doubt_v not_o but_o it_o will_v have_v that_o effect_n as_o not_o only_o to_o regain_v our_o ancient_a glory_n and_o put_v we_o beyond_o the_o danger_n of_o be_v ever_o attempt_v by_o they_o or_o themselves_o without_o charge_n to_o their_o majesty_n and_o by_o this_o propose_a encouragement_n the_o custom_n will_v be_v increase_v by_o the_o prize-ship_n so_o that_o it_o will_v pay_v twenty_o time_n more_o than_o their_o majesty_n have_v or_o will_v receive_v for_o ten_o and_o beside_o the_o encouragement_n of_o english_a private_a man_n of_o war_n will_v be_v very_o beneficial_a to_o this_o kingdom_n not_o only_o in_o the_o increase_v of_o custom_n and_o weaken_v the_o enemy_n as_o aforesaid_a but_o in_o breed_v of_o seaman_n they_o be_v oblige_v by_o their_o bond_n to_o carry_v two_o three_o landman_n and_o but_o one_o three_o of_o their_o compliment_n seaman_n 7._o and_o if_o it_o be_v object_v that_o by_o thus_o remit_v the_o ten_o the_o advocate_n receiver_n etc._n etc._n employ_v therein_o will_v lose_v their_o salary_n the_o proposer_n humble_o hope_v it_o will_v not_o be_v think_v reasonable_a that_o the_o private_a interest_n of_o two_o or_o three_o person_n without_o advantage_n to_o the_o king_n or_o government_n shall_v be_v prefer_v before_o so_o great_a a_o public_a good_a as_o this_o encouragement_n will_v be_v both_o to_o the_o king_n and_o kingdom_n last_o it_o be_v demonstrable_a that_o this_o encouragement_n to_o privatier_n will_v prove_v of_o no_o small_a advantage_n to_o his_o majesty_n custom_n for_o example_n they_o frequent_o 30_o s._n and_o 35_o s._n a_o month._n the_o seaman_n for_o the_o lucre_n of_o such_o great_a wage_n in_o merchantman_n do_v lurk_v and_o hide_v themselves_o from_o their_o majesty_n service_n whereby_o it_o come_v to_o be_v so_o difficult_a to_o get_v man_n for_o the_o king_n ship_n whereas_o if_o their_o wage_n be_v near_o alike_o their_o majesty_n will_v never_o want_v seaman_n in_o their_o fleet._n a_o seaman_n wage_n in_o a_o merchantman_n in_o time_n of_o peace_n be_v usual_o about_o 25_o s._n a_o month_n and_o in_o a_o collier_n 30_o or_o 40_o s._n a_o voyage_n which_o now_o be_v come_v to_o 6_o 7_o and_z 8_o l._n a_o voyage_n and_o 50_o s._n and_o 3_o l._n a_o month_n in_o a_o merchantman_n which_o while_o they_o can_v have_v they_o will_v leave_v their_o majesty_n ship_n and_o abscond_v themselves_o from_o be_v impress_v rather_o than_o serve_v for_o the_o usual_a rate_n of_o the_o navy_n which_o be_v 23_o s._n a_o month_n at_o 28_o day_n in_o a_o month_n which_o be_v 25_o s._n a_o month_n at_o twelve_o month_n in_o the_o year_n and_o till_o such_o their_o extraordinary_a wage_n be_v bring_v down_o it_o be_v not_o to_o be_v think_v it_o will_v be_v otherwise_o though_o it_o be_v not_o evident_a they_o be_v ever_o the_o rich_a at_o the_o year_n end_v for_o any_o such_o large_a wage_n as_o for_o instance_n a_o seaman_n go_v to_o newcastle_n and_o perhaps_o have_v 6_o or_o 7_o l._n for_o his_o voyage_n while_o that_o last_v he_o never_o go_v to_o sea_n again_o but_o lurk_v about_o till_o he_o be_v run_v 30_o or_o 40_o s._n in_o debt_n to_o his_o landlady_n and_o then_o it_o may_v be_v make_v another_o trip_n to_o newcastle_n and_o so_o be_v not_o above_o 3_o month_n at_o sea_n in_o a_o year_n whereby_o the_o nation_n lose_v the_o benefit_n of_o his_o service_n all_o the_o rest_n of_o his_o time_n therefore_o it_o be_v humble_o propose_v that_o for_o their_o majesty_n service_n the_o rate_n of_o seman_n wage_n in_o merchantman_n be_v reduce_v to_o 30_o s._n per_fw-la month_n go_v with_o convoy_n and_o 35_o s._n per_fw-la month_n run_v without_o convoy_n and_o that_o if_o any_o private_a sailer_n shall_v demand_v more_o than_o the_o rate_n aforesaid_a that_o he_o may_v be_v bring_v to_o the_o office_n to_o be_v erect_v for_o register_n of_o ship_n and_o small_a craft_n and_o thence_o send_v on_o board_n one_o of_o their_o majesty_n ship_n of_o war_n there_o to_o serve_v for_o a_o year_n as_o a_o prest-man_n ☞_o this_o will_v be_v a_o equivalent_a for_o the_o master_n and_o owner_n of_o ship_n provide_v a_o 5_o l._n a_o month_n while_n at_o sea_n in_o lieu_n of_o one_o seaman_n each_o ship_n be_v to_o find_v for_o the_o king_n and_o hereby_o the_o seaman_n in_o their_o majesty_n ship_n will_v have_v encouragement_n because_o they_o will_v have_v money_n give_v they_o to_o go_v and_o lose_v none_o of_o the_o great_a wage_n which_o now_o tempt_v they_o to_o lurk_v and_o go_v in_o merchantman_n it_o may_v be_v object_v that_o this_o reducement_n of_o wage_n will_v make_v seaman_n leave_v their_o native_a country_n and_o go_v into_o foreign_a service_n to_o which_o it_o be_v answer_v on_o the_o contrary_a that_o they_o will_v not_o do_v it_o because_o first_o no_o nation_n victual_n so_o well_o as_o the_o english_a and_o our_o sailor_n love_v to_o eat_v well_o i_o that_o have_v summer_v and_o winter_v they_o so_o often_o know_v something_o of_o their_o temper_n second_o it_o be_v as_o good_a wage_n if_o not_o better_o than_o any_o other_o country_n give_v and_o therefore_o it_o be_v not_o to_o be_v think_v that_o english_a seaman_n except_o some_o few_o scoundrel_n i_o have_v observe_v good_a for_o nothing_o will_v leave_v their_o native_a country_n their_o friend_n and_o their_o family_n to_o go_v into_o foreign_a service_n for_o the_o same_o or_o less_o wage_n which_o may_v sufficient_o be_v see_v by_o their_o refuse_v the_o french_a service_n though_o they_o have_v large_a and_o 50_o s._n will_v enter_v himself_o to_o go_v to_o the_o east-indies_n for_o 20_o and_o 23_o s._n a_o month_n though_o that_o be_v a_o hard_a and_o sickly_a voyage_n two_o year_n out_o from_o their_o friend_n and_o some_o time_n three_o and_o after_o all_o must_v repay_v that_o two_o month_n advance_v again_o ii_o since_o this_o war_n it_o may_v be_v see_v what_o effect_n their_o majesty_n
