say_v that_o it_o be_v a_o great_a error_n and_o weak_a policy_n in_o a_o state_n to_o advance_v their_o enemy_n and_o endeavour_v to_o make_v they_o friend_n by_o bribe_v they_o with_o honour_n and_o office_n say_v they_o be_v shrewd_a man_n and_o may_v do_v the_o state_n much_o hurt_v and_o on_o the_o otherside_n to_o neglect_v their_o friend_n and_o those_o that_o have_v do_v they_o great_a service_n say_v they_o be_v honest_a man_n and_o mean_v the_o state_n no_o harm_n for_o this_o kind_n of_o policy_n come_v from_o the_o heathen_a who_o pray_v to_o the_o devil_n and_o not_o to_o god_n by_o reason_n they_o suppose_v god_n be_v good_a and_o will_v hurt_v no_o creature_n but_o the_o devil_n they_o flatter_v and_o worship_v out_o of_o fear_n lest_o he_o shall_v hurt_v they_o but_o by_o this_o foolish_a policy_n say_v he_o they_o most_o common_o increase_v their_o enemy_n and_o lose_v their_o friend_n for_o first_o it_o teach_v man_n to_o observe_v that_o the_o only_a way_n to_o preferment_n be_v to_o be_v against_o the_o state_n or_o government_n next_o since_o all_o that_o be_v factious_a can_v be_v reward_v or_o prefer_v by_o reason_n a_o state_n have_v more_o subject_n than_o reward_n or_o preferment_n there_o must_v of_o necessity_n be_v numerous_a enemy_n for_o when_o their_o hope_n of_o reward_n fail_v they_o they_o grow_v more_o factious_a and_o inveterate_a then_o ever_o they_o be_v at_o first_o wherefore_o the_o best_a policy_n in_o a_o state_n or_o government_n say_v my_o lord_n be_v to_o reward_v friend_n and_o punish_v enemy_n and_o prefer_v the_o honest_a before_o the_o factious_a and_o then_o all_o will_v be_v real_a friend_n and_o proffer_n their_o honest_a service_n either_o out_o of_o pure_a love_n and_o loyalty_n or_o in_o hope_n of_o advancement_n see_v there_o be_v none_o but_o by_o serve_v the_o state_n lxix_o i_o have_v hear_v he_o say_v several_a time_n that_o his_o love_n to_o his_o gracious_a master_n king_n charles_n the_o second_o be_v above_o the_o love_n he_o bear_v to_o his_o wife_n child_n and_o all_o his_o posterity_n nay_o to_o his_o own_o life_n and_o when_o since_o his_o return_n into_o england_n i_o answer_v
