thereof_o and_o of_o the_o most_o prudent_a and_o benign_a government_n of_o his_o majesty_n and_o his_o royal_a progenitor_n this_o kingdom_n be_v until_o of_o late_a in_o its_o growth_n a_o flourish_a estate_n whereby_o the_o say_a people_n be_v heretofore_o enable_v to_o answer_v their_o humble_a and_o natural_a desire_n to_o comply_v with_o his_o majesty_n princely_a and_o royal_a occasion_n by_o their_o free_a gift_n of_o 150_o thousand_o pound_n sterling_a and_o likewise_o by_o another_o free_a gift_n of_o 120_o thousand_o pound_n more_o during_o the_o government_n of_o the_o lord_n viscount_n faulkland_n and_o after_o by_o the_o gift_n of_o 40_o thousand_o pound_n and_o their_o free_a and_o cheerful_a gift_n of_o six_o entire_a subsidy_n in_o the_o 10_o year_n of_o his_o majesty_n reign_n which_o to_o comply_v with_o his_o majesty_n then_o occasion_n signify_v to_o the_o then_o house_n of_o commons_o they_o do_v allow_v shall_v amount_v in_o the_o collection_n unto_o 250_o thousand_o pound_n although_o as_o they_o confident_o believe_v if_o the_o subsidy_n have_v be_v levy_v in_o a_o moderate_a parliamentary_a way_n they_o will_v not_o have_v amount_v to_o much_o more_o than_o half_a the_o sum_n aforesaid_a beside_o the_o four_o entire_a susidy_n grant_v in_o this_o present_a parliament_n so_o it_o be_v may_v it_o please_v your_o lordship_n by_o the_o occasion_n of_o the_o ensue_a and_o other_o grievance_n and_o innovation_n though_o to_o his_o majesty_n no_o considerable_a profit_n this_o kingdom_n be_v reduce_v to_o that_o extreme_a and_o universal_a poverty_n that_o the_o same_o be_v less_o able_a to_o pay_v subsidy_n than_o it_o be_v heretofore_o to_o satisfy_v all_o the_o before_o recite_v great_a payment_n and_o his_o majesty_n most_o faithful_a people_n of_o the_o land_n do_v conceive_v great_a fear_n that_o the_o say_v grievance_n and_o consequence_n thereof_o may_v be_v hereafter_o draw_v into_o precedent_n to_o be_v perpetuate_v upon_o their_o posterity_n which_o in_o their_o great_a hope_n and_o strong_a belief_n they_o be_v persuade_v be_v contrary_n to_o his_o royal_a and_o princely_a intention_n towards_o his_o say_a people_n some_o of_o which_o say_v grievance_n be_v as_o follow_v 1._o the_o general_a apparent_a decay_n of_o trade_n occasion_v by_o the_o new_a and_o illegal_a raise_n of_o the_o book_n of_o rate_n and_o imposition_n upon_o native_a and_o other_o commodity_n export_v and_o import_v by_o reason_n whereof_o and_o of_o extreme_a usage_n and_o censure_n merchant_n be_v beggar_a and_o both_o disenable_v and_o discourage_v to_o trade_n and_o some_o of_o the_o honourable_a person_n who_o gain_v thereby_o be_v often_o judge_n and_o party_n and_o that_o in_o the_o conclusion_n his_o majesty_n profit_n thereby_o be_v not_o considerable_o advance_v 2._o the_o arbitrary_a decision_n of_o all_o civil_a cause_n and_o controversy_n by_o paper_n petition_n before_o the_o lord_n lieutenant_n and_o lord_n deputy_n and_o infinite_a other_o judicatories_n upon_o reference_n from_o they_o derive_v in_o the_o nature_n of_o all_o action_n determinable_a at_o the_o common_a law_n not_o limit_v into_o certain_a time_n cause_n season_n or_o thing_n whatsoever_o and_o the_o consequence_n of_o such_o proceed_n by_o receive_v immoderate_a and_o unlawful_a fee_n by_o secretary_n clerk_n pursuivant_n sergeant_n at_o arm_n and_o otherwise_o by_o which_o kind_n of_o proceed_n his_o majesty_n lose_v a_o considerable_a part_n of_o his_o revenue_n upon_o original_a writ_n and_o otherwise_o and_o the_o subject_n lose_v the_o benefit_n of_o his_o writ_n of_o error_n bill_n of_o reversal_n voucher_n and_o other_o legal_a and_o just_a advantage_n and_o the_o ordinary_a course_n and_o court_n of_o justice_n decline_v 3._o the_o proceed_n in_o civil_a cause_n at_o council-board_n contrary_a to_o the_o law_n and_o great_a charter_n not_o limit_v to_o any_o certain_a time_n or_o season_n 4._o that_o the_o subject_n be_v in_o all_o the_o material_a part_n thereof_o deny_v the_o benefit_n of_o the_o princely_a grace_n and_o more_o especial_o of_o the_o statute_n of_o limitation_n of_o 21_o of_o jac._n grant_v by_o his_o majesty_n in_o the_o four_o year_n of_o his_o reign_n upon_o great_a advice_n of_o the_o council_n of_o england_n and_o ireland_n and_o for_o great_a consideration_n and_o then_o publish_v in_o all_o the_o court_n of_o dublin_n and_o in_o all_o the_o county_n of_o this_o kingdom_n in_o open_a assize_n whereby_o all_o person_n do_v take_v he_o will_v prosecute_v to_o the_o blood_n that_o the_o scotch_a nation_n be_v rebel_n and_o traitor_n and_o that_o if_o his_o majesty_n shall_v please_v to_o send_v he_o back_o to_o the_o government_n of_o ireland_n he_o be_v then_o to_o come_v into_o england_n he_o will_v root_v out_o the_o scotish_n nation_n root_n and_o branch_n and_o further_o do_v declare_v that_o this_o oath_n thus_o enjoin_v do_v bind_v to_o the_o ceremony_n of_o the_o church_n not_o only_o those_o that_o be_v establish_v but_o such_o as_o be_v to_o be_v establish_v so_o that_o the_o oath_n have_v some_o affinity_n with_o the_o oath_n in_o this_o kingdom_n not_o long_o since_o sir_n james_n mountgomery_n being_n interrogated_a what_o he_o know_v concern_v the_o contrive_n and_o impose_v of_o the_o say_a oath_n he_o answer_v that_o he_o be_v very_o unwilling_a to_o give_v any_o testimony_n in_o this_o particular_a because_o he_o know_v there_o be_v a_o petition_n for_o this_o oath_n to_o which_o petition_n his_o hand_n be_v among_o other_o and_o therefore_o some_o perchance_o who_o do_v not_o know_v the_o passage_n of_o the_o business_n may_v think_v there_o be_v a_o discordance_n and_o a_o disagreement_n between_o the_o instrument_n under_o his_o hand_n and_o the_o testimony_n he_o must_v give_v be_v put_v to_o it_o upon_o oath_n but_o he_o hope_v there_o shall_v none_o appear_v when_o lodging_n and_o give_v warning_n to_o the_o rest_n of_o the_o gent._n to_o meet_v his_o lordship_n there_o the_o next_o day_n at_o two_o of_o the_o clock_n that_o there_o they_o do_v all_o come_v and_o there_o be_v the_o bishop_n of_o down_o and_o raffo_n and_o some_o other_o of_o the_o clergy_n and_o be_v meet_v my_o lord_n deputy_n come_v thither_o and_o tell_v they_o he_o be_v there_o as_o their_o friend_n to_o acquaint_v they_o with_o some_o thing_n that_o do_v much_o concern_v they_o and_o to_o give_v they_o his_o advice_n he_o do_v then_o tell_v they_o of_o great_a disorder_n in_o scotland_n of_o great_a jealousy_n raise_v against_o they_o and_o that_o they_o who_o be_v present_a may_v possible_o be_v favourer_n or_o furtherer_n of_o those_o distemper_n but_o he_o add_v that_o he_o hope_v better_a of_o they_o however_o that_o it_o behove_v they_o to_o do_v something_o to_o vindicate_v themselves_o from_o this_o aspersion_n and_o that_o they_o shall_v offer_v it_o free_o of_o themselves_o and_o not_o stay_v till_o it_o be_v impose_v by_o authority_n that_o he_o do_v insist_v further_o in_o his_o speech_n and_o insinuate_v to_o they_o what_o be_v expect_v they_o shall_v do_v and_o that_o they_o shall_v be_v suitor_n for_o it_o that_o a_o oath_n be_v expect_v according_a to_o the_o example_n of_o scotland_n as_o they_o have_v there_o join_v in_o a_o covenant_n to_o this_o purpose_n he_o do_v deliver_v himself_o that_o when_o his_o lordship_n have_v end_v the_o bishop_n of_o raffo_n and_o down_n one_o second_v the_o other_o give_v his_o lordship_n thank_v for_o his_o lordship_n favour_n to_o they_o and_o tell_v his_o lordship_n that_o as_o those_o in_o scotland_n have_v join_v together_o and_o conspire_v by_o a_o unlawful_a oath_n so_o they_o here_o will_v join_v in_o a_o lawful_a oath_n in_o opposition_n to_o that_o and_o will_v petition_v for_o it_o to_o his_o lordship_n it_o be_v second_v by_o the_o bishop_n of_o down_o and_o some_o other_o of_o the_o clergy_n there_o little_o be_v speak_v by_o other_o that_o the_o bishop_n of_o down_o desire_v he_o may_v draw_v it_o but_o the_o lord-deputy_n put_v it_o on_o the_o bishop_n of_o raffo_n that_o some_o of_o they_o think_v it_o a_o little_a too_o hasty_a and_o when_o my_o lord_n be_v rise_v up_o he_o the_o deponent_a take_v on_o he_o to_o speak_v to_o his_o lordship_n and_o tell_v he_o the_o thing_n speak_v of_o there_o be_v not_o charge_v against_o the_o nation_n but_o against_o the_o covenanter_n in_o scotland_n and_o do_v not_o concern_v themselves_o and_o therefore_o think_v under_o favour_n that_o it_o shall_v not_o be_v amiss_o to_o think_v what_o they_o shall_v do_v before_o they_o appoint_v a_o man_n to_o draw_v a_o petition_n or_o to_o this_o effect_n that_o his_o lordship_n be_v please_v to_o turn_v towards_o he_o something_o in_o choler_n and_o to_o tell_v he_o sir_n james_n mountgomery_n you_o may_v go_v home_o and_o petition_n or_o not_o petition_v if_o you_o will_v but_o if_o you_o do_v not_o or_o who_o do_v not_o or_o to_o this_o effect_n shall_v do_v worse_o that_o they_o see_v his_o lordship_n have_v resolve_v it_o shall_v be_v so_o there_o be_v no_o more_o say_v the_o bishop_n of_o raffo_n go_v with_o the_o petition_n in_o his_o hand_n to_o some_o of_o they_o be_v desirous_a to_o see_v it_o to_o contribute_v their_o advice_n to_o they_o and_o somewhat_o suspect_v this_o train_n of_o the_o gentry_n that_o night_n again_o the_o say_a bishop_n meet_v with_o my_o lord_n mountgomery_n sir_n william_n stuart_n sir_n james_n craig_n and_o himself_o the_o deputy_n and_o bring_v two_o draught_n of_o petition_n the_o one_o indeed_o be_v down_o right_a rail_n the_o other_o not_o very_o mild_a he_o think_v howsoever_o they_o do_v desire_v speak_v upon_o this_o occasion_n and_o say_v that_o if_o the_o word_n of_o king_n strike_v impression_n in_o the_o heart_n of_o subject_n to_o speak_v in_o a_o plain_a language_n say_v he_o we_o be_v now_o come_v to_o the_o end_n of_o our_o journey_n and_o the_o well_o dispose_v of_o a_o answer_n to_o this_o message_n will_v give_v happiness_n or_o misery_n to_o this_o kingdom_n let_v we_o set_v the_o commonwealth_n of_o england_n before_o the_o eye_n of_o his_o majesty_n that_o we_o may_v justify_v to_o the_o world_n that_o we_o have_v demean_v ourselves_o as_o dutiful_a subject_n to_o his_o majesty_n hereupon_o sir_n thomas_n wentworth_n stand_v up_o and_o conclude_v the_o debate_n say_v that_o never_o house_n of_o parliament_n trust_v more_o in_o the_o goodness_n of_o their_o king_n for_o their_o own_o private_a than_o the_o present_a but_o we_o be_v ambitious_a that_o his_o majesty_n goodness_n may_v remain_v to_o posterity_n and_o we_o be_v accountable_a to_o public_a trust_n vindicate_v the_o subject_n right_n by_o bill_n be_v no_o more_o than_o be_v lay_v down_o in_o former_a law_n with_o some_o modest_a provision_n for_o restriction_n performance_n and_o execution_n and_o this_o so_o well_o agree_v with_o the_o sense_n of_o the_o house_n that_o they_o make_v it_o the_o subject_n of_o a_o message_n to_o be_v deliver_v by_o the_o speaker_n to_o his_o majesty_n whilst_o the_o lord_n afterward_o be_v in_o debate_n of_o the_o petition_n of_o right_n they_o be_v please_v at_o a_o conference_n to_o propose_v to_o the_o commons_o this_o follow_a addition_n to_o the_o petition_n of_o right_n viz._n 1._o we_o present_v this_o our_o humble_a petition_n to_o your_o majesty_n with_o the_o care_n not_o only_o of_o preserve_v our_o own_o liberty_n but_o with_o
