A59919 Britannia triumphans; or An effectual method wholly to destroy the power of France by encouraging navigation in all its branches. Whereby their Majesties fleet may be sufficiently mann'd in a months time, on any occasion, without impressing; and by making a competent provision for such as shall be wounded in the service of Their Majesties, against the common enemy, in whatsoever stations they are placed. All which may be effected without any very considerable charge to the kingdom. Together with a brief enumeration of the several advantages to be made by erecting a publick fishery, by which a constant nursery of able seamen, and a security and enlargement of our trade abroad will be surely advanced. To which are subjoined, some proposals for the support and maintenance of the children of sll such as fall in the said service; and the certain and best expedient of encreasing the numbers of our privateers. Humbly represented to Their Majesties, and Members of Parliament. By Capt. St. Loe, one of the commissioners of the prize office. which_o i_o never_o see_v do_v in_o england_n in_o twenty_o four_o hour_n and_o this_o with_o great_a ease_n and_o less_o hazard_n than_o here_o which_o i_o see_v under_o the_o hospital_n window_n and_o this_o i_o be_o sure_a i_o can_v do_v as_o easy_a in_o england_n i_o likewise_o see_v on_o the_o other_o side_n of_o the_o river_n a_o imitation_n of_o a_o ship_n with_o a_o tire_n of_o gun_n where_o the_o man_n be_v often_o exercise_v and_o instruct_v in_o the_o practice_n and_o use_v of_o the_o great_a gun_n as_o if_o they_o be_v at_o sea_n which_o very_o much_o contribute_v to_o their_o skill_n and_o if_o the_o same_o be_v do_v and_o practise_v near_o our_o seaport_n it_o will_v be_v of_o great_a use_n in_o fit_a man_n for_o the_o sea-service_n in_o which_o we_o need_v not_o be_v ashamed_a to_o learn_v of_o they_o for_o they_o be_v ready_a enough_o to_o imitate_v we_o in_o any_o thing_n for_o their_o advantage_n the_o aforesaid_a ship_n be_v so_o soon_o out_o again_o put_v i_o upon_o enquiry_n how_o the_o man_n be_v get_v so_o quick_o and_o i_o find_v that_o the_o seaman_n be_v all_o register_v by_o the_o intendant_n marine_a or_o commissary_n of_o each_o province_n near_o the_o sea_n which_o put_v that_o king_n to_o vast_a charge_n in_o pay_v great_a salary_n to_o they_o their_o provost_n marine_a arch_n and_o other_o officer_n for_o take_v account_n of_o all_o maritime_a affair_n for_o a_o
shall_v be_v adjudge_v to_o they_o for_o retake_v any_o english_a or_o friend_n ship_n by_o reason_n they_o have_v often_o retake_v small_a vessel_n for_o which_o they_o have_v have_v but_o a_o five_o part_n amount_v to_o not_o above_o the_o charge_n of_o bring_v they_o in_o and_o the_o charge_n of_o the_o law_n and_o yet_o have_v be_v oblige_v to_o pay_v ten_o of_o such_o fifths_o to_o their_o great_a discouragement_n the_o which_o be_v so_o much_o the_o more_o reasonable_a to_o be_v condescend_v to_o for_o that_o several_a ship_n have_v be_v retake_v which_o have_v pay_v his_o majesty_n 2_o or_o 3000_o l._n each_o for_o custom_n 4._o that_o whereas_o many_o ship_n that_o have_v lie_v in_o port_n harbour_n and_o road_n of_o this_o kingdom_n without_o any_o seizure_n or_o molestation_n of_o the_o vice-admirals_n or_o governor_n have_v be_v find_v out_o to_o be_v the_o enemy_n good_n and_o seize_v by_o private_a man_n of_o war_n and_o condemn_v as_o prize_n the_o say_v vice-admirals_n or_o governor_n have_v very_o much_o obstruct_v they_o in_o the_o condemnation_n thereof_o and_o sometime_o after_o condemnation_n have_v claim_v the_o same_o to_o their_o use_n or_o the_o use_n of_o their_o majesty_n to_o the_o great_a discouragement_n of_o private_a man_n of_o war_n without_o who_o diligence_n and_o intelligence_n they_o have_v never_o be_v discover_v or_o seize_v therefore_o it_o be_v propose_v that_o in_o such_o case_n they_o may_v have_v no_o molestation_n or_o impediment_n but_o have_v their_o prize_n according_a to_o their_o commission_n which_o grant_v they_o all_o they_o shall_v take_v as_o well_o in_o port_n or_o harbour_n as_o upon_o the_o sea_n 5._o that_o the_o ten_o of_o all_o other_o prize_n may_v be_v remit_v to_o they_o concern_v in_o private_a man_n of_o war_n for_o their_o encouragement_n for_o the_o reason_n follow_v viz._n i._o the_o french_a king_n do_v at_o this_o time_n do_v the_o same_o which_o have_v so_o encourage_v their_o privatier_n that_o they_o have_v fit_v out_o many_o ship_n of_o good_a force_n and_o much_o annoy_v and_o disturb_v our_o trade_n the_o french_a privatier_n have_v take_v about_o 600_o of_o our_o ship_n whereas_o their_o man_n of_o war_n have_v not_o take_v sixty_o ii_o this_o encouragement_n will_v enable_v the_o concern_v to_o fit_v out_o better_a ship_n than_o now_o they_o have_v and_o get_v man_n to_o man_n they_o by_o contract_v to_o take_v care_n of_o all_o such_o man_n as_o shall_v be_v wound_v and_o the_o wife_n and_o family_n of_o they_o that_o shall_v be_v kill_v or_o drown_v which_o at_o present_a they_o can_v afford_v to_o do_v iii_o there_o be_v more_o reason_n to_o make_v this_o remission_n of_o ten_o to_o the_o english_a private_a man_n of_o war_n than_o the_o french_a in_o regard_n of_o the_o prohibition_n and_o the_o small_a trade_n of_o france_n 6._o whereas_o it_o may_v be_v object_v that_o unless_o some_o officer_n be_v put_v on_o board_n each_o prize_n the_o private_a man_n of_o war_n will_v be_v at_o liberty_n to_o do_v what_o they_o please_v and_o such_o officer_n can_v be_v maintain_v without_o duty_n to_o bear_v the_o charge_n it_o be_v answer_v that_o each_o private_a man_n of_o war_n at_o the_o take_v out_o of_o his_o commission_n do_v not_o only_o oblige_v his_o ship_n self_n and_o owner_n but_o also_o give_v two_o other_o sufficient_a security_n in_o 3000_o or_o 1500_o l._n bond_n not_o to_o abuse_v their_o majesty_n subject_n or_o ally_n but_o to_o make_v satisfaction_n for_o all_o injury_n do_v by_o they_o and_o to_o pay_v custom_n etc._n etc._n and_o beside_o the_o customhouse_n officer_n present_o put_v waiter_n on_o board_n to_o look_v after_o the_o custom_n which_o the_o private_a man_n of_o war_n pay_v themselves_o without_o charge_n to_o their_o majesty_n and_o by_o this_o propose_a encouragement_n the_o custom_n will_v be_v increase_v by_o the_o prize-ship_n so_o that_o it_o will_v pay_v twenty_o time_n more_o than_o their_o majesty_n have_v or_o will_v receive_v for_o ten_o and_o beside_o the_o encouragement_n of_o english_a private_a man_n of_o war_n will_v be_v very_o beneficial_a to_o this_o kingdom_n not_o only_o in_o the_o increase_v of_o custom_n and_o weaken_v the_o enemy_n as_o aforesaid_a but_o in_o breed_v of_o seaman_n they_o be_v oblige_v by_o their_o bond_n to_o carry_v two_o three_o landman_n and_o but_o one_o three_o of_o their_o compliment_n seaman_n 7._o and_o if_o it_o be_v object_v that_o by_o thus_o remit_v the_o ten_o the_o advocate_n receiver_n etc._n etc._n employ_v therein_o will_v lose_v their_o salary_n the_o proposer_n humble_o hope_v it_o will_v not_o be_v think_v reasonable_a that_o the_o private_a interest_n of_o two_o or_o three_o person_n without_o advantage_n to_o the_o king_n or_o government_n shall_v be_v prefer_v before_o so_o great_a a_o public_a good_a as_o this_o encouragement_n will_v be_v both_o to_o the_o king_n and_o kingdom_n last_o it_o be_v demonstrable_a that_o this_o encouragement_n to_o privatier_n will_v prove_v of_o no_o small_a advantage_n to_o his_o majesty_n custom_n for_o example_n they_o frequent_o retake_v rich_a ship_n prevent_v ship_n be_v take_v and_o one_o ship_n retake_v oftentimes_o bring_v in_o more_o custom_n to_o his_o majesty_n than_o the_o ten_o will_v amount_v to_o in_o a_o whole_a year_n so_o that_o both_o his_o majesty_n and_o subject_n well_o be_v much_o the_o gainer_n by_o this_o mean_n therefore_o it_o be_v to_o be_v hope_v these_o proposal_n will_v meet_v with_o their_o majesty_n compliance_n for_o that_o their_o majesty_n may_v at_o first_o give_v it_o only_o for_o a_o year_n or_o what_o time_n they_o shall_v think_v fit_a to_o see_v the_o advantage_n of_o it_o and_o afterward_o to_o do_v therein_o as_o they_o please_v reason_n humble_o offer_v for_o bring_v down_o the_o exorbitant_a rate_n of_o seman_n wage_n from_o 50_o s._n and_o 3_o l._n a_o month_n to_o 30_o s._n and_o 35_o s._n a_o month._n the_o seaman_n for_o the_o lucre_n of_o such_o great_a wage_n in_o merchantman_n do_v lurk_v and_o hide_v themselves_o from_o their_o majesty_n service_n whereby_o it_o come_v to_o be_v so_o difficult_a to_o get_v man_n for_o the_o king_n ship_n whereas_o if_o their_o wage_n be_v near_o alike_o their_o majesty_n will_v never_o want_v seaman_n in_o their_o fleet._n a_o seaman_n wage_n in_o a_o merchantman_n in_o time_n of_o peace_n be_v usual_o about_o 25_o s._n a_o month_n and_o in_o a_o collier_n 30_o or_o 40_o s._n a_o voyage_n which_o now_o be_v come_v to_o 6_o 7_o and_z 8_o l._n a_o voyage_n and_o 50_o s._n and_o 3_o l._n a_o month_n in_o a_o merchantman_n which_o while_o they_o can_v have_v they_o will_v leave_v their_o majesty_n ship_n and_o abscond_v themselves_o from_o be_v impress_v rather_o than_o serve_v for_o the_o usual_a rate_n of_o the_o navy_n which_o be_v 23_o s._n a_o month_n at_o 28_o day_n in_o a_o month_n which_o be_v 25_o s._n a_o month_n at_o twelve_o month_n in_o the_o year_n and_o till_o such_o their_o extraordinary_a wage_n be_v bring_v down_o it_o be_v not_o to_o be_v think_v it_o will_v be_v otherwise_o though_o it_o be_v not_o evident_a they_o be_v ever_o the_o rich_a at_o the_o year_n end_v for_o any_o such_o large_a wage_n as_o for_o instance_n a_o seaman_n go_v to_o newcastle_n and_o perhaps_o have_v 6_o or_o 7_o l._n for_o his_o voyage_n while_o that_o last_v he_o never_o go_v to_o sea_n again_o but_o lurk_v about_o till_o he_o be_v run_v 30_o or_o 40_o s._n in_o debt_n to_o his_o landlady_n and_o then_o it_o may_v be_v make_v another_o trip_n to_o newcastle_n and_o so_o be_v not_o above_o 3_o month_n at_o sea_n in_o a_o year_n whereby_o the_o nation_n lose_v the_o benefit_n of_o his_o service_n all_o the_o rest_n of_o his_o time_n therefore_o it_o be_v humble_o propose_v that_o for_o their_o majesty_n service_n the_o rate_n of_o seman_n wage_n in_o merchantman_n be_v reduce_v to_o 30_o s._n per_fw-la month_n go_v with_o convoy_n and_o 35_o s._n per_fw-la month_n run_v without_o convoy_n and_o that_o if_o any_o private_a sailer_n shall_v demand_v more_o than_o the_o rate_n aforesaid_a that_o he_o may_v be_v bring_v to_o the_o office_n to_o be_v erect_v for_o register_n of_o ship_n and_o small_a craft_n and_o thence_o send_v on_o board_n one_o of_o their_o majesty_n ship_n of_o war_n there_o to_o serve_v for_o a_o year_n as_o a_o prest-man_n ☞_o this_o will_v be_v a_o equivalent_a for_o the_o master_n and_o owner_n of_o ship_n provide_v a_o seaman_n according_a to_o my_o proposal_n for_o example_n a_o ship_n of_o 70_o tun_n have_v seven_o man_n to_o sail_v she_o whereof_o five_o be_v before_o the_o mast_n and_o now_o receive_v 50_o s._n a_o month_n by_o this_o regulation_n the_o master_n will_v save_v
