have_v the_o most_o weighty_a accident_n and_o according_o must_v choose_v or_o refuse_v it_o 3._o it_o be_v not_o the_o fulfil_n of_o the_o humour_n of_o every_o unreasonable_a expectant_a or_o the_o promoâ—ing_n of_o holiness_n the_o save_n of_o man_n soul_n the_o further_a of_o the_o gospel_n and_o prosperity_n of_o the_o church_n in_o spiritual_a respect_n for_o a_o peace_n that_o the_o fore-excepted_n case_n without_o a_o form_n and_o some_o be_v better_a able_a to_o do_v it_o by_o a_o form_n 2._o some_o minister_n have_v a_o people_n that_o be_v scrupulous_a of_o use_v form_n and_o some_o have_v people_n that_o scruple_n the_o disuse_v they_o and_o some_o have_v both_o sort_n mix_v 3._o some_o church_n live_v under_o magistrate_n that_o command_v a_o form_n or_o with_o church_n that_o unanimous_o agree_v on_o a_o form_n and_o other_o live_v in_o time_n and_o place_n where_o there_o be_v no_o such_o command_n or_o agreement_n and_o accord_a to_o these_o difference_n it_o may_v be_v one_o man_n duty_n and_o another_o sin_n to_o use_v some_o form_n 1._o god_n work_n shall_v be_v do_v in_o the_o most_o edify_a manner_n where_o minister_n be_v able_a to_o perform_v the_o public_a prayer_n of_o the_o church_n in_o the_o most_o profitable_a manner_n without_o a_o form_n there_o it_o be_v their_o duty_n to_o disuse_n a_o form_n unless_o some_o other_o great_a the_o precious_a mercy_n of_o a_o able_a ministry_n and_o from_o wish_v for_o formality_n and_o read_v pastor_n instead_o of_o the_o learned_a able_a guide_n that_o we_o here_o enjoy_v i_o hope_v i_o shall_v do_v or_o suffer_v as_o much_o as_o another_o to_o prevent_v so_o great_a a_o calamity_n as_o a_o ignorant_a unable_a or_o negligent_a ministry_n but_o yet_o i_o be_o full_o satisfy_v of_o it_o that_o its_o better_a for_o the_o church_n to_o have_v reader_n then_o none_o 1._o consider_v that_o there_o have_v be_v some_o very_a learned_a able_a divine_n doctor_n of_o divinity_n that_o by_o age_n or_o other_o decay_n of_o memory_n or_o natural_a impediment_n disable_n they_o from_o extemporate_a performance_n can_v do_v any_o thing_n in_o the_o worship_n of_o gâ—d_n without_o the_o help_n of_o note_n or_o book_n or_o at_o least_o without_o preparation_n for_o expression_n when_o yet_o upon_o preparation_n and_o by_o convenient_a help_n they_o excel_v many_o extemporate_a man_n 2._o the_o necessity_n of_o the_o church_n may_v require_v a_o allowance_n or_o toleration_n of_o such_o as_o have_v not_o ability_n to_o compose_v extemporate_a prayer_n or_o sermon_n no_o nor_o to_o prepare_v such_o upon_o deliberation_n neither_o but_o mere_o read_v the_o sermon_n and_o prayer_n compose_v by_o other_o i_o know_v some_o will_v not_o believe_v that_o such_o shall_v be_v minister_n but_o they_o will_v have_v they_o only_o read_v as_o private_a man_n rather_o than_o the_o people_n shall_v have_v nothing_o for_o they_o think_v that_o a_o man_n that_o can_v preach_v or_o pray_v god_n to_o save_v we_o from_o a_o necessity_n of_o such_o a_o man_n that_o can_v teach_v man_n the_o substance_n of_o the_o christian_a religion_n and_o administer_v the_o sacrament_n and_o oversee_v and_o govern_v the_o flock_n have_v as_o much_o ability_n as_o be_v necessary_a to_o the_o be_v of_o a_o pastor_n but_o those_o may_v have_v all_o this_o that_o can_v fit_o preach_v or_o pray_v without_o a_o form_n they_o may_v be_v godly_a man_n able_a in_o conference_n to_o instruct_v the_o people_n in_o the_o substance_n of_o religion_n and_o to_o read_v the_o scripture_n and_o the_o
