they_o will_v fasten_v such_o a_o character_n of_o shame_n and_o disingenuity_n upon_o they_o that_o the_o very_a clemency_n of_o the_o prince_n and_o the_o just_a occasion_n of_o disgrace_n that_o it_o give_v will_v be_v a_o sufficient_a punishment_n to_o they_o i_o say_v this_o gentle_a temper_n in_o prince_n beget_v the_o strong_a love_n and_o esteem_v of_o they_o in_o the_o mind_n of_o the_o people_n which_o make_v the_o best_a security_n against_o all_o injury_n and_o therefore_o this_o may_v be_v a_o argument_n from_o policy_n as_o well_o as_o divinity_n to_o these_o mild_a proceed_n and_o in_o the_o five_o place_n that_o he_o may_v be_v more_o successful_a in_o his_o government_n both_o as_o to_o the_o advancement_n of_o religion_n and_o the_o right_a worship_n of_o god_n and_o also_o to_o the_o promote_a of_o good_a moral_n and_o honesty_n among_o his_o people_n he_o must_v imitate_v the_o author_n of_o his_o power_n in_o another_o attribute_n and_o that_o be_v his_o holiness_n be_v you_o holy_a for_o i_o be_o holy_a do_v especial_o belong_v to_o governor_n who_o have_v another_o image_n and_o resemblance_n of_o god_n to_o express_v in_o the_o world_n than_o the_o rest_n of_o man_n and_o christian_n have_v he_o must_v be_v sure_a to_o give_v a_o example_n in_o himself_o of_o those_o virtue_n that_o he_o shall_v maintain_v and_o propagate_v that_o of_o the_o apostle_n show_v thyself_o a_o pattern_n of_o good_a work_n titus_n 2.7_o and_o also_o 1_o tim._n 4.12_o be_v thou_o a_o example_n of_o the_o believer_n in_o word_n in_o conversation_n in_o charity_n in_o spirit_n in_o faith_n in_o purity_n together_o with_o 1_o pet._n 5.3_o not_o as_o be_v lord_n over_o god_n heritage_n but_o be_v ensample_n to_o the_o flock_n although_o speak_v concern_v bishop_n and_o pastor_n of_o the_o church_n yet_o upon_o the_o same_o reason_n belong_v to_o all_o ruler_n in_o general_a of_o what_o kind_n soever_o whether_o their_o province_n be_v spiritual_a or_o temporal_a there_o be_v many_o man_n that_o can_v look_v into_o the_o inward_a nature_n and_o pulchritude_n of_o virtue_n and_o make_v that_o the_o influence_n of_o their_o practice_n but_o be_v whole_o take_v up_o with_o the_o external_o of_o it_o the_o credit_n or_o disrepute_n that_o it_o be_v in_o from_o great_a example_n and_o so_o manage_v themselves_o according_o as_o also_o ambition_n of_o great_a place_n or_o perhaps_o the_o bare_a desire_n of_o be_v better_o state_v with_o their_o governor_n or_o in_o his_o more_o special_a respect_n and_o favour_n put_v abundance_n more_o into_o this_o circumstance_n of_o conform_v to_o his_o instance_n and_o therefore_o it_o often_o happen_v that_o the_o whole_a city_n be_v of_o the_o same_o complexion_n with_o its_o ruler_n whether_o he_o incline_v to_o vice_n or_o virtue_n but_o alas_o this_o be_v the_o difference_n the_o desire_n of_o body_n which_o the_o great_a number_n of_o man_n place_v their_o whole_a satisfaction_n in_o not_o be_v acquaint_v with_o spiritual_a enjoyment_n make_v the_o pattern_n on_o the_o worse_a side_n more_o spread_v i_o shall_v not_o enlarge_v upon_o this_o argument_n only_o translate_v a_o passage_n of_o tully_n in_o his_o three_o book_n de_fw-fr legibus_fw-la 18.19_o which_o as_o it_o have_v the_o advantage_n of_o sense_n above_o any_o thing_n i_o can_v say_v from_o myself_o so_o it_o carry_v more_o of_o authority_n with_o it_o as_o by_o the_o licentious_a life_n and_o vice_n of_o prince_n say_v he_o the_o whole_a city_n be_v common_o infect_v so_o by_o their_o continence_n and_o better_a moral_n it_o be_v advance_v to_o the_o same_o virtue_n that_o great_a man_n and_o our_o friend_n lucullus_n when_o the_o stateliness_n of_o his_o house_n at_o tusculum_n be_v with_o some_o reflection_n object_v to_o he_o make_v this_o answer_n which_o satisfy_v many_o that_o whereas_o his_o two_o neighbour_n the_o more_o honourable_a of_o they_o be_v but_o a_o knight_n and_o the_o other_o only_o a_o freeman_n have_v very_o stately_a mansion_n that_o magnificence_n must_v needs_o be_v allow_v to_o he_o which_o be_v permit_v to_o those_o so_o much_o his_o inferior_n but_o it_o seem_v lucullus_n do_v not_o observe_v that_o he_o himself_o be_v the_o cause_n of_o their_o state_n to_o who_o if_o he_o have_v not_o be_v guilty_a of_o it_o it_o will_v have_v be_v neither_o lawful_a nor_o tolerable_a for_o who_o will_v have_v endure_v they_o to_o have_v enjoy_v such_o pompous_a house_n who_o will_v not_o rather_o have_v break_v they_o down_o and_o destroy_v they_o unless_o those_o who_o be_v most_o oblige_v to_o do_v so_o have_v give_v their_o example_n and_o authority_n for_o the_o have_v of_o they_o for_o that_o be_v not_o so_o great_a a_o evil_a that_o prince_n be_v vicious_a although_o it_o be_v a_o great_a one_o as_o that_o other_o be_v that_o many_o be_v draw_v into_o a_o imitation_n of_o they_o for_o one_o may_v observe_v quite_o through_o the_o history_n of_o all_o time_n that_o howsoever_o qualify_v the_o chief_a man_n of_o the_o city_n be_v such_o be_v the_o city_n itself_o in_o a_o little_a while_n and_o every_o change_n of_o manner_n in_o prince_n do_v induce_v the_o same_o in_o the_o people_n by_o how_o much_o ill_a prince_n do_v worse_o deserve_v of_o their_o country_n not_o only_o that_o they_o follow_v vice_n themselves_o but_o because_o they_o infuse_v it_o into_o their_o subject_n and_o not_o only_o do_v harm_n that_o they_o be_v corrupt_v but_o that_o they_o corrupt_v other_o as_o it_o be_v make_v sin_n authentic_a by_o their_o practice_n of_o it_o thus_o ruler_n be_v oblige_v to_o maintain_v good_a work_n even_o for_o these_o necessary_a use_n that_o they_o may_v thus_o bring_v virtue_n into_o esteem_n and_o honour_n among_o the_o people_n good_a prince_n have_v a_o reward_n and_o share_v in_o all_o the_o virtue_n of_o those_o that_o be_v under_o they_o by_o the_o command_n and_o influence_n of_o their_o own_o piety_n and_o in_o respect_n of_o their_o after_o state_n may_v ascribe_v that_o of_o the_o prophet_n to_o themselves_o they_o advance_v the_o same_o thing_n by_o their_o example_n viz._n those_o that_o turn_v many_o unto_o righteousness_n shall_v shine_v as_o the_o star_n for_o ever_o and_o ever_o dan._n 12.3_o and_o this_o will_v enhance_v their_o punishment_n if_o they_o be_v vicious_a and_o so_o much_o the_o more_o as_o vice_n or_o a_o ill_a pattern_n have_v the_o strong_a appetite_n of_o body_n to_o advocate_n for_o it_o be_v more_o prevalent_a and_o dilate_v far_a it_o be_v a_o easy_a effect_n of_o vice_n to_o derive_v itself_o in_o a_o large_a compass_n upon_o those_o suitable_a inclination_n that_o be_v in_o all_o man_n but_o the_o propagation_n of_o virtue_n be_v a_o more_o difficult_a thing_n and_o require_v a_o more_o than_o ordinary_a example_n for_o the_o success_n of_o it_o there_o be_v that_o violent_a opposition_n of_o sense_n to_o move_v against_o which_o be_v the_o prevail_a principle_n in_o most_o man_n and_o which_o can_v be_v subdue_v or_o keep_v under_o in_o any_o without_o intense_a labour_n and_o incessant_a strive_v at_o least_o till_o a_o habit_n have_v render_v the_o business_n more_o facile_a but_o this_o shall_v not_o deter_v a_o good_a magistrate_n that_o consider_v his_o heavenly_a rule_n and_o pattern_n from_o a_o holy_a instance_n but_o rather_o the_o more_o easy_a and_o influential_a vice_n be_v the_o more_o cautious_a shall_v this_o make_v he_o of_o act_v it_o before_o his_o many_o spectator_n or_o give_v it_o the_o advantage_n of_o his_o high_a example_n and_o the_o more_o difficult_a virtue_n be_v or_o contrary_a to_o the_o temper_n of_o most_o man_n if_o he_o will_v satisfy_v his_o just_a obligation_n to_o god_n and_o the_o people_n under_o he_o the_o more_o industrious_o ought_v he_o to_o assert_v it_o and_o with_o more_o vigour_n endeavour_v to_o gain_v credit_n and_o authority_n to_o it_o from_o the_o uprightness_n of_o his_o own_o action_n this_o indeed_o require_v valour_n as_o all_o other_o his_o due_a proceed_n do_v and_o therefore_o in_o the_o six_o place_n see_v that_o magistrate_n be_v commission_v by_o god_n be_v his_o deputy_n and_o minister_n of_o his_o kingdom_n among_o man_n as_o much_o as_o concern_v the_o visible_a part_n of_o thing_n they_o ought_v to_o be_v very_o courageous_a and_o resolute_a in_o the_o just_a management_n of_o their_o high_a province_n it_o be_v god_n own_o command_n and_o counsel_n to_o they_o you_o shall_v not_o be_v afraid_a of_o the_o oblige_v to_o the_o most_o impartial_a justice_n and_o equity_n in_o all_o their_o proceed_n they_o ought_v to_o be_v valiant_a for_o the_o truth_n even_o unto_o death_n
thing_n and_o not_o the_o person_n that_o be_v concern_v in_o they_o that_o they_o deal_v impartial_o among_o the_o people_n without_o any_o sinister_a design_n or_o bias_n upon_o they_o and_o neither_o favour_n the_o great_a one_o for_o fear_n of_o their_o greatness_n nor_o crush_v and_o oppress_v the_o mean_a man_n because_o he_o can_v make_v no_o resistance_n against_o they_o but_o that_o they_o administer_v true_a judgement_n and_o see_v that_o right_o prevail_v and_o determine_v in_o all_o case_n without_o any_o regard_n or_o prejudice_n to_o person_n that_o they_o defend_v the_o poor_a and_o fatherless_a do_v justice_n to_o the_o afflict_a and_o needy_a and_o deliver_v they_o from_o the_o hand_n of_o the_o wicked_a ver_fw-la 3_o 4._o and_o this_o important_a counsel_n be_v found_v upon_o two_o reason_n first_o because_o god_n himself_o supervise_v over_o they_o and_o inspect_n into_o all_o their_o management_n god_n stand_v in_o the_o congregation_n of_o prince_n he_o be_v a_o judge_n among_o god_n ver_fw-la 1._o and_o what_o a_o terrible_a reflection_n be_v it_o to_o consider_v that_o the_o righteous_a judge_n of_o all_o the_o world_n a_o be_v of_o that_o invariable_a justice_n that_o can_v endure_v the_o least_o iniquity_n and_o one_o that_o be_v so_o mighty_a to_o punish_v all_o those_o that_o be_v guilty_a of_o it_o that_o he_o look_v upon_o all_o their_o proceed_n and_o can_v when_o he_o please_v if_o they_o be_v not_o such_o as_o answer_v the_o rectitude_n of_o his_o nature_n exact_a vengeance_n upon_o the_o unjust_a deputy_n of_o his_o sovereign_a power_n and_o authority_n in_o this_o low_a world_n this_o be_v the_o first_o motive_n that_o he_o set_v down_o for_o prince_n to_o observe_v justice_n the_o second_o be_v that_o this_o rule_n and_o eminency_n of_o they_o be_v but_o a_o short-lived_a thing_n they_o can_v have_v no_o last_a enjoyment_n of_o it_o all_o this_o state_n and_o greatness_n can_v secure_v they_o from_o the_o common_a condition_n of_o man_n but_o they_o must_v submit_v to_o the_o irreversable_a decree_n of_o humane_a nature_n and_o die_v and_o lie_v down_o in_o the_o dust_n in_o the_o same_o manner_n with_o their_o mean_a brethren_n and_o therefore_o what_o folly_n be_v it_o ever_o to_o be_v transport_v with_o worldly_a glory_n to_o be_v proud_a and_o lofty_a upon_o this_o false_a occasion_n to_o make_v this_o a_o ground_n of_o triumph_v and_o lording_n it_o over_o other_o which_o last_v but_o for_o a_o moment_n and_o then_o leave_v we_o undistinguished_a in_o the_o common_a mass_n and_o circumstance_n of_o mankind_n i_o have_v say_v you_o be_v god_n etc._n etc._n from_o which_o word_n we_o shall_v discourse_v of_o these_o particular_n first_o to_o give_v the_o reason_n of_o their_o of_o it_o and_o last_o from_o these_o word_n that_o they_o must_v die_v like_o man_n we_o shall_v deduce_v some_o inference_n relate_v to_o our_o own_o practice_n and_o first_o to_o give_v the_o reason_n of_o their_o be_v style_v by_o this_o name_n of_o god_n and_o this_o may_v be_v first_o because_o of_o their_o power_n in_o general_n dan._n 5.19_o for_o majesty_n be_v give_v they_o that_o will_v they_o put_v down_o which_o be_v true_a in_o some_o degree_n of_o all_o prince_n and_o governor_n whatsoever_o but_o than_o second_o and_o principal_o the_o reason_n of_o their_o be_v style_v by_o this_o name_n be_v because_o their_o power_n have_v this_o particular_a respect_n in_o it_o that_o it_o be_v derive_v from_o god_n they_o have_v a_o beam_n of_o supreme_a majesty_n reflect_v for_o that_o action_n they_o ought_v to_o disengage_v themselves_o from_o all_o partial_a affection_n and_o interest_n and_o follow_v the_o free_a dictate_v of_o mind_n and_o reason_n as_o they_o be_v far_o assist_v by_o the_o spirit_n of_o god_n for_o the_o holy_a spirit_n of_o god_n adapt_a himself_o to_o the_o different_a necessity_n of_o man_n must_v needs_o be_v suppose_v to_o be_v more_o plentiful_o present_a with_o those_o that_o be_v in_o the_o more_o difficult_a circumstance_n of_o a_o high_a station_n they_o ought_v i_o say_v to_o acquit_v themselves_o from_o the_o straitness_n of_o self_n and_o all_o private_a suggestion_n and_o maintain_v a_o large_a sphere_n of_o action_n only_o look_v upon_o the_o justice_n of_o thing_n and_o the_o expediency_n of_o they_o to_o the_o public_a good_n but_o to_o speak_v more_o particular_o and_o in_o express_a instance_n first_o then_o a_o good_a governor_n upon_o this_o divine_a platform_n must_v be_v very_o careful_a and_o make_v it_o the_o main_a scope_n of_o his_o endeavour_n to_o promote_v the_o welfare_n of_o those_o that_o be_v under_o his_o charge_n and_o government_n and_o this_o be_v only_o a_o transcript_n from_o the_o heavenly_a pattern_n if_o we_o consider_v the_o several_a method_n of_o divine_a providence_n the_o act_n and_o process_n of_o it_o ever_o since_o the_o beginning_n we_o may_v plain_o discern_v this_o that_o its_o perpetual_a design_n be_v to_o advance_v the_o only_a good_a of_o mankind_n viz._n to_o draw_v they_o off_o from_o their_o sinful_a practice_n and_o establish_v virtue_n and_o the_o right_a worship_n of_o god_n where_o vice_n and_o idolatry_n do_v reign_v before_o and_o that_o governor_n that_o will_v be_v like_o god_n who_o power_n and_o authority_n he_o be_v endue_v withal_o must_v have_v this_o end_n and_o project_n in_o all_o his_o action_n to_o carry_v on_o the_o public_a good_a and_o advance_v the_o benefit_n of_o those_o that_o be_v commit_v to_o he_o he_o must_v have_v no_o particular_a reserve_n of_o self_n in_o any_o of_o his_o proceed_n but_o move_v in_o a_o large_a compass_n and_o intend_v his_o whole_a purpose_n and_o endeavour_n to_o a_o general_a advantage_n or_o rather_o he_o may_v consult_v self-interest_n as_o much_o as_o he_o please_v if_o he_o determine_v self_n aright_o not_o to_o the_o sensual_a as_o most_o man_n do_v but_o to_o the_o rational_a part_n of_o he_o and_o then_o apply_v interest_n only_o to_o those_o thing_n that_o bring_v benefit_n and_o advancement_n to_o that_o it_o be_v a_o great_a mistake_n to_o think_v that_o the_o good_a of_o the_o people_n can_v at_o any_o time_n clash_n and_o be_v inconsistent_a with_o the_o good_a of_o the_o governor_n and_o that_o ruler_n that_o entertain_v this_o notion_n be_v certain_o a_o ill_a man_n and_o set_v up_o the_o desire_v of_o sense_n as_o the_o rule_n of_o action_n in_o opposition_n to_o the_o free_a result_v of_o mind_n and_o reason_n good_a be_v a_o general_a thing_n and_o have_v no_o particular_a confinement_n in_o it_o but_o be_v adapt_v and_o suitable_a to_o all_o men._n the_o same_o good_a diffuse_v itself_o through_o prince_n and_o people_n and_o if_o it_o be_v not_o for_o the_o advantage_n of_o both_o it_o be_v but_o a_o false_a notion_n and_o no_o real_a good_n the_o true_a interest_n of_o the_o prince_n can_v be_v any_o separate_a thing_n from_o that_o of_o the_o people_n the_o advancement_n of_o virtue_n and_o the_o true_a religion_n which_o be_v the_o only_a universal_a good_a be_v that_o alone_a which_o establish_v the_o throne_n and_o make_v the_o government_n facile_a and_o tenable_a this_o good_a concern_v prince_n as_o well_o as_o private_a man_n and_o if_o at_o any_o time_n they_o carry_v on_o thing_n that_o have_v not_o this_o tendency_n in_o they_o they_o manage_v a_o project_n against_o themselves_o and_o it_o be_v some_o sensual_a appetite_n and_o mistake_v self_n that_o be_v the_o cause_n of_o it_o this_o than_o ought_v to_o be_v a_o strong_a motive_n to_o prince_n to_o intend_v the_o public_a good_a see_v by_o this_o mean_n alone_o they_o can_v obtain_v and_o secure_v that_o which_o be_v true_o so_o to_o themselves_o and_o they_o ought_v to_o design_n this_o in_o all_o their_o proceed_n if_o they_o will_v imitate_v he_o who_o confer_v their_o power_n upon_o they_o and_o as_o god_n almighty_a often_o carry_v on_o that_o which_o his_o infinite_a wisdom_n discern_v to_o be_v the_o good_a of_o mankind_n by_o method_n contrary_a to_o the_o carnal_a desire_n and_o will_v of_o man_n as_o by_o several_a kind_n of_o affliction_n and_o the_o like_a so_o a_o good_a prince_n when_o he_o meet_v with_o a_o ill_o incline_v people_n that_o have_v not_o their_o mind_n set_v upon_o good_a he_o ought_v to_o make_v use_n of_o his_o authority_n from_o heaven_n and_o even_o contrary_a to_o their_o will_n and_o inclination_n force_v they_o to_o the_o observance_n of_o right_a thing_n such_o as_o he_o see_v expedient_a for_o they_o although_o never_o so_o great_a trouble_n attend_v the_o enterprise_n this_o then_o be_v the_o first_o divine_a character_n of_o a_o good_a governor_n that_o he_o ought_v by_o all_o mean_n to_o carry_v on_o and_o endeavour_v the_o universal_a good_a of_o the_o people_n under_o he_o a_o second_o duty_n that_o belong_v to_o magistrate_n in_o imitation_n of_o he_o from_o who_o their_o power_n come_v be_v a_o universal_a justice_n both_o as_o it_o relate_v to_o god_n and_o man._n and_o one_a as_o to_o that_o part_n of_o justice_n that_o relate_v to_o god_n we_o must_v endeavour_v with_o all_o diligence_n to_o maintain_v the_o great_a respect_n and_o honour_n that_o be_v due_a unto_o he_o and_o this_o god_n himself_o take_v care_n to_o vindicate_v isai_n 42.8_o i_o be_o the_o lord_n that_o be_v my_o name_n and_o my_o glory_n will_v i_o not_o give_v to_o another_o neither_o my_o praise_n to_o graven_n image_n and_o it_o be_v very_o observable_a in_o the_o whole_a complex_n of_o the_o prophet_n that_o the_o many_o method_n of_o providence_n that_o have_v be_v make_v use_n of_o in_o the_o world_n have_v all_o of_o they_o tend_v to_o this_o viz._n to_o draw_v man_n off_o from_o idolatry_n and_o superstition_n to_o the_o worship_n of_o the_o only_a true_a god_n and_o that_o they_o shall_v also_o worship_v he_o in_o spirit_n and_o in_o truth_n this_o be_v his_o glory_n that_o have_v always_o be_v the_o great_a exercise_n of_o his_o wisdom_n to_o keep_v up_o and_o maintain_v in_o the_o world_n viz._n the_o true_a profession_n of_o his_o name_n and_o the_o practice_n of_o virtue_n that_o be_v consequent_a to_o it_o and_o this_o be_v indeed_o the_o glory_n of_o god_n and_o that_o alone_a which_o bring_v honour_n to_o he_o when_o man_n by_o their_o manner_n of_o live_v express_v the_o divine_a perfection_n and_o make_v they_o confess_v and_o believe_v in_o the_o world_n when_o by_o their_o conformity_n to_o the_o law_n of_o god_n they_o declare_v his_o infinite_a wisdom_n and_o goodness_n in_o propose_v such_o heavenly_a rule_n of_o action_n when_o by_o their_o careful_a decline_v all_o sin_n both_o in_o thought_n and_o deed_n and_o the_o exact_a holiness_n of_o their_o life_n they_o plain_o signify_v the_o omniscience_n of_o god_n that_o he_o see_v the_o most_o secret_a design_n of_o man_n together_o with_o the_o spotless_a purity_n of_o his_o nature_n that_o holiness_n only_o become_v the_o righteous_a lord_n and_o be_v acceptable_a to_o he_o
