two_o able_a and_o sufficient_a man_n inhabitant_n of_o each_o township_n be_v require_v by_o the_o deputy_n lieutenant_n justice_n of_o the_o peace_n or_o other_o commissioner_n to_o assess_v themselves_o and_o the_o rest_n of_o the_o inhabitant_n of_o each_o township_n parish_n or_o division_n in_o every_o hundred_o and_o enable_v to_o collect_v what_o be_v so_o by_o they_o assess_v proportionable_o to_o the_o whole_a sum_n lay_v upon_o that_o hundred_o or_o division_n and_o those_o parish_n and_o township_n within_o the_o same_o this_o also_o be_v the_o method_n of_o former_a time_n as_o to_o all_o land-tax_n and_o can_v be_v put_v in_o a_o better_a way_n 3._o three_o that_o this_o money_n or_o treasure_n thus_o collect_v may_v remain_v and_o be_v in_o all_o and_o every_o part_n thereof_o in_o the_o hand_n of_o the_o say_a collector_n respective_o for_o and_o till_o such_o time_n as_o it_o be_v require_v from_o they_o by_o such_o treasurer_n as_o shall_v be_v empower_v to_o receive_v and_o pay_v or_o assign_v it_o to_o be_v receive_v and_o pay_v to_o such_o man_n to_o who_o the_o same_o or_o any_o part_n thereof_o shall_v appear_v to_o be_v due_a from_o his_o majesty_n upon_o any_o account_n whatsoever_o according_a to_o the_o respective_a trust_n of_o the_o say_a treasurer_n and_o the_o due_a and_o ordinary_a form_n of_o that_o place_n and_o office_n wherein_o they_o be_v entrust_v as_o treasurer_n and_o not_o otherwise_o whether_o they_o be_v treasurer_n at_o war_n or_o for_o the_o army_n the_o navy_n the_o household_n or_o any_o other_o treasurer_n whatsoever_o legal_o warrant_v to_o receive_v and_o pay_v his_o majesty_n treasure_n and_o debt_n more_o than_o this_o need_v not_o be_v say_v or_o do_v with_o reference_n to_o the_o colect_v of_o all_o aid_n whatsoever_o in_o all_o township_n parish_n division_n hundred_o and_o counties_n of_o the_o whole_a nation_n and_o more_o than_o these_o two_o able_a and_o sufficient_a man_n be_v needful_a to_o be_v appoint_v as_o collector_n thereof_o in_o their_o respective_a township_n who_o be_v best_a able_a to_o know_v and_o determine_v how_o many_o chimney_n be_v in_o each_o house_n of_o that_o township_n and_o how_o many_o alehouse_n or_o brewer_n and_o drawer_n of_o ale_n and_o beer_n do_v inhabit_v therein_o have_v the_o act_n of_o parliament_n to_o direct_v they_o what_o to_o do_v for_o the_o one_o and_o instructor_n from_o the_o justice_n or_o other_o commissioner_n for_o the_o hundred_o what_o to_o impose_v upon_o the_o other_o either_o by_o the_o strike_v of_o malt_n spend_v or_o by_o the_o barrel_n of_o ale_n draw_v etc._n etc._n in_o this_o way_n propound_v his_o majesty_n shall_v be_v sure_a to_o have_v his_o full_a revenue_n collect_v and_o deposit_v in_o good_a hand_n ready_a to_o be_v pay_v to_o such_o as_o by_o his_o authority_n shall_v assign_v the_o same_o or_o any_o part_n thereof_o to_o all_o or_o any_o of_o his_o creditor_n to_o who_o they_o shall_v give_v their_o assignation_n free_a of_o all_o charge_n to_o his_o majesty_n not_o only_o for_o collect_v but_o also_o for_o pay_v of_o the_o same_o for_o they_o do_v not_o more_o nor_o so_o much_o as_o the_o collector_n for_o the_o poor_a or_o the_o churchwarden_n of_o every_o parish_n do_v or_o aught_o to_o do_v and_o by_o this_o way_n it_o will_v easy_o appear_v not_o only_o what_o the_o whole_a sum_n of_o all_o and_o every_o aid_n grant_v or_o to_o be_v grant_v to_o his_o majesty_n will_n or_o do_v amount_v unto_o in_o every_o township_n parish_n division_n hundred_o and_o county_n of_o the_o whole_a kingdom_n but_o may_v also_o happy_o discover_v that_o whereas_o his_o majesty_n now_o lose_v one_o four_o if_o not_o the_o three_o part_n of_o his_o aid_n give_v he_o by_o anticipation_n loan_n at_o interest_n extraordinary_a prize_n for_o provision_n interest_n money_n for_o payment_n in_o course_n fee_n to_o collect_v and_o charge_n to_o remit_v they_o after_o collection_n fee_n upon_o receipt_n and_o payment_n of_o they_o contract_v with_o farmer_n and_o undertaker_n and_o twenty_o thing_n more_o that_o i_o listen_v not_o to_o mention_v he_o shall_v now_o have_v not_o only_o all_o or_o the_o most_o part_n of_o those_o expense_n save_v and_o his_o revenue_n settle_v and_o determine_v what_o it_o be_v but_o also_o the_o same_o augment_v some_o hundred_o thousand_o pound_n by_o the_o year_n every_o year_n so_o long_o as_o it_o shall_v be_v continue_v this_o may_v satisfy_v for_o the_o way_n of_o collect_v his_o majesty_n treasure_n whether_o for_o hearth_n or_o excize_n and_o in_o general_a of_o all_o other_o aid_n whatsoever_o that_o be_v or_o may_v be_v give_v he_o by_o his_o parliament_n and_o lay_v upon_o the_o nation_n in_o general_n as_o to_o the_o payment_n of_o this_o treasure_n thus_o collect_v and_o lodge_v in_o the_o subject_n own_o hand_n which_o will_v much_o content_v they_o i_o shall_v further_o offer_v to_o consideration_n these_o proposition_n follow_v which_o i_o doubt_v not_o will_n content_a and_o please_v they_o much_o more_o if_o due_a care_n and_o fidelity_n be_v have_v and_o use_v therein_o 1._o first_o that_o the_o treasurer_n both_o of_o the_o navy_n army_n and_o household_n or_o other_o treasurer_n of_o his_o majesty_n revenue_n respective_o be_v require_v and_o enable_v by_o act_n of_o parliament_n to_o receive_v and_o pay_v the_o same_o as_o the_o sole_a trustee_n thereof_o for_o the_o use_n and_o service_n of_o his_o majesty_n and_o for_o no_o other_o use_n or_o service_n whatsoever_o 2._o second_o that_o all_o treasure_n aid_n and_o collection_n so_o vest_v in_o the_o say_a treasurer_n by_o the_o several_a act_n of_o parliament_n shall_v not_o be_v divert_v or_o pay_v by_o they_o or_o any_o of_o they_o to_o any_o other_o use_v or_o service_n than_o for_o the_o service_n proper_a and_o peculiar_a to_o their_o respective_a trust_n whether_o in_o the_o army_n navy_n household_n etc._n etc._n or_o by_o any_o other_o order_n or_o warrant_n than_o the_o ordinary_a warrant_n of_o three_o or_o more_o of_o the_o commissioner_n for_o the_o treasury_n three_o or_o more_o of_o the_o commissioner_n of_o the_o navy_n etc._n etc._n and_o that_o if_o they_o or_o any_o of_o they_o shall_v presume_v to_o pay_v any_o part_n thereof_o to_o any_o other_o use_v than_o the_o payment_n of_o his_o majesty_n due_a debt_n according_a to_o their_o several_a trust_n by_o any_o other_o order_n or_o warrant_n than_o the_o ordinary_a warrant_n of_o that_o office_n whereof_o they_o so_o many_o division_n as_o be_v in_o each_o hundred_o and_o into_o so_o many_o parish_n as_o be_v in_o each_o division_n and_o into_o so_o many_o township_n as_o be_v in_o each_o parish_n and_o to_o signify_v in_o the_o say_a certificate_n the_o name_n of_o the_o respective_a collector_n of_o every_o township_n together_o with_o the_o distinct_a sum_n of_o
money_n charge_v upon_o they_o and_o collect_v by_o they_o whether_o for_o the_o hearth_n money_n excize_n or_o the_o navy_n distinct_o whereby_o the_o say_v treasurer_n may_v at_o one_o view_n have_v and_o see_v not_o only_o the_o full_a sum_n payable_a by_o every_o hundred_o in_o the_o say_a county_n but_o also_o by_o every_o division_n in_o the_o say_v hundred_o every_o parish_n in_o the_o say_a division_n and_o every_o township_n in_o the_o say_a parish_n for_o three_o month_n and_o where_o and_o in_o who_o hand_n the_o same_o and_o every_o part_n thereof_o be_v lodge_v for_o his_o majesty_n service_n 4._o four_o that_o the_o like_a certificate_n or_o listen_v be_v also_o send_v up_o to_o the_o say_a treasuror_n under_o hand_n and_o seal_n of_o two_o or_o more_o of_o the_o commissioner_n of_o every_o city_n or_o town_n corporate_a chargeable_a in_o the_o say_a act_n or_o act_n with_o any_o part_n of_o that_o sum_n that_o be_v charge_v upon_o each_o county_n as_o part_v or_o member_n thereof_o for_o three_o month_n 5._o five_o that_o when_o the_o treasurer_n of_o the_o navy_n or_o any_o other_o treasurer_n have_v receive_v the_o aforesaid_a list_n certificate_n or_o duplicate_v of_o every_o county_n hundred_o division_n rape_n wapentake_n city_n and_o town_n in_o the_o whole_a kingdom_n charge_v with_o all_o or_o any_o part_n of_o the_o sum_n mention_v in_o the_o say_a act_n or_o act_n he_o or_o they_o the_o say_v treasurer_n be_v further_o require_v and_o by_o the_o say_a act_n empower_v to_o give_v public_a notice_n at_o the_o common_a office_n of_o the_o navy_n or_o other_o place_n where_o their_o respective_a trust_n be_v to_o be_v execute_v to_o all_o man_n that_o have_v or_o shall_v sell_v any_o provision_n commodity_n good_n or_o ware_n to_o his_o majesty_n or_o other_o authorize_v by_o he_o for_o his_o use_n in_o the_o navy_n or_o any_o other_o place_n where_o his_o service_n require_v they_o and_o be_v thereby_o become_v creditor_n to_o his_o majesty_n upon_o eight_o ten_o twelve_o or_o more_o bill_n or_o debenture_n order_n or_o warrant_n to_o 8._o 19_o 12._o or_o more_o man_n that_o shall_v amicable_o consent_v and_o agree_v among_o themselves_o every_o county_n be_v require_v to_o be_v aid_v and_o assist_v to_o all_o and_o every_o such_o person_n or_o person_n that_o shall_v present_v or_o produce_v to_o they_o or_o any_o of_o they_o any_o assignation_n upon_o that_o county_n hundred_o division_n parish_n or_o township_n within_o the_o same_o by_o give_v warrant_n of_o distress_n to_o all_o constable_n and_o other_o officer_n in_o case_n of_o refusal_n or_o delay_n of_o payment_n thereof_o after_o the_o same_o shall_v appear_v due_a to_o his_o majesty_n or_o his_o assign_v by_o the_o respective_a act_n of_o parliament_n 10._o they_o either_o do_v or_o can_v do_v beside_o the_o unserviceableness_n of_o the_o provision_n itself_o for_o every_o man_n be_v at_o present_a loath_a to_o deal_v with_o his_o majesty_n officer_n for_o any_o considerable_a quantity_n of_o good_n unless_o they_o be_v prick_v forward_o thereto_o by_o the_o profit_n of_o 20_o per_fw-la cent._n in_o the_o price_n more_o than_o they_o will_v willing_o sell_v the_o same_o commodity_n for_o to_o a_o private_a man_n if_o that_o man_n be_v a_o good_a solvent_a and_o punctual_a man_n as_o to_o his_o payment_n whereas_o if_o his_o majesty_n payment_n be_v certain_a they_o will_v then_o seek_v the_o service_n of_o his_o majesty_n officer_n and_o commissioner_n shall_v never_o want_v any_o provision_n they_o desire_v to_o have_v better_a for_o and_o at_o far_o easy_a rate_n than_o now_o they_o can_v procure_v they_o by_o reason_n of_o the_o uncertain_a way_n of_o payment_n and_o these_o not_o be_v name_v snip_n abatement_n and_o allowance_n beside_o the_o length_n of_o time_n that_o be_v and_o must_v be_v make_v before_o they_o can_v compass_v their_o money_n i_o shall_v further_o add_v that_o if_o it_o be_v true_a that_o the_o subject_n shall_v by_o the_o way_n propose_v be_v at_o as_o great_a a_o charge_n and_o trouble_v as_o his_o majesty_n be_v now_o at_o in_o remit_v his_o treasure_n into_o his_o exchequer_n which_o yet_o can_v rational_o be_v imagine_v yet_o be_v it_o not_o better_a that_o 20000_o man_n or_o more_o shall_v divide_v and_o bear_v the_o charge_n and_o loss_n among_o themselves_o than_o in_o some_o sense_n as_o the_o people_n of_o the_o nation_n that_o pay_v it_o who_o indeed_o pay_v and_o lose_v it_o twice_o over_o first_o out_o of_o their_o purse_n and_o estate_n by_o pay_v it_o according_a to_o the_o act_n and_o second_o in_o its_o not_o be_v employ_v upon_o the_o service_n for_o which_o the_o act_n require_v it_o in_o short_a i_o be_o partly_o confident_a and_o for_o the_o great_a part_n thereof_o can_v make_v it_o appear_v be_v it_o not_o to_o avoid_v offence_n that_o his_o majesty_n lose_v the_o four_o if_o not_o the_o three_o part_n of_o all_o his_o treasure_n give_v he_o by_o several_a act_n of_o parliament_n before_o it_o can_v arrive_v to_o a_o net_n payment_n in_o the_o due_a form_n of_o all_o office_n and_o we_o know_v that_o the_o one_o four_o part_n of_o two_o million_o be_v in_o the_o whole_a 500000_o l._n now_o whether_o it_o be_v safe_a for_o his_o majesty_n or_o his_o parliament_n to_o suffer_v so_o great_a a_o damage_n to_o attend_v the_o service_n upon_o which_o the_o welfare_n of_o the_o whole_a nation_n depend_v if_o they_o can_v prevent_v it_o i_o humble_o submit_v to_o their_o more_o serious_a consideration_n and_o shall_v only_o the_o charge_n and_o loss_n that_o attend_v its_o transmission_n into_o the_o exchequer_n i_o see_v no_o reason_n why_o we_o shall_v so_o far_o dote_v upon_o a_o formality_n especial_o in_o time_n the_o treasure_n of_o hearth_n money_n and_o excize_a pay_v at_o present_a into_o his_o majesty_n exchequer_n as_o by_o the_o objection_n it_o be_v suppose_v it_o ought_v to_o be_v but_o they_o be_v both_o farm_a to_o several_a undertaker_n and_o the_o money_n contract_v for_o be_v pay_v by_o they_o into_o the_o exchequer_n and_o no_o more_o and_o what_o his_o majesty_n gain_v by_o farm_v of_o they_o be_v easy_a to_o be_v tell_v it_o be_v true_a he_o save_v the_o charge_n of_o collect_v and_o remit_v it_o into_o his_o exchequer_n by_o these_o contract_n but_o it_o be_v as_o true_a that_o the_o remedy_n be_v by_o so_o much_o worse_a than_o the_o disease_n by_o how_o much_o his_o majesty_n loss_n in_o and_o by_o these_o contract_n and_o farm_n be_v great_a than_o the_o charge_n of_o collect_v and_o remit_v the_o treasure_n into_o his_o exchequer_n whereas_o in_o the_o way_n propose_v his_o majesty_n shall_v be_v at_o no_o charge_n in_o collect_v nor_o yet_o in_o pay_v into_o or_o out_o of_o his_o exchequer_n what_o shall_v be_v collect_v for_o his_o service_n and_o beside_o all_o this_o the_o insufferable_a loss_n that_o now_o he_o undergo_v by_o farm_v shall_v also_o be_v save_v 3._o suppose_v it_o convenient_a to_o lodge_v all_o his_o majesty_n treasure_n in_o his_o exchequer_n when_o it_o may_v be_v do_v without_o loss_n of_o time_n or_o expense_n of_o treasure_n his_o majesty_n revenue_n of_o the_o custom_n and_o impost_n though_o it_o lie_v so_o near_a westminster_n that_o it_o may_v without_o much_o loss_n of_o time_n or_o expense_n of_o monies_n be_v pay_v into_o his_o majesty_n exchequer_n yet_o for_o the_o great_a part_n thereof_o it_o be_v not_o so_o pay_v nor_o do_v it_o follow_v that_o what_o part_n thereof_o be_v not_o pay_v in_o there_o must_v of_o necessity_n be_v issue_v thence_o and_o from_o no_o other_o place_n whatsoever_o for_o the_o use_v of_o his_o majesty_n service_n but_o the_o common_a way_n be_v for_o all_o goldsmith_n and_o from_o the_o exchequer_n but_o from_o the_o treasurer_n of_o the_o custom_n as_o the_o same_o shall_v grow_v due_a upon_o their_o tally_n now_o if_o this_o course_n have_v be_v be_v and_o may_v be_v practise_v for_o the_o future_a without_o prejudice_n to_o his_o majesty_n service_n though_o the_o revenue_n of_o the_o custom_n be_v not_o pay_v into_o his_o majesty_n exchequer_n i_o will_v humble_o demand_v why_o the_o same_o latitude_n may_v not_o be_v give_v and_o take_v for_o the_o payment_n of_o his_o majesty_n revenue_n of_o hearth-mony_n excize_a or_o land_n tax_n in_o any_o other_o place_n of_o the_o nation_n by_o assignation_n from_o the_o respective_a treasurer_n in_o who_o hand_n the_o same_o be_v vest_v by_o act_n of_o parliament_n which_o be_v to_o they_o as_o majesty_n exchequer_n can_v be_v to_o the_o commissioner_n of_o the_o custom_n especial_o consider_v that_o by_o this_o mean_v his_o majesty_n shall_v save_v the_o interest_n money_n allow_v the_o goldsmith_n or_o other_o upon_o their_o respective_a tally_n and_o also_o the_o charge_n of_o collect_v and_o pay_v it_o into_o his_o exchequer_n and_o the_o fee_n allow_v upon_o its_o receipt_n there_o and_o payment_n thence_o and_o that_o the_o subject_n shall_v reap_v the_o benefit_n of_o the_o speedy_a payment_n without_o much_o charge_n or_o trouble_v 6._o if_o it_o be_v say_v the_o treasurer_n especial_o consider_v that_o the_o first_o be_v settle_v as_o i_o propound_v it_o to_o be_v by_o act_n of_o parliament_n and_o the_o last_o be_v a_o design_n of_o the_o treasurer_n and_o their_o instrument_n never_o practise_v till_o a_o few_o year_n past_a be_v it_o not_o better_o and_o more_o easy_a for_o the_o subject_a to_o take_v and_o receive_v his_o debt_n where_o he_o know_v it_o be_v already_o lodge_v by_o act_n of_o parliament_n though_o far_o distant_a from_o london_n than_o to_o dance_v attendance_n upon_o the_o treasurer_n and_o his_o instrument_n many_o month_n before_o he_o can_v procure_v a_o assignation_n to_o the_o goldsmith_n and_o when_o he_o have_v it_o to_o be_v as_o far_o from_o his_o debt_n as_o he_o be_v before_o unless_o etc._n etc._n 2._o but_o second_o the_o novelty_n of_o this_o proposition_n do_v not_o render_v it_o impracticable_a for_o the_o subject_a nor_o do_v it_o follow_v that_o because_o it_o be_v never_o experiment_a nor_o so_o much_o as_o propound_v before_o that_o it_o may_v not_o be_v propound_v now_o and_o practise_v hereafter_o if_o upon_o due_a and_o serious_a consideration_n have_v thereupon_o it_o shall_v be_v find_v both_o honourable_a and_o high_o beneficial_a to_o his_o majesty_n the_o parliament_n and_o the_o subject_a to_o make_v use_n of_o it_o as_o to_o his_o majesty_n i_o dare_v bold_o yet_o humble_o
