those_o thing_n which_o concern_v they_o as_o soldier_n 1._o that_o a_o committee_n or_o commissioner_n be_v appoint_v by_o the_o parliament_n to_o come_v down_o and_o abide_v at_o the_o heed_n quarter_n of_o the_o army_n with_o f●ll_a power_n and_o authority_n to_o audite_fw-la and_o state_n he_o account_v thereof_o and_o to_o give_v debenter_n as_o well_o for_o the_o pay_n respite_v upon_o the_o public_a faith_n as_o otherwise_o for_o their_o service_n under_o the_o command_n of_o his_o excellency_n sir_n thomas_n fairfax_n or_o any_o other_o respective_a command_n wherein_o they_o or_o any_o of_o they_o have_v serve_v the_o parliament_n that_o so_o what_o shall_v appear_v to_o be_v just_o due_a upon_o the_o aforesaid_a debenter_n may_v be_v make_v a_o unquestionable_a debt_n unto_o they_o and_o for_o the_o more_o effectual_a accomplishment_n hereof_o we_o desire_v that_o the_o respective_a treasurer_n and_o commissary_n of_o muster_n of_o the_o several_a army_n may_v be_v command_v to_o attend_v the_o say_a committee_n or_o commissioner_n that_o thereby_o the_o arrear_n of_o any_o person_n of_o this_o army_n incur_v in_o other_o army_n or_o garrison_n who_o by_o his_o or_o their_o continual_a attendance_n upon_o the_o service_n have_v not_o have_v their_o account_n audit_v and_o state_v may_v now_o be_v full_o account_v for_o without_o further_a trouble_n and_o forasmuch_o as_o the_o account_n of_o many_o who_o be_v member_n of_o this_o army_n and_o have_v former_o serve_v the_o parliament_n under_o other_o command_n though_o the_o neglect_n or_o want_v of_o muster_n loss_n of_o paper_n death_n of_o officer_n take_v of_o garrison_n etc._n etc._n will_v be_v very_o difficult_a to_o be_v clear_v to_o what_o they_o will_v be_v for_o the_o service_n under_o the_o command_n of_o his_o excellency_n sir_n thomas_n fairfax_n where_o muster_n have_v be_v certain_a and_o account_n better_a keep_v and_o such_o contingency_n as_o aforesaid_a have_v not_o happen_v we_o humble_o offer_v that_o the_o say_a committee_n or_o commissioner_n may_v have_v such_o full_a instruction_n that_o where_o certificate_n from_o superior_a officer_n can_v possible_o be_v obtain_v or_o other_o sufficient_a testimony_n have_v the_o oath_n of_o such_o person_n may_v be_v take_v and_o vallid_a as_o to_o the_o state_v of_o their_o account_n and_o in_o regard_n there_o remain_v a_o dis-satisfaction_n upon_o the_o army_n ground_v upon_o the_o instruction_n make_v for_o the_o audit_v of_o our_o account_n and_o publish_v to_o we_o at_o the_o rendesvouze_n of_o the_o several_a large_a deduction_n thereafter_o specify_v which_o we_o neither_o then_o nor_o yet_o can_v see_v good_a ground_n for_o therefore_o we_o humble_o ●ffer_v that_o the_o two_o house_n will_v be_v please_v to_o reassume_a the_o consideration_n of_o the_o say_a instruction_n and_o think_v upon_o some_o expedient_a whereby_o our_o deduction_n for_o freequarter_n may_v be_v moderate_v as_o to_o the_o instruction_n aforesaid_a and_o that_o no_o person_n who_o have_v constant_o pay_v quarter_n may_v be_v put_v upon_o any_o deduction_n nor_o any_o officer_n be_v accountable_a for_o any_o thing_n save_o that_o which_o particular_o concern_v himself_o and_o further_o we_o desire_v there_o may_v be_v effectual_a course_n take_v and_o provision_n make_v for_o the_o state_v of_o the_o account_n and_o secure_v the_o arrear_n of_o other_o the_o soldiery_n of_o the_o kingdom_n who_o have_v faithful_o serve_v the_o parliament_n and_o concur_v with_o this_o army_n in_o their_o late_a engagement_n and_o whereas_o divers_a of_o the_o horseman_n of_o this_o army_n upon_o the_o loss_n of_o their_o horse_n in_o the_o parliament_n service_n have_v at_o their_o own_o charge_n furnish_v themselves_o with_o other_o fit_a for_o the_o say_a service_n and_o haply_o have_v again_o lose_v certain_a of_o the_o say_a horse_n so_o buy_v whereby_o the_o state_n have_v be_v serve_v and_o the_o soldiery_n much_o damnify_v we_o humble_o desire_v the_o two_o house_n will_v be_v please_v to_o take_v it_o into_o their_o consideration_n thar_z some_o convenient_a satisfaction_n may_v be_v think_v a_o visible_a security_n give_v to_o satisfy_v the_o arrear_n of_o the_o army_n in_o such_o way_n and_o manner_n as_o may_v be_v least_o burdensome_a to_o the_o commonwealth_n in_o order_n to_o which_o we_o offer_v that_o bishop_n land_n dean_n and_o chapter_n land_n and_o forrest_n land_n may_v be_v speedy_o put_v to_o sail_v or_o otherwise_o make_v over_o for_o the_o use_n aforesaid_a or_o any_o other_o way_n the_o parliament_n in_o their_o wisdom_n shall_v think_v meet_a appear_v satisfactory_a for_o the_o security_n of_o the_o say_a arrear_n 3._o three_o that_o there_o may_v be_v a_o ordinance_n for_o secure_v all_o and_o every_o person_n in_o this_o army_n who_o have_v willing_o serve_v the_o parliament_n from_o be_v impress_v out_o of_o this_o kingdom_n to_o any_o foreign_a service_n and_o that_o no_o horseman_n shall_v be_v force_v to_o serve_v on_o foot_n in_o any_o future_a case_n and_o for_o the_o more_o real_a effect_n hereof_o we_o desire_v that_o every_o such_o person_n aforesaid_a as_o shall_v have_v a_o certificate_n under_o the_o general_n or_o his_o respective_a field_n officer_n or_o captain_n hand_n that_o he_o have_v serve_v in_o this_o army_n which_o he_o may_v carry_v about_o he_o or_o keep_v by_o he_o by_o produce_v such_o a_o ticket_n he_o may_v be_v upon_o sight_n thereof_o discharge_v and_o that_o if_o any_o officer_n shall_v detain_v any_o such_o person_n after_o the_o sight_n of_o such_o testimonial_a there_o may_v be_v a_o certain_a penalty_n inflict_v upon_o he_o 4._o four_o that_o the_o ordinance_n concern_v apprentice_n freedom_n that_o have_v serve_v the_o parliament_n may_v be_v make_v a_o act_n before_o or_o at_o the_o settle_n of_o a_o peace_n 5._o five_o that_o the_o ordinance_n concern_v provision_n for_o maim_a
