to_o they_o beside_o that_o they_o may_v be_v unwilling_a to_o disoblige_v their_o neighbour_n apothecary_n by_o complain_v of_o they_o 3._o because_o the_o parish_n can_v judge_v of_o the_o charge_n they_o be_v likely_a to_o be_v at_o upon_o the_o account_n of_o any_o alms-poor_a but_o if_o either_o a_o certain_a intrinsic_a rate_n or_o a_o moderate_a profit_n be_v put_v upon_o medicine_n than_o all_o these_o inconvenience_n will_v be_v prevent_v but_o than_o second_o as_o for_o the_o poor_a inhabitant_n it_o seem_v to_o we_o yet_o more_o necessary_a that_o a_o certain_a moderate_a price_n the_o physician_n they_o be_v still_o leave_v to_o the_o discretion_n of_o the_o apothecary_n the_o price_n may_v prove_v too_o high_a for_o their_o purse_n and_o they_o by_o this_o mean_n be_v defeat_v of_o their_o health_n and_o the_o charity_n intend_v 2._o because_o poor_a patient_n ignorant_a of_o the_o price_n of_o the_o medicine_n order_v for_o they_o can_v tell_v when_o they_o be_v charitable_o use_v or_o otherwise_o and_o consequent_o can_v complain_v of_o such_o apothecary_n as_o shall_v exact_v upon_o they_o 3._o because_o the_o apothecary_n can_v then_o clash_v among_o themselves_o nor_o be_v censure_v by_o the_o patient_n upon_o the_o account_n that_o one_o fell_v his_o medicine_n dear_a and_o another_o cheap_a nor_o on_o the_o other_o hand_n can_v they_o agree_v together_o to_o raise_v their_o medicine_n above_o the_o purchase_n of_o ordinary_a poor_a person_n which_o they_o may_v otherwise_o insensible_o do_v and_o so_o make_v this_o public_a charity_n ineffectual_a by_o degree_n 4._o we_o conceive_v this_o to_o be_v the_o best_a if_o not_o the_o only_a way_n for_o the_o apothecary_n to_o demonstrate_v to_o this_o city_n that_o they_o be_v in_o earnest_n as_o no_o question_n divers_a good_a man_n among_o they_o be_v when_o they_o offer_v so_o free_o to_o concur_v in_o this_o public_a charity_n for_o whilst_o they_o be_v leave_v to_o their_o arbitrary_o to_o fix_v the_o price_n of_o the_o medicine_n we_o be_v very_o willing_a the_o apothecary_n shall_v do_v it_o themselves_o only_o we_o think_v it_o high_o necessary_a both_o for_o their_o credit_n and_o the_o service_n as_o well_o as_o satisfaction_n of_o the_o city_n that_o a_o committee_n of_o the_o college_n who_o the_o like_a service_n do_v the_o public_a both_o in_o the_o army_n and_o navy_n demonstrate_v to_o be_v competent_a judge_n in_o this_o matter_n shall_v agree_v to_o and_o approve_v of_o those_o rate_n as_o moderate_v and_o charitable_a wherefore_o we_o can_v but_o herein_o with_o the_o physician_n in_o agree_v to_o the_o rate_n of_o medicine_n will_v be_v against_o their_o oath_n whereas_o indeed_o it_o be_v so_o far_o from_o be_v so_o that_o divers_a eminent_a otherwise_o in_o the_o absence_n of_o one_o physician_n there_o be_v no_o need_n of_o run_v to_o a_o apothecary_n since_o another_o in_o that_o case_n may_v be_v call_v nor_o can_v we_o imagine_v why_o they_o shall_v be_v willing_a to_o give_v their_o medicine_n gratis_o whilst_o they_o practise_v themselves_o and_o not_o so_o after_o a_o physician_n be_v call_v in_o if_o they_o do_v not_o intend_v practice_n thereby_o and_o to_o hinder_v a_o physician_n be_v send_v for_o this_o seem_v to_o be_v something_o else_o than_o mere_a charity_n and_o for_o any_o order_n of_o this_o court_n to_o authorise_v they_o to_o practice_v upon_o the_o poor_a we_o conceive_v it_o whole_o improper_a for_o in_o case_n of_o great_a and_o urgent_a necessity_n not_o only_o any_o apothecary_n but_o any_o person_n that_o think_v he_o can_v do_v his_o poor_a sick_a neighbour_n good_a may_v do_v it_o safe_o without_o any_o such_o order_n and_o for_o give_v licence_n to_o practice_v in_o other_o case_n the_o law_n of_o the_o land_n have_v settle_v that_o whole_o in_o the_o college_n of_o physician_n and_o therefore_o we_o desire_v that_o all_o certificate_n for_o the_o poor_a be_v immediate_o direct_v and_o send_v to_o the_o physician_n from_o the_o officer_n of_o the_o parish_n so_o that_o if_o any_o physician_n shall_v find_v that_o a_o apothecary_n without_o urgent_a necessity_n as_o that_o the_o master_n and_o warden_n themselves_o shall_v price_n the_o medicine_n with_o the_o approbation_n of_o the_o college_n but_o that_o such_o price_n shall_v be_v keep_v private_a lest_o as_o we_o suppose_v they_o chief_o fear_v the_o rich_a come_n thereby_o to_o understand_v at_o what_o rate_n their_o medicine_n may_v be_v afford_v shall_v see_v clear_o into_o their_o unreasonable_a gain_n and_o so_o bring_v down_o the_o excessive_a rate_n of_o their_o bill_n 5._o that_o the_o reason_n which_o have_v induce_v the_o college_n to_o undertake_v the_o make_n up_o of_o medicine_n for_o the_o sick_a poor_a themselves_o be_v as_o well_o their_o willingness_n to_o comply_v with_o the_o proposal_n hereof_o make_v by_o the_o city-committee_n as_o the_o necessity_n put_v upon_o they_o by_o the_o apothecary_n who_o as_o appear_v in_o the_o forego_n history_n will_v not_o consent_v to_o any_o reasonable_a and_o satisfactory_a way_n of_o their_o own_o do_v it_o beside_o that_o in_o their_o answer_n to_o the_o city_n they_o do_v not_o take_v notice_n of_o any_o but_o the_o mere_a alms-poor_a whereas_o one_o main_a design_n of_o the_o college_n be_v to_o provide_v for_o poor_a housekeeper_n and_o their_o family_n that_o do_v not_o receive_v alms._n 6._o and_o therefore_o if_o the_o apothecary_n come_v to_o any_o prejudice_n thereby_o at_o present_a or_o in_o time_n to_o come_v they_o must_v whole_o blame_v themselves_o for_o it_o and_o not_o the_o college_n who_o be_v very_o far_o from_o intend_v they_o any_o harm_n by_o their_o charity_n to_o other_o but_o it_o be_v not_o reasonable_a that_o a_o work_n so_o high_o commendable_a in_o itself_o and_o so_o beneficial_a to_o the_o poor_a sick_a of_o this_o city_n and_o suburb_n shall_v miscarry_v only_o to_o gratify_v their_o humour_n and_o private_a interest_n 7._o however_o we_o hope_v this_o undertake_n will_v do_v the_o honest_a charitable_a apothecary_n no_o real_a injury_n since_o we_o intend_v not_o to_o retail_v single_a medicine_n but_o to_o write_v prescription_n for_o the_o sick_a poor_a to_o which_o every_o physician_n so_o prescribe_v shall_v underwrite_v the_o price_n of_o the_o
