_a to_o prevent_v all_o inconvenience_n to_o the_o generality_n of_o our_o subject_n in_o case_n they_o shall_v be_v hardly_o deal_v with_o under_o this_o restraint_n by_o those_o that_o have_v the_o whole_a mass_n of_o pepper_n in_o their_o own_o hand_n although_o we_o hold_v the_o company_n to_o be_v compound_v of_o many_o good_a and_o honest_a merchant_n and_o other_o yet_o because_o there_o be_v no_o society_n wherein_o all_o be_v of_o one_o temper_n and_o out_o of_o the_o care_n we_o have_v always_o have_v for_o the_o common_a good_a of_o all_o our_o people_n more_o than_o of_o any_o particular_a society_n we_o think_v it_o not_o safe_a to_o repose_v so_o much_o confidence_n in_o a_o part_n of_o our_o people_n as_o to_o leave_v the_o whole_a body_n subject_n to_o their_o will_n in_o matter_n of_o this_o nature_n and_o therefore_o have_v well_o examine_v what_o may_v be_v a_o indifferent_a price_n to_o yield_v to_o the_o merchant_n competent_a gain_n for_o the_o maintenance_n of_o so_o great_a and_o long_o a_o trade_n and_o so_o needful_a for_o the_o support_n of_o navigation_n and_o yet_o not_o be_v overchargeable_a to_o the_o rest_n of_o our_o people_n who_o have_v on_o the_o other_o side_n daily_o use_v of_o that_o kind_n of_o spice_n we_o have_v condition_v with_o they_o and_o limit_v that_o they_o shall_v utter_v pepper_n at_o the_o rate_n of_o two_o shilling_n six_o penny_n the_o pound_n and_o not_o exceed_v to_o any_o that_o shall_v come_v or_o send_v for_o it_o upon_o pain_n of_o our_o high_a displeasure_n which_o provision_n and_o
