the_o design_n of_o those_o petitioner_n who_o desire_v and_o hope_n that_o the_o state_n may_v be_v ease_v of_o the_o charge_n of_o the_o irish_a war_n by_o the_o undertake_n of_o particular_a adventurer_n in_o the_o house_n of_o parliament_n london_n and_o the_o rest_n of_o the_o kingdom_n master_n whitlocke_n who_o manage_v the_o conference_n acquaint_v my_o lord_n that_o he_o be_v command_v by_o the_o house_n of_o commons_o to_o present_v a_o vote_n of_o that_o house_n to_o your_o lordship_n which_o be_v read_v he_o afterwards_o proceed_v that_o whereas_o your_o lordship_n be_v please_v to_o return_v thanks_n late_o to_o the_o king_n with_o the_o house_n of_o commons_o for_o his_o majesty_n favour_n express_v in_o the_o pass_n of_o two_o bill_n much_o import_v the_o safety_n quiet_a and_o content_a of_o this_o kingdom_n and_o the_o king_n have_v thereupon_o recommend_v to_o both_o house_n the_o care_n of_o ireland_n so_o as_o these_o proposition_n read_v to_o your_o lordship_n even_o with_o relation_n to_o that_o message_n be_v seasonable_a then_o he_o offer_v by_o way_n of_o pretention_n something_o concerning_o the_o title_n which_o be_v the_o vote_n of_o the_o lord_n and_o commons_o this_o he_o know_v your_o lordship_n understand_v to_o be_v but_o matter_n of_o form_n for_o your_o lordship_n consent_n be_v that_o which_o must_v make_v it_o to_o be_v so_o he_o then_o proceed_v and_o offer_v to_o your_o lordship_n three_o motive_n each_o begin_n and_o conclude_v the_o entertainment_n of_o this_o course_n 1_o the_o reduce_n of_o ireland_n 2_o the_o profit_n of_o the_o king_n 3_o the_o ease_n of_o the_o people_n of_o england_n for_o the_o first_o ireland_n be_v in_o that_o condition_n as_o not_o only_o the_o civil_a power_n which_o be_v wont_a to_o be_v the_o former_a quarrel_n but_o now_o even_a religion_n the_o root_n up_o of_o the_o protestant_a religion_n and_o extirpation_n of_o the_o english_a be_v the_o quarrel_n the_o rebel_n be_v so_o audacious_a as_o to_o scandalize_v the_o king_n and_o queen_n and_o the_o question_n be_v not_o now_o whether_o irish_a or_o english_a but_o whether_o the_o protestant_a or_o popish_a religion_n shall_v stand_v in_o that_o kingdom_n this_o rage_n of_o they_o stay_v not_o there_o they_o intend_v to_o stain_v this_o land_n with_o the_o blood_n of_o protestant_n the_o life_n and_o soul_n of_o religion_n be_v now_o at_o stake_n and_o he_o make_v no_o doubt_n every_o good_a protestant_n will_v lay_v down_o his_o life_n and_o fortune_n for_o the_o preservation_n of_o it_o then_o he_o come_v to_o the_o second_o motive_n which_o he_o amplify_v first_o by_o way_n of_o disadvantage_n and_o show_v what_o a_o loss_n it_o will_v be_v to_o the_o king_n to_o be_v bereave_v of_o that_o large_a and_o fruitful_a island_n which_o be_v a_o three_o part_n of_o the_o king_n dominion_n yea_o a_o three_o kingdom_n he_o then_o show_v how_o much_o the_o preservation_n of_o it_o conduce_v to_o the_o king_n profit_n and_o how_o improvable_a this_o will_v be_v by_o keep_v that_o now_o be_v the_o time_n to_o make_v he_o a_o through_o king_n there_o and_o to_o esta●lish_v the_o throne_n which_o have_v be_v dispute_v and_o ●ottering_v in_o that_o realm_n these_o 400_o year_n he_o then_o proceed_v to_o the_o three_o motive_n and_o say_v the_o people_n of_o england_n have_v late_o undergo_v many_o and_o heavy_a payment_n he_o mean_v not_o those_o illegal_a payment_n which_o be_v a_o just_a punishment_n to_o such_o as_o will_v submit_v to_o such_o unjust_a charge_n but_o he_o speak_v of_o the_o levye_n by_o parliament_n the_o burden_n whereof_o together_o with_o the_o decay_n of_o trade_n our_o neighbour_n in_o the_o country_n be_v very_o sensible_a by_o those_o proposition_n read_v to_o your_o lordship_n the_o poor_a sort_n will_v be_v ease_v the_o payment_n make_v easy_a because_o voluntary_a and_o thereupon_o will_v be_v many_o and_o cheerful_a giver_n who_o must_v ever_o have_v the_o honour_n of_o a_o memory_n to_o have_v contribute_v to_o so_o good_a a_o work_n so_o as_o where_o profit_n be_v a_o ingredient_n with_o piety_n and_o loyalty_n the_o plaster_n will_v be_v soon_o apply_v to_o ireland_n when_o therefore_o our_o duty_n to_o god_n and_o the_o king_n may_v invite_v to_o so_o good_a a_o work_n he_o doubt_v not_o of_o your_o lordship_n concurrence_n with_o the_o house_n of_o commons_o for_o the_o good_a of_o that_o which_o be_v the_o good_a of_o the_o kingdom_n have_v say_v thus_o much_o in_o general_n he_o offer_v some_o thing_n to_o the_o proposition_n in_o particular_a that_o whereas_o the_o first_o proposition_n demand_v two_o million_o and_o half_a of_o acre_n for_o the_o undertaker_n which_o may_v at_o first_o sight_n look_v as_o a_o great_a demand_n to_o such_o as_o know_v not_o the_o extent_n of_o that_o kingdom_n which_o be_v compute_v by_o those_o who_o well_o understand_v the_o latitude_n of_o it_o to_o contain_v 15._o million_o of_o acre_n and_o therefore_o to_o take_v out_o two_o million_o and_o half_a when_o two_o part_n of_o three_o of_o that_o kingdom_n be_v in_o open_a rebellion_n be_v not_o so_o great_a a_o demand_n as_o may_v at_o first_o sight_n appear_v and_o the_o proposition_n conduce_v much_o to_o the_o raise_n of_o rent_n to_o the_o king_n he_o say_v it_o be_v well_o know_v that_o the_o revenue_n of_o the_o exchequer_n and_o court_n of_o ward_n in_o ireland_n do_v not_o exceed_v the_o sum_n of_o 43000_o l._n yearly_a beside_o the_o custom_n which_o your_o lordship_n find_v not_o great_a except_o in_o monopoly_n and_o undue_a charge_n what_o ever_o the_o custom_n be_v they_o will_v be_v by_o these_o proposition_n much_o advance_v 20_o or_o 30_o thousand_o pound_n a_o year_n rent_n will_v accrue_v to_o the_o crown_n by_o the_o reservation_n in_o they_o express_v beside_o 7_o million_o and_o half_a of_o acre_n over_o and_o above_o the_o two_o million_o and_o half_o desire_v in_o the_o proposition_n leave_v to_o the_o king_n disposal_n the_o other_o proposition_n which_o be_v for_o the_o manner_n of_o bring_v in_o of_o the_o money_n be_v very_o necessary_a nothing_o be_v of_o more_o consequence_n then_o to_o dispatch_v this_o war_n he_o observe_v out_o of_o livy_n that_o the_o roman_n make_v their_o war_n great_a and_o short_a some_o they_o finish_v within_o 6_o some_o within_o 10_o other_o within_o 20_o day_n as_o with_o the_o samnite_n latin_n etc._n etc._n he_o do_v not_o mention_v this_o as_o though_o it_o be_v feasible_a for_o we_o to_o conclude_v this_o war_n in_o so_o short_a a_o time_n but_o only_o to_o prove_v by_o the_o action_n of_o that_o great_a state_n that_o nothing_o be_v more_o advantageous_a to_o a_o state_n than_o the_o speedy_a dispatch_n of_o a_o war_n and_o he_o hope_v that_o if_o this_o money_n come_v in_o the_o war_n of_o ireland_n may_v be_v bring_v to_o a_o short_a issue_n he_o add_v that_o he_o remember_v with_o grief_n the_o former_a obstruction_n for_o ireland_n but_o he_o now_o hope_v by_o the_o king_n and_o your_o lordship_n concurrence_n that_o delay_n will_v be_v turn_v into_o dispatch_n and_o this_o be_v necessary_a because_o forragine_n prince_n though_o now_o otherwise_o employ_v will_v be_v a_o waken_v by_o a_o last_a war_n to_o take_v care_n of_o our_o affair_n he_o observe_v the_o course_n of_o ireland_n first_o plantation_n to_o suit_n much_o to_o this_o propound_v king_n william_n the_o first_o give_v leave_v to_o 12_o knight_n to_o go_v into_o wales_n to_o get_v what_o they_o can_v and_o to_o plant_v themselves_o there_o from_o those_o descend_v richard_n le_fw-fr strong_a bow_n first_o earl_n of_o pembroke_n who_o make_v the_o first_o impression_n in_o that_o kingdom_n of_o which_o geraldus_fw-la cambrensis_fw-la say_v that_o it_o shall_v be_v maintain_v multis_fw-la caedibus_fw-la crebris_fw-la conflictibus_fw-la multoque_fw-la certamine_fw-la he_o hope_v the_o course_n now_o in_o hand_n will_v give_v a_o period_n to_o that_o conquest_n and_o this_o prophecy_n and_o that_o those_o intend_a plantation_n may_v be_v as_o prosperous_a to_o settle_v as_o the_o former_a to_o gain_v that_o kingdom_n wherefore_o this_o work_n be_v so_o full_a of_o piety_n honour_n and_o charity_n none_o shall_v need_v to_o speak_v for_o it_o the_o work_n speak_v for_o itself_o and_o so_o deliver_v the_o vote_n of_o that_o house_n to_o your_o lordship_n he_o conclude_v the_o conference_n his_o majesty_n most_o gracious_a answer_n to_o the_o message_n of_o the_o house_n of_o commons_o to_o the_o lord_n his_o majesty_n be_v very_o glad_a to_o receive_v any_o proposition_n that_o may_v repair_v the_o calamity_n of_o his_o distress_a kingdom_n of_o ireland_n especial_o when_o it_o may_v be_v without_o burden_n or_o imposition_n and_o for_o the_o ease_n of_o his_o good_a subject_n of_o this_o kingdom_n have_v gracious_o consider_v the_o overture_n make_v by_o both_o horse_n of_o parliament_n to_o that_o purpose_n and_o return_v this_o answer_n that_o as_o he_o have_v offer_v and_o be_v still_o ready_a to_o venture_v his_o own_o royal_a person_n for_o the_o recovery_n of_o that_o kingdom_n if_o his_o parliament_n shall_v advise_v he_o thereunto_o so_o he_o will_v not_o deny_v to_o contribute_v any_o other_o assistance_n he_o can_v to_o that_o service_n by_o part_v with_o any_o profit_n or_o advantage_n of_o his_o own_o there_o and_o therefore_o rely_v upon_o the_o wisdom_n of_o this_o parliament_n do_v consent_n to_o every_o proposition_n now_o make_v to_o he_o without_o take_v time_n to_o examine_v whether_o this_o course_n may_v not_o retard_v the_o reduce_n of_o that_o kingdom_n by_o exasperate_v the_o rebel_n and_o render_v they_o desperate_a of_o be_v receive_v into_o grace_n if_o they_o shall_v return_v to_o their_o obedience_n and_o his_o majesty_n will_v be_v ready_a to_o give_v his_o royal_a assent_n as_o to_o all_o such_o bill_n as_o shall_v
